MODIFICATION - RECRUITMENT POLICY FOR RURAL POLICE (DISTRICT<br />
CONSTABLES)<br />
<strong>Force</strong> <strong>Orders</strong> No. 3401 Part I Sub. No. 1 <strong>dated</strong> <strong>2012</strong>-09-09 is republished with modification to<br />
the academic qualification.<br />
The provisions for the recruitment and appointment of District Constables are cited in the<br />
Constables (District) Act.<br />
Sect. 2 – (1) The Commissioner of Police may, with the sanction of the Governor General,<br />
appoint in any parish, such number of persons as he may think necessary, being householders<br />
resident in such parish, to be district constables, whose power and authority under this Act<br />
shall extend to all parts of the Island.<br />
(2) The Commissioner may at any time remove any district constable so appointed and appoint<br />
some other resident householder in his place.<br />
(3) Where, in the opinion of the Commissioner, circumstances so require it, a district constable<br />
may be transferred from the parish in which he is appointed to any other parish for such<br />
period, not exceeding at any one time two weeks, as the Commissioner may direct.<br />

(4) The whole body of district constables shall be known as the Rural Police<br />
This Act makes it profoundly clear that it is the Commissioner of Police, with the sanction of<br />
the Governor General, who is responsible for the appointment of all district constables.<br />
Therefore, no person can be appointed as a district constable without the authorization of the<br />
Commissioner of Police.<br />
PROCEDURE FOR THE RECRUITMENT OF DISTRICT CONSTABLES<br />
1. Divisional Commanders who are desirous of enlisting district constables must submit a<br />
written application to the Assistant Commissioner of Police in charge of Administration<br />
stating the job functions and the number of district constables needed. The ACP<br />
Administration will give approval in writing on behalf of the Commissioner of Police.<br />
2. The written approval for Police Divisions in Areas 4 and 5 and non geographical<br />
divisions and formations in the Corporate Area and St. Catherine must be taken to the<br />
office of the Senior Director of the Human Resources Branch located at NCB South<br />
Tower, Oxford Rd, Kingston for processing. Approvals for geographical divisions and<br />
other Police Formations in Areas 1, 2, and 3 will be dealt with by the directors of the<br />
Human Resources Branch at the Area levels.<br />
3. On receipt of the approval, the director of the Human Resource Branch will invite<br />
applications from interested persons and process the required documentation. The<br />
Director in collaboration with the staff at the respective recruitment offices will<br />
administer the written examination and make the necessary arrangements for interview.<br />
4. The Sub Officers in charge of the Recruitment Centres will then forward the files with<br />
the successful applicants to the respective Divisional Commanders for the antecedent<br />
investigations to be done. The same Antecedent Forms for members of the JCF and ISCF<br />
must be utilized. The antecedent reports must be returned to the Recruitment Centres.<br />
5. The Sub Officers in charge of the Recruitment Centres will send the file with the<br />
Antecedent Report and all other documents to the Central Recruiting Office where<br />
requests will be made for Security and Fingerprint checks. Arrangements will be made<br />
for the physical and medical examination of the applicant.<br />
6. The completed files of successful applicants will be returned to the respective Human<br />
Resource Branch offices for training to be conducted in collaboration with the Assistant<br />
Commissioner of Police in charge of the Training Branch and the Area or Branch<br />
Officer.<br />
7. The training syllabi to be utilized must be approved by the Assistant Commissioner of<br />
Police in charge of Training Branch.<br />
8. On completion of training, the files of the successful District Constables must be sent to<br />
the Assistant Commissioner of Police in charge of Administration for publication.<br />
REQUIREMENT FOR RECRUITMENT AS DISTRICT CONSTABLE<br />
1. The applicant MUST be a resident in the Division where he/she intends to work as a<br />
District Constable<br />
2. Age Profile: 18-40 years old<br />
3. Minimum Height and Weight Requirement: Males 5ft 5ins and 125 pounds. Females<br />
5ft 3ins and 115 pounds.<br />

