JOB PURPOSE AND SCOPE:<br />

To provide advice and guidance to public and private organisations in respect of the design,<br />

planning and construction of the built environment with the aim of reducing or eliminating the rate<br />

or nature or fear of crime<br />

CORE WORK AREAS<br />

1. To effectively develop communications and provide best practice to all the professions<br />

concerned with the development of the built environment e.g. architects, planners,<br />

developers, surveyors and other statutory and public bodies; in respect of crime prevention<br />

through environmental design.<br />

2. To co-ordinate, examine and analyse environment and building plans, planning authority<br />

developments, structural plans and briefs, and applications for building designs and<br />

developments, preparing reports and consultation documents as required. To undertake<br />

surveys and prepare reports on the security of Lincolnshire Police force properties.<br />

3. To market and promote the CPDA service within the force and to public organisations,<br />

private sector bodies, the media and all levels of the public service as a direct<br />

representative of Lincolnshire Police.<br />

4. To inspect, assess and analyse the conditions, location, environment and potential security<br />

related problems on actual and proposed construction, new build, redevelopment and<br />

refurbishment projects, preparing written reports as required to implement and promote<br />

secured by design (SBD), Safer Car Parks (SCP) and <strong>Crime</strong> <strong>Prevention</strong> through<br />

environmental design (CPTED).<br />

5. To provide presentations, lectures and seminars to a variety of groups including, police<br />

management, design, planning and construction professionals, educational establishments<br />

and other relevant non-technical bodies, including the preparation and provision of audiovisual<br />

aids and educational material.<br />

6. To maintain a current knowledge of ACPO policy, Home Office guidelines and other<br />

relevant legislation in the area of crime prevention through environmental design and<br />

community safety as well as construction, planning and building legislation and to keep<br />

abreast of the latest research findings and product developments pertinent to crime<br />

prevention and crime methods and trends.<br />

7. To maintain and update an appropriate professional and technical knowledge base, within<br />

the planning, design and construction industry.<br />

8. To analyse and develop policy for administering and monitoring the development of<br />

construction related schemes requesting the Secured by <strong>Design</strong> awards.


9. To research and prepare reports and supporting media, including survey reports, briefing<br />

papers, minutes to key meetings and other responses to requests for information or advice,<br />

from within or outside the force.<br />

<strong>10</strong>. To assist and advise in the development and use of information technology support<br />

systems such as CAD appropriate to the area of CPDA and to become familiar with and<br />

employ such equipment on a routine basis.<br />

11. Assist <strong>Crime</strong> Reduction Officers in their role and devise and implement appropriate<br />

interventions to reduce levels and fear of crime.<br />

12. Assist in the installation of Police Alarms<br />

<strong>13</strong>. Work with analysts, Local Policing Teams, <strong>Crime</strong> Reduction Officers, in identifying areas<br />

with high rates of crime and target activities in order that appropriate crime reduction<br />

strategies can be implemented.<br />

OTHER DUTIES:<br />

Will be required to attend training courses and meetings to maintain knowledge and represent the<br />

Force.<br />

May be required to travel within and outside of the County for meetings and liaison with other<br />

organisations.<br />
