Joint Task Force Surgeon’s Office<br />

(1) The deputy joint task force surgeon (DJTFS) is normally a senior medical planner<br />

from the Army, Navy, or Air Force. It is recommended they complete the joint medical planner’s<br />

course and the JTF senior medical leader seminar. The role of the DJTFS is often seen as one of<br />

filling in the “gaps” when the staff requires specific detailed guidance, facilitating JTFS’s staff<br />

actions that support the CJTF, serving as the JTFS in the absence of the incumbent, and providing<br />

and reinforcing the JTFS’s guidance and intent. Specific responsibilities of the DJTFS may<br />

include:<br />

(a) Assisting the JTFS with:<br />

1. Determining office manning, equipment, and transportation requirements.<br />

2. Developing guidelines for types of medical supplies needed, supply<br />

procedures, stockage levels, sizes and location of medical supply installations, and medical<br />

equipment maintenance support.<br />

3. Assigning responsibilities to individual sections or individuals as<br />

appropriate, to include the assignment of liaisons to the JTF J-4, civil-military operations center<br />

(CMOC) as required, joint civil-military coordination board as required, humanitarian assistance<br />

survey team (HAST) as required; joint interagency coordination group and membership duties<br />

to the joint planning group (<strong>JP</strong>G) and other JTF organizations as required.<br />

4. Maintaining oversight on the implementation of JTFS’s policies/<br />

5. Supervising augmentation medical teams, as required.<br />

6. Ensuring that the appropriate training is conducted for JTFS’s staff .<br />

7. Maintaining a master policy file and monitoring the JTFS’s office standard<br />

operating procedures (SOP).<br />

8. Monitoring JTFS’s staff actions and functions to ensure compliance of<br />

assigned taskings (to include common administrative tasks).<br />

(b) Supervising the plans and operations section of the JTFS’s office and the<br />

development of HSS and FHP plans.<br />

(c) Keeping the JTFS informed on the status of HSS and FHP throughout the JTF<br />

by monitoring the status of patient beds, evacuation requirements, joint blood program, medical<br />

logistics, veterinary support and food safety service programs, dental services, and deployment<br />

health surveillance and preventive medicine programs.<br />

(d) Forming, organizing, and supervising appropriate JTFS medical boards, offices,<br />

and cells as required.<br />
