Education Affairs Department 

教育事務部負責推展本局的教育服務。作為 

本局屬下教育服務單位的支援、統籌及監管 

部門 , 本部致力確保各單位提供優質教育服 

務及善用資源 , 為社會培育人才 , 並協助各 

單位發展校本優勢。 

The Education Affairs Department (EAD) is responsible for the 

development of the Kuk’s educational services. As the department that 

supports, coordinates and monitors the educational services units under 

the Kuk, EAD strives to ensure that quality education services are provided 

with resources well deployed by the services units. The Department is also 

committed to nurturing talent for the community and supporting the 

services units to develop their own school-based strengths. 

本局教育服務單位共九十七個 , 包括社區書 

院、預科書院、獨立優質私校、資助中學、 

直資中學、資助小學、直資小學、私立小學、 

幼稚園、特殊學校附連宿舍、夜校、教育服 

務中心、英語學習中心、圖書館暨教案資源 

中心、學前教育服務中心、教育研究及測試中 

心、中央電視台及領袖紀律訓練營。屬校教職 

員約四千三百人 , 學生人數共約四萬三千人。 

The Kuk’s educational services units total 97, including a community 

college, sixth form colleges, a quality private independent school, aided 

secondary schools, Direct Subsidy Scheme secondary schools, aided 

primary schools, Direct Subsidy Scheme primary schools, private primary 

school, kindergartens, special schools with boarding facilities, evening 

schools, education services centres, English learning centres, Central 

Library cum Resource Centre, Pre-primary Education Services Centre, 

Education and Research Testing Centre, Central Campus TV and Leadership 

Camp. Our affiliated schools altogether have some 4,300 teaching and 

administrative staff members, and about 43,000 students in total.

二十一億六百萬元 , 大部份由政府資助 ; 幼 

稚園、專上教育、夜校、獨立優質私校及教 

育服務中心則以非牟利及自給自足原則運作。 

Recurrent expenditure of our schools amounted to $2,106,000,000 in 

2012/2013, which was mostly subsidized by the Government. On the other 

hand, our kindergartens, post-secondary education institution, evening 

schools, quality private independent school and education services 

centres are operated on non-profit making and self-supporting basis. 

除政府資助外 , 屬下教育服務單位繼續獲「保 

良局李兆忠教育基金」及「保良局優質教育基 

金」撥款 , 推行增善學校設施及提升學與教 

效能的計劃。基金自推出以來 , 深受屬校教 

師、學生及家長歡迎。屆內 , 兩基金共批款 

逾二千萬元 , 資助六十二項教育計劃。 

On top of government subsidies, our educational services units continue 

to receive funding from the Po Leung Kuk Li Shiu Chung Education Fund 

and the Po Leung Kuk Quality Education Fund for launching projects to 

improve school facilities and enhance learning and teaching effectiveness. 

Since the launch of these two Funds, both of them were well-received 

by the teachers, students and parents. In this term, the two Funds had 

allocated over $20 million in sponsoring 62 educational projects. 

 

為加強學校管理的透明度及提升學校的管治 

素質 , 本局已有十九所屬校成立法團校董 

會 , 本年度再為十三所屬校成立法團校董 

會 , 而來年將為餘下的十三所屬校成立法團 

校董會。本局亦鼓勵註冊校董參加校董培訓 

課程 , 深入了解作為校董的角色和責任。 

Future Development 

To enhance the management transparency and quality of school governance, 

19 schools have already had their own Incorporated Management 

Committees (IMCs). This year, IMCs were set up in another 13 schools, and 

the remaining 13 schools will follow suit next year. The Kuk also encourages 

registered managers to attend training courses for schools managers so as 

to gain a better understanding of their roles and responsibilities.

