1. Administrative items<br />

A. Introductions/Announcements<br />

Ron Broocks called the meeting to order at 8:00 AM. All participants are shown in<br />

Attachment 1.<br />

B. Review <strong>SERC</strong> Antitrust and Confidentiality guidelines<br />

Joe Spencer covered the <strong>SERC</strong> Confidentiality Policy statement and the <strong>SERC</strong> Antitrust<br />

Compliance Guidelines.<br />

C. Review and approve meeting agenda<br />

The draft agenda was approved without edit (Attachment 2).<br />

D. Review action items and approve past meeting minutes<br />

Action items from the July 29-30, <strong>20</strong>09 meeting were reviewed. The <strong>PCS</strong> discussion of<br />

AI#1 generated two new action items (AI#1 and 2).<br />

Draft meeting minutes from the August 18, <strong>20</strong>09 WebEx draft meeting were approved.<br />

E. New <strong>PCS</strong> co-chair<br />

In the July <strong>20</strong>09 meeting, interest in the <strong>PCS</strong> co-chair position (recently vacated by Steve<br />

Waldrep) was requested. Phil Winston (Georgia Power/Southern Company) expressed<br />

interest in the position. It was recommended that Phil’s name be recommended to the EC<br />

chair.<br />

2. Review misoperations<br />

Misoperations reported by entities to <strong>SERC</strong>, via the portal, for the December 1, <strong>20</strong>09 reporting<br />

period were reviewed by the <strong>PCS</strong>. These misops occurred in the <strong>SERC</strong> Region during the April<br />

1, <strong>20</strong>09 to September 30, <strong>20</strong>09 time window. The misops review was coordinated by Bridget<br />

Coffman and had been distributed among five sub-groups.<br />

Misops were allotted to the following <strong>PCS</strong> members in five groups:<br />

1. Russ Evans and George Pitts<br />

2. Steve Waldrep, Phil Winston, and Nathan Lovett<br />

3. Jay Farrington and Charlie Fink<br />

4. Paul Nauert and Ron Broocks<br />

5. Bridget Coffman and David Fountain


Group discussion was led by Russ Evans (Group #1), Phil Winston (Group #2), Charlie Fink<br />

(Group #3), Paul Nauert (Group #4), and Bridget Coffman (Group #5).Transmission misops<br />

were reviewed first and generated several follow-up action items documented in the action log.<br />

General items of discussion included:<br />

Failure categories – The <strong>PCS</strong> discussed the use of the “other” cause category when a misop<br />

caused on one entity (e.g., breaker closure) induces a misop on another entity’s system. A new<br />

cause code may be needed for this.<br />

3. Review misoperations (continued)<br />

Generation misops, reviewed by groups #1, #4 and #5, were then discussed. Russ Evans<br />

summarized discussion for group #1, Ron Broocks for group #4 and Bridget Coffman for group<br />

#5.<br />

4. Misops trending/reporting<br />

Paul Nauert presented a draft report to the <strong>PCS</strong> on recommended tracking/trending methods<br />

and formatting of misops data. This significant effort was and the result of action item (# 18)<br />

from last July’s <strong>PCS</strong> meeting. <strong>PCS</strong> members supporting the effort included Paul Nauert of<br />

Ameren (lead), Charlie Fink of Entergy, Steve Waldrep of Georgia Power, Jerry Blackley of<br />

Progress Energy, Ron Broocks of Dominion/VA Power, and Bridget Coffman of Santee Cooper.<br />

Based on discussions, Paul was charged to incorporate edits to the report and to redistribute to<br />

the <strong>PCS</strong>. The report was received favorably by the <strong>PCS</strong> and considered to be a basis for <strong>PCS</strong><br />

reporting in the future.<br />

5. Aging misoperations<br />

In an effort to drive aging misops corrective action plans to completion, the <strong>PCS</strong> has<br />

decided to formally request additional information (as allowed by the <strong>SERC</strong> misoperations<br />

supplement –Section 2C, page 5) for misoperations with durations longer than two years<br />

(based on the original and current <strong>SERC</strong> portal report dates).<br />

This policy resulted in a letter being sent, under <strong>SERC</strong> letterhead, to one entity relative to<br />

two aging misoperations’ corrective actions. The entity response to the letter was reviewed<br />

and approved by the <strong>PCS</strong>. Two additional letters will be sent based on the December <strong>20</strong>09<br />

misops reporting as two misops have reached the two-year criterion.<br />

6. New <strong>PCS</strong> communication/reports<br />

Reporting on a July <strong>20</strong>09 action item (#15), Joe Spencer discussed possible reporting formats<br />

of bi-annual misoperations for <strong>SERC</strong> at large (e.g., <strong>SERC</strong> entities not represented on the <strong>PCS</strong>,<br />

EC, and other <strong>SERC</strong> committees and sub-committees). Based on <strong>PCS</strong> analysis of misops, <strong>PCS</strong><br />

“comments” are being incorporated on resubmittal reminders sent to <strong>SERC</strong> entities.<br />

