CHANNEL OF COMMUNICATION FOR COMPLAINTS OF MEMBERS<br />

<strong>Force</strong> <strong>Orders</strong> No. 3347 Part I Sub. No. 6 <strong>dated</strong> 2011-<strong>07</strong>-28 is republished for general information<br />

and strict compliance.<br />

In recent times there has been a proliferation in the number of instances in which members of<br />

the force have sent letters directly to the Commissioner of Police, Ministers of Government,<br />

members of the Judiciary, Head of Government Departments and Private Organizations etc.<br />

thereby ignoring the proper channel of communication as laid down in the Book of Rules for<br />

the guidance and general direction of the JCF (1988).<br />

Rule 3.8 reads thus,<br />

Any member who has a just cause or complaint shall make a written statement thereof<br />

and send it through his Sub-Officer to his Commanding Officer who will transmit the<br />

complaint (if it is beyond his power to deal with it) to the Commissioner of Police,<br />

adding any observation or explanations which he himself may have made thereof.<br />

Members of the <strong>Force</strong> must desist from communicating directly with the above named<br />

grouping and are required to observe the Official Channel of Communication. Any breach of<br />

this directive will be met with the appropriate sanction.<br />

Area, Branch and Divisional Commanders must ensure that this sub-head forms the subject of<br />

lectures for the next three (3) months.<br />

Sub. No. 2<br />

ARBITRARY SEIZURE OF PRIVATELY OWNED AND OPERATED PICK-UPS AND<br />

SUV’S FOR NO-CARRIERS LICENCE<br />

<strong>Force</strong> <strong>Orders</strong> No. 3392 Part I Sub. No. 1 <strong>dated</strong> <strong>2012</strong>-06-<strong>07</strong> is republished for general information<br />

and guidance.<br />

The practice of the police to arbitrarily seize privately owned and operated pick-ups<br />

and SUV’s for no carriers licence have led to mounting complaints against the police.<br />

Persons returning from the airports with suitcases belonging to themselves or their<br />

families have had their vehicles seized for not having carriers’ licences.<br />

There are also occasions when persons have gone to the hardware store to purchase<br />

hardware items such as lumber and cement for their private use and they too have had<br />

their vehicles seized for not having a carriers’ licence.<br />

In light of the mounting complaints against the police, who are carrying out this<br />

practice, the arbitrary seizure should cease with immediate effect. Before a seizure is<br />

made for this offence, the police should first satisfy themselves that the operators of<br />

such vehicles are operating for hire and/or reward and in breach of the road traffic act.<br />

Commanding Officers should make this the subject of lectures for the next six (6) weeks.<br />

POLICE DRIVING SCHOOL<br />

Consistent with the thrust of the <strong>Jamaica</strong> <strong>Constabulary</strong> <strong>Force</strong>’s Reform and Modernization<br />

programme to build capacity and improve institutional efficiency, the Police Driving School is<br />

being re-organized and decentralized. The new structure will be as under:<br />

REMINDER – RE-ORGANIZATION OF THE JAMAICA CONSTABULARY FORCE’S<br />

POLICE DRIVING SCHOOL<br />

A. The Central Driving School (CEDRIS):<br />

The CEDRIS will be established under the Transport and Repairs Division.<br />

The main functions of the Central Driving School (CEDRIS) are:<br />

i. To be responsible to qualify drivers for Areas 4 & 5 and all corporate area branches,<br />

divisions and sections and the ISCF.<br />

ii. To constantly review and improve the process of qualifying drivers for the <strong>Force</strong><br />

iii. To be responsible for training and certifying driving instructors for the <strong>Force</strong><br />

iv. To make representation to ensure that the CEDRIS has a reliable fleet of service<br />

vehicles and adequate training equipment to conduct driving activities.<br />

v. To ensure that all driving instructors at all times embrace the vision, mission and<br />

values of the driving school<br />

vi. To maintain a central data-base of training programmes conducted across all areas<br />

and make bi-monthly returns to the Assistant Commissioner of Police, Training<br />

