INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) POLICY<br />

The Information and Communication Technology Policy previously mentioned in <strong>Force</strong> <strong>Orders</strong><br />

No. 3387 Part I Sub. No. 2 <strong>dated</strong> <strong>2012</strong>-<strong>05</strong>-03 is now on the JCF website and is available for<br />

scrutiny.<br />

As stated in the publication, from time to time, extracts from the policy will be brought to<br />

attention through this medium. The attention of members is hereby drawn to the section of the<br />

policy which deals with emails.<br />

Section D.5.1 of the policy states that all force business e-mail must be conducted using<br />

the force's standard email system to ensure consistent addressing, up-to-date virus<br />

scanning, and the maintenance of an auditable record. Therefore, business messages<br />

must not be sent from a private e-mail account.<br />

Digital Technology and Criminal Investigation<br />

Statement of Purpose:<br />

As citizens of the world migrate to digital device(s) most major crimes to include murders,<br />

shootings, drugs, guns and ammunition are facilitated by the use of cellular phones and<br />

computers. Whenever a crime, particularly murders, shootings, and other serious crimes, are<br />

committed, it is of utmost importance and must be a standard procedure that all pertinent<br />

digital device(s) are retrieved from a suspect, witness or victim’s person, place, residence or<br />

business to aid the process.<br />

This is necessary for the following reasons:<br />

To gather materials to support current and future investigations.<br />

To gather materials to support operations.<br />

To prove or disprove answers given during an interview, interrogation or questions and<br />

answers of persons in a police investigation.<br />

To build intelligence.<br />

evidential value that should be retrieved as part of an investigation.<br />

Digital Investigative ethics and guidelines<br />

1. Under no circumstance must an investigator attempt to turn a device(s) ON or OFF.<br />

Tampering or loss of evidence may occur. When in doubt about a device(s) make<br />

contact with your local TLO or a CFCU representative.<br />

2. If an investigation involves an array of device(s) such as computers on a network<br />

(company or home) seek the assistance of the CFCU before proceeding to remove.<br />

3. Investigators are reminded to take ONLY device(s) that he/she reasonably believes that<br />

a crime was facilitated by its use. The JCF discourages mass seizure or taking of<br />

device(s) from person(s) or premises without a legitimate reason.<br />

Digital service(s) application process<br />

For all investigations whereby communication data records (CDR) are required to assist the<br />

process, investigators MUST make every effort to apply to the CFCU within 24 hours of<br />

commencement of the investigation. The CFCU will progress the application subsequently.<br />

For all other digital investigative service(s) to include phone or computer forensic examination,<br />

the following procedures must be followed:<br />

1. Complete a CFCU digital forensic form which is available at the local DIU or can be<br />

obtained from a TLO, DDI and the CFCU. (A web base interphase or electronic<br />

application form will soon be available to all investigators). See copy of the digital<br />

forensic application form attached as Appendix ‘A’.<br />

2. Send application electronically through the DIU with the knowledge and guidance of<br />

the local TLO or DDI. Applications can also be taken directly to the CFCU at OCID.<br />

3. Ask for and record CFCU case reference number. Ensure follow-up with the CFCU is<br />

consistently done to determine status of application.<br />

Investigative Tips:<br />

Always ask a subject without delay for password(s) or PIN # for device(s) taken.<br />

Ensure to take a CFCU “on site attribution receipt” to an investigation or crime scene.<br />

Proper attribution is most important for any digital investigation.<br />

Using digital evidence must seek to prove or disprove an investigation and should at<br />

best be used to corroborate other existing evidence.<br />

APPLICATION FOR SUITABLY QUALIFIED SUB-OFFICERS AS INSTRUCTORS AT THE<br />

JAMAICA POLICE ACADEMY<br />

Applications are invited from suitably qualified members of the Jamaica Constabulary <strong>Force</strong><br />

(JCF) and the Island Special Constabulary <strong>Force</strong> (ISCF) to be selected and trained as instructors<br />

at the Jamaica Police Academy.<br />

Applicants must satisfy the following criteria:<br />

1. Must be at the rank of an inspector, sergeant or corporal.<br />

2. Sergeants and corporals must have between five (5) and fifteen (15) years service.<br />

3. Must display excellent discipline, conduct and deportment.<br />

4. Have good professional knowledge and practical application of policing.<br />

5. Applicants with a first degree, certification in Teacher Education or other accredited<br />

academic certification will be given priority consideration.<br />

Applications must be submitted through the established channel to the Assistant<br />

Commissioner of Police in charge of Training Branch no later than Friday, June 15, <strong>2012</strong>.<br />

