PEC and Obtrusive light At Thorn we recognise our sustainability responsibilities, and with the PEC programme we have introduced a wide-ranging philosophy that underpins our approach to lighting design and implementation. The programme is based on the principle that performance, efficiency and comfort determine the visual effectiveness of lighting.
