will only respond outside of their bounds if they have sufficient resources to respond<br />

simultaneously within their bounds.) These fire agencies have agreed to respond outside<br />

of their LAFCo‐approved boundary to provide fire <strong>and</strong> medical emergency response when<br />

an incident is not within the purview of USFS. Providers do not receive compensation for<br />

these responses outside of their bounds unless the agency has a fee system in place to<br />

charge the caller for the response.<br />

Dispatch is provided by the Susanville Interagency Fire Center (SIFC) to the fire<br />

providers in the <strong>Almanor</strong> Basin. As of 1984, SIFC started providing emergency dispatching<br />

services for the Lassen National Forest, Norcal Bureau of L<strong>and</strong> Management (BLM), CalFire<br />

Lassen‐Modoc Unit, Lassen Volcanic National <strong>Park</strong>, Fire Net Lassen, 17 local fire<br />

departments, <strong>and</strong> Sierra Medical Services Alliance (SEMSA). The center coordinates 9‐1‐1<br />

dispatching for fire <strong>and</strong> medical emergency services. This merging of Federal, State, <strong>and</strong><br />

local cooperation began in 1982, when the California Department of Forestry <strong>and</strong> Fire<br />

Protection (now CalFire) joined the Susanville Interagency Fire Center. SIFC grew again in<br />

1984, with the formation of Fire Net Lassen <strong>and</strong> the beginning of 24‐hour dispatching<br />

services by the interagency group.<br />

SIFC continues to use the “closest available resources” concept. When an emergency<br />

occurs anywhere in the 6.5 million acre SIFC protection area, the closest fire engines,<br />

aircraft or crews respond, regardless of jurisdiction. During fire season, SIFC dispatchers<br />

can call on 30 fire engines, three helicopters, an air tanker <strong>and</strong> 18 ground crews. During<br />

major incidents, they can summon resources from anywhere in the state or nation. Center<br />

managers from the CalFire, BLM, <strong>and</strong> Lassen National Forest equally share management<br />

responsibilities.<br />
