THE <strong>TUNISIA</strong>N SOLAR PLAN (PST) RE subsidies policy The Tunisian Solar Plan Details • The Tunisian Solar Plan („Plan solaire tunesien“) describes a long-term strategy that aims for a diversification of the Tunisian electricity market, which in 2013 was still dominated by fossil fuels (93 %). • By 2030, the following steps shall be put into effect: • Reduction of the share of gas in electricity generation down to 50 % • Development/construction of several coal-fired power plants • Massive development of renewable energies up to a share of 30 % of the national electricity generation (15 % wind power, 10 % photovoltaic, 5 % solar thermal power plants) • The plan needs a total investment of 6 bn. € for the renewables sector (thereof 2.3 bn. € for PV), which should be covered by public, private as well as international investors. Sources: GIZ (2013), ANME (2013), BSW-Solar (2014) OVERVIEW OF PV SUPPORT SCHEMES (1/4) Category Fonds de transition énergétique (fund for the energy transition) PROSOL ELEC (net metering) Details • The fund for the energy transition (Fonds de transition énergétique (FTE)) was introduced in 2014 and replaces the “Fonds national de la maîtrise de l’énergie (FNME)”. • Its purpose is to encourage investors and private investors to invest in renewable energies and support industrial enterprises in Tunisia. • The seed capital of 100 m TND (~ 43.8 m €*) for the fund is paid by the Tunisian government. • According to the national action plan for the development of renewable energies in Tunisia, the PROSOL ELEC programme intends to reach a total photovoltaic capacity of 190 MW in 2020. • The allocated budget totals approximately 40 m TND, covering a period of four years (2012 to 2016). • It is exclusively intended for residential consumers connected to the low-voltage grid, seeking to lower their electricity costs through the installation of PV systems in order to cover their electricity needs. • The PROSOL ELEC financial mechanism consists first of all of a subsidy granted by the FNME/FTE, representing 30 % of the investment costs, limited to 1,800 TND/kWp for a 1 kWp installation and to 1,450 TND/kWp for installations of 2 kWp capacity. • The Attijari Bank is the only Tunisian bank to have signed an agreement with the STEG for the development of a bank loan mechanism in form of a subsidised loan with an interest rate of 5.94 % over a period of seven years intended for 1 or 2 kWp PV installations. • The amount loaned is set according to the capacity of the installation: • 1 kWp installations: 3,500 TND • 2 kWp installations: 6,500 TND • Investors benefit from the value-added tax exemption for PV installation equipment. • PV installers have to be certified by Agence nationale pour la Maitrise de l’Energie (ANME), where the application for the subsidy can be filed after the installation has been completed. * Exchange rate March 2014: 1 Euro = 2.179 TND (Tunisian Dinar) 7
