Rescue preparedness can be deployed in actions <strong>to</strong> prevent, limit and aid injuries and<br />
damage <strong>to</strong> people, property and the environment. Rescue preparedness can also assist<br />
in peak load situations, where other stakeholders with emergency responsibilities are<br />
not completely capable of dealing with the consequences. It could, <strong>for</strong> example, be a<br />
matter of draining surface water and other assistance with s<strong>to</strong>rm and water damage,<br />
extinguishing wildfires, rescue operations of various types and accommodating and<br />
caring <strong>for</strong> distressed and evacuated people. For this, continuous consideration and decisions<br />
are required with regard <strong>to</strong> procurement, development, maintenance, composition<br />
and strategic location of equipment.<br />
Continuous <strong>adaptation</strong> in the <strong>for</strong>m of improving equipment is already underway in many<br />
places, <strong>for</strong> instance, as a result of the hurricane of 1999 and subsequent episodes of<br />
s<strong>to</strong>rms, s<strong>to</strong>rm surges, heavy rains, drought, etc. Examples include pumps, support<br />
materials, portable genera<strong>to</strong>rs, vehicles designed <strong>for</strong> use in flooded areas, s<strong>to</strong>ppers <strong>for</strong><br />
34
