must not be sent from a private e-mail account.
Statement of Purpose:
As citizens of the world migrate to digital device(s) most major crimes to include murders,
Digital Investigative ethics and guidelines
1. Under no circumstance must an investigator attempt to turn a device(s) ON or OFF.
Tampering or loss of evidence may occur. When in doubt about a device(s) make
contact with your local TLO or a CFCU representative.
2. If an investigation involves an array of device(s) such as computers on a network
(company or home) seek the assistance of the CFCU before proceeding to remove.
3. Investigators are reminded to take ONLY device(s) that he/she reasonably believes that
a crime was facilitated by its use. The JCF discourages mass seizure or taking of
device(s) from person(s) or premises without a legitimate reason.
Digital service(s) application process
For all investigations whereby communication data records (CDR) are required to assist the
process, investigators MUST make every effort to apply to the CFCU within 24 hours of
commencement of the investigation. The CFCU will progress the application subsequently.
For all other digital investigative service(s) to include phone or computer forensic examination,
the following procedures must be followed:
1. Complete a CFCU digital forensic form which is available at the local DIU or can be
obtained from a TLO, DDI and the CFCU. (A web base interphase or electronic
application form will soon be available to all investigators). See copy of the digital
forensic application form attached as Appendix ‘A’.
2. Send application electronically through the DIU with the knowledge and guidance of
the local TLO or DDI. Applications can also be taken directly to the CFCU at OCID.
3. Ask for and record CFCU case reference number. Ensure follow-up with the CFCU is
consistently done to determine status of application.
Investigative Tips:

Always ask a subject without delay for password(s) or PIN # for device(s) taken.
Ensure to take a CFCU “on site attribution receipt” to an investigation or crime scene.
Proper attribution is most important for any digital investigation.
Using digital evidence must seek to prove or disprove an investigation and should at
best be used to corroborate other existing evidence.
REMINDER - LAST WILL AND TESTAMENT PREPARATION
The following guidelines for preparation of Last Will and Testament are published for general
information.
WHY YOU SHOULD MAKE A WILL
Your assets (all that you own) will be divided among your loved ones according to your
wishes.
Your executor(s) will be entitled to act immediately upon your death thereby reducing
the likelihood of damage to or theft of estate property.
Proper provisions can be made for your dependents by establishing a trust to provide
for schooling and other expenses.
Shorter turnaround time for the administration of your estate.
You can express your wishes about your funeral, burial or cremation.
GUIDELINES FOR MAKING A WILL
A. Full name, occupation and address of testator (person making the Will).
B. An appointed Executor(s), (the person(s) responsible for administering your estate).
C. Assets must be properly described, identified and beneficiaries named.
D. Residuary clause to dispose of assets not specifically stated in the Will.
E. Date of Will.
F. Signature or mark of the testator (e.g. an X) and that of two witnesses.
IMPORTANT FACTS YOU SHOULD KNOW
1. Do not ask a person you intend to give a gift or their spouse to witness your signature.
2. An Executor can be a beneficiary or a witness but cannot be both.
3. The two witnesses must be present at the same time and sign the Will in the presence of
the Testator.
4. Marriage automatically revokes a Will. If you get married, a new Will must be drawn up.
5. A Will only takes effect after your death.
TIMING FOR SUBMISSION OF APPLICATION FOR VACATION LEAVE AND
DEPARTMENTAL LEAVE ABROAD
Force Orders No. 3371 Part I Sub. No. 13 dated 2012-01-12 is republished for general
information.
There is an increasing tendency on the part of Commanding Officers to submit applications by
members to proceed on vacation leave and departmental leave abroad rather belatedly and not
in keeping with instructions previously published.
This has had the effect of a significant number of members attending on the office of the
Assistant Commissioner of Police, incharge Administration to enquire about the status of their
leave applications. Consequently, members of staff of the Branch have had to routinely disrupt
their tasks to treat with such situations which are counter-productive.
31 ST MAY, 2012 SERIAL NO. 3391
TIMING FOR SUBMISSION OF APPLICATION FOR VACATION LEAVE AND
DEPARTMENTAL LEAVE ABROAD (CONT’D)
Commanding Officers are hereby reminded of the instructions set out in Force Orders 2401
Part I Sub. No. 2 dated 1993-06-10 which states:-
“It has been brought to notice that many applications for vacation leave and
departmental (short) leave abroad by members of the Force have been reaching Police
Headquarters a few days before the effective date and after the effective date.
In some cases, the registry and the general office of the Assistant Commissioner of
Police, Administration are literally invaded by these applicants who want their
applications dealt with immediately.
This practice creates extra work for the staff at these offices who quite justifiably, are
complaining.
With effect from the date of this Order, except in cases of emergency, all applications
for vacation leave abroad must reach Police Headquarters not less than two (2) months
before the commencement date and for departmental (short) leave abroad, one (1)
month”.
In this regard, queries from members regarding the status of their leave application are to be
directed only to the Registry Section of the Personnel Division and not to the general office of
the Assistant Commissioner of Police, Administration Branch since applications submitted in
keeping with the above instructions above will be duly processed and forwarded to the
Registry for dispatching to Divisions/Formations.
Sub. No. 9
MANAGEMENT OF VACATION LEAVE
Force Orders No. 3237 Part I Sub. No. 3 dated 2009-06-18 is republished with modifications for
general information and strict compliance.
There are too many instances where members are being denied leave and in some instances, for
periods exceeding four (4) years. Given the need to provide periodic relief from the stressors
associated with policing in a challenging environment and in light of the budgetary constraints,
Commanding Officers are therefore, with immediate effect, to take steps to manage the grant of
vacation leave to members in a manner that will:-
(1) Ensure the grant of a quantum of vacation leave once every twelve months and in the
event of exigencies of service such as the calling of general elections in a particular
year, at least once every twenty-four (24) months; and
(2) Ensure that priority is given to the granting of vacation leave to members with the
most accumulated vacation leave thereby reducing/eliminating the need for request(s)
for payment in lieu of vacation leave.
Requests for payment in lieu of vacation leave will only be countenanced in situations where
the exigencies of the service have been clearly established and not based on frivolous reasons
advanced by Commanding Officers.
Area, Branch, Division and Section Commanders are to submit to Assistant Commissioner of
Police in charge Administration by May 10, 2011 a return of members of the rank of
Constables to Inspectors who have not been granted vacation leave for a period of three (3)
years or more and indicate the projected period when such members will be so facilitated.