保良局於一九四七年開始辦學 , 至二零一二 

年踏入六十五週年。為慶祝教育服務六十五 

週年及加深社會大眾對保良局優質教育服務 

的認識 , 教育事務部及屬校特別於二零一二 

至二零一三學年舉辦一連串「教育服務六十五 

週年慶祝活動」, 包括舉辦教育論壇及屬校學 

生才藝匯演 , 並安排各屬校組織學生服務學 

習活動及開放日等。在未來的日子 , 本局定 

必竭盡所能 , 繼續提供優質教育服務 , 發展 

校本優勢 , 為社會培育更多優秀人才 , 回饋 

社會 , 創造更多精彩光輝的六十五週年。 

 

 

作為保良局慶祝教育服務六十五週年的其中 

一個活動 , 保良局「教育論壇」於二零一二年 

十月二十七、二十九及三十日舉行 , 以「優良 

教育的持續發展」為主題。首天邀得教育局局 

長吳克儉先生 , SBS, JP 擔任主禮及主講嘉賓 , 

Po Leung Kuk started her first school in year 1947, and celebrated the 

65th anniversary of its educational services in 2012. In order to celebrate 

and promote the Kuk’s quality educational services to the public, EAD 

and the Kuk’s schools held a series of celebration activities in the school 

year 2012/2013, including Po Leung Kuk Education Forum, Student Talent 

Show, student service learning activities and open days, etc. In future, 

the Kuk is determined to try our utmost to continuously provide quality 

educational services, help our schools to develop their school-based 

strengths so as to nurture more talents for repaying the society, creating 

even brighter future and more memorable anniversaries. 

Po Leung Kuk Education Forum cum Opening Ceremony of 

the Celebrations of the 65th Anniversary of Po Leung Kuk’s 

Educational Services 

As part of the celebrations for the 65th anniversary of educational services 

provided by Po Leung Kuk, an Education Forum was held on 27, 29 and 

30 October 2012, with the theme of “Sustainable Development of Quality 

Education”. On the first day of the Forum, Mr Eddie NG Hak-kim, SBS, 

JP, Secretary for Education, was invited to be the officiating guest and

小學校長會主席梁兆棠校長和香港津貼小學 

議會主席冼儉偉校長進行主題論壇。 

delivered an opening speech on the overview and outlooks of the education 

development in Hong Kong. Professor CHENG Yin-cheong, Acting President 

of The Hong Kong Institute of Education, then delivered a keynote speech 

that provided insights into the reasons why good teachers are the keys 

of quality education. The speech was followed by a panel discussion with 

speakers including: Dr YUEN Pong-yiu, Chairman of Hong Kong Association 

of the Heads of Secondary Schools, Mr LIU Ah-chuen, Chairman of Hong 

Kong Subsidized Secondary Schools Council, Mr LEUNG Siu-tong, Chairman 

of Hong Kong Aided Primary School Heads Association and Mr SIN Kim-wai, 

Chairman of Hong Kong Subsidized Primary Schools Council.

On the following two days, various education topics were shared by 

different guest speakers, including Dr CHAN Ka-ki, Deputy Secretary for 

Education (5) (Curriculum and Quality Assurance Branch), Mrs YEUNG 

FUNG Wai-yee, Chief School Development Officer, School-based Support 

(Kindergarten) Section of the Education Bureau, Mr YIP Yam-wing, Chief 

Curriculum Development Officer (Life-wide Learning and Library) of the 

Education Bureau, Professor LEE Chack-fan, Director of HKU SPACE and 

Professor CHAN Lung-sang, Department of Earth Sciences of The University 

of Hong Kong. Representatives from the affiliated schools of the Kuk also 

shared their teaching experiences during the Forum, including Po Leung 

Kuk Cheung Poon Mei Yee Kindergarten, Po Leung Kuk Law’s Foundation 

School and Po Leung Kuk Stanley Ho Sau Nan Primary School. 

 

本局屬校為配合課程改革 , 近年已在全方位 

學習活動中增加社會服務的機會。配合慶祝 

本局教育服務六十五週年 , 屬校於二零一二 

至二零一三學年內按校本情況 , 由師生構思 

校本項目或活動 , 提供多種社會服務活動 , 

促進學生學習和成長 , 以及回饋社會。 

Service Learning 

In line with the curriculum reform, the affiliated schools have in recent 

years increased the opportunities for students to engage in community 

services among their life-wide learning activities. As part of the celebrations 

for the 65th anniversary of the Kuk’s educational services, teachers and 

students of the affiliated schools, according to their own circumstances, 

devised an array of school-based community service programmes or 

activities to enhance students’ learning and development, and to repay 

the community during the school year 2012/2013. 