REMINDER - LAST WILL AND TESTAMENT PREPARATION<br />

The following guidelines for preparation of Last Will and Testament are published for general<br />

information.<br />

WHY YOU SHOULD MAKE A WILL<br />

Your assets (all that you own) will be divided among your loved ones according to your<br />

wishes.<br />

Your executor(s) will be entitled to act immediately upon your death thereby reducing<br />

the likelihood of damage to or theft of estate property.<br />

Proper provisions can be made for your dependents by establishing a trust to provide<br />

for schooling and other expenses.<br />

Shorter turnaround time for the administration of your estate.<br />

You can express your wishes about your funeral, burial or cremation.<br />

GUIDELINES FOR MAKING A WILL<br />

A. Full name, occupation and address of testator (person making the Will).<br />

B. An appointed Executor(s), (the person(s) responsible for administering your estate).<br />

C. Assets must be properly described, identified and beneficiaries named.<br />

D. Residuary clause to dispose of assets not specifically stated in the Will.<br />

E. Date of Will.<br />

F. Signature or mark of the testator (e.g. an X) and that of two witnesses.<br />

IMPORTANT FACTS YOU SHOULD KNOW<br />

1. Do not ask a person you intend to give a gift or their spouse to witness your signature.<br />

2. An Executor can be a beneficiary or a witness but cannot be both.<br />

3. The two witnesses must be present at the same time and sign the Will in the presence of<br />

the Testator.<br />

4. Marriage automatically revokes a Will. If you get married, a new Will must be drawn up.<br />

5. A Will only takes effect after your death.<br />

Attached to these <strong>Orders</strong> as Appendix ‘B’ is a specimen of a last will and testament for general<br />

information and guidance.<br />

Sub. No. 6 LASCO/JCF POLICE OFFICER OF THE YEAR AWARD <strong>2012</strong>/2013<br />

Nominations for the Lasco Police Officer of the Year Award for <strong>2012</strong>/2013 is opened to active<br />

members of the Jamaica Constabulary <strong>Force</strong> who have attained a minimum of five (5) years<br />

service before the commencement of nomination in any year and be no more than forty (40)<br />

years old within the period of nomination.<br />

Nominations may be done by members of the public or any member of the Jamaica<br />

Constabulary <strong>Force</strong> and its Auxiliaries on the prescribed forms. Area, Branch and Divisional<br />

Officers or members of the commissioning ranks are prohibited from the nomination process.<br />

Candidates are expected to have good work ethics, professionalism, knowledge of both the<br />

internal and external environment, good communication skills, and some level of social<br />

involvement.<br />

Whilst the programme seeks to debar no member who fits the selection criteria, members<br />

whose work, worth and conduct that are inimical to the organization will not be permitted to<br />

participate in the selection process.<br />

Timing<br />

The Nomination process commenced on Monday, May 28, <strong>2012</strong> and will close at 12 midnight<br />

June 30, <strong>2012</strong>.<br />

Area Selection to be concluded by July 31, <strong>2012</strong>.<br />

National Selection to be concluded over the period September 24 – 28, <strong>2012</strong>. Area candidates<br />

will be required to participate in a residential week of activities in Kingston. These activities<br />

will include courtesy calls and environmental project.<br />

The Police Officer of the Year Award Ceremony will be held at the Jamaica Pegasus Hotel in<br />

Kingston on October 30 or 31, <strong>2012</strong>.<br />

This year’s Police Officer of the Year will receive two hundred thousand dollars ($200,000.00)<br />

cash award, the Lasco/JCF championship trophy and Lasco gift baskets.<br />

The second (2 nd ) place winner will receive one hundred thousand dollars ($100,000.00) cash<br />

award, Lasco/JCF first runner-up trophy and Lasco gift baskets.<br />

The third (3 rd ) place winner will receive fifty thousand dollars ($50,000.00) cash award,<br />

Lasco/JCF second runner-up trophy and Lasco gift baskets.<br />

Three passport-sized photographs of divisional winners in uniform and profile must be<br />

submitted to the Community Safety and Security Branch by July 16, <strong>2012</strong> and names of Area<br />

winners by August 20, <strong>2012</strong>.<br />

The nomination form, guideline/score sheet and the non-geographic formations for the<br />

purpose of this exercise will be made available to the divisions.<br />

REMINDER - OUTSTANDING NATIONAL HONOURS AND AWARDS<br />

Members of the Jamaica Constabulary <strong>Force</strong> who have been recipients of National Honours<br />

and Awards and have not received the relevant medals and ribbons etc. are invited to submit<br />

the relevant details to the Personnel Officer, Office of the Commissioner, 1<strong>05</strong> Old Hope Road,<br />

Kingston 5 at the earliest possible time in order that steps may be taken to regularize the matter.<br />

Information supplied should include the name, rank, regulation number (if applicable) and<br />

division/formation together with the type of award and the year the award was received.<br />

<strong>Force</strong> <strong>Orders</strong> No. 3371 Part I Sub. No. 13 <strong>dated</strong> <strong>2012</strong>-01-12 is republished for general<br />

information.<br />

There is an increasing tendency on the part of Commanding Officers to submit applications by<br />

members to proceed on vacation leave and departmental leave abroad rather belatedly and not<br />

in keeping with instructions previously published.<br />

This has had the effect of a significant number of members attending on the office of the<br />

