CHAPTER ONE Introduction
In June 1992, the Council of the European Communities agreed on a Recommendation on "common criteria concerning sufficient resources and social assistance in social protection systems", commonly known as the "minimum income " Recommendation. This recommends member states to "recognise the basic right of a person to sufficient resources and social assistance to live in a manner compatible with Human dignity ....", and to adapt their social protection systems, as necessary, according to principles and guidelines set out. This study describes the social security provisions guaranteeing minimum resources as they currently operate in Ireland, and evaluates them ,n the light of the Recommendation.