各校策劃的服務學習活動種類繁多 , 服務對 

象包括長者、幼兒 ╱ 兒童、中小學生、智障 

及視障人士和社區中的弱勢社群。活動內容 

包括參觀和探訪、關懷送暖、教授興趣班、 

才藝表演、環保教育及舉行地區特備活動 

等。在策劃和推行的過程除加強學習和反思 

元素外 , 也盡量加強學生的角色 , 以助培養 

廿一世紀的領袖素質。 

Different schools had planned various kinds of service learning activities, 

and the target service groups were the elderly, kids/children, primary 

and secondary students, the intellectually and visually impaired, and the 

needy groups in the community. The programmes included goodwill visits 

and tours, warmth and concern activities, interest classes, talent shows, 

environmental education and special activities for the districts. In the process 

of planning and carrying out these programmes, apart from strengthening 

the elements of learning and reflection, the roles of students were also 

enhanced so as to help cultivate leadership qualities for the 21st century.

Open Days 

The Kuk’s schools may be varied in their characteristics, but are all popular 

to parents in their districts. In order to enable members of the public to 

know more about our schools, open days were organized. Apart from 

introducing their special features, the schools also promoted the works 

of community environmental education that were in line with the Kuk’s 

initiative to become a Go Green organization. 

Harbour Spectacular: Student Talent Show 

To complement the theme “Enhance the Public Understanding about the 

Po Leung Kuk’s Educational Services”, and to provide opportunities for our 

students to perform in public areas where mass public and tourists often visit, 

“Harbour Spectacular: Student Talent Show” was staged at the Hong Kong 

Cultural Centre Piazza in Tsim Sha Tsui on 15 and 16 March 2013 for enhancing 

both the students’ confidence and their sense of belonging to the Kuk. The 

Talent Show included a variety of highly entertaining performances such as 

orchestral performance, singing, dancing, drama and speech. The high level of 

performances was appreciated by the members of the public and the visitors.

香港大學專業進修學院保良局社區書院 ( 港 

大保良社區書院 ) 開辦副學位課程 , 致力提 

升年青人的知識及技能 , 為將來升學及就業 

作好準備 , 並促進他們的全人發展。書院現 

時提供十九項副學士和高級文憑課程 , 以及 

相關的基礎課程 ╱ 副學位先修證書課程 , 供 

香港中學文憑試考生報讀。在二零一二至二 

零一三年度 , 學生總人數約為四千七百人。 

書院開辦的課程涵蓋不同專業範疇 , 如應用 

社會科學、商業管理學、會計、時裝造型及 

形象設計、法律學、體育及康樂管理、醫療 

及保健產品管理、營養及食品管理、社康照 

顧、房地產管理、酒店、旅遊及節目管理

Tertiary Education 

HKU SPACE Po Leung Kuk Community College 

The HKU SPACE Po Leung Kuk Community College (HPCC) offers subdegree 

programmes to equip students with the necessary knowledge 

and skills for their academic and career advancement and to promote 

their whole-person development. HPCC now offers 19 Associate Degree 

and Higher Diploma programmes, and related Foundation Programmes/ 

Certificate in General Studies Programmes for the Hong Kong Diploma of 

Secondary Education (HKDSE) graduates to apply for study. In the school 

year 2012/2013, the student population stood at around 4,700. HPCC offers 

programmes covering different professional disciplines such as Applied 

Social Sciences, Business Management, Accounting, Fashion Styling and 

Image Design, Legal Studies, Sport and Recreation Management, Medical 

and Health Products Management, Nutrition and Food Management, 

Health and Social Care, Real Estate Management, Hotel, Tourism and 

Hospitality Management. In the school year 2013/2014, three new Higher 

Diploma programmes will be offered for HKDSE graduates to apply.

蔡繼有學校是全港第一所非牟利「一條龍」 

獨立優質私校 , 自創校以來一直致力推動全 

人教育及雙語教學。學校提供十年校本中小 

學課程 , 學生於十年級應考英國國際普通 

中學教育文憑考試 (IGCSE), 緊接為期兩年 

的十一至十二年級為國際文憑大學預科課程 

(IBDP), 該課程獲國際認可 , 可升讀世界各 

地的著名大學 , 包括香港的大學。 

Quality Private Independent School 

Po Leung Kuk Choi Kai Yau School 

Po Leung Kuk Choi Kai Yau School is the first non-profit making ‘throughtrain’ 

quality private independent school in Hong Kong. Since its 

establishment, the School strived to promote all-round education and 

bilingual teaching. The school provides a 10-year primary and secondary 

curriculum, with the International General Certificate of Secondary 

Education (IGCSE) examinations at Year 10 as the exit point. It is followed 

by a two-year Year 11 and Year 12 International Baccalaureate Diploma 

Programme (IBDP), which is an internationally recognized programme for 

entering worldwide reputable universities, including those in Hong Kong. 

二零一二至二零一三年度 , 學校開辦了由一 

年級至十二年級共六十一班 , 學生人數約 

一千六百人。學校定期為學生舉辦各類型活 

動並鼓勵他們參與 , 包括節日慶祝活動、周 

年籌款音樂會、戶外教育營、社區服務活動 

和境外學習交流團。 

In the school year 2012/2013, the School comprised 61 classes from 

Year 1 to Year 12 with about 1,600 students. Students were encouraged 

to participate in a wide range of activities, such as festive celebrations, 

the annual fund raising concert, outdoor education camps, community 

services and overseas study tours. 

本年度 , 學校共有七十八名學生應考英國 

國際普通中學教育文憑考試 (IGCSE), 共有 

三十五名學生考獲六個 A/A* 或以上的成績 ; 

當中三名學生考獲十一個 A/A*, 其中一名學 

生更取得全科十一個 A*, 成績令人鼓舞。 

This year, 78 students took the IGCSE examinations, and their results were 

very encouraging. 35 of them obtained six A/A* grades or above among 

their subjects, whilst three of them attained 11 A/A* grades. One of them 

had even obtained 11 A* grades among all subjects. 



 

Secondary Schools and Sixth Form Colleges 

本局屬下有十四所資助中學、兩所直資中學 

及兩所預科書院 , 共開辦四百四十三班 , 學 

生總人數約為一萬四千六百九十人。 

The Kuk runs 14 aided secondary schools, two Direct Subsidy Scheme 

secondary schools and two sixth form colleges with a total of 443 classes 

and about 14,690 students.

配合首屆中學文憑試放榜 , 本局協助屬校在 

推行新高中課程方面的跟進和檢討工作 , 包 

括檢視畢業生獲得本地不同資助學位課程 

取錄的成績 , 並發出局本高中科本問卷以收 

集五百六十位屬校高中教師對推行新高中課 

程的意見 , 供屬校作自評參考之用。為善用 

評估數據 , 本局跟進屬校在全港性系統評估 

(TSA) 的學生表現 , 並與學校探討如何改善課 

程的策劃及教學策略。本局曾安排教育局視 

學人員到兩所屬校觀課、審議教材和學生工 

作 , 並與教師進行討論 , 以檢視高中通識教 

育科的推行成效。配合本局加強支援屬校學 

與教工作的方向 , 屬下中學大都以同儕觀課 

促進教師專業交流 ; 部分屬校也開展一項課 

堂教學專業交流計劃 , 由教師組成小組 , 在 

教育總主任的領導下以同儕觀課及評課方式 

交流良好課堂的教學策略。 

1. Highlights of the Year 

Following the release of results of the first HKDSE Examination, the Kuk 

supported our affiliated schools on the follow-up and review after the 

implementation of the New Senior Secondary Curriculum. The tasks 

included the review on the intake levels of various UGC-funded degree 

programmes among the graduates. By distributing a Kuk-based survey, 

it collected subject-related views from 560 senior secondary teachers of 

the affiliated schools on the implementation of the New Senior Secondary 

Curriculum for the schools’ self-assessment and references. To make good 

use of the assessment data, the Kuk kept track of the students’ Territorywide 

System Assessment (TSA) results, and discussed with the schools on 

how to improve the strategic planning of the curriculum and the teaching 

strategies. To review the effectiveness of the implementation of the Senior 

Secondary Liberal Studies, the Kuk arranged inspectors from the Education 

Bureau to conduct class observation, examine the teaching materials and 

works of students, and have discussion with teachers. In line with the Kuk’s 

initiative on strengthening the support of learning and teaching works 

for our affiliated schools, most schools used peer lesson observation to 

enhance cross-fertilization of professional teaching expertise. Several 

secondary schools also established a professional exchange programme 

for classroom teaching. In the prorgramme, teachers were divided into 

small groups, and used methods of peer lesson observation and teaching 

analysis under the supervision of the Principal Education Secretary of the 

Kuk to exchange good strategies on classroom teaching. 