Branch<br />

vii. To make recommendations regarding necessary changes in <strong>Force</strong> policies and<br />

procedures regarding the use, care and operation of force vehicles.<br />

B. Area Police Driving School (APODS):<br />

Driving Schools will be established; one each, in Areas 1, 2, and 3. The principal<br />

instructor at each APODS, will report directly to the Area Training Officer but maintain<br />

occasional liaison with the Central Driving School on pertinent issues<br />

The main functions of the Area Police Driving Schools are:<br />

i. To assess and qualify drivers for all formations in their respective police areas.<br />

ii. To support the constant reviewing of the processes and procedures to qualifying<br />

drivers for the JCF<br />

iii. Make representation to ensure that a reliable fleet of service vehicles and training<br />

equipment are available to conduct driving activities.<br />

iv. Ensure that all driving instructors at all times embrace the vision, mission and<br />

values of the driving school<br />

v. Maintain a local data-base of qualifying programmes and make monthly returns to<br />

the CEDRIS<br />

vi. Make recommendations regarding necessary changes in <strong>Force</strong> policies and<br />

procedures regarding the use, care and operation of force vehicles and the practices<br />

of force drivers.<br />

Staff Establishment<br />

Rigid selection criteria will be applied in selecting staff for the driving schools as<br />

driving instructors must be members who:<br />

reports.<br />

Focus of Qualifying Training<br />

The new driver qualifying program will consist of a two part screening process to determine<br />

the potential and ability of members. This will be followed by a period of class room instruction<br />

and driving practices conducted only to address gaps discovered among qualifiers who clearly<br />

are potential drivers.<br />

The Screening Tests:<br />

The screening test will consist of:<br />

(a)<br />

(b)<br />

A written test of drivers’ knowledge of the road code and <strong>Force</strong> policy and<br />

procedures regarding the use and care of service vehicles;<br />

A practical driving test to determine their true levels of competencies and the<br />

gaps to be filled.<br />

Personnel who satisfy (a) and (b) above must thereafter undergo classroom and practical<br />

driving activities to address knowledge gaps and weaknesses in driving habits.<br />

Others who fail the screening test will be advised to upgrade their knowledge and driving<br />

skills through private tuition and thereafter re-apply for the qualifying course.<br />

The New Driving Course<br />

The Classroom Instruction will include mandatory lessons in: Daily Maintenance,<br />

maintenance of the log book, driving and maintenance of vehicles fitted with automatic<br />

transmission, gear changing, braking system, procedures to be observed by drivers when<br />

vehicles develop defects and when involved in accidents, vehicle cooling system, concentration,<br />

road observation and the driver’s reaction time and hallmark of the expert driver. Aspects of<br />

the road code and force policy regarding the use and care of service vehicles may be included<br />

to address knowledge gaps.<br />

The Practical Driving activities will include defensive driving, patrol procedures, operation of<br />

police vehicles on the public roads, use of the siren, use of the flasher, use of the PA system,<br />

procedure to be followed when handing over and taking over service vehicles, safe driving<br />

practices, patrol speed, driving on wet/slippery road surfaces, off road driving, driving on<br />

highways, driving through towns and villages and silence zones.<br />

REMINDER - ACCEPTANCE OF GIFTS<br />

<strong>Force</strong> <strong>Orders</strong> No. 3295 Part I Sub. No. 2 <strong>dated</strong> <strong>2012</strong>-06-28 is hereby republishe for general<br />

information and compliance.<br />

The stipulations of the Book of Rules of the <strong>Jamaica</strong> <strong>Constabulary</strong> <strong>Force</strong> and the Ethics and<br />

