• The nature of enemy actions in urban terrain require that covered and<br />

concealed routes within the built-up area be used to allow movement within<br />

buildings and between buildings.<br />

• Urban terrain limits the ability of a unit to employ maximum combat power<br />

due to the need to minimize civilian casualties and damage and rubbling<br />

effects.<br />

R-24, Frangible Ammunition: In some instances, to prevent the possibility of<br />

injury to friendly inhabitants, consider the use of 5.56-mm and 7.62-mm Controlled<br />

Penetration Ammunition (CPA) “Soft Round” which will penetrate human<br />

bodies/walls and then stop either in the body or in the wall.<br />

WARNING<br />

Because frangible ammunition disintegrates upon impact with any<br />

surface harder than the projectile itself, safety glasses should be worn<br />

to protect eyes from fragments.<br />

NOTE: The use of frangible ammunition will prevent firing through objects<br />

(furniture, walls, etc.). This could place the unit at a severe disadvantage<br />

against an enemy not so equipped.<br />

• There has historically been a greater demand in urban areas for ammunition<br />

and barrier material, thus imposing unusual strains on logistics elements.<br />

• Due to the restrictive terrain of urban areas, there are problems with<br />

conducting effective reconnaissance.<br />

• Rules of Engagement may severly limit the use of firepower.<br />

• Significant numbers of noncombatants may have to be evacuated, some<br />

forcibly. Noncombatants may hinder operations, either merely by their<br />

presence or on purpose.<br />

(1) Understanding the mission. When the unit is involved in clearing<br />

operations, bypassing buildings increases the risk of attack from the rear or flank. Thus,<br />

the clearing unit generally must enter, search, and clear each building in its zone of<br />

action as well as leave security to prevent reoccupation of buildings. If this is not tasked,<br />

it should be made clear to the platoon leader upon receipt of his mission from his<br />

commander. This point should be clarified before beginning an offensive mission.<br />
