ADDENDUM – POLICE PUBLIC INTERACTION POLICY AND STANDARD<br />
OPERATION PROCEDURES, <strong>2011</strong><br />
Reference <strong>Force</strong> <strong>Orders</strong> No. 3337 Part I Sub. No. 1 <strong>dated</strong> <strong>2011</strong>-<strong>05</strong>-19, the Police Public<br />
Interaction Policy and Standard Operation Procedures, <strong>2011</strong> does not replace the Citizens<br />
Charter but must be read in conjunction with the Charter<br />

WEARING OF BULLET PROOF VESTS<br />
It has been observed in recent times that some members have not been wearing their bullet<br />
proof vests when on duty. Members who have been issued with bullet proof vests are<br />
reminded to wear them whilst on duty.<br />
Commanding Officers are to conduct an immediate audit of personnel within their formations<br />
to identify members who are not in receipt of bullet proof vest. Application must then be made<br />
for those members who have been identified to be issued with vests. Supply of these vests by<br />
Headquarters Stores will be done based on availability of stock.<br />
In instances where members are without vest and until these are supplied, efforts are to be<br />
made to avoid deploying them for assignments which will expose them to undue danger.<br />

TRAINING AND QUALIFICATION IN FIREARMS/FIREARMS CERTIFICATION<br />
BOOKLET<br />
<strong>Force</strong> <strong>Orders</strong> No. 3337 Part I Sub. No. 3 <strong>dated</strong> <strong>2011</strong>-<strong>05</strong>-19 is hereby republished with<br />
modification for general information and compliance.<br />
The following represents supplementary instructions to those published previously<br />
vide <strong>Force</strong> <strong>Orders</strong> 3259 <strong>dated</strong> 2009-11-19 titled ‘Training and Qualification in Firearms’<br />
and are hereby promulgated for strict compliance by all members.<br />
1. Only members including gazetted officers who have been<br />
certified/recertified will be authorized by the Commissioner of Police to carry<br />
force weapons as of January 1, 2010.<br />
2. All members who have been issued with keep and care weapon must also have<br />
been certified/recertified.<br />
3. Firearm authorization booklet must be carried by all police personnel whilst on<br />
duty.<br />
4. In the case where a member is involved in a shooting, the authorization booklet<br />
must be presented for inspection by personnel from the Bureau of Special<br />
Investigations (BSI).<br />
5. The BSI will make checks with the Firearms and Tactical Training Unit to<br />
ascertain the authenticity of particulars contained in the booklet.<br />
6. Before a firearm is issued to a member, the issuing officer must inspect the<br />
booklet, to ensure that a member is not issued with a firearm, with which he/she<br />
has not been certified/recertified.<br />
7. The certification/recertification runs for two years. For example, if a member<br />
was trained 2009-02-16, the certification/recertification will expire on<br />
<strong>2011</strong>-02-15.<br />
8. There will be a grace period of one month, after the expiration date.<br />
9. During this grace period, a member who has not been recertified must make<br />
application through the Divisional/Branch/Unit Commander to the<br />
Superintendent of the Firearms and Tactical Training Unit to be recertified<br />
during this grace period.<br />

TEMPORARY DISCONTINUATION OF THE JAMAICA CONSTABULARY FORCE<br />
EMAIL AND BLACKBERRY SERVICES<br />
The Jamaica Constabulary <strong>Force</strong> email and blackberry services will be unavailable from 8:00am<br />
May 27, <strong>2011</strong> to 8:00am May 30, <strong>2011</strong> to facilitate an upgrade.<br />
All existing email users will be contacted on the morning of May 30, <strong>2011</strong> with new passwords.<br />
The inconvenience is regretted.<br />
Sub. No. 5 POLICE YOUTH CLUB 57 TH ANNIVERSARY CHURCH SERVICE – JUNE 19, <strong>2011</strong><br />
The Police Youth Club Movement, under the supervision of the Police Community Safety and<br />
Security Branch will be celebrating its 57 th year of existence under the theme Police Youth Club<br />
Movement: Transforming Lives, Creating New Opportunities.<br />
The National Church Service will be held on Sunday June 19, <strong>2011</strong> commencing at 10:30am at<br />
the Greater Grace Temple Apostolic, 65a Deanery Road, Kingston 3.<br />
Areas 4 and 5 will participate in the national service.<br />
Areas 1 to 3 will host similar services to coincide with the national service.<br />

This is to inform members that booklets containing motor vehicle registration certificates<br />
stickers as listed below have been stolen from various Inland Revenue Collectorates and have<br />
not been recovered:<br />

LA 421352 to 421400 for 2012 (Quantity 49)<br />
LA 402501-40400 (Quantity 1500)<br />
Members are advised to be on the lookout for motor vehicles bearing these discs or for recovery<br />
if seen on operations or otherwise.<br />

Attached to these <strong>Orders</strong> as Appendix A‘’ is the copy of a press release from the Association of<br />
Caribbean Commissioners of Police (ACCP) on the 26 th Annual General Meeting and<br />
Conference of the Association which was held in St. Johns, Antigua between the 9 th and 12 th<br />
May, <strong>2011</strong>, for general information.<br />

