3.0 Scope <strong>of</strong> Work<br />

The ‘LTPR Assessment <strong>of</strong> <strong>Agricultural</strong> <strong>Enterprise</strong>s’ team will undertake the following tasks:<br />

• Conduct preparatory work involving: i) Consultation with <strong>USAID</strong>/<strong>Kenya</strong>, the ‘LTPR <strong>and</strong><br />

Conservation <strong>Enterprise</strong>s’ team <strong>and</strong> the locally-procured logistical coordinator (the East Africa<br />

Wildlife Society-EAWLS) to finalize logistics for field visits, including arrangements for all necessary<br />

meetings <strong>and</strong> interviews; ii) Review literature relevant to the case studies, including documents<br />

provided by <strong>USAID</strong>/<strong>Kenya</strong> <strong>and</strong> also sourced independently; iii) Finalize roles <strong>and</strong> responsibilities<br />

within the team, a methodology for conducting the field assessments, <strong>and</strong> procedures for<br />

communicating with the ‘LTPR Assessment <strong>of</strong> Conservation <strong>Enterprise</strong>’ team, <strong>USAID</strong>/Washington<br />

<strong>and</strong> <strong>USAID</strong>/<strong>Kenya</strong> as needed;<br />

• Travel to specific agricultural enterprise sites within <strong>Kenya</strong> as identified by <strong>USAID</strong>/<strong>Kenya</strong> <strong>and</strong> assist<br />

in conducting an assessment <strong>of</strong> the specific cases based on an agreed upon methodology guided by<br />

the issues noted in Component 1, above;<br />

• Develop an analytical framework for the findings <strong>and</strong> ‘lessons’ <strong>of</strong> Component 1, as related to<br />

property rights negotiation, establishment, governance, <strong>and</strong> transaction <strong>and</strong> the impacts on investors,<br />

managers, communities, benefit sharing <strong>and</strong> equity, l<strong>and</strong> <strong>and</strong> resource use. Work closely with the<br />

‘LTPR Assessment <strong>of</strong> Conservation <strong>Enterprise</strong>’ team <strong>and</strong> the ‘Desk Study <strong>and</strong> Programming<br />

Roundtable’ team in these efforts;<br />

• Inform the l<strong>and</strong> policy review, <strong>and</strong> identify important legal <strong>and</strong> policy changes that are needed to<br />

support the success <strong>of</strong> the agricultural enterprises;<br />

• Work with the ‘LTPR Assessment <strong>of</strong> Conservation <strong>Enterprise</strong>’ <strong>and</strong> the ‘Desk Study <strong>and</strong><br />

Programming Roundtable’ teams to develop a preliminary set <strong>of</strong> lessons learned that can be used to<br />

contribute to a <strong>USAID</strong>/<strong>Kenya</strong>-hosted workshop noted in Component 3, above;<br />

• Work with the ‘LTPR Assessment <strong>of</strong> Conservation <strong>Enterprise</strong>’ <strong>and</strong> the ‘Desk Study <strong>and</strong><br />

Programming Roundtable’ teams to present lessons learned at the <strong>USAID</strong>/<strong>Kenya</strong>-sponsored<br />

workshop; <strong>and</strong><br />

• Finalize a report based on comments received from <strong>USAID</strong>/<strong>Kenya</strong>, <strong>USAID</strong>/Washington <strong>and</strong><br />

participants in workshop. The report may be finalized upon return to the US.<br />

5.0 Deliverables<br />

1. A final report (not more than single spaced 30 pages) including an executive summary, introduction<br />

<strong>and</strong> background for the overall evaluation, detailed findings, conclusions, <strong>and</strong> recommendations. The<br />

report will incorporate comments from <strong>USAID</strong>/Washington <strong>and</strong> <strong>USAID</strong>/<strong>Kenya</strong>.<br />

2. Presentation <strong>and</strong> participation at the <strong>Kenya</strong> lessons learned workshop.<br />

The ‘overall project team leader’ will submit electronic copies <strong>of</strong> final report to <strong>USAID</strong>/Washington <strong>and</strong><br />

<strong>USAID</strong>/<strong>Kenya</strong>. A final report will be submitted no later than April 30, 2008.<br />

6.0 Schedule<br />

This assignment will begin with preparatory work in the US on or about 1 March 2008 with arrival in Nairobi<br />

o/a 3 March 2008 <strong>and</strong> end o/a 30 March 2008. The consultants will work six-day work weeks.<br />

7.0 Costs<br />

The costs for this component <strong>of</strong> the assessment are subject to the cost-plus-fixed fee rates applicable to the<br />

<strong>USAID</strong> PLACE IQC <strong>and</strong> the PRRG Task Order.<br />