Based on input from Bridget Coffman and Jerry Blackley, Joe discussed the possibility of<br />

making <strong>PCS</strong> comments more prominent on resubmittal reminders as well as incorporating some<br />

of the graphs developed by the Misops trending/reporting sub-group, as reported above.<br />

Joe committed to developing an email address list (July meeting AI #<strong>21</strong>) of entity technical<br />

contacts as provided by entities during misops submittals.<br />

Other ideas included:<br />

• Upcoming PRC-005-2 workshop could be sent to expanded distribution<br />

• Possibility of a “lessons-learned” document<br />

• Include <strong>PCS</strong> communication in <strong>SERC</strong> forums (Compliance seminars, Open Forum,<br />

etc.)<br />

• Make the <strong>PCS</strong>’s report to the EC available on the <strong>SERC</strong> web site.<br />

• Consider how <strong>SERC</strong> could leverage a tool like the Nuclear Operation Equipment<br />

Performance (OEP) as a reliability improvement communication tool.<br />

7. NERC update<br />

Phil Winston updated the <strong>PCS</strong> on NERC PRC standard development. This included project<br />

<strong>20</strong>09-07 (Redundancy), PRC-0<strong>01</strong>-2, PRC-002-2, PRC-023, PRC-005-2 and outstanding<br />

interpretations of PRC-004-1/PRC-005-1.<br />

8. PRC-005-2 workshop<br />

As a member of the PRC-005-2 standards drafting team (SDT), Phil Winston has offered to<br />

support a <strong>SERC</strong> workshop on the topic. A one-day workshop was discussed with presentations<br />

in the morning and Q&A in the afternoon. The SDT will be meeting in mid-February. Phil<br />

suggested that he could provide an outline by late February.<br />

9. DME Reporting Form<br />

In December, <strong>SERC</strong> entities provided the first set of Disturbance Monitoring Equipment (DME)<br />

data. The <strong>PCS</strong> reviewed the data and commented on completeness and identified some<br />

apparent errors. Minor changes were suggested for the DME form (add text entry ability for<br />

check boxes #1 and #2). One edit was proposed for the list of required DDR locations (<strong>SERC</strong><br />

Regional Criterion, DME Installation and Reporting Requirements - Attachment 4). This change<br />

did not eliminate any DDR coverage; it simple recognized that dual coverage was being<br />

provided by one DDR.<br />

It was also recommended that “Confidential” be placed in the title of Attachment 4. The question<br />

was raised as to how entities are to address maintenance of required DDRs. If such a DDR is<br />

out for maintenance, etc., is the entity obligated to inform <strong>SERC</strong>?<br />

There currently is a transitional period for entities to collect DME data under PRC-<strong>01</strong>8-1.<br />

Seventy-five percent coverage is required by May 7, 2<strong>01</strong>0 and <strong>10</strong>0% by May 7, 2<strong>01</strong>1.<br />

<strong>10</strong>. <strong>PCS</strong> support for <strong>20</strong>09 Compliance audits/seminars<br />

Six entity representatives are slated to support the <strong>SERC</strong> audit team on compliance audits in<br />

2<strong>01</strong>0. These individuals are:<br />

• George Pitts (TVA)<br />

• Ron Broocks (Dominion)<br />

• Dave Fountain (Duke Energy)<br />

• Steve Waldrep (Georgia Power)<br />

• Bridget Coffman (Santee Cooper)<br />

• Rob Rauschenbach (Ameren)<br />

No requests have been made yet for <strong>PCS</strong> support to <strong>SERC</strong> Compliance seminars. However,<br />

support could be provided for PRC-005 and 023, review of misoperations, and DME reporting.<br />

These seminars are scheduled for:<br />

• March 16-17 in <strong>Atlanta</strong><br />

• April 6-7 in New Orleans<br />

• November 16-17 in Charlotte<br />

• November 30-December 1 in Nashville<br />

11. Status and intent of NERC Industry Advisory – Protection System Single Point of Failure<br />

dated March 30, <strong>20</strong>09<br />

• Entities advised to address single point of failure on their protection systems<br />

• Entities are additionally advised to begin preparing an estimate of the resource<br />

commitment to address single points of failure<br />

• NERC will be conducting a survey on the Industry through the Regional Entities for<br />

the proposed redundancy standard under development beginning on or about April<br />

15, <strong>20</strong>09.<br />

Apparently, NERC had never sent out this survey. NERC (S<strong>PCS</strong>) has issued a whitepaper on<br />

redundancy.<br />

12. Other items/general discussion<br />

Charlie Fink, Entergy, discussed two recent requests to <strong>SERC</strong> for implementation guidance<br />

with respect to PRC-002. The <strong>PCS</strong> has been charged to address two requests. Paul Nauert<br />

from Ameren was charged with summarizing the <strong>PCS</strong> discussion and formulating a<br />

response.<br />

Ron Broocks recognized Marion Frick’s contribution to the <strong>PCS</strong> over the last several years.<br />

Marion expects to retire from SCEG before the next face-to-face meeting. The <strong>PCS</strong> wishes<br />

Marion well in his retirement.<br />
