PHMA is a professional association devoted to the enhancement of
housing services to military members and the families of military
members at Department of Defense installations throughout the world
Membership consists primarily of military and civilian decision makers
who direct the use of over $8 billion of housing funds for the
operation, maintenance, furnishing, repair, improvement and leasing or construction of facilities
annually. Housing personnel oversee family and unaccompanied personnel housing, plus
transient quarters and lodges.
PHMA has focused its efforts during the past 38 years on sponsoring educational seminars and
workshops for housing personnel within the Department of Defense, including the Coast Guard.
Much of our training has been in conjunction with our Trade Expos where attendees are able to
talk directly to suppliers and get a first hand look at the exhibitors’ products.
Housing in the Department of Defense is big business and there are wide ranges of products
that are procured on a routine recurring basis. Even with the recent reductions in the Defense
establishment, housing remains a key “Quality of Life” program, receiving comprehensive
support from the senior leadership. Our members include military and civilian personnel
working at Headquarters, middle management commands, and local military installations
around the world. They include Public Works, Base Civil Engineering and Bachelor Housing/
Transient staffs that manage, operate and maintain housing for the Army, Navy, Marine Corps
and Air Force.
Event attendees are about 20% military and 80% civilian. Approximately 15% come from
Headquarters commands that perform planning, budgeting and policy functions for their
respective services and/or for the Office of the Secretary of Defense; approximately 15% come
from intermediate commands that allocate specific funding and oversee regional operations;
and the balance will be individual Commanding Officers, Base Civil Engineers, Public Works
Officers, Housing Directors, Bachelor Housing Managers, Transient Lodging Managers and
housing staffs at the installation or activity level. Grade levels range from SES to GS-4/5 and
from Flag/General Officers to all enlisted grades.
Over 90% of all bases and installations have been represented at the last seminars/workshops
sponsored by PHMA. Secondary attendees include PHMA staff, Service V.I.P.s, guest speakers,
instructors, spouses and guests, volunteers, and Trade Expo participants. The Association is
International in scope and has a membership of approximately 3,000. Attendees will come from
throughout the United States, and the following international locations:
