MISSION STATEMENT 

The mission of the WCTC Foundation is to obtain, manage and 

convey, as appropriate, private resources to assist Waukesha County 

Technical College (WCTC) in achieving its goals and to coordinate 

private fund raising activities.

WCTC Foundation Chairperson 

Dear Friends, 

The WCTC Foundation has realized, 

and surpassed, its 10 year goal. With an 

objective to raise $10 million in donations 

in 10 years, the Foundation achieved 

donations totaling $12.5 million as of 

June 30, 2007. I commend you, the 

donors, for this remarkable achievement. 

In this time period, 7,668 gifts were given 

making for the greatest giving growth in 

the Foundation’s 30 year history. 

In reviewing the past two years reflected in this report, WCTC students 

received $543,068 in scholarship support for their educational advancement. 

Last year, there was a 16% increase in the number of students receiving 

scholarship funding. 

The Foundation is currently steward to 68 Named Scholarships, 99 Advised 

Funds, and 42 Endowment Funds. This total of 209 Donor Directed Funds 

represents a 12% increase in funds established through the WCTC Foundation 

over the past two fiscal years. 

The WCTC Foundation is pleased to recognize our generous donors and 

achievements for Fiscal Years 2006 and 2007. On behalf of the Foundation 

Board of Directors, I extend sincere appreciation for your gracious generosity. 

We value you as a donor, and as a partner, in supporting WCTC students 

and programs.

Board of Directors 

The WCTC Foundation consists of 23 community leaders who are dedicated 

to the Foundation’s mission. Three directors have retired from the Board 

in the past two fiscal years. Tom Dalum, President of DUECO, Inc. retired 

from the Board after serving 10 years. Tom also served as Board Chairman 

from 1998–2000. Attorney Robert Kaplan resigned from the Board after 

serving 17 years. Mr. Kaplan also taught at WCTC in the mid 1970’s. 

Richard Natalizio, Chairman of HNI Risk Services, served 9 years on 

the Board. 

The Foundation extends its sincere appreciation to each of these leaders 

for their dedication and support.

Financial/Operating Structure 

The WCTC Foundation’s operating expenses approximate $250,000 per year. 

The Foundation does not receive administrative fees from donations. 

The Foundation’s operating budget is funded through fee-for-services, 

property revenues and fund balance.

WCTC Foundation Events and Recognition 

Craft Fair 

The “Dickens Holiday” craft fair is held each year. This event features 

exhibitors who have been selected for their creativity, product and 

presentation. Proceeds from this craft fair are used to fund student 

scholarships at Waukesha County Technical College. Each year, over 

$14,500 is raised to benefit scholarships for students attending WCTC. 

White House Chef 

Hired as the White House Chef in 1994, Walter Scheib spent the next 11 

years transforming the White House kitchen into a showcase for American 

cuisine. In May 2007, Chef Scheib offered an intimate, human view of two 

First Families, the corridors of political power and a unique vantage point 

of the most famous building in America, a view from the kitchen. Proceeds 

from the event benefited the Keith Owsiany Memorial Scholarship Fund. 

This scholarship will benefit culinary students and is a tribute to Keith in 

recognition of his teaching excellence. 

“Not having to worry about money for school has made everything a lot easier and I can focus on my schoolwork more. I 

enjoy learning about computers and electronics, and at WCTC, they give you that opportunity. WCTC has awesome 

courses and teachers.” —Jonathan Franzen (A & A Manufacturing Co. Scholarship)

Wine Tasting 

The annual Wine Tasting and Silent Auction event is sponsored by 

WCTC’s Hospitality & Culinary Management Association and the WCTC 

Foundation. This special event is held to help raise money for scholarships 

and other educational opportunities for students in the Hospitality and 

Culinary Management Program at WCTC. Over $30,000 has been raised 

in the past two fiscal years. 

Partners in Philanthropy 

Each year, the WCTC Foundation selects individuals and/or companies to 

be honored as its “Partner in Philanthropy.” All “Partners” are selected on 

the basis of their generosity and commitment to the WCTC Foundation. 

The WCTC Foundation has had the privilege of naming the following

Special Scholarship Stories 

Suzanne Coyle Memorial Scholarship Fund 

Ms. Coyle was an instructor in WCTC’s Associate Degree Nursing 

Program from 1978 until 1991. Suzanne served as the Associate Dean 

for the Nursing Department from 1991 until the time of her death in 

1992. The Foundation has been honored to host a scholarship in memory 

of Ms. Suzanne Coyle for many years. She was honored as a recipient of 

the Women of Distinction Special Recognition Award in 1989. Her family 

members sent the following comments regarding her scholarship: 

“Thank you for keeping my sister’s name alive with this scholarship. 

Thank you for sharing the notes of appreciation from recent recipients 

of Suzanne’s scholarship. We appreciate knowing that her scholarship 

will go on to help others. She would be happy to know that WCTC 

continues to honor her contribution to the Nursing Program.” 

