3. <str<strong>on</strong>g>BACKGROUND</str<strong>on</strong>g><br />

The <strong>UNDP</strong> Administrator is the third highest ranking official in the <strong>United</strong> Nati<strong>on</strong>s<br />

System after the Secretary-General and the Deputy Secretary-General.<br />

He is appointed by the Secretary-General and c<strong>on</strong>firmed by the General Assembly<br />

appointed for a term of four years.<br />

Paul G. Hoffman was appointed as the first Administrator of <strong>UNDP</strong> in 1966 and<br />

served until retirement in 1972.<br />

David Owen, who led <strong>UNDP</strong>’s predecessor organizati<strong>on</strong>, the Expanded <strong>Programme</strong><br />

of Technical Assistance (EPTA), was appointed as Mr. Hoffman’s Co-Administrator.<br />

Rudolph A. Peters<strong>on</strong> was appointed Administrator in 1972 followed by Bradford<br />

Morse in 1976; William H. Draper lll, 1986; and James Gustave Speth, 1993 to 30<br />

June 1999.<br />

MARK MALLOCH BROWN<br />

<strong>UNDP</strong> ADMINISTRATOR<br />

Since 1 July 1999, Mark Malloch Brown has been the Administrator of the <strong>United</strong><br />

Nati<strong>on</strong>s <strong>Development</strong> <strong>Programme</strong>, the UN’s global development network. He is also<br />

the Chair of the <strong>United</strong> Nati<strong>on</strong>s <strong>Development</strong> Group, a committee c<strong>on</strong>sisting of the<br />

heads of all UN funds, programmes and departments working <strong>on</strong> development<br />

issues.<br />

During his tenure at <strong>UNDP</strong>, Mr Malloch Brown has overseen a comprehensive reform<br />

that has been widely recognized as making <strong>UNDP</strong> more focused, efficient and<br />

effective across the 166 countries where it works. His efforts have included a major<br />

push to expand UN support to developing countries in areas such as democratic<br />

governance and using informati<strong>on</strong> and communicati<strong>on</strong>s technology to support<br />

development. At the request of UN Secretary-General Kofi Annan, Mr Malloch<br />

Brown is also leading the UN system in developing a strategy to help support the<br />

achievement of the Millennium <strong>Development</strong> Goals – eight, time-bound development<br />

targets with the overarching goal of halving extreme poverty by 2015 – which were<br />

agreed to by world leaders at the UN Millennium Summit of September 2000.<br />

From 1994 to1999 Mr Malloch Brown served at the World Bank as Vice President for<br />

External Affairs and <strong>United</strong> Nati<strong>on</strong>s Affairs. From 1986 to 1994, he was a lead<br />

partner in an internati<strong>on</strong>al c<strong>on</strong>sulting firm, where he advised governments, political<br />

leaders and corporati<strong>on</strong>s.<br />

Mr Malloch Brown's first exposure to the <strong>United</strong> Nati<strong>on</strong>s was from 1979 to 1983 when<br />

he worked for the Office of the <strong>United</strong> Nati<strong>on</strong>s High Commissi<strong>on</strong>er for Refugees.<br />
