great impact of a failure to identify and<br />
c<strong>on</strong>trol an adverse effect of <str<strong>on</strong>g>nanotechnology</str<strong>on</strong>g>,<br />
should we really leave its identificati<strong>on</strong> and<br />
c<strong>on</strong>trol in the hands of those who are producing<br />
it<br />
*3. Create a commissi<strong>on</strong> <strong>on</strong> <str<strong>on</strong>g>oversight</str<strong>on</strong>g><br />
of new technology. The president<br />
should appoint a commissi<strong>on</strong> to formulate<br />
a blueprint for new forms of <str<strong>on</strong>g>oversight</str<strong>on</strong>g>.<br />
Commissi<strong>on</strong> members should include scientists,<br />
policy makers, business representatives,<br />
c<strong>on</strong>sumers, and envir<strong>on</strong>mentalists. It should<br />
have a fixed life span, perhaps three years. Its<br />
report should provide guidance for government<br />
<str<strong>on</strong>g>oversight</str<strong>on</strong>g> over the next few decades. The<br />
commissi<strong>on</strong> should have a broad mandate to<br />
allow it to c<strong>on</strong>sider all forms of technology and<br />
all forms of change—new legislati<strong>on</strong>, instituti<strong>on</strong>al<br />
changes and private sector initiatives.<br />
The commissi<strong>on</strong> will need to address the<br />
functi<strong>on</strong>s entailed in <str<strong>on</strong>g>oversight</str<strong>on</strong>g>, including how<br />
to identify the universe of c<strong>on</strong>cern, how to<br />
narrow the subjects of <str<strong>on</strong>g>oversight</str<strong>on</strong>g> to a manageable<br />
number, how to collect informati<strong>on</strong> <strong>on</strong><br />
the targets of <str<strong>on</strong>g>oversight</str<strong>on</strong>g> (risks and benefits),<br />
how to manage potential dangers from new<br />
technologies, how to get public input into<br />
decisi<strong>on</strong>s about technologies and how to<br />
structure surveillance activities so that new<br />
findings about a technology can be rapidly<br />
identified and acted up<strong>on</strong>.<br />
Commissi<strong>on</strong> members will need to be<br />
open to new approaches and ideas. Can <str<strong>on</strong>g>oversight</str<strong>on</strong>g><br />
be linked to the patent system Can<br />
manufacturers take the initiative to propose<br />
restricti<strong>on</strong>s, labels and other ways of managing<br />

Scientists have given and will c<strong>on</strong>tinue to give<br />
us vast marvels, capable of producing technologies<br />
of great power. Each of these marvels,<br />
including <str<strong>on</strong>g>nanotechnology</str<strong>on</strong>g>, comes in a treasure<br />
chest of riches and a Pandora’s box of evils.<br />
The challenge of the new century and to the<br />
new administrati<strong>on</strong> is to use the treasure while<br />
keeping shut the lid <strong>on</strong> the Pandora’s box. It is<br />
a daunting challenge, but <strong>on</strong>e that can be met.