4. The applicant must complete the Application Form (same Form for JCF and ISCF<br />
applicants) in his/her own handwriting.<br />
5. Must have two (2) recommendations from any of the following persons: Justice of the<br />
Peace, Minister of Religion, Attorney-At-Law, School Principal, Police Officer not below<br />
the rank of Inspector, any Commissioned Officer of the JDF, Parish Councillor and<br />
Medical Doctor.<br />
6. Academic Qualification: The applicant must have a school leaving certificate and a<br />
minimum of two (2) CXC subjects. English Language is compulsory with passes<br />
Grades I to III. Applicant must score a minimum of 60% for written tests in English and<br />
Mathematics as administered by the JCF.<br />
7. Successful applicants in the tests will be interviewed by an interview panel. A minimum<br />
score of 60% must be attained at the interview for further processing.<br />
8. The applicants who have passed the interview will be required to do a medical<br />
examination, blood test and physical test.<br />
9. ONLY APPLICANTS WHO ARE SUCCESSFUL IN ALL TESTS AT 8 ABOVE WILL<br />

The date for the Constables’ Conference and Election to the Central Executive will be held on<br />

<strong>Force</strong> <strong>Orders</strong> Nos. 3402 Part I Sub. No. 6 <strong>dated</strong> <strong>2012</strong>-<strong>08</strong>-16, treating on the application for High<br />
Potential Detective Training Programme (HPDTP) is republished with slight modification.<br />
Applications are invited from suitable members of the Jamaica Constabulary <strong>Force</strong> who are<br />
thirty five (35) years old or below with at least five (5) years service.<br />
Personnel who are below thirty five (35) years old and previously sat the HPDTP examination<br />
and did not attain a score of 60% are invited to re-apply.<br />

REMINDER - SELECTION PROCEDURE FOR PROMOTION <strong>2012</strong> - ASSESSMENT<br />
CENTRE AND INTERVIEWS (INSPECTOR QUALIFYING)<br />
The assessment centre and interview exercises for Sergeants who achieve the qualifying mark<br />
(60 and above) in Stage One (Written Stage) of the Selection Procedure for Promotion <strong>2012</strong> are<br />
scheduled as under:<br />
‣ Assessment Centre - September 18 - 20 and September 24 - 27, <strong>2012</strong><br />
‣ Panel Interviews - October 2 - 4 and October 8 - 11, <strong>2012</strong><br />

UPDATE – COMMUNICATION FORENSIC AND CYBERCRIME UNIT (CFCU)<br />
While most major crimes in Jamaica are now being facilitated by the use of digital device(s), the<br />
CFCU is the sole unit within the JCF that is man<strong>dated</strong> to provide investigative support to all<br />
investigators throughout Jamaica.<br />
In addition to partnering with other agencies to provide investigative intelligence or<br />
information, the CFCU must conduct the process of previewing, extracting, examination,<br />
analysis, preparation and presentation of digital evidence in a court of law.<br />
It is a priority of the CFCU to process all applications, such that valuable evidence can be<br />
utilized for a successful conviction.<br />
The CFCU will at best seek to assist all investigators and encourage members to apply all best<br />
practices published in the weekly <strong>Force</strong> <strong>Orders</strong>.<br />
In an effort to improve service efficiency at the CFCU, several projects and processes have been<br />
developed and will be deployed in the shortest possible time.<br />
Cyber Security Tip<br />
Like any other technology, social networks (facebook, twitter) can be used positively and<br />
negatively. Be a responsible citizen and never make available on any social network either of<br />
the following:<br />