POST MORTEM AND DISPOSAL OF BODIES AT FUNERAL HOMES<br />
<strong>Force</strong> <strong>Orders</strong> Nos. 3332, 2999 and 2253 Part I <strong>dated</strong> <strong>2011</strong>-04-14, 2004-11-25 and 1990-08-09<br />
respectively, dealing with the above caption are cancelled.<br />
The following will be implemented with immediate effect and is published for general<br />
information and compliance.<br />
Due to changes in science and evidential procedures the identification of dead bodies can now<br />
be conducted by utilizing forensic science (DNA/fingerprints), and/or technology, such as<br />
digital colour photographs Post Mortem examination should not be delayed pending<br />
identification of the body.<br />
In the greater Corporate Area the Legal Medicine Unit is now able to conduct post mortem<br />
examinations within forty-eight (48) hours and on some occasions, the same day.<br />

POST MORTEM AND DISPOSAL OF BODIES AT FUNERAL HOMES (CONT’D)<br />
The delay in getting these bodies out of funeral homes has been incurring hundreds of<br />
thousands of dollars in debt which is putting tremendous strain on the already stretched<br />
budget of the JCF Finance Branch. The practice of the police allowing bodies to be stored for<br />
excessively long periods is most inappropriate and reflects scant regard for prudent financial<br />
management.<br />
In some cases bodies are left in storage at morgues or funeral parlours for several months under<br />
the pretext of awaiting identification.<br />
All bodies, on being found, will be photographed by a trained scene of crime officer and again<br />
at the post mortem examination, a scene of crime officer will photograph the body. The scene<br />
of crime officer will ensure that a sample for DNA testing is taken by the pathologist from the<br />
body and will take a full set of fingerprints (including palms).<br />
The fingerprints and photograph will be referred to the Assistant Commissioner incharge<br />
Criminal Investigation Branch who will take steps to identify the body, including publishing<br />
the photograph (if appropriate) in the print media with the hope that someone will come<br />
forward and identify it.<br />
If after thirty (30) days, the body remains unidentified, the body can be released for burial and<br />
appropriate arrangements made.<br />
In every case under police investigation, a member of the <strong>Force</strong> and in cases of murder and or<br />
fatal shooting by the police, the investigator must attend the post mortem examination to assist<br />
the pathologist with a history of the incident and any special circumstances surrounding the<br />
incident.<br />
The investigating officer is also responsible for:-<br />
I. Ensuring a scene of crime officer attends the post mortem examination<br />
II. Recording a statement from person(s) identify the body of the deceased<br />
III. Ensuring a statement(s) is recorded for the identification and/or continuity of the body<br />
from the crime scene to the post mortem examination. (This is in keeping with the<br />
judgement in R v Florence Bish).<br />
IV. The Evidence (Amendment) Act requires that a comprehensive statement be recorded<br />
from these persons. This is important, especially in circumstances where these<br />
witnesses subsequently die or are otherwise not available to give evidence in the matter<br />
if required, and the prosecution intends to rely on their statements.<br />
V. Ensuring the process and actions taken are fully recorded.<br />
Commanding Officers are to implement a system whereby investigating officers inform them<br />
on a daily basis of the following:<br />
I. Number of bodies at funeral homes<br />
II. Number of days<br />
III. Reason for post mortem not being held<br />
On no account must bodies be sent to individuals and institutions which are not authorized by<br />
the JCF and those that are so authorized will be properly licensed, registered and will have the<br />
requisite storage facility to pick up and store bodies. <strong>Force</strong> <strong>Orders</strong> No. 3336 Part I Sub. No. 6<br />
<strong>dated</strong> <strong>2011</strong>-<strong>05</strong>-12 treating on the subject of Approved Funeral Homes should be read in<br />
conjunction with these orders.<br />
Divisional Officers will be held accountable for any exorbitant bills incurred for storage of dead<br />
bodies without justification.<br />

DEPARTMENTAL LEAVE - BISHOP GARY WELSH, FORCE CHAPLAIN AND<br />

Bishop Gary Welsh, <strong>Force</strong> Chaplain and Commandant will proceed on eleven days<br />
departmental leave with effect from <strong>2011</strong>-08-12. This leave will be spent abroad.<br />
During his absence, Mr. Merrick Watson, B.Sc., Superintendent of Police and Deputy<br />
Commandant will oversee operation at the Academy.<br />

AUDIT – PORTABLE RADIOS<br />
Commanding Officers are hereby directed to conduct an audit of all portable radios in their<br />
division and forward a return to Senior Superintendent of Police, Telecommunication Division<br />
by July 4, <strong>2011</strong>.<br />
NB. Radios that are not accounted for will be unable to access the network after <strong>2011</strong>-07-04.<br />

SCHOLARSHIP FUND, <strong>2011</strong><br />

guidelines to be completed by eligible applicants and submitted to the Assistant Commissioner<br />