本局繼續支援屬校優化德育、公民及國民教 

育。教育事務部已成立屬校德育及公民教育 

發展小組 , 成員包括屬校校長、教師及教育 

界專家 , 主要協助發展局本參考教材 , 及支 

援教師相關的專業發展。小組已展開首階段 

工作 , 圍繞保良局校訓「愛、敬、勤、誠」 

為主題 , 或以「堅毅」、「尊重他人」、「責任 

感」、「承擔精神」、「關愛」等正面價值觀為主 

題 , 收集屬校德育及公民教育相關的學與教 

資源 , 以便初步建立局本參考教材庫。 

The Kuk continues to support our schools in their enhancement of moral, 

civic and national education. Moral and Civic Education Development 

Taskforce was established under the EAD, with members comprising 

principals and teachers of the affiliated schools as well as professional 

experts from the academic field. The key tasks were to develop Kukbased 

reference teaching material and to support teachers’ professional 

development in relevant areas. Among its initial tasks, the group has 

started to collect learning and teaching material from its schools which 

were related to the school mottos of ‘love, respect, diligence and integrity’ 

or other positive values such as ‘perseverance’, ‘respect for others’, 

‘responsibility’, ‘commitment’, and ‘care for others’. The plan was to initially 

set up a Kuk-based resource bank for teachers’ reference.

前先自行檢視校情和重點工作成效 , 部分中 

學已就課程調適和教學策略方面 , 對初中以 

英語作為部分科目的授課語言的校本安排進 

行成效檢視 , 並加強教師之間 ( 包括跨科 ) 的 

專業分享和交流。為加強學校自評工作 , 以 

促進持續發展 , 屬校大多在擬訂未來的學校 

發展計劃前舉行教師研討會 , 探討學校發展 

方向和策略。 

Schools are encouraged and supported to conduct self-review of their own 

major tasks and effectiveness before undergoing external school reviews or 

focus inspections. Some of our secondary schools had reviewed and adjusted 

their curriculum and teaching practice after reviewing their school-based 

medium of instruction arrangements in the junior secondary. In the process, 

these schools have strengthened professional sharing and exchange among 

teachers, including teachers of other subjects. In order to improve schools’ 

self-evaluation for continuous development, most schools had conducted 

teachers’ seminars before devising future school development plans so as 

to explore school development directions and strategies. 

本年度本局繼續為屬校教師舉辦多個講座 , 

包括由香港律師會舉辦的一系列法律知識講 

座和香港大學地理系講座教授詹志勇教授以 

學校綠化屋頂計劃為題的專題講座 , 介紹最 

新的相關專業知識。 

In the past year, seminars and talks had been organized, including a seminar 

series on legal knowledge provided by the Law Society of Hong Kong and an 

illuminating talk on “Green Roof for Schools’ Programme” given by Professor 

JIM Chi-yung, Chair Professor of Geography Department, the University of 

Hong Kong, for introducing the latest professional knowledge. 

 

保良局中學聯校管弦樂團現有來自九間屬校 

中學共三十二位團員 , 於本年度樂團曾參與 

「保良局屬下中學音樂會 2012 – Music for All」 

演出 , 現正籌備參與韓國濟洲國際管樂節。

在二零一一至二零一二年度的香港高級程度 

會考中 , 本局學生取得優異的成績。屬下中 

學應考的高級程度科目的平均合格率為百分 

之八十八點四三 , 優良率為百分之三十九點 

五七 , 分別高於全港平均水平五個百分點及 

十六點七個百分點 ; 而高級補充程度科目的 

平均合格率為百分之九十點六九 , 優良率為 

百分之三十一點八八 , 分別高於全港平均水 

平十一點零九個百分點及十一點七三個百分 

點 , 有五十三名學生考獲三優或以上的優異 

成績 , 當中九位考獲四優 , 一位考獲六優。 

另外 , 首屆中學文憑考試中 , 屬下中學的應 

屆考生取得優異的成績 , 共有二十人考獲三 

個 5** 或以上 , 當中一人考獲七個 5**, 屬狀 

元成績。 

Po Leung Kuk Joint Secondary Schools Orchestra 

Po Leung Kuk Joint Secondary School Orchestra has 32 members from 9 

affiliated schools. During the year, they had the opportunity to perform at the 

“Po Leung Kuk Affiliated Secondary Schools Concert 2012 – Music for All”. The 

Orchestra is planning to join the Jeju International Wind Ensemble Festival. 

