The long awaited upturn in new investments in<br />

the upstream oil and gas industry that started<br />

in the summer of 2004 continued in <strong>2005</strong>.<br />

In general the Dutch upstream oil and gas<br />

industry performed very well over the year.<br />

Activities on the Dutch Continental Shelf<br />

increased thanks to several new exploration and<br />

production projects which were initiated in the<br />

course of the year. However, most business was<br />

still generated in areas outside Western Europe,<br />

in particular the Gulf of Mexico, the Middle East,<br />

West Africa, Central Asia and the Far East.<br />

The executive office of the association also had a<br />

busy and successful year in <strong>2005</strong>. As in previous<br />

years, high priority was given to the external<br />

communication with the members of the<br />

association. Four member-get-together meetings<br />

(LOL meetings), six public meetings, the annual<br />

general meeting, the ‘<strong>IRO</strong> Family Day’ as well<br />

as three seminars and workshops proved again<br />

to be a successful formula to strengthen the<br />

network between members. Visits by the<br />

managing director to individual member<br />

companies were further intensified and provided<br />

a lot of new ideas for expansion of the service<br />

level of the association.<br />

The oil and gas training course, which was<br />

initiated late 2003, continued to be a great<br />

success with five courses in Dutch and one in<br />

English. All six courses were fully booked well in<br />

advance.<br />

On an international level, the continuously fruitful<br />

co-operation with our sister organisations was<br />

maintained through the Eurogif network. In April<br />

an international Eureka matchmaking event was<br />

organised jointly with Senter-Novem in<br />

Amsterdam.<br />

<strong>IRO</strong>’s participation in seven international<br />

exhibitions, two trade missions and three foreign<br />

matchmaking events contributed to the further<br />

strengthening of our international ties.<br />

The upturn in the oil and gas industry was also<br />

reflected in the success of <strong>IRO</strong>. The association<br />

saw a net growth of 21 new enthusiastic<br />

members over the year. In view of the positive<br />

prospects of the oil and gas industry, the<br />

association and its members have good reasons<br />

for a growing optimistic outlook to the<br />

forthcoming years!<br />

The <strong>IRO</strong> Well Services Group, the <strong>IRO</strong> Offshore<br />

Wind energy Group, the <strong>IRO</strong> Export Group and the<br />

<strong>IRO</strong> Safety Training Group all had a busy year with<br />

various activities and a continuing growth of<br />

membership figures. The <strong>IRO</strong> Gas Group was<br />

founded in April and had three other meetings<br />

during the year. By the end of the year<br />

preparations were started for the formation of<br />

the <strong>IRO</strong> Personnel Services Group in the<br />

beginning of 2006.<br />

Late in 2004, the Minister of Economic Affairs<br />

presented a letter to Parliament to outline a<br />

number of actions he proposed to stimulate and<br />

enhance the production of natural gas in The<br />

Netherlands. His proposals were positively<br />

received by the industry. Subsequently <strong>IRO</strong><br />

and the Ministry jointly explored ways of<br />

co-operation to implement proposed actions.<br />

As a result the Ministry opened an information<br />

stand in the <strong>IRO</strong> pavilion at the Offshore Europe<br />

exhibition in Aberdeen to attract new (gas field)<br />

operators to The Netherlands. Further joint<br />

actions are under consideration and will be<br />

detailed in 2006.<br />

The new Dutch mining legislation which became<br />

effective in 2003 still needs some amendments.<br />

In particular the implementation of the working<br />

time directive still proves to be very difficult for<br />

offshore operating contractors and service<br />

companies. The <strong>IRO</strong> Well Services Group has<br />

drafted a proposal for an amended directive,<br />

which was negotiated with the Dutch labour<br />

unions and the ministries involved. The required<br />

changes in the mining legislation are expected<br />

to become effective in 2006.<br />

Awareness for security of supply has finally also<br />

reached Europe, bringing new attention to the<br />

oil and gas industry by the Dutch government!<br />

Innovative Technology<br />

In <strong>2005</strong> there were four important innovative<br />

technology activities:<br />

<strong>IRO</strong> Seminar ‘Gas, Energy for the Future’<br />

On 16th February <strong>2005</strong> <strong>IRO</strong> organised a seminar<br />