Integrity Policy of the <strong>Jamaica</strong> <strong>Constabulary</strong> <strong>Force</strong> relative to the acceptance of gifts are hereby<br />

re-published for general information:-<br />

Rule 3.17 (Book of Rules)<br />

“Members are forbidden from soliciting or accepting presents (other than the ordinary<br />

gifts from personal friends) whether in the form of money, goods, free or reduced<br />

passages, or other personal benefits, and from giving such present”.<br />

Section 9:12 Gifts or Benefits<br />

Members shall not use their authority or position for financial gain, for obtaining or<br />

granting privileges or favours not otherwise available to them or others except as a<br />

private citizen.<br />

Members are encouraged to interact with the community in their daily duties and at<br />

times free or discounted food, alcohol, goods or services will be offered. However, gifts<br />

or benefits should not be accepted from any person or business unless objective<br />

assessment of the circumstances surrounding the giving of the gift or benefit indicates<br />

that no favour is expected and that no inference of improper association could be drawn<br />

by a reasonable person. Money or goods that can be readily exchanged for money will<br />

not be accepted. Some of these offers may be made in appreciation of work performed by<br />

members of the JCF and are made as a genuine expression of good will or in the course<br />

of a business marketing promotion. Members shall not directly or indirectly solicit<br />

such offers. You must not directly or indirectly solicit or demand from any person or<br />

business a reward, commission (‘kickback’), loan, favour or other advantage or<br />

consideration.<br />

Members shall report any unsolicited gifts, gratuities, or other items of value that they<br />

receive and shall provide a full report of the circumstances of their receipt if directed.<br />

In circumstances, where offers are made to formations, approval is to be sought from the<br />

Ministry of National Security through the Police High Command.<br />

If approval is given, then the items(s) is/are to be inventorised as items on the inventory<br />

listings of the formation and must not be removed from the division/section.<br />

PASSING OUT PARADE, CERTIFICATE AND AWARDS CEREMONY – TRAINEE<br />

CONSTABLES<br />

A passing-out parade, certificate and awards ceremony will be held for one hundred and<br />

seventy-seven (177) student constables at the <strong>Jamaica</strong> Police Academy, Twickenham Park,<br />

Spanish Town, St. Catherine on Friday, <strong>2012</strong>-<strong>07</strong>-20 commencing at 9:30am.<br />

The parade will be held in the presence of Mr. Owen Ellington, CD, JP, Commissioner of Police.<br />

He will be the reviewing officer who will take the general salute and inspect the parade.<br />

Dr. Trevor Gardener, President, Northern Caribbean University, will deliver the keynote<br />

address.<br />

REMINDER - TIMING FOR SUBMISSION OF APPLICATION FOR VACATION LEAVE<br />

AND DEPARTMENTAL LEAVE ABROAD<br />

There is an increasing tendency on the part of Commanding Officers to submit applications by<br />

members to proceed on vacation leave and departmental leave abroad rather belatedly and not<br />

in keeping with instructions previously published.<br />

This has had the effect of a significant number of members attending on the office of the<br />

Assistant Commissioner of Police, incharge Administration to enquire about the status of their<br />

leave applications. Consequently, members of staff of the Branch have had to routinely disrupt<br />

their tasks to treat with such situations which are counter-productive.<br />

Commanding Officers are hereby reminded of the instructions set out in <strong>Force</strong> <strong>Orders</strong> 2401<br />

Part I Sub. No. 2 <strong>dated</strong> 1993-06-10 which states:-<br />

“It has been brought to notice that many applications for vacation leave and<br />

departmental (short) leave abroad by members of the <strong>Force</strong> have been reaching Police<br />

Headquarters a few days before the effective date and after the effective date.<br />

In some cases, the registry and the general office of the Assistant Commissioner of<br />

Police, Administration are literally invaded by these applicants who want their<br />

applications dealt with immediately.<br />

This practice creates extra work for the staff at these offices who quite justifiably, are<br />

complaining.<br />

With effect from the date of this Order, except in cases of emergency, all applications<br />

for vacation leave abroad must reach Police Headquarters not less than two (2) months<br />

before the commencement date and for departmental (short) leave abroad, one (1)<br />

month”.<br />

In this regard, queries from members regarding the status of their leave application are to be<br />

directed only to the Registry Section of the Personnel Division and not to the general office of<br />

the Assistant Commissioner of Police, Administration Branch since applications submitted in<br />

keeping with the above instructions above will be duly processed and forwarded to the<br />

