Abstract
eBay Incorporated, owner and operator of the computer data center located in South Jordan, Salt Lake
County, has requested that the condition that limits the hours of operation of each emergency generator be
increased. The rolling 12-month total hours of operation limit will be 82 hours per engine instead of 76
hours. The data center will consist of seven diesel-fueled emergency generators rated at 3.25 MW each
(22.75 MW total) and a cooling tower plant rated at 21 MW.
eBay Incorporated has selected emergency generator engines that have lower emission rates for some
pollutants, as compared to the engines identified for use in DAQE-AN0141800002-09. The result is that
even though the hours of operation are increasing, potential emissions are decreasing compared to
previously established values.
The potential emissions, in tons per year, will change as follows:
PM 10 +0.03, NO x -2.79, SO 2 +0.01, CO -0.36, VOC -0.07
The South Jordan data center has the following potential to emit totals, in tons per year:
PM 10 = 0.14, NO x = 11.53, SO 2 = 0.51, CO = 1.44, VOC = 0.22, HAPs = 0.01
This air quality AO authorizes the project with the following conditions and failure to comply with any of
the conditions may constitute a violation of this order. This AO is issued to, and applies to the following:

Section I: GENERAL PROVISIONS
I.1 All definitions, terms, abbreviations, and references used in this AO conform to those used in
the UAC R307 and 40 CFR. Unless noted otherwise, references cited in these AO conditions
refer to those rules. [R307-101]
I.2 The limits set forth in this AO shall not be exceeded without prior approval. [R307-401]
I.3 Modifications to the equipment or processes approved by this AO that could affect the
emissions covered by this AO must be reviewed and approved. [R307-401]
I.4 All records referenced in this AO, which are required to be kept by the owner/operator, shall be
made available to the Executive Secretary or Executive Secretary's representative upon request,
and the records shall include the two-year period prior to the date of the request. Records shall
be kept for a minimum of five (5) years. [R307-150]

I.5 At all times, including periods of startup, shutdown, and malfunction, owners and operators
shall, to the extent practicable, maintain and operate any equipment approved under this AO
including associated air pollution control equipment in a manner consistent with good air
pollution control practice for minimizing emissions. Determination of whether acceptable
operating and maintenance procedures are being used will be based on information available to
the Executive Secretary which may include, but is not limited to, monitoring results, opacity
observations, review of operating and maintenance procedures, and inspection of the source.
All maintenance performed on equipment authorized by this AO shall be recorded.

Requirements and Limitations
Visible emissions from any stationary point or fugitive emission source associated with the
source or with the control facilities shall not exceed 20% opacity. Opacity observations of
emissions from stationary sources shall be conducted in accordance with 40 CFR 60,
Appendix A, Method 9. [R307-309]
Emergency generators shall be used for electricity-producing operation only during the periods
when electric power from the public utilities is interrupted or for regular maintenance of the
generators. Records documenting generator usage shall be kept in a log and they shall show
the date the generator was used, the duration in hours of the generator usage, and the reason
for each generator usage. [R307-401-8]

The sulfur content of any fuel oil or diesel burned shall not exceed:
0.05 percent by weight for diesel fuels consumed in all internal combustion engines.
The sulfur content shall be determined by ASTM Method D-4294-89 or approved equivalent.
Certification of diesel fuels shall be either by eBay's own testing or test reports from the fuel
marketer. [R307-401-8]

The following limit shall not be exceeded:
82 hours of maintenance and/or testing operation, per each emergency power generator engine,
per rolling 12-month period
Based on the first day of each month, a new 12-month total shall be calculated using data from
the previous 12 months. Monthly calculations shall be made no later than 20 days after the
end of each calendar month. Records of power generator engine operation shall be kept on a
daily basis and shall be kept for all periods when the data center is in operation. Hours of
operation shall be determined by supervisor monitoring and maintaining of an operations log.

In addition to the requirements of this AO, all applicable provisions of the following federal programs
have been found to apply to this installation. This AO in no way releases the owner or operator from any
liability for compliance with all other applicable federal, state, and local regulations including UAC