2. Academic Results 

In 2012, our students achieved outstanding results in the Hong Kong Advanced 

Level Examination. Among the A-level subjects, our average passing rate was 

88.43% and the credit rate was 39.57%, which were five percentage points 

and 16.7 percentage points higher than the overall average rates in Hong 

Kong respectively. Among the AS-level subjects, our average passing rate 

was 90.69% and the credit rate was 31.88%, which were 11.9 percentage 

points and 11.73 percentage points higher than the Hong Kong average rates 

respectively. 53 students who took part in the Examination were awarded 

three or more Grade As. Among them, nine of them obtained four Grade As 

and one of them obtained six Grade As. In addition, our students also achieved 

outstanding results in the first Hong Kong Diploma of Secondary Education 

Examination. A total of 20 students were awarded three or more level 5**s, 

and one of them got the top achiever results with seven level 5**s.

為提供更優質的學習環境 , 屬下中學不斷改 

善校舍環境和設施 , 百周年李兆忠紀念中學 

獲本局撥款及外界捐款資助興建新翼作多用 

途教學大樓及翻新禮堂 , 以改善原校舍教學 

空間不足的情況 , 讓學生擁有更理想的學習 

空間 , 有關的命名典禮已於二零一三年二月 

二十八日舉行。另外 , 本局為進一步優化屬 

下中學教學質素與環境 , 一直熱心為屬校改 

善及增添資源。學校透過增善學校舞蹈設 

施、優化學校禮堂的設備、更換電子用品、 

改善小食部環境、更換樂器等提升教學質 

素 , 為學生提供優良的學習及活動環境。 

4. Facilities Improvement 

In order to provide a higher quality of learning environment, our affiliated 

schools continued to improve their school environment and facilities. 

With the financial support from the Kuk and outside donations, Po Leung 

Kuk Centenary Li Shiu Chung Memorial College had built a new wing as 

the multi-purpose teaching block and renovated its school hall. The two 

projects helped improve the condition of teaching space shortage and 

provide better learning space for students. The College held the dedication 

ceremony on 28 February 2013. Meanwhile, in order to further optimize 

the teaching quality and environment of our secondary schools, the Kuk is 

dedicated to enhance and provide additional resources for them. Through 

the enhancement of dancing and school halls’ facilities, replacement of 

electronic application, improvement of tuck shops and replacement of 

musical instruments, the schools were able to upgrade their teaching quality 

and provide an excellent learning and activity environment for students.

Under the Kuk’s management, there are 20 aided primary schools, four

本年度以「創造與藝術」為題 , 透過視覺藝術 

作切入點去闡釋 , 並以創意戲劇 ( 即興戲劇 ) 

為工具 , 讓教師掌握發揮學生創造力的方法。 

Inspiring Potential Programme 

This year, the theme of the gifted programme ‘Inspiring Potential 

Programme’ was “Creativity and Art”. By using visual arts as the starting point 

for elaboration and creative drama (improvisation) as the tool, teachers were 

able to manage the technique on unleashing students’ creativity. 



我們除了為參與學校進行有系統的校本增益 

課程備課及觀課活動外 , 亦邀請了香港浸會 

大學視覺藝術院助理教授梁美萍博士為教師 

進行「創意與視藝」工作坊 , 讓教師們透過觀 

察與聯想去解構日常接觸的事物 , 啟發其藝 

術觸覺。 

Under this programme, systematic lesson preparations and lesson 

observation activities on school-based staging enrichment programme 

were conducted for the participating schools. In addition, Dr Leung Mee 

-ping, the Assistant Professor of Academy of Visual Arts, Hong Kong Baptist 

University was invited to conduct a workshop for teachers on “Creativity 

and Visual Arts’. The workshop enabled our teachers, through applying 

the skills of observation and imagination on deconstructing our daily life 

objects, to enhance their artistic sensitivity. 