entitled ’Gas, Energy for the Future’. The purpose of<br />

the seminar was to inform <strong>IRO</strong> members on new<br />

gas technology developments, and also to monitor<br />

the interest in participation in an <strong>IRO</strong> Gas Group.<br />

90 persons attended the seminar. Presentations<br />

were given by Gasunie Engineering and Technology<br />

on the ‘Gas building' and Pipeline Integrity<br />

Management. Gusto/SBM gave a presentation<br />

on the development of LNG import and export<br />

concepts and Shell on gas systems of the future.<br />

<strong>IRO</strong> Oil and Gas Innovation Event<br />

The World Energy, Technology and climate policy<br />

Outlook (WETO2030) projects an increase in world<br />

energy demand of 1.8% per year between <strong>2005</strong> and<br />

2030. The world energy system will continue to be<br />

dominated by fossil fuels with almost 90% of total<br />

energy supply. In 2030 technical challenges with<br />

regard to the security of supply are:<br />

- getting more from fields in production<br />

- exploitation of deep and ultra deep offshore<br />

reservoirs<br />

- non conventional fossil energy resources<br />

- migration to natural gas<br />

- CO2 capture and storage<br />

- migration to hydrogen<br />

The oil and gas industry will have to find solutions<br />

for these issues. These challenges can only be<br />

resolved in concerted co-operation by the industry.<br />

To inform suppliers in the oil and gas industry<br />

on existing innovative technology programmes,<br />

<strong>IRO</strong> in co-operation with TNO organised a meeting<br />

on 6th April <strong>2005</strong>. All innovative technology<br />

programmes in the upstream oil and gas<br />

industry in which Dutch companies can<br />

participate were presented.<br />

International EUREKA matchmaking event<br />

In co-operation with <strong>IRO</strong> and EUROGIA, Senter<br />

Novem organised an international matchmaking<br />

event for the oil and gas industry on 20th April <strong>2005</strong>.<br />

This event was attended by about 50 persons.<br />

Pilot EZ Omnibus<br />

As a result of the lobby activities of the Dutch<br />

Maritime Platform, of which <strong>IRO</strong> is a member, the<br />

offshore oil and gas industry has been selected as<br />

one of the key areas (within the theme water) of the<br />

Innovation Platform of Prime Minister Balkenende. In<br />

the Pilot EZ Omnibus the Ministry of Economic Affairs<br />

is making funds available for innovative activities in<br />

key areas. The offshore industry started making a<br />

paper in <strong>2005</strong> to convince the Ministry of Economic<br />

Affairs that financial support for innovations in the<br />

key area offshore oil and gas necessary.<br />

Over the year a lot of attention was again paid<br />

to co-operation with other organisations in order<br />

to exchange information and to share common<br />

areas of interest.<br />

In the field of export promotion, a number of<br />

activities and events were organised jointly or<br />

with the support of the Netherlands Foreign<br />

Trade Agency (EVD), Netherlands embassies and<br />

consulates abroad, the Dutch Maritime Network<br />

(NML) and Holland Marine Equipment (HME).<br />

Exchange of professional information took place<br />

with the Netherlands Diving Centre (NDC), the<br />

Royal Institution of Engineers (KIVI NIRIA), the<br />

Central Dredging Association (CEDA), FME-CWM,<br />

Fenedex and several NML partners. In some<br />

cases joint activities like technical seminars<br />

or presentations were organised. <strong>IRO</strong> would like<br />

to thank these organisations for their generous<br />

co-operation.<br />

On a national level, <strong>IRO</strong> intensified its ties with<br />

NOGEPA and a frequent exchange of views took<br />

place on the implementation of the Dutch<br />

mining legislation. Implementation of the<br />

‘Mutual Indemnity Agreement’ also remained<br />

a topic during the year, as some <strong>IRO</strong> members<br />

are still unhappy with the arrangement.<br />

As well, <strong>IRO</strong> continued to participate in the<br />

quarterly consultation meetings with the State<br />

Supervision of Mines (SodM), which have<br />

proven to be a very useful medium to exchange<br />

information.<br />

Furthermore <strong>IRO</strong> supported IADC on the Drilling<br />

HSE Europe conference and exhibition in<br />

Denmark.<br />

The various Thematic Networks, which were<br />

set up by Eurogif under the 5th Framework<br />

Programme, completed their projects in the<br />

course of the year. As no new funds became<br />

available from the European Commission under<br />

