MUNICIPAL SERVICE REVIEW FOR LAKE ALMANOR REGION OF PLUMAS COUNTY<br />
ARPD is entirely run by volunteers who can only offer limited hours to the operations of<br />
the <strong>District</strong>. Consequently, the <strong>District</strong> faced certain challenges with timely responses<br />
during the course of this MSR. While it is lauded that the <strong>District</strong> is making efforts to offer<br />
services within an extremely limited budget, it is recommended that ARPD consider hiring<br />
a part‐time employee in the long term to aid in administration <strong>and</strong> management <strong>and</strong><br />
enhance professionalism.<br />
CCD could improve upon service adequacy by operating within legal requirements for<br />
cemetery districts. By allowing anybody to purchase a plot in one of its cemeteries, the<br />
<strong>District</strong> is non‐compliant with legal constraints on the burial of non‐residents.<br />
Additionally, CCD should institute non‐resident fees for burial in accordance with State law.<br />
Similar to fire, <strong>and</strong> water <strong>and</strong> wastewater providers, other districts in the Lake <strong>Almanor</strong><br />
region have been severely affected by the economic conditions. Their revenues have<br />
declined, making it harder to provide adequate services to their residents. Seneca<br />
Healthcare <strong>District</strong> (SHD) faces declining Medicare <strong>and</strong> Medicaid reimbursements for<br />
services rendered, while Chester Cemetery <strong>District</strong> (CCD) has seen a trend away from fullbody<br />
interments toward less costly cremations. A further challenge for <strong>Almanor</strong><br />
<strong>Recreation</strong> <strong>and</strong> <strong>Park</strong> <strong>District</strong> (ARPD) has been the absence of any tax or special assessment<br />
revenue. The districts are in search of additional financing sources <strong>and</strong> ways to live within<br />
their means. For example, SHD <strong>and</strong> ARPD attempt to offer new services <strong>and</strong> finance these<br />
services through charges.<br />
GO V E R N A N C E O P T I O N S<br />
Several governance options were identified over the course of this study, including:<br />
Consolidation of Peninsula FD <strong>and</strong> Hamilton Branch FPD.<br />
Consolidation of West <strong>Almanor</strong> CSD <strong>and</strong> Prattville‐<strong>Almanor</strong> FPD.<br />
There is a possibility of regional fire provider consolidation.<br />
Transitioning Walker Ranch CSD to an independent special district.<br />
Detachment of the northern part of <strong>Almanor</strong> <strong>Recreation</strong> <strong>and</strong> <strong>Park</strong> <strong>District</strong> SOI, which<br />
mainly includes forest l<strong>and</strong> uses.<br />
Consolidation of HBCSD with the Hamilton Branch Mutual Water Company.<br />
Seneca Healthcare <strong>District</strong> is open to consolidating with other healthcare district in<br />
the County.<br />
Consolidation of Walker Ranch CSD with <strong>Almanor</strong> Lake Mutual Water Company.<br />
Annexation of Big Meadows into WACSD or PAFPD.<br />
Dissolution of CSA 3.<br />
