participati<strong>on</strong> in each of the areas.<br />

The Nati<strong>on</strong>al Human <strong>Development</strong> Report has become an important tool for<br />

innovative dialogue <strong>on</strong> policy acti<strong>on</strong>. For instance, the Botswana Human<br />

<strong>Development</strong> Report 2000 launched a nati<strong>on</strong>al policy debate which culminated in a<br />

decisi<strong>on</strong> by that country's President to provide HIV/AIDS drug "cocktails" to every<br />

citizen who needed them. In Nigeria, the NHDR was used for training of ministers<br />

and special advisers <strong>on</strong> poverty reducti<strong>on</strong>.<br />

From Lesotho to Mali to Sierra Le<strong>on</strong>e, <strong>UNDP</strong>'s regi<strong>on</strong>al and global development<br />

network c<strong>on</strong>nects our provide to support for electi<strong>on</strong>s, electoral legislati<strong>on</strong> and for<br />

strengthening the instituti<strong>on</strong>al capacity of electoral commissi<strong>on</strong>s, systems and<br />

processes. Assistance has ranged from coordinati<strong>on</strong> of internati<strong>on</strong>al observers and<br />

facilitati<strong>on</strong> of negotiati<strong>on</strong>s between political parties and civil society to advancing<br />

electoral reforms. Support has also been provided for development of database<br />

systems, voters registrati<strong>on</strong>, electi<strong>on</strong> resource and informati<strong>on</strong> centers and technical<br />

assistance through the provisi<strong>on</strong> of internati<strong>on</strong>al observers. The human capacity of<br />

electoral commissi<strong>on</strong>s has also been strengthened through training in civic educati<strong>on</strong><br />

and leadership skills.<br />

In Benin, Burundi, Ethiopia, Madagascar, Togo and Zambia, <strong>UNDP</strong> has been<br />

supporting the promoti<strong>on</strong> of human rights. Human rights commissi<strong>on</strong>s have been<br />

established and the preparati<strong>on</strong> of human rights bills have been supported.<br />

Awareness of human rights has been promoted through sensitizati<strong>on</strong>, civic educati<strong>on</strong><br />

and producti<strong>on</strong> of human rights textbooks, training workshops and formulati<strong>on</strong> of<br />

educati<strong>on</strong> and informati<strong>on</strong> strategies.<br />

In collaborati<strong>on</strong> with UNCDF and UNV assistance has been provided for building<br />

local government capacity in countries such as Burkina Faso, Burundi, Mozambique,<br />

South Africa, and Zambia. This assistance has included interventi<strong>on</strong>s to improve the<br />

participati<strong>on</strong> of CSOs and CBOs in local planning budgeting through open dialogue,<br />

sensitizati<strong>on</strong>, training in participatory planning, budgeting and disseminati<strong>on</strong> of good<br />

governance practices. Support has also been provided for development of legislative<br />

reforms for decentralizati<strong>on</strong> in Malawi and Tanzania. Decentralizati<strong>on</strong> needs<br />

assessments have been carried out and strategies for decentralizati<strong>on</strong> and local selfgovernance<br />

have been formulated.<br />

To strengthen civil service accountability, assistance is being given for public sector<br />

reform, changes in the codes of c<strong>on</strong>duct, review of public administrati<strong>on</strong> and anticorrupti<strong>on</strong><br />

acts. Training has also been provided for government and judiciary staff in<br />

pers<strong>on</strong>nel management, public procurement, informati<strong>on</strong> systems service<br />

c<strong>on</strong>tracting, investment procedures and strengthening public services. Countries<br />

benefiting from such assistance include Burundi, Democratic Republic of C<strong>on</strong>go,<br />

Eritrea, Ethiopia, Malawi, Mozambique, Uganda, Tanzania, and Zimbabwe.<br />

At the regi<strong>on</strong>al level, assistance has been provided for activities that center around<br />

policy dialogue, advocacy and capacity building <strong>on</strong> ec<strong>on</strong>omic, political and social<br />

governance initiatives. The <strong>UNDP</strong> Africa annually organized Africa Governance<br />