Registry for dispatching to Divisions/Formations.<br />

REMINDER - MANAGEMENT OF VACATION LEAVE<br />

<strong>Force</strong> <strong>Orders</strong> No. 3331 Part I Sub. No. 3 <strong>dated</strong> 2009-06-18 is republished for general information<br />

and strict compliance.<br />

There are too many instances where members are being denied leave and in some instances, for<br />

periods exceeding four (4) years. Given the need to provide periodic relief from the stressors<br />

associated with policing in a challenging environment and in light of the budgetary<br />

constraints, Commanding Officers are therefore, with immediate effect, to take steps to<br />

manage the grant of vacation leave to members in a manner that will:-<br />

(1) Ensure the grant of a quantum of vacation leave once every twelve months and in the<br />

event of exigencies of service such as the calling of general elections in a particular<br />

year, at least once every twenty-four (24) months; and<br />

(2) Ensure that priority is given to the granting of vacation leave to members with the<br />

most accumulated vacation leave thereby reducing/eliminating the need for request(s)<br />

for payment in lieu of vacation leave.<br />

Requests for payment in lieu of vacation leave will only be countenanced in situations where<br />

the exigencies of the service have been clearly established and not based on frivolous reasons<br />

advanced by Commanding Officers.<br />

Area, Branch, Division and Section Commanders are to submit to Assistant Commissioner of<br />

Police in charge Administration by May 10, <strong>2012</strong> a return of members of the rank of<br />

Constables to Inspectors who have not been granted vacation leave for a period of three (3)<br />

years or more and indicate the projected period when such members will be so facilitated.<br />

Each module is scheduled to run for twelve weeks. Course materials are available on-line.<br />

Participants are expected to participate in on-line group activities and interact with peers and<br />

group facilitators/e-tutors.<br />

Course objectives<br />

To provide participants/students with the necessary knowledge and skills to formulate<br />

strategies based on the philosophy of community policing and put into practice tactics<br />

based on its principles<br />

To provide participants/students with a tool box for institutionalizing community<br />

policing<br />

To provide participants/students with a practical and theoretical overview of the<br />

concept and philosophy of community policing from a local and international<br />

perspective<br />

To hone problem-solving skills of participants/students.<br />

Module 1:<br />

Introduction to Community Policy CRMJ0100<br />

This course explores the evolution, concept and philosophy of community policing.<br />

Participants will gain an insight into the various dimensions of Law Enforcement and the<br />

drivers of change as law enforcement evolves. Students will be introduced to some tools used<br />

in public safety and security as well as their role in maintaining a relatively safe environment.<br />

This course will provide students with the necessary knowledge and skills to formulate<br />

strategies based on the philosophy of community-policing and put into practice tactics based on<br />

its principles. Participants will be provided with requisite competencies for the<br />

institutionalization of community-policing.<br />

Sub. No. 12 ANNUAL POLICE YOUTH CLUB SUMMER CAMP – JULY 29 TO AUGUST 5, <strong>2012</strong><br />

The Community Safety and Security Branch will be hosting its Annual Police Youth Club<br />

Summer Camp from Sunday, July 29 to Sunday, August 5, <strong>2012</strong> at Bog Walk High School,<br />

St. Catherine.<br />

This project is one of the Branch’s crime prevention initiatives and will involve approximately<br />

three hundred (300) police youth club members drawn from across the island. Police personnel<br />

have been selected to supervise the camp.<br />

Participants of the camp are to report at the camp site on Sunday, July 29, <strong>2012</strong> for registration<br />

and accommodation.<br />

SERIES OF CONCERTS<br />

The <strong>Jamaica</strong> <strong>Constabulary</strong> <strong>Force</strong> through the Community Safety and Security Branch will be<br />

hosting an islandwide series of concerts called The <strong>Jamaica</strong> <strong>Constabulary</strong> <strong>Force</strong> and Friends<br />

Concert Series. The theme for the concert will be Music! A Unifying <strong>Force</strong>.<br />

The concerts are intended to improve the relationship between the police, partners and the<br />

citizens as well as to show-case the various talents of members of the police force.<br />