the 6th Framework Programme, no new projects<br />

were initiated in <strong>2005</strong>.<br />

Since there was no more justification for the<br />

objectives of Eurogif, <strong>IRO</strong> decided to terminate<br />

the membership of this organisation by the end<br />

of <strong>2005</strong>.<br />

As an alternative several <strong>IRO</strong> members teamed<br />

up and applied for R&D development funds<br />

under the Eurogia cluster (an initiative under<br />

the Eureka programme).<br />

First Point Assessment Limited (FPAL) decided<br />

to appoint their own representative in<br />

The Netherlands and the co-operation with<br />

<strong>IRO</strong> was terminated in October <strong>2005</strong>.<br />

On an international level bilateral co-operation<br />

was further intensified with sister organisations<br />

in France, the United Kingdom and Norway.<br />

Information and Documentation<br />

During 2004 a start was made with replacing<br />

the existing paper files with electronic versions,<br />

which can now be stored and disseminated much<br />

easier. The gathering of information which is of<br />

interest to <strong>IRO</strong> members was continued during<br />

<strong>2005</strong>. Documents on file include:<br />

• operator fact sheets<br />

• general country information<br />

• project fact sheets<br />

• annual reports<br />

• operator presentations, including so-called<br />

ShareFair presentations<br />

• data sheets on LNG (projects)<br />

• other documents of general interest<br />

Enquiries<br />

In <strong>2005</strong> some 110 enquiries were received by<br />

<strong>IRO</strong> both from members and non-members on a<br />

variety of subjects. In the majority of the cases<br />

people could be helped and provided with the<br />

requested information or at least guided in the<br />

right direction where and/or how to find what<br />

they were looking for, such as contact persons,<br />

telephone numbers, websites and the like.<br />

ProjectNET<br />

Through ProjectNET selected project information<br />

is made available to subscribers. This<br />

information, which is selected from a variety of<br />

sources includes such information as alerts about<br />

tenders, award of FEED (Front End Engineering<br />

and Design), investment plans by operators,<br />

approvals for project development and the like.<br />

The reporting is on an international basis and<br />

includes both onshore and offshore projects.<br />

Where available the project reports include<br />

contact information and maps and/or other<br />

illustrations. The project information is published<br />

on the <strong>IRO</strong> website where it is available to<br />

subscribers. Effective December <strong>2005</strong><br />

subscribers to ProjectNET now also receive<br />

ProjectContacts four times per annum.<br />

ProjectNET consists of a searchable database<br />

going back to the first issue published in 1996.<br />

The year 2006 will mark the 10th anniversary<br />

of ProjectNET.<br />

ProjectContacts<br />

<strong>IRO</strong> maintains an extensive and up-to-date<br />

directory with contact information of operators<br />

and government agencies in many countries.<br />

Details include names of persons and, where<br />

available, their direct telephone numbers and<br />

e-mail addresses. At the end of <strong>2005</strong> this<br />

directory included some 1,200 entries.<br />

Subscribers to ProjectNET receive this directory<br />

four times per year as part of their subscription.<br />

A separate subscription to ProjectContacts is<br />

also available.<br />

Netherlands Oil & Gas Catalogue<br />

The catalogue had an increase in the number<br />

of advertisers, which gave a more complete<br />

overview of the Dutch upstream oil and gas<br />

industry.<br />

The mailing list for the catalogue was also<br />

more extensive. A new mailing list was used,<br />

namely ProjectContacts, which gave a broader<br />

distribution of the catalogue internationally and<br />

included relevant contact persons. The catalogue<br />

can be viewed via www.iro-noc.nl.<br />

<strong>IRO</strong> Newsletter<br />

In December <strong>2005</strong> a new publication was<br />

introduced: the <strong>IRO</strong> Newsletter. This letter was<br />

sent by mail to all international relations of the<br />

association. The goal of this newsletter is to<br />

inform these relations about the <strong>IRO</strong> activities<br />

and the activities and expertise of our members.<br />

Also, an overview of the Dutch upstream oil and<br />

gas industry is given.<br />

The newsletter will be issued twice a year.<br />

<strong>IRO</strong> Website<br />