AUDIT OF UNCLAIMED MOTOR VEHICLES PARKED ON POLICE<br />
COMPOUNDS ISLANDWIDE<br />
Over several years, police formations and facilities have become a storage for motor<br />
vehicles and equipment that are owned by citizens. Whilst a number of these<br />
vehicles and equipment came into the custody of the police as a result of<br />
investigations due to theft, traffic accidents and violations, quite a large number<br />
are for safekeeping or have been recovered by the police.<br />
Many of these vehicles have exhausted the legal process but the owners are yet to<br />
take possession of them, resulting in them being stored for unduly long periods by<br />
the police. This allows the premises to become a dumping ground and by extension<br />
pose an immediate danger to public safety and security. The premises overtime<br />
have become a breeding ground for rodents and are unsightly, which may affect the<br />
morale of the members stationed at these locations and is likely to affect the quality<br />
of service delivered to the public. In addition, this may also create the atmosphere<br />
that fosters illicit activities such as the removal of parts or the disappearance of<br />
these vehicles putting at risk liability on the part of the government.<br />
Against this background the Minister of National Security has requested of the<br />
Services Branch that steps be taken to have stations and police formations<br />
islandwide cleared of all claimed and unclaimed motor vehicles.<br />
Commanding Officers are therefore directed to cause an audit to be done of all<br />
unclaimed vehicles currently stored at police stations and facilities under your<br />
command for over three (3) months. These vehicles must not be the subject of any<br />
pending police investigations or court proceedings but would otherwise be in the<br />
custody of the police for safekeeping, accident investigation or have been<br />
recovered.<br />
A list of these vehicles must be forwarded to the Assistant Commissioner of Police, in charge of<br />
Services Branch with the appropriate recommendations for their disposal in accordance with<br />
Sections 44-47 of the Jamaica Constabulary <strong>Force</strong> Act.<br />
In order to accurately indentify each vehicle, the following must be included:<br />
1. Name and address of owner (if known)<br />
2. Make and type of vehicle<br />
3. The year of the vehicle/colour<br />
4. Chassis number/ Engine number<br />
5. Registration number/ C.C. Rating<br />
6. The date it came into custody, reason(s) and present status.<br />
A number of public notice advertisements are currently being run in the press, the first of<br />
which appeared in the Sunday Gleaner, Section B, page 11 on the 5th of August <strong>2012</strong> and will<br />
also be a feature on the Jamaica Information Service (J.I.S) Bulletin, giving owners thirty (30) days<br />
to take possession, failing which they will be disposed of in accordance with provisions under<br />
the J.C.F Act or any other law.<br />
All area and commanding officers must exert every effort to ensure that the audit is convened<br />
expeditiously and the returns sent to Assistant Commissioner of Police incharge Services<br />
Branch on or before 5:00 p.m. August 21, <strong>2012</strong>.<br />
Queries relative to the audit will be facilitated by Mr. Leon Rose, Assistant Commissioner of<br />
Police, Services Branch and /or Inspector Lascelles Henry, Sub-Officer incharge, Services<br />

TOLL FREE LINES - INDEPENDENT COMMISSION OF INVESTIGATION (INDECOM)<br />
The Independent Commission of Investigations (INDECOM) has launched their toll-free<br />
telephone numbers as a mechanism by which members of the Jamaica Constabulary <strong>Force</strong> may<br />
report an incident or furnish information pertaining to an investigation.<br />
The toll-free numbers are 1-888-991-5555 (Lime) and 1-888-935-5550 (Digicel). They will be in<br />
operation on a 24-hour basis to improve the Commission’s accessibility.<br />
Commanding officers and sub-officers incharge of formations should take the necessary steps<br />
to sensitize all members with the Commission’s new mode of operation in respect of reporting<br />
incidents.<br />

JAMAICA CONSTABULARY FORCE JAMAICA 50 SCHOLARSHIP<br />
In honor of the commemoration of Jamaica’s 50 th year of Independence, the Jamaica<br />
Constabulary <strong>Force</strong> will be offering thirty-seven (37) partial scholarships as categorized below:<br />
1. Seven (7) to members of the organization who are entering university at the bachelor’s<br />
level for the first time (all formations as well as civilians).<br />
a. Scholarships will be tenable for three years; provided the recipient conforms to<br />
the requirements stipulated in the award.<br />
b. Scholarships will only be awarded for accredited institutions and programmes<br />
c. Withdrawal from the programme after disbursement of cheque, will require full<br />
re-payment within 3-5 working days.<br />
2. Thirty (30) to children of members of the organization who are entering high school for<br />
the first time (all formations as well as civilians).<br />
a. Scholarship will be tenable for five years<br />
Criteria for Selection<br />
1. Complete the Jamaica 50 Scholarship Form (forms are available at the JCF Human<br />
Resource Branch and Establishment Section)<br />
2. Applications must be submitted along with evidence of acceptance to the university/<br />
college, or placement in high school<br />
3. Two written recommendations from past teacher/lecturer, principal or anyone with<br />
knowledge of academic work, general conduct, background and character of the<br />
applicant<br />
4. Birth Certificate for children of members as proof of parentage<br />
Criteria for Continuation of Scholarship<br />
1. Maintenance of a B average or its equivalent<br />
2. Submission of copies of academic results at the end of each semester<br />
3. For university students no more than two (2) re-sits<br />
Notification<br />
1. All decisions, both offer and denial, will be sent by email<br />
2. Scholarship awardees will also be notified in writing or by telephone<br />
