JOINT TASK FORCE SURGEON’S OFFICE<br />

“A soldier’s health must come before economy or any other consideration.”<br />

1. Introduction<br />

a. To assist JFC’s at each level in supervising their FHP responsibilities, a JFS is normally<br />

appointed for each combatant command, subunified command, and JTF. As the principal advisor<br />

to the JFC for HSS and FHP, the JFS normally reports directly to the JFC as a member of the<br />

personal staff (see Figure II-1).<br />

b. This chapter however, will focus on the JTF level and address the formation of a notional<br />

JTF surgeon’s office.<br />

2. Joint Task Force Surgeon’s Office<br />

a. The JTF surgeon’s office coordinates HSS and FHP matters for the JTF, under the<br />

leadership and guidance of the joint task force surgeon (JTFS). The JTFS’s staff should be<br />

reasonably balanced in experience and rank among the <strong>Service</strong>s concerned, and should be of<br />

sufficient size to effectively accomplish the following tasks:<br />

(1) Joint coordination of HSS and FHP initiatives.<br />

(2) Deployment health surveillance.<br />

(3) HSS and FHP operations that sustains collaborative joint planning between<br />

combatant commands, <strong>Service</strong>s, DOD agencies, NGOs, IGOs, and HN and allied participants<br />

as required.<br />

(4) Standardization and interoperability of medical capabilities and materiel.<br />

(5) Development of the HSS plan and COA analysis.<br />

(6) Review of subordinate plans and operations.<br />

(7) Joint coordination of intratheater PM.<br />

(8) Reachback support.<br />

(9) HSS planning and FHP operations to include:<br />

(a) <strong>Medical</strong> care and treatment.<br />