As <strong>IRO</strong> regularly received requests to place<br />

vacancies on the website, it was decided to add<br />

a new page to the website. <strong>IRO</strong> found a good<br />

partner in Navingo, a company with large<br />

experience in the maritime industry, websites<br />

and vacancy databases. This resulted in<br />

www.oilgascareer.nl, which was launched 15th<br />

November during our <strong>Annual</strong> General Meeting.<br />

On this website members and non members can<br />

place their job offers for a period of two months.<br />

If an advertiser is an <strong>IRO</strong> member, the job is also<br />

placed on the <strong>IRO</strong> website for free (www.iro.nl /<br />

OilGasCareer). The statistics of the new website<br />

showed a large number of visitors, and persons<br />

seeking employment were recruited. As a<br />

promotion <strong>IRO</strong> members were offered to place<br />

their jobs free until 1st March 2006 and a<br />

discount was offered to place a company profile.<br />

China Oil and Gas Market<br />

Assessment<br />

China, with one-fifth of the world’s population<br />

and one of the fastest rates of economic growth,<br />

is experiencing a boom in its energy requirements.<br />

China has been identified as a high priority<br />

market for the oil and gas sector. This priority has<br />

resulted in the high level of investment and many<br />

large-scale projects related to the oil and gas<br />

industry. Oil production from existing fields is<br />

expected to increase, new oil and gas fields will<br />

be developed, and the country’s oil and gas<br />

transmission infrastructure will be extended to<br />

meet domestic demands. In addition, total<br />

domestic investment needs for the next three<br />

decades till 2030 are estimated at around<br />

$ 119 billion, and upstream exploration and<br />

development will account for about $ 69 billion.<br />

China's oil and gas exploitation business has<br />

been the biggest beneficiary of the bearish crude<br />

oil prices, national oil stockpile and the need<br />

of infrastructure. In the first six-month period<br />

of <strong>2005</strong>, this industry has gained a profit of<br />

$ 16.5 billion, up 73.4 per cent year-on-year.<br />

The country is becoming increasingly open to<br />

international oil companies, contractors and<br />

equipment suppliers, who can bring advanced<br />

technology, equipment, and management<br />

experience. In this context, considerable<br />

opportunities in the supply and service<br />

sectors are open to Dutch companies.<br />

This report analyses the present situation and<br />

market prospect of China upstream oil and gas<br />

industry, including:<br />

- current status of Chinese oil and gas industry<br />

analysis and future development forecast<br />

- potential customers analysis, such as three<br />

state-owned oil companies and their foreign<br />

partners<br />

- domestic and foreign competitors analysis;<br />

- potential opportunities and challenges<br />

analysis<br />

- contacts and information on main ongoing<br />

oil exploration and development projects,<br />

and business practices<br />

Course ‘Oil and gas well sourced’<br />

In <strong>2005</strong>, the training course about the oil and gas<br />

industry was given seven times, of which there<br />

were two in-house courses and one course in<br />

English. In total 109 certificates were issued.<br />

This non-technical course is meant for people<br />

that work in the industry but who do not have<br />

enough knowledge about it. In this two-day<br />

course participants learn, amongst other things,<br />

how oil and gas came into being, how it is found,<br />

how it is won, what technology is used and how<br />

the industry is organised.<br />

Committee on Commercial and<br />

Financial Affairs (CCFZ)<br />

Monitoring international developments with<br />

regard to oil and gas is an important task of<br />

the CCFZ. Interesting countries the CCFZ<br />

focuses on are Kazakhstan, Libya and China.<br />

The CCFZ advised <strong>IRO</strong> to continue its activities<br />

on Kazakhstan and organise new export<br />

promotional events on Libya and China (see<br />

chapter Export Promotion for details).<br />

Committee on Public Relations (CPR)<br />

The committee looked into different types of<br />

communication. The amount of visitors to the<br />

internet website was evaluated. Statistics<br />

showed that the website is well visited. The<br />

results of the ranking when searched for by logic<br />

keywords in a search engine were satisfactory.<br />

Also the committee evaluated from which part<br />

of the world visitors are attracted to the website.<br />

Statistics showed that export promotional<br />

activities like an exhibition or a trade mission<br />

influenced the rate of visitors positively.<br />

The committee supported more international<br />

communication and the first <strong>IRO</strong> Newsletter was<br />

issued in December <strong>2005</strong> to inform relations<br />

abroad about the activities of <strong>IRO</strong> and its<br />

members.<br />

Also, the 35th anniversary of <strong>IRO</strong>, which will be<br />

in 2006, was discussed in the committee. The<br />

first ideas were launched and will be worked out<br />

during next year.<br />

Committee on Technical and<br />

regulatory Affairs (CTR)<br />

The Oil and Gas Innovation Event, which was<br />

initiated by the CTR to inform <strong>IRO</strong> members on<br />

available innovative technology programmes, was<br />

a great success: 16 organisations presented their<br />

technology and there were 150 participants.<br />

More information can be found in the chapter<br />

Innovative Technology. The CTR is planning a<br />

follow up in 2007.<br />

<strong>IRO</strong> Gas Group (IGG)<br />

The <strong>IRO</strong> Gas Group was established on the<br />

1st April <strong>2005</strong>. The purpose of the IGG is<br />

enhancing individual marketing and sales of<br />

gas related products and services by promoting<br />

The Netherlands as a high gas technology<br />

country. Co-operation with the government and<br />

leader firms as NAM and Gasunie are essential<br />

to realise the goals.<br />

The government has better access to foreign<br />

state oil and gas companies, is in a better<br />

position to invite them to The Netherlands and<br />

arrange visits to high tech gas installations of<br />

NAM and Gasunie. Also the government has an<br />

array of financial instruments to support the<br />

Dutch supply industry.<br />

Another function of the IGG is to inform members<br />

on new gas developments, for instance LNG.<br />

Also co-operation in innovative technology<br />

programmes to develop new gas technologies<br />

is an option.<br />

<strong>IRO</strong> Offshore Wind energy Group<br />

(IOWG)<br />

Though there were only two IOWG meetings in<br />

<strong>2005</strong>, both meetings were very interesting.<br />

On 22nd March the meeting, which was held at<br />

Croon Elektrotechniek, focused on the three<br />

access systems for offshore wind turbines: the<br />

Ampelmann developed by TU Delft, the Offshore<br />

Access System of Fabricom and the Windcat<br />

high speed catamaran. The conclusion of the<br />

presentations was that probably the best<br />

solution is a combination of all three systems.<br />

On 21st June during the IOWG meeting at<br />

Fugro, Vestas gave a presentation on the<br />

lessons learned from Horns Rev.<br />

Two other planned IOWG meetings had to be<br />

cancelled due to low attendance as a result of<br />

busy agenda’s and perhaps the lack of progress<br />

in the Dutch offshore wind energy projects.<br />

<strong>IRO</strong> Personnel Services Group (IPSG)<br />

As many of the personnel services companies<br />

that are members of <strong>IRO</strong> indicated that they<br />

were interested in the establishment of an <strong>IRO</strong><br />

Personnel Services Group, a brainstorm meeting<br />

was held on 19 October <strong>2005</strong>. As twenty<br />

personnel services companies attended the<br />

brainstorm meeting and many suggestions of<br />

possible subjects for an <strong>IRO</strong> Personnel Services<br />

Group were brought forward, it was decided to<br />

proceed with establishing this working group.<br />

Subjects the IPSG will deal with are for example<br />

training, internationalisation, certification,<br />

networking, promotion, exchange of information,<br />

salaries, pensions, liability insurances and taxes.<br />

An inaugural meeting is planned for January<br />

2006.<br />

<strong>IRO</strong> Safety & Training Group (ISTG)<br />

During the year <strong>2005</strong> the ISTG met three times<br />

to discuss various issues of mutual interest.<br />

One of these issues includes the opportunity to<br />

contribute to the updating of the NOGEPA training<br />

manual. Suggestions will be gathered and<br />

forwarded to NOGEPA during the year 2006 for<br />

the new edition which is planned for publication<br />

in January 2007.<br />

A recurring issue discussed during the ISTG<br />

meetings is the aim of achieving a uniform and<br />

mutually acceptable set of the requirements for<br />

safety training in the various countries around the<br />

North Sea. This would enable a more flexible<br />

