for fire providers. The least PAFPD<br />

amount of money per capita<br />

was spent by Hamilton Branch<br />

PFD<br />

FPD. This fact may be<br />

explained by the absence of HBFPD<br />

paid employees in the <strong>District</strong>.<br />

Although, PAFPD also does not<br />

have any paid staff, its<br />

resources are shared with<br />

WACSD <strong>and</strong> used to respond<br />

to the same service area <strong>and</strong> the same service calls. Therefore, for the purpose of this<br />

comparison the expenditures <strong>and</strong> populations of WACSD <strong>and</strong> PAFPD are combined.<br />

Peninsula FD expends the most per capita. The reason for the higher rate of expenditures<br />

may be that a majority of PFD’s firefighters are paid. In addition, Peninsula FD operates an<br />

ambulance, which adds to the overall costs. Chester PUD also operates an ambulance, but<br />

has lower rate of expenditures as it shares administrative expenses with water <strong>and</strong><br />

wastewater operations <strong>and</strong> heavily relies on volunteer firefighters.<br />

A similar situation exists<br />

per service call, as is clear<br />

from Figure 3‐12. The low cost PAFPD<br />

per service call for HBFPD is<br />

the <strong>District</strong>, while the high<br />

cost per service call for PFD<br />

HBFPD<br />

may be explained by its paid<br />

staff. Again, for the purpose of<br />

WACSD <strong>and</strong> PAFPD respond to<br />

the same service calls, their expenditures were combined.<br />
