Abstract<br />

eBay Incorporated, owner and operator <strong>of</strong> the computer data center located in South Jordan, Salt Lake<br />

County, has requested that the condition that limits the hours <strong>of</strong> operation <strong>of</strong> each emergency generator be<br />

increased. The rolling 12-month total hours <strong>of</strong> operation limit will be 82 hours per engine instead <strong>of</strong> 76<br />

hours. The data center will consist <strong>of</strong> seven diesel-fueled emergency generators rated at 3.25 MW each<br />

(22.75 MW total) and a cooling tower plant rated at 21 MW.<br />

eBay Incorporated has selected emergency generator engines that have lower emission rates for some<br />

pollutants, as compared to the engines identified for use in DAQE-AN0141800002-09. The result is that<br />

even though the hours <strong>of</strong> operation are increasing, potential emissions are decreasing compared to<br />

previously established values.<br />

The potential emissions, in tons per year, will change as follows:<br />

PM 10 +0.03, NO x -2.79, SO 2 +0.01, CO -0.36, VOC -0.07<br />

The South Jordan data center has the following potential to emit totals, in tons per year:<br />

PM 10 = 0.14, NO x = 11.53, SO 2 = 0.51, CO = 1.44, VOC = 0.22, HAPs = 0.01<br />

This air quality AO authorizes the project with the following conditions and failure to comply with any <strong>of</strong><br />

the conditions may constitute a violation <strong>of</strong> this order. This AO is issued to, and applies to the following:<br />

Section I: GENERAL PROVISIONS<br />

I.1 All definitions, terms, abbreviations, and references used in this AO conform to those used in<br />

the UAC R307 and 40 CFR. Unless noted otherwise, references cited in these AO conditions<br />

refer to those rules. [R307-101]<br />

I.2 The limits set forth in this AO shall not be exceeded without prior approval. [R307-401]<br />

I.3 Modifications to the equipment or processes approved by this AO that could affect the<br />

emissions covered by this AO must be reviewed and approved. [R307-401]<br />

I.4 All records referenced in this AO, which are required to be kept by the owner/operator, shall be<br />

made available to the Executive Secretary or Executive Secretary's representative upon request,<br />

and the records shall include the two-year period prior to the date <strong>of</strong> the request. Records shall<br />

be kept for a minimum <strong>of</strong> five (5) years. [R307-150]

I.5 At all times, including periods <strong>of</strong> startup, shutdown, and malfunction, owners and operators<br />

shall, to the extent practicable, maintain and operate any equipment approved under this AO<br />

including associated air pollution control equipment in a manner consistent with good air<br />

pollution control practice for minimizing emissions. Determination <strong>of</strong> whether acceptable<br />

operating and maintenance procedures are being used will be based on information available to<br />

the Executive Secretary which may include, but is not limited to, monitoring results, opacity<br />

observations, review <strong>of</strong> operating and maintenance procedures, and inspection <strong>of</strong> the source.<br />

All maintenance performed on equipment authorized by this AO shall be recorded.<br />

Requirements and Limitations<br />

Visible emissions from any stationary point or fugitive emission source associated with the<br />

source or with the control facilities shall not exceed 20% opacity. Opacity observations <strong>of</strong><br />

emissions from stationary sources shall be conducted in accordance with 40 CFR 60,<br />

Appendix A, Method 9. [R307-309]<br />

Emergency generators shall be used for electricity-producing operation only during the periods<br />

when electric power from the public utilities is interrupted or for regular maintenance <strong>of</strong> the<br />

generators. Records documenting generator usage shall be kept in a log and they shall show<br />

the date the generator was used, the duration in hours <strong>of</strong> the generator usage, and the reason<br />

for each generator usage. [R307-401-8]

II.B.1.c<br />

The sulfur content <strong>of</strong> any fuel oil or diesel burned shall not exceed:<br />

0.05 percent by weight for diesel fuels consumed in all internal combustion engines.<br />

The sulfur content shall be determined by ASTM Method D-4294-89 or approved equivalent.<br />

Certification <strong>of</strong> diesel fuels shall be either by eBay's own testing or test reports from the fuel<br />

marketer. [R307-401-8]<br />

II.B.1.d<br />

The following limit shall not be exceeded:<br />

82 hours <strong>of</strong> maintenance and/or testing operation, per each emergency power generator engine,<br />

per rolling 12-month period<br />

Based on the first day <strong>of</strong> each month, a new 12-month total shall be calculated using data from<br />

the previous 12 months. Monthly calculations shall be made no later than 20 days after the<br />

end <strong>of</strong> each calendar month. Records <strong>of</strong> power generator engine operation shall be kept on a<br />

daily basis and shall be kept for all periods when the data center is in operation. Hours <strong>of</strong><br />

operation shall be determined by supervisor monitoring and maintaining <strong>of</strong> an operations log.<br />

Section III: APPLICABLE FEDERAL REQUIREMENTS<br />

In addition to the requirements <strong>of</strong> this AO, all applicable provisions <strong>of</strong> the following federal programs<br />

have been found to apply to this installation. This AO in no way releases the owner or operator from any<br />

liability for compliance with all other applicable federal, state, and local regulations including UAC<br />
