Sub. No. 1<br />

FROM THE PEN OF THE COMMISSIONER<br />

INTEGRATED BALLISTICS IDENTIFICATION SYSTEM (IBIS) AND COMMUNICATION<br />

FORENSICS AND CYBERCRIME UNIT (CFCU)<br />

I am using this medium to encourage greater use of the Integrated Ballistics Identification<br />

System or IBIS and Communication Forensics and Cybercrime Unit (CFCU). These are just<br />

two of many proven tech<strong>no</strong>logical capabilities at the disposal of the JCF that can enrich and<br />

strengthen investigations.<br />

For the period January to April 13, 2012, 76 firearms have been linked by ballistics to two or<br />

more crime scenes across the country. In 39 or 51% of these hits, the firearms used were<br />

connected to incidents in two or more divisions.<br />

IBIS analysis linked eight (8) crime scenes involving one particular 9mm pistol. This firearm<br />

was involved in the killing of 16 persons (five at one time and four on one other occasion)<br />

between St. Catherine North and St. Catherine South divisions from 2010-11. This example<br />

gives an indication of the level of movement of armed criminals or firearms concealed in<br />

vehicles and on the person.<br />

Members of the JCF are encouraged to fully exploit IBIS, which in turn, allows for tracking of<br />

gun-specific information and connection of a particular firearm to multiple crime scenes,<br />

irrespective of geographic location. This will enable investigators to link firearms involved in<br />

multiple scenes, which will improve detection, arrest, and clear-up of serious crimes.<br />

Investigators should observe the following guidelines when investigating shootings and gun<br />

murders:<br />

· Look at the relationship between the communities where the guns are used and the<br />

persons to be arrested in order to stop the use of the guns.<br />

· Establish details of prominent criminal suspects in the community where murders<br />

are committed – look at day and time of each incident to determine the modus<br />

operandi of the major players.<br />

· Ascertain if the victims and witnesses k<strong>no</strong>w/knew each other.<br />

· Determine location of the incident where guns featured in shootings/murders and<br />

gangs to which the guns and victims are associated. This will give an indication of<br />

the gang which owns a particular gun.<br />

· Shift Commanders are to use operational brief on IBIS results to focus operational<br />

assets in communities to retrieve particular guns, which can in turn reduce killings<br />

and gunshot injuries.<br />

· Where IBIS “link chart” is showing one firearm linked to shootings in several<br />

divisions, Area Crime Officers should ensure these connections are thoroughly<br />

examined at case conferences and on proactive operations.<br />

· Link charts are to be shared with personnel on the front line for their information.<br />

· Upon appreciating all serious crime reports, detectives should ascertain if the victim<br />

or perpetrators have or used cellular phones and apply through the CFCU for cell<br />

phone data which can assist in the investigation of crime.<br />

Responsible Use of Social Media<br />

I am using this opportunity to remind members of the consequences of unlawful and<br />

irresponsible use of social media and the internet. Members must acquaint themselves with<br />

Force Policy governing the subject and strive for strict compliance. My attention was drawn to<br />

photographs of a recently murdered colleague which was being circulated via social media.<br />

This is grossly irresponsible and insensitive to the dignity of the deceased as well as his family.<br />

To the extent that members were involved in this, I appeal to you to desist. There is a<strong>no</strong>ther<br />

case brought to my attention where a member used a JCF web page as a medium to engage in<br />

verbal abuse of some other person in a shockingly disgraceful manner. This incident is the<br />

subject of an internal investigation with a view to taking disciplinary action. Please be warned!<br />

Attacks on Police Personnel<br />

We <strong>no</strong>te with much concern recent violent attacks on serving and past members of the Police<br />

Force, as well as an off-duty soldier in his community. While we have seen significant<br />

improvement in officer-safety over the last two years, these recent attacks serve as a reminder<br />

that, <strong>no</strong>twithstanding our efforts, there are elements in our society who are determined to kill<br />

members of the security <strong>force</strong>s. Our response to these attacks must be professional, disciplined<br />

and educated. Those who attack our members must be made to understand that our response<br />

will be swift, decisive and unrelenting. My observation is that most recent attacks occur when<br />

members are off duty and in communities where they live. This suggests that the threat may<br />

accompany us off the job; hence our level of alertness and anticipation must remain high at all<br />

times.<br />

I am on record for giving full support to any member who acts swiftly and lawfully in the<br />

protection of self or others from violent criminal attacks. This will <strong>no</strong>t change. Be alert, be<br />

careful and count on the support of the High Command.<br />

JAMAICA CONSTABULARY FORCE SUPPORT OF NATIONAL INITIATIVE IN<br />

RESPONSE TO ABUSE AND VIOLENCE AGAINST WOMEN AND CHILDREN<br />

The Jamaica Constabulary Force offers its support to initiatives/events planned for Friday,<br />

