2.1.3 Targeted Disbursement Schedule and Monitoring
A cumulative total expenditure, to 30 th June 2007, amounts to Rs.5,931 lakh, which equates to
5.26% of the overall approved fund of Rs.112,750 lakh (US$ 275 million). Referring to Figure 2.2,
this shows a shortfall of 55.3%, according to the targeted expenditure of Rs.13,274 lakhs, which
highlights that the upward trend of improved expenditure over the preceding quarter (47.7%
shortfall) has not continued, with comparatively poor returns being made throughout the March to
June 2007 reported period. The shortfall of the actual expenditure to that of the targeted would be
explained by the following factors:
• awaiting release of pending invoices remaining in the pipeline;
• continued slippage in the anticipated start of contracts;
• poor competitive bidding process to date giving rise to marked slippage; and
• modification to the overall pattern of mobilization and deployment of consultant and support
staff.
2.2 Disbursements and Financial Statements
2.2.1 ADB Cumulative Disbursements
A cumulative The cumulative record of all previous ADB disbursements, inclusive of the reported
quarter April to June 2007 against UWSEIP claims, is according to the financial statement given in
Table 2.4, which gives a total of US$ equivalent of disbursements of US$6.176m to date.
2.2.2 Financial Statements
As per ADB guidelines, a financial statement of accounts is given in Appendix-E, for the UWSEIP
MP Urban Project separately for the period ending 30 th June 2007, for the following:
• Sources and applications of funds, for a closing balance of Rs.408.41 lakhs, refer to
Table E-1; and
• Withdrawal of loan proceeds totals Rs.250,300,439 and US$461,368, amounting to
US$6.176m equivalent, refer to Table E-2.