Jennifer Duce Memorial Scholarship Fund 

This scholarship was created as a memorial for Jennifer L. Duce who was 

a full-time student and student worker at WCTC from 1994 until the time 

of her death in 1996. Her Named Scholarship is given to students enrolled 

in Interior Design or Business programs. Since her scholarship was first 

awarded in 1997, WCTC students have received $6,575 in generous 

funding, an average of over $650 per year in scholarships. 


Honorary Marilyn Young Marketing Scholarship 

This scholarship was established by Mr. Cory Fitzpatrick, a recent 

graduate of WCTC, to honor the quality of Marilyn Young’s teaching and 

the valuable lessons she provides her students that will assist them in the 

“real” world. 

Mr. Fitzpatrick established the scholarship so that less fortunate individuals 

would have the same opportunity for the educational experience that he 

had at WCTC. “Education is very important, and if a donation will help 

someone achieve their educational goals, then when I die I will know that 

my life was a life worth living. Every day of the year I remind myself that 

a life need not be measured in number of years, but by the contributions of 

the individual.” 

The purpose of this scholarship is to benefit students enrolled in the 

Marketing Program at WCTC in their continued pursuit of their Associate 

Degree in Marketing. 

“Returning to school was a difficult choice and I have often second-guessed myself. Receiving this scholarship 

encouraged and reassured me that I had made the right decision. It is about knowing someone else believes 

in what I am attempting to accomplish.” —LaRhonda Black (Brian & Dianne Henke Family Scholarship)

Print Production Open (PPO) Scholarship 

Each year for the past 18 years, the Print Production Open (PPO) held a 

golf tournament to benefit worthwhile causes suggested by members of the 

group. In 2006, the PPO organizers determined that the proceeds from the 

golf tournament should be used to fund scholarships for students attending 

the Harry V. Quadracci Printing & Graphics Center located on WCTC’s 

campus in Pewaukee. 

Approximately 70 golfers took part in the 2006 tournament and raised 

$3,000. This gift to the WCTC Foundation was matched by Quad/Graphics, 

for a total donation of $6,000! This special gift will be used to fund six 

$1,000 scholarships for WCTC students. 

William A. Baumgart “Excellence in Education” Scholarship 

Bill Baumgart has had a strong interest in education throughout his life. 

His own education led to a Bachelors Degree in Electrical Engineering 

and a Masters in Business Administration. Through his time as the 

Director of Training at Ameritech, he worked with the Technical College 

System to develop a weekend program for employees to work on a 

degree in Telecommunications-Electronics, and he became involved in 

the School-To-Work initiatives in Waukesha County. 

Mr. Baumgart subsequently served as the Executive Director of Partners 

For Education, helping to bridge the gap between business and schools to 

help students be better prepared for their entrance into the world of work. 

In 2006, Mr. Baumgart was recognized by the Wisconsin Association for 

Career & Technical Education for his contributions to the improvement, 

promotion and development & progress of career and technical education 

in Wisconsin. 

The William A. Baumgart Excellence in Education Scholarship honors 

Mr. Baumgart’s commitment to quality education in Waukesha County 

through his service in Partners For Education. 

Keith Owsiany Memorial “Window” 

Mr. Keith Owsiany, affectionately known as “Mr. O”, was an instructor in 

WCTC’s Culinary and Hospitality Department for over 25 years. During 

this time, he had one desire….a window for his office. Even after Mr. 

Owsiany passed away in September 2005, his students continued to stop in 

the Culinary & Hospitality area and talk about what a wonderful inspiration 

he was….a friend to all and a mentor to many students and teachers. Due 

to the generosity of Mr. Owsiany’s family, friends, students and faculty at 

WCTC, his “window” became a reality. This beautiful and lasting tribute is 

located in the reception area before you enter the College’s “Classic Dining 

Room.” The “Classic Dining Room” is WCTC’s training restaurant, a 

spacious facility with accommodations for 60 diners. Menus offering 

international cuisine are designed and served by students. Keith spent 

many hours teaching students in this area, and his presence remains with 

his etched portrait overlooking the kitchen and greeting guests who come 

to dine in this unique setting. 

AAWCC 

The American Association of Women in Community Colleges (AAWCC) 

Waukesha Chapter’s mission is to create an awareness of the value of 

women leaders in community and technical colleges, and to gain financial 

support for professional development of women as leaders. 

In support of their mission, the AAWCC-Waukesha Chapter provides 

scholarship funding each year to the WCTC Foundation which is used to 

assist women in continuing their education. 

In 1997 the AAWCC Endowment Fund was established to benefit women 

at least 25 years of age seeking a business, professional or technical career 

and enrolled at WCTC in a vocational diploma or associate degree program. 


WACTE 

Wisconsin Association of Career and Technical Education (WACTE) unites 

individuals involved in career and technical education, provides professional 

development, encourages leadership in the political arena, and promotes 

innovative change to enhance lifelong learning. Many fundraisers throughout 

the year are hosted by WACTE. 

The organization’s first focused fundraiser was to establish the Judi Fargo 

memorial. This outdoor sculpture, to commemorate Judi’s dedication to 

WACTE, is a permanent enhancement to the Pewaukee campus. 

Funds raised through current special events are used exclusively for student 

scholarships and staff professional development activities. 

WCTEA/WCESSU 

The Waukesha County Technical Educators Association (WCTEA) and the 

Waukesha County Educational Support Staff Union (WCESSU) established 

the WCTEA/WCESSU Endowment Fund in 1997 in order to provide 

opportunity and encouragement for WCTC students enrolled in an Associate 

Degree and Vocational Diploma Program. This is a tremendous example 

of a united effort to support the educational advancement of WCTC 

students through scholarships. 

The WCTC Foundation extends appreciation to the WCTEA and WCESSU, 

not only for their generosity, but also for the inspiration their scholarship 

brings to our students.

love WCTC and am immensely grateful that I can be here because of the financial

WCTC Foundation Remembrance Program 

The WCTC Foundation’s Remembrance Program provides charitable opportunities for 

memorials or special occasion remembrances. The following is a list of all memorial and 

recognition gifts received from July 1, 2005 through September 30, 2007. (The remembrance 

gift listing is extended through September to provide acknowledgments for funds established

Ways to Give 

There are several ways in which you can support the WCTC Foundation. 

In-kind gifts or direct gifts of cash, stocks or securities are accepted. 

The opportunity to leave a legacy or planned gift will benefit students and 

the College for years to come. Estate planning professionals and the staff of 

the WCTC Foundation can work with you to find the most effective way to 

design a legacy gift. 

Planning a deferred gift can be accomplished in a number of ways:

• Charitable Remainder Trusts 

• Charitable Lead Trusts 

• Charitable and Deferred Gift Annuities 

• Gift of Life Insurance

SPECIAL BEQUESTS 

For a growing number of individuals, a charitable bequest offers a way 

to support WCTC students in a continued legacy. Memorial gifts and 

charitable bequests are lasting methods for supporting and enhancing the 

quality of education for our students. Making a charitable bequest is not 

only a sign of good stewardship, it is also a mark of thoughtful estate 

planning. Your bequest becomes an enduring commitment to technical 

education and its students. 

Suggested Wording for Bequests to the WCTC Foundation Inc. 

The following are suggested wordings for directing gifts by bequests to 

the WCTC Foundation, Inc. They are to be used as guidelines for those 

consulted in the preparation of wills and letters of gifts. Donors may wish 

to include additional guidelines in their bequest. 

It is strongly recommended that contributors consult an attorney to prepare 

their will and to supervise its execution in order to comply with all the 

requirements of the law in their state. It is also wise to give the WCTC 

Foundation, Inc. considerable latitude in the use of any funds so that a 

change of circumstances will not impair the usefulness of a gift. 

General 

I give to the WCTC Foundation, Inc. Pewaukee, Wisconsin, the sum of 

$ ____ (or, the following described property: ) (or, the rest, residue, 

and remainder, or percentage, of my estate) to be used by the WCTC 

Foundation, Inc. to benefit Waukesha County Technical College (WCTC). 

Scholarship Fund 

I give to the WCTC Foundation, Inc., Pewaukee, Wisconsin, the sum of 

$_________ (or, the following described property: _______ )(or, the rest, 

residue, and remainder, or percentage, of my estate) to be used to establish 

the ___(name)___ Scholarship Fund, for the purpose of annually providing 

one or more scholarships to deserving students who are enrolled at 

Waukesha County Technical College, in accordance with the decisions 

and judgment of the WCTC Scholarship Committee or its successor 

agency as directed by the WCTC Foundation, Inc. 


Types of Funding 

There are several funding options in which you may support the WCTC 

Foundation, Inc. These options have been developed to meet the needs of 

our many donors. 

Endowments 

An endowment with the WCTC Foundation is an excellent tool for making 

a perpetual scholarship gift. An investment of $10,000 establishes a named 

endowment to benefit a specific category of students or a field of study that 

has been chosen by the donor. To accomplish this goal, gift commitments 

may be completed over a five-year period. Scholarships are awarded 

beginning the semester after the $10,000 goal is reached. 

Named Scholarships 

Named Scholarships are established to recognize a particular individual or 

organization. The purpose of the scholarship may be designated specifically 

by the donor. Honorary and memorial scholarships usually define a field 

of interest specifically related to the donor’s motivation. All Named 

Scholarships are promoted to students with information about the source 

of funding and purpose of the scholarship. 

Advised Funds 

Another form of support is through an Advised Fund. An Advised Fund 

is used for the support of specific programs of a department or division 

and/or the support of students enrolled at WCTC. Donors designating their 

gifts to an Advised Fund may restrict their gift to student assistance, staff 

development, materials, equipment, supplies, etc.
