Executive Summary<br />

HSS for US Prisoners of War (POWs), Retained, and<br />

Detained Personnel. The geographic combatant<br />

commander establishes a theater plan on the proper handling<br />

and provision of HSS for returned US POWs and detained<br />

personnel.<br />

HSS for Detainees. The joint force surgeon (JFS) and<br />

medical planner in conjunction with the staff judge advocate<br />

should develop detainee medical care policy<br />

recommendations for the joint force commander (JFC) in<br />

accordance with applicable laws and regulations.<br />

Stability operations encompass various military missions, tasks,<br />

and activities conducted outside the United States in coordination<br />

with other instruments of national power to maintain or reestablish<br />

a safe and secure environment, provide essential governmental<br />

services, emergency infrastructure reconstruction, and<br />

humanitarian relief. Stability operations objectives could include<br />

the restoration of services such as water, sanitation, public health,<br />

and essential medical care. The desired military end state in the<br />

health sector should be an indigenous capacity to provide vital<br />

health services.<br />

<strong>Medical</strong> civil-military operations are health-related activities in<br />

support of a JFC that establish, enhance, maintain, or influence<br />

relations between the joint or coalition force and HN, multinational<br />

governmental and nongovernmental civilian organizations and<br />

authorities, and the civilian populace in order to facilitate military<br />

operations, achieve US operational objectives, and positively<br />

impact the health sector.<br />

HSS of special operations units is characterized by an austere<br />

structure and a limited number of medical personnel with<br />

enhanced medical skills, to include emergency treatment,<br />

advanced trauma management, preventive medicine and limited<br />

veterinary and dental care. The primary focus of special operations<br />

forces HSS is to provide essential care and sustain casualties until<br />

force extraction from the operational area.<br />

<strong>Medical</strong> staffs face numerous challenges affecting the health of<br />

multinational personnel deployed on operations. Therefore,<br />

operational HSS requires clearly defined guidance. HSS plans<br />

must be tailored to each operation and meet the demands of<br />
