PART I - OVERVIEW<br />

Section F - Changing <strong>Security</strong> Concerns and Contingency Measures<br />

<strong>Airport</strong> planners and designers are encouraged to consider the potential impact that changing security concerns, as<br />

well as security and safety contingency measures, can have on airport facility design. Planners and designers should<br />

consult with airport security coordinators, airport operators, aircraft operators, <strong>TSA</strong> security and the FAA’s airport<br />

representatives to ensure designs facilitate the implementation of local airport (including affected <strong>for</strong>eign air<br />

carriers) and aircraft operator contingency measure requirements.<br />

1. Homeland <strong>Security</strong> Advisory System (HSAS) Threat Conditions<br />

The U.S. DHS HSAS is composed of five threat conditions, each representing an increasing risk of terrorist<br />

attack:<br />

a. Low Condition GREEN – low risk of terrorist attack<br />

b. Guarded Condition BLUE – general risk of terrorist attack<br />

c. Elevated Condition YELLOW – significant risk of terrorist attack<br />

d. High Condition ORANGE – high risk of terrorist attack<br />

e. Severe Condition RED – severe risk of terrorist attack<br />

2. <strong>TSA</strong> Responsibilities<br />

<strong>Airport</strong> operators, in consultation with their FSD, must develop and incorporate into their <strong>TSA</strong>-approved ASP,<br />

Aviation <strong>Security</strong> (AVSEC) Contingency Plans that are tailored to the airport. AVSEC systems, methods and<br />

procedures should address specific HSAS levels. In developing the plan, the airport operator and FSD must<br />

consider the relative risk to the airport, existing vulnerabilities identified through a vulnerability assessment of<br />

the airport, unique characteristics of the airport, and resources available to the airport.<br />

When the Secretary of the Department of Homeland <strong>Security</strong> declares the nation at an enhanced threat<br />

condition, the airport operator and others must immediately implement the corresponding security measures<br />

contained in the AVSEC Contingency Plan and all appropriate security directives.<br />

In addition, the airport operator is responsible to ensure that an FAA-approved <strong>Airport</strong> Emergency Plan (AEP),<br />

is coordinated with the <strong>TSA</strong> FSD and included in the overall <strong>Airport</strong> Operations Manual <strong>for</strong> FAA certification<br />

of the airport. The AEP will identify the local emergency response agencies (hospitals, emergency medical<br />

services, mutual-aid first responders, military and federal support agencies, etc.) and types of services which<br />

will need to be accommodated and may require additional facilities during emergency conditions.<br />

3. Planning and Design Considerations<br />

Consideration should be given to the systems, methods and procedures that may be required by the airport,<br />

aircraft operators and tenants to implement AVSEC measures approved within their various security programs.<br />

AVSEC measures are intended to be temporary operational security enhancements; however design and<br />

construction of facilities and infrastructure may ensure more efficient implementation or operational control.<br />

Section I-F - <strong>Security</strong> Concerns & Contingency Measures Checklist:<br />

Discuss contingency needs with airport, <strong>TSA</strong>, FAA and aircraft operator officials<br />

Consider potential impact of contingency measures and emergency plans<br />

Consider potential impact on various areas (landside, airside, terminal, etc.)<br />

Consider the latest changes in security concerns<br />