Assistant Commissioner of Police, incharge Administration to enquire about the status of their<br />

leave applications. Consequently, members of staff of the Branch have had to routinely disrupt<br />

their tasks to treat with such situations which are counter-productive.<br />

TIMING FOR SUBMISSION OF APPLICATION FOR VACATION LEAVE AND<br />

DEPARTMENTAL LEAVE ABROAD (CONT’D)<br />

Commanding Officers are hereby reminded of the instructions set out in <strong>Force</strong> <strong>Orders</strong> 2401<br />

Part I Sub. No. 2 <strong>dated</strong> 1993-06-10 which states:-<br />

“It has been brought to notice that many applications for vacation leave and<br />

departmental (short) leave abroad by members of the <strong>Force</strong> have been reaching Police<br />

Headquarters a few days before the effective date and after the effective date.<br />

In some cases, the registry and the general office of the Assistant Commissioner of<br />

Police, Administration are literally invaded by these applicants who want their<br />

applications dealt with immediately.<br />

This practice creates extra work for the staff at these offices who quite justifiably, are<br />

complaining.<br />

With effect from the date of this Order, except in cases of emergency, all applications<br />

for vacation leave abroad must reach Police Headquarters not less than two (2) months<br />

before the commencement date and for departmental (short) leave abroad, one (1)<br />

month”.<br />

In this regard, queries from members regarding the status of their leave application are to be<br />

directed only to the Registry Section of the Personnel Division and not to the general office of<br />

the Assistant Commissioner of Police, Administration Branch since applications submitted in<br />

keeping with the above instructions above will be duly processed and forwarded to the<br />

Registry for dispatching to Divisions/Formations.<br />

Sub. No. 9<br />

MANAGEMENT OF VACATION LEAVE<br />

<strong>Force</strong> <strong>Orders</strong> No. 3237 Part I Sub. No. 3 <strong>dated</strong> 2009-06-18 is republished with modifications for<br />

general information and strict compliance.<br />

There are too many instances where members are being denied leave and in some instances, for<br />

periods exceeding four (4) years. Given the need to provide periodic relief from the stressors<br />

associated with policing in a challenging environment and in light of the budgetary constraints,<br />

Commanding Officers are therefore, with immediate effect, to take steps to manage the grant of<br />

vacation leave to members in a manner that will:-<br />

(1) Ensure the grant of a quantum of vacation leave once every twelve months and in the<br />

event of exigencies of service such as the calling of general elections in a particular<br />

year, at least once every twenty-four (24) months; and<br />

(2) Ensure that priority is given to the granting of vacation leave to members with the<br />

most accumulated vacation leave thereby reducing/eliminating the need for request(s)<br />

for payment in lieu of vacation leave.<br />

Requests for payment in lieu of vacation leave will only be countenanced in situations where<br />

the exigencies of the service have been clearly established and not based on frivolous reasons<br />

advanced by Commanding Officers.<br />

Area, Branch, Division and Section Commanders are to submit to Assistant Commissioner of<br />

Police in charge Administration by May 10, 2011 a return of members of the rank of<br />

Constables to Inspectors who have not been granted vacation leave for a period of three (3)<br />

years or more and indicate the projected period when such members will be so facilitated.<br />

Below is an extract from <strong>Force</strong> <strong>Orders</strong> No. 2401 Part I Sub. No. 2 <strong>dated</strong> 1993-06-10, for general<br />

information and strict compliance.<br />

With effect from the date of this Order, except in cases of emergency, all application for<br />

Sub. No. 11 POLICE YOUTH CLUB 58 TH ANNIVERSARY CHURCH SERVICE – JUNE 17, <strong>2012</strong><br />

The Police Youth Club Movement under the supervision of the Police Community Safety and<br />

Security Branch will be celebrating its 58 th year existence.<br />

The theme for the celebration is ‘Police Youth Club Movement: Commemorating the Past,<br />

Repositioning the Future’.<br />

The National Church Service will be held on Sunday June 17, <strong>2012</strong> commencing at 10:00am at<br />

the Church of God of Prophecy, 41 Old Harbour Road, Spanish Town, St. Catherine.<br />

Areas 4 and 5 will participate in the National Service.<br />

Areas 1 to 3 will host similar services to coincide with the National Service.<br />

All available members and their families are invited to attend.<br />

CARING/MANAGING ANKLE INJURIES – MEDICAL SERVICES BRANCH<br />

Attached to these <strong>Orders</strong> as Appendix ‘F’ is the first of a two-part series on caring/managing<br />

ankle injuries from The Medical Services Branch of the Jamaica Constabulary <strong>Force</strong>.<br />

Members are encouraged to adopt a healthy lifestyle which includes exercising. In performing<br />

various exercises, injuries such as ankle injury may occur so general principles of caring for<br />

same (which may involve professional help) will be presented in these two articles.<br />