deployment of workers in the various countries<br />

without having to obtain a different safety<br />

certificate for each and every country.<br />

ISTG members receive news on safety issues<br />

and/or accidents by e-mail on an ad-hoc basis.<br />

During <strong>2005</strong> some 45 such messages were sent<br />

to the members.<br />

<strong>IRO</strong> Well Services Group (IWSG)<br />

Though the working time directive and the<br />

Mutual Indemnity Agreement were still the main<br />

subjects of the IWSG, a large number of other<br />

issues was also dealt with such as a salary<br />

survey, the storage of explosives, smart cards,<br />

harmonisation of safety certifications and the<br />

reclaim of excess paid social insurance<br />

premiums.<br />

As the chairman of the IWSG also participates<br />

in the quarterly meetings of SodM (State<br />

Supervision of Mines), the meetings are also an<br />

important occasion to inform the IWSG members<br />

on what has been discussed in the SodM<br />

meeting. More and more this working group is<br />

asked by SodM and NOGEPA to participate in<br />

meetings on subjects that regard the industry.<br />

With regard to the Mutual Indemnity Agreement<br />

the situation is that a number of IWSG companies<br />

still are of the opinion that adding an explanatory<br />

note as agreed with NOGEPA is not enough.<br />

However, currently more than 230 Dutch<br />

suppliers have signed the MIA, so it will be<br />

very hard to convince NOGEPA to accept an<br />

alternative.<br />

<strong>IRO</strong> Export Group (IEG)<br />

Three thematically <strong>IRO</strong> Export Group meetings<br />

were organised. The themes were Libya, China<br />

and Russia. Two IEG meetings were combined<br />

with seminars: one on China and one on Russia.<br />

For Libya Mr. Berend Scheffers of TNO gave an<br />

account of his visit to Libya at the June <strong>2005</strong><br />

meeting. A trade mission to Libya is planned for<br />

2007. As the interest for the IEG is diminishing,<br />

promoting the IEG is a continuous activity.<br />

Export Promotion<br />

Exhibitions<br />

The organisation of a Dutch participation in exhibitions is part of the export<br />

promotion activities of <strong>IRO</strong>. We offer members and non-members the<br />

opportunity to take part in the Dutch pavilion at international exhibitions all<br />

over the world. Included in the package is full-service before, during and<br />

after the show. We have contact with the show organisers and arrange,<br />

amongst other things, stand construction, transport and catering.<br />

<strong>IRO</strong> members can also opt for three different ways of participation in the <strong>IRO</strong><br />

booth. Though the exposure for each company is less compared to<br />

participation with their own booth in the pavilion, it is a good way to get<br />

familiar with an exhibition and/or to take part at a different cost level.<br />

Offshore Mediterranean Conference, Italy<br />

Compared to OMC 2003, OMC <strong>2005</strong> saw a raise in total square meters of<br />

nearly 13 percent (from 9,828 sqm to 11,275 sqm). The number of<br />

exhibiting companies also increased. At OMC <strong>2005</strong> there were 178<br />

companies participating directly and another 156 companies were<br />

represented. The total number of visitors of the exhibition was 3,311 in<br />

three days. Apart from a focus on the Italian oil and gas industry, the<br />

exhibition also concentrated on the North African market with stands<br />

from the national oil companies of Egypt and Libya.<br />

The Holland Export booth represented nine companies, besides EVD and<br />

<strong>IRO</strong>. The support of the EVD made it possible to set up an impressivelooking<br />

Holland Export Booth that was paid a well appreciated visit by<br />

the Dutch Consul General from Milan, Mr. I.G. Roos.<br />

E-Exitep, Mexico<br />

In general this exhibition focussed on the domestic Mexican oil and gas<br />

activities, which are all concentrated around Pemex, due to its monopolistic<br />

position. The exhibition provided an excellent opportunity to obtain<br />

information on the Mexican oil and gas market and to establish contacts<br />

with local partners. With the assistance of EuroCentro, the commercial<br />

department organised an extensive matchmaking programme with a large<br />

number of individual contact meetings for the Dutch delegates. Overall the<br />

exhibition was well organised, the official exhibition catalogue, however, was<br />

nothing like a professional exhibition guide.<br />

Iran Oil Show, Iran<br />

Based upon requests from members, <strong>IRO</strong> took part in this large scale<br />

exhibition. The foreign companies were concentrated in two or three halls.<br />

The Dutch pavilion was located on the first floor of the main hall, the<br />

Mabna hall. The pavilion consisted of 11 individual booths and a total of<br />

23 companies were represented. A lot of representatives of the Iranian<br />

supply industry showed genuine interest in the Dutch companies present at<br />

the show. Staff of the Dutch Embassy was present at the show all week and<br />

assisted Dutch business people where necessary. Also in the planning and<br />

organisation of the Dutch participation at this show, the embassy has been<br />

of great assistance.<br />

Offshore Technology Conference, USA<br />

If it’s the Dutch, it’s much!<br />

For the second consecutive time the Dutch pavilion was the largest<br />

international participant in the show with a little over 1,000 sqm. Almost 50<br />

companies were represented in 27 booths in the Dutch pavilion. Participants<br />

highly valued the show and were very satisfied with the quality of the<br />

visitors. In <strong>2005</strong> OTC was again very successful, bringing a record 51,320<br />

attendees to Houston in four days. Besides the visitors, there were also<br />

2,087 participating companies. On 2nd May the Consulate General in Miami,<br />

the consulate in Houston and some 20 other sponsoring companies offered<br />

the Dutch participants and their American counterparts a very successful<br />

reception in the Intercontinental Hotel that was attended by over 300<br />

guests.<br />

Offshore Europe, Scotland<br />

This year’s exhibition was one of the most successful since it first opened its<br />

doors in 1973. Over 1,550 companies from 37 different countries took part in<br />

the exhibition. A record of 32,500 visitors from 108 countries attended this<br />

major event. As in previous years the Dutch pavilion was located on a central<br />

spot in the Blue Zone. With 21 booths and another 11 companies represented<br />

in the <strong>IRO</strong> booth the pavilion was well visited. In general the participants were<br />

satisfied about the exhibition and some even indicated that they made some<br />

very good contacts of which interesting leads were to be expected. However,<br />

the comment that the visitors sometimes lacked the required quality was also<br />

heard.<br />

Kazakhstan International Oil & Gas Exhibition,<br />

Kazakhstan<br />

KIOGE has become one of the major events in the oil and gas industry<br />

of Kazakhstan and Central Asia. In <strong>2005</strong> about 420 companies from 34<br />

countries attended KIOGE. Traditionally a large number of international<br />

pavilions were present at the show. The Dutch pavilion represented 10<br />

companies besides <strong>IRO</strong> and EVD. The Dutch participants were offered a<br />

matchmaking programme, a seminar ‘Opportunities in the Kazakhstan Oil<br />

and Gas Industry’, the traditional ‘Leidens Ontzet Party’ at the residence<br />

of the Dutch Ambassador in Kazakhstan and a network reception at the<br />

Dutch pavilion. In general the participants were satisfied about the<br />

exhibition, however the number of visitors was significantly lower than<br />

in previous years.<br />

Export Promotional Events<br />

Kazakhstan<br />

In <strong>2005</strong> AGIP KCO organised three events, not only to inform foreign<br />

companies on the possibilities offered by the Kashagan field in Kazakhstan,<br />

but also to match Kazakh companies with foreign companies. The first event<br />

was on 15th March in Ravenna, Italy and was attended by about 40 <strong>IRO</strong><br />

members. The second event was in Almaty, Kazakhstan and was attended<br />

by four <strong>IRO</strong> members. The third event was in Aberdeen, UK in conjunction<br />

with Offshore Europe. This event focused on the logistic challenges of the<br />

Kashagan project and was attended by five <strong>IRO</strong> members. The main<br />

message of these three events was that local content is an important<br />

condition for doing successful business in the Kazakh oil and<br />

gas industry.<br />

In spite of a low attendance of <strong>IRO</strong> members in these activities, <strong>IRO</strong><br />

estimates that about 130 Dutch suppliers are active in pursuing business in<br />

the Kazakhstan oil and gas industry.<br />

Columbus Russia project<br />

Under the umbrella of the Dutch Maritime Board, Hiswa (the association of<br />

the yacht building industry), Holland Marine Equipment and <strong>IRO</strong> started a<br />

sequence of activities focused on the maritime industry (including offshore<br />

industry) in Russia and the Caspian Sea area. Through the St. Petersburg<br />

Foundation for SME Development a Russian consultant was commissioned<br />

to make a report on the opportunities in the Russian maritime industry<br />

(equipment, yacht building, offshore). The report was presented at a seminar<br />

on 30th November <strong>2005</strong>. Follow up plans include a trade mission to<br />

