5.0 Affordable Housing Requirements
5.1 Definition of Affordable Housing
Scottish Planning Policy (SPP) broadly defines affordable housing as housing
of a reasonable quality that is affordable to people on modest incomes. In
some places the market provides some or all of the affordable housing
needed, while in other places it will be necessary to make housing available at
a cost below market value to meet an identified need.
A range of tenure types can contribute to affordable housing as detailed in
PAN 2/2010 and these are detailed below.
Social rented
Subsidised low cost housing for sale including discounted sale, shared
ownership and shared equity
Unsubsidised low cost housing for sale including entry level housing and
shared equity
Mid-market or intermediate rented
A more detailed list of categories of housing which are recognised as being
affordable can be found in Section 8.
5.2 Percentage Requirements
The Affordable Housing Policy requirements will apply to all applications for
planning permission for housing development. It is Fife Council’s intention that
this Guidance and the Development Plan policies should speed up the
planning application process by clarifying the affordable housing requirements
in order that they are an integral part of development proposals from the
outset.
Policy H4 of the approved Fife Structure Plan 2006 - 2026 (Appendix A) sets
out the Council’s main policy for the provision of affordable housing through
the land use planning system. Site specific policy advice is being set out
through the three emerging Local Plans. The requirements are set out below.
At Housing Market Area (HMA) level, the following overall requirements apply:
