Overall, this model suggests that convergence <strong>to</strong>wards the leading region(s) is feasible only for regions<br />

with sufficient absorptive capacity. There is the distinct possibility that only regions with low technology gaps are<br />

able <strong>to</strong> converge <strong>to</strong>wards a steady-state equilibrium growth path, relative <strong>to</strong> the growth rate of the leading region.<br />

Regions with large technology gaps may fall progressively behind.<br />

3. Econometric Specification<br />

The empirical literature on regional convergence (e.g. Barro and Sala-i-Martin, 1992) makes extensive use<br />

of two alternative tests for convergence, namely absolute and conditional convergence:<br />