Moscow and St. Petersburg from 18 - 22 June 2006 and a participation<br />

in the oil and gas exhibition Neftegaz, from 19 - 23 June 2006.<br />

China<br />

As a result of the advice of the CCFZ, <strong>IRO</strong> started a sequence of activities<br />

to bring the opportunities offered by China to the attention of <strong>IRO</strong> members.<br />

<strong>IRO</strong> had a China oil and gas market assessment made by a Chinese national<br />

studying at RSM Erasmus University Rotterdam. The report was presented at<br />

a seminar on doing business with China, which <strong>IRO</strong> organised in August in<br />

co-operation with IHC Hydrohammer. These activities resulted in an <strong>IRO</strong> Oil<br />

and Gas Mission to China (7 - 17 December) in which 6 <strong>IRO</strong> members<br />

participated. The cities Shanghai, Beijing and Tianjin were visited. The<br />

programme consisted of visits to oil companies, contractors and shipyards.<br />

Furthermore, individual matchmaking programmes and network receptions<br />

were arranged in each visited city. The conclusion that can be drawn from<br />

this mission is that China has a well-developed oil and gas supply industry,<br />

but that there are possibilities for the supply of advanced technologies<br />

especially with regard to deep offshore technology. Follow up activities<br />

are planned for 2006 and 2007.<br />

Subsidies<br />

In <strong>2005</strong> the Agency for International Business and Co-operation (EVD) for the<br />

first time introduced the CPA (Collectieve Promotionele Acties) tendering<br />

system to apply for financial support for export promotional activities. This<br />

system was introduced to comply with EU requirements for fair tendering.<br />

In <strong>2005</strong> there were two application rounds under this new system. In May<br />

<strong>IRO</strong> was rewarded financial support for Holland pavilions at KIOGE <strong>2005</strong> and<br />

EWEC 2006. In round two (November <strong>2005</strong>) <strong>IRO</strong> was rewarded financial<br />

support for Holland pavilions at the Iran Oil Show 2006, World Gas<br />

Conference in 2006 and ADIPEC 2006. According to EVD the <strong>IRO</strong> proposals<br />

were of a high quality and resulted in a high score of rewarded projects<br />

(five out of six).<br />

Though <strong>IRO</strong> is pleased with the high score of rewarded projects, the<br />

level of details required for submitting the applications, the limited<br />

yearly application rounds and the relative long period between application<br />

and approval, the system proved difficult to work with for <strong>IRO</strong>.<br />

Besides EVD, the Netherlands Maritime Board (NML) also generously<br />

supported a number of <strong>IRO</strong> activities. Activities financially supported by<br />

NML were the <strong>IRO</strong> Oil and Gas Innovation Event, the Dutch pavilion at<br />

Offshore Europe, the <strong>IRO</strong> Oil and Gas Trade Mission to China and a study<br />

on the oil and gas industry in the Rotterdam area (to be finalised in 2006).<br />

Member and non-member events<br />

A large number of events have already been covered in this <strong>Annual</strong> <strong>Report</strong>.<br />

The New Year Reception, Gulf Forecast Meeting and the General Assembly<br />

are annually returning events. <strong>IRO</strong> also organises a number of Membersmeet-members<br />

events every year, of which the purpose is to share<br />

information and to strengthen the network. Other member events were<br />

organised in co-operation with the Federation for Dutch Export (Fenedex),<br />

Central Dredging Association (CEDA) and Groot Verspaners Nederland<br />

(GVN) which gave the opportunity to enhance the network between the<br />

associations.<br />

In April, <strong>IRO</strong> organised an <strong>IRO</strong> Family Day at Toverland in Sevenum. The day<br />

in this theme park was organised for <strong>IRO</strong> members and their families and<br />

was attended by some 350 adults and children. <strong>IRO</strong> member Huisman-Itrec<br />

has a roller coaster in this park, the Booster Bike, which is a track for<br />

motorbikes to race around. The park also has a magic garden, a theatre<br />

and all sorts of attractions. As the attractions are combined with large scale<br />

indoor and outdoor playing areas, it was suitable for persons of every age.<br />

There was not an official programme, so everybody could do what they liked<br />

and enjoy themselves. The group came together one time, namely at lunch<br />

in a reserved area.<br />