September 28, 2012, in response to acts of abuse and violence meted-out to women and<br />

children.<br />

In this regard, members and especially women police are encouraged to lend active support to<br />

legitimate initiatives and use this opportunity to distribute pamphlets that will help educate<br />

women and children on how to enhance their safety.<br />

REMINDER - INSTRUCTIONS FOR USE OF JCF PATROL LOG BOOKS FOR CITIZENS<br />

AND JCF PATROL VISIT REGISTER<br />

Having regard to the need for the police to reassure business operators and the general<br />

citizenry, divisional commanders are hereby reminded to re-visit directives previously given<br />

regarding the use of Patrol Log Books and the Patrol Visit Register. These books are still<br />

available at the Establishment Section, Personnel Division and arrangements are to be made by<br />

divisional commanders to acquire same for use by their patrol teams.<br />

Force Orders No. 3281 <strong>Part</strong> I Sub. No. 1 dated 2010-04-22 is also republished as a reminder and<br />

for general information of members.<br />

In keeping with the commitment of the Jamaica Constabulary Force (JCF) to ensure greater<br />

accountability for its operations and provide safety in public spaces, Patrol Books and<br />

Visit Registers have been established for patrols and critical locations within Divisions,<br />

this will also provide additional opportunities for interfacing with citizens.<br />

1) Patrol Log Books:<br />

• Must be checked by supervisors, commanding officers and visiting officers<br />

• Must be completed in accordance with prescribed headings<br />

• Must record all patrol activities<br />

• Station Commanders and Divisional Officers are to liaise with the operators of the<br />

critical locations where the Patrol Visit Registers are placed.<br />

• A list of these locations must be posted conspicuously inside the stations. A copy<br />

of the listing must be forwarded to Inspectorate of Constabulary to facilitate<br />

audits/inspections and to Deputy Commissioner of Police Operations and Crime.<br />

• Patrols are required to visit these locations and sign the register.<br />

• Operators of these facilities or reputable persons will counter sign to verify patrol<br />

visit.<br />

• These locations will be visited and audited by Sub-Officers, Divisional<br />

Commanders and other Officers from time to time.<br />

REMINDER - MANNING OF MAJOR TRANSPORTATION AND BUSINESS CENTRES<br />

Force Orders 3276 <strong>Part</strong> I Sub. No. 1 dated 2010-03-18 treating on manning of major<br />

transportation and business centres is republished for general information and compliance.<br />

A major gap in our high visibility strategy is the lack of presence at major<br />

transportation and business centres island-wide.<br />

The sheer volume of persons and number of activities within these centres create<br />

opportunities for conflicts such as street fights which on many occasions result in<br />

deaths, and a host of unlawful activities, to include robberies and extortion. Visible<br />

uniformed presence is therefore a key deterrent factor to those who might want to<br />

commit crimes in these environments.<br />

Divisional Officers are hereby directed to ensure that police presence, (foot and mobile -<br />

including covert patrols where necessary) is maintained in these areas from early<br />

morning until cessation of activities.<br />

In addition, Divisional Officers are to submit a weekly deployment plan regarding the<br />

policing of major transportation and business centres in their commands to the Deputy<br />

Commissioner of Police, Operations and Crime Portfolio.<br />

The list of the transportation centres islandwide is attached as Appendix ‘A’ to Force<br />

Orders No. 3276 dated 2010-03-18.<br />

COMPETENCE IN DETECTION OF HUMAN REMAINS (CADAVER) AND SEARCH<br />

AND RESCUE – CANINE DIVISION<br />

The Canine Division acquired training dogs that are competent and ready to work in the<br />

discipline of human remains detection (cadaver) and search and rescue. They are competent to<br />

detect dead bodies and find live persons.<br />

To request the services of these dogs, contact can be made with Assistant Commissioner of<br />

Police, Operations at 322 2313 or Superintendent of Police, Canine at 882 1691 or the Canine<br />

Division at 928 1096.<br />

UPDATE – COMMUNICATION FORENSIC AND CYBERCRIME UNIT (CFCU)<br />

For all investigations involving digital device(s), attribution/ (ownership) is a critical link in the<br />

investigative process. It is an important step to attribute a digital device in at least three<br />

different ways.<br />

Forms of attribution:<br />

ü Actual or constructive possession<br />

ü Adoption in an interview or question and answer<br />

ü Witness statement (relatives, friends or place of work, worship etc.)<br />

ü Account, billing or subscriber information<br />

ü DNA<br />

Investigators should ensure that a proper CFCU “on-site attribution form” or any type of<br />

documentation is used to capture attribution information.<br />

Cyber Security Tip<br />

“CYBER SQUATTING” is a new type of cybercrime which entails the acquiring and using of a<br />

domain name of a trademark on the internet to make monetary profit. This action is considered<br />

to be in bad faith when the domain name of prominent zor entity trademark is purchased by<br />

unscrupulous person(s) and then sold at a greater price to the legitimate owner.<br />

GRANTING OF LEAVE IN THE YULETIDE SEASON<br />

Commanding Officers are hereby reminded of the need to manage the grant of vacation leave<br />

and departmental leave in the period leading up to and during the yuletide season.<br />

Rule 4.16 of the Book of Rules is relevant and states:<br />

‘Departmental leave may <strong>no</strong>t be granted to any member between the 20 th December and<br />

the 6 th day of January, except in exceptional circumstances.’<br />

Steps are therefore to be taken to ensure the availability of an adequate number of personnel to<br />

treat with the exigencies associated with the period leading into the Christmas period.<br />

Commanding Officers are also required to submit a report to Assistant Commissioner of Police,<br />

Administration in instances where members granted vacation leave or departmental leave up<br />

to December 19, report sick thereafter.<br />

There will be a closed auction of motor vehicles and miscellaneous items intended for<br />

government employees (who are employed for at least two years) on October 2, 2012. This<br />