此外 , 香港教師戲劇會導師錢德順博士及黃麗 

萍博士亦共同為教師進行「戲劇與創造」工作 

坊 , 讓教師們為學生的創意戲劇活動做好專業 

培訓 , 並協助帶領學生參加創意戲劇比賽。 

Moreover, Dr TSIN Tak-shun and Dr WONG Lai-ping, tutors of Hong 

Kong Teachers Drama Association, were invited to hold a workshop on 

“Drama and Creativity”. It provided teachers with professional training in 

organizing activities on creative drama and preparing their students for 

taking part in the related competitions. 

另於二零一三年四月 , 參與計劃學校將到台 

北進行交流訪校 , 及到台中進行創意設計學 

習 , 進一步讓學生發揮創意。 

In April 2013, participating schools will have school visits in Taipei for cultural 

exchange. They will also participate in creative design learning in Tai Chung 

to learn how to design creative activities for unleashing students’ creativity. 

 

 

繼於二零一零至二零一二年度獲教育局優質 

教育基金撥款一百九十多萬推行的「促進多 

元評估的科學學習網上平台」計劃 , 本局再 

獲優質教育基金撥款二百四十多萬 , 並於二 

零一二至二零一五年度繼續推行第二階段 - 

「促進多元評估的常識科學習網上平台 2.0」計 

劃 , 讓系統的內容能全面涵蓋高小常識科的 

課程。是項計劃亦將加入更多 Web 2.0 概念 , 

讓教師可以根據校本需要製作及選取評估題 

目、作答模式 , 增加與學生的互動。與此同 

時 , 參與的學校可以互相分享評估資源 , 以 

提高平台的可用性及專業交流 , 促進學習社 

群的建立。 

 

本局再接再厲於二零一二 ╱ 二零一三學年主 

辦「第三屆全港小學校際辯論賽」, 希望進一 

步於小學學界推廣思辨文化 , 為一眾小學生 

提供接觸辯論的平台 , 讓他們有機會與不同 

學校的學生切磋辯論技巧、互相交流觀摩。 

是次比賽共有五十六支隊伍參加。 

“Accelerating General Studies 2.0” Project 

Further to the grant of $1.9 million from the Quality Education Fund of 

the Education Bureau for implementing ‘Accelerating Science Education’ 

Project in 2010-2012, the Kuk was again granted another $2.4 million 

fund for the implementation of the second stage of the project named 

“Accelerating General Studies 2.0” in – 2012-2015. It aims to have more 

comprehensive coverage of the Upper Primary General Studies curriculum 

in the system. With an augmentation of Web 2.0 concepts in this project, 

teachers can now base upon various school needs to produce and 

select the types of evaluation as well as answer modes so as to increase 

interaction with students. At the same time, participating schools can 

share the assessment resources with a view to enhancing the availability 

of the platform as well as professional exchange, and promoting the 

establishment of a learning community. 

The 3rd Hong Kong Inter-Primary School Debate Competition 

Building on previous success, the Kuk organized the 3rd Hong Kong Inter- 

Primary School Debate Competition in the school year 2012/2013. With 

the aim of further promoting a critical thinking culture among primary 

schools, the Competition provided a platform for students of different 

primary schools to hone and exchange their debating skills. A total of 56 

teams participated in this year’s competition.

本局在二零一二年五月與香港應用科技研究 

院合辦「海洋公園遊踪 2012 比賽」, 目的是 

以資訊科技結合海洋公園設施 , 讓學生不受 

時間、校園空間限制 , 走出課室進行遊踪活 

動。整個比賽在各個全天候展館內進行 , 同 

學利用流動資訊科技產品 , 並透過無線網絡 

進行導賞及答問活動。活動結合館內多元化 

的資訊 , 配合流動媒體介紹、操作 , 提供趣 

味性跨領域互動學習經歷。 

 

今年是保良局小學聯校中樂團成立的第二 

年 , 近五十名團員主要來自九間不同屬校小 

學。樂團續獲保良局優質教育基金撥款資 

助 , 聘請專業指揮及導師為樂團進行練習及 

綵排 , 並安排於大型活動作表演及演出。而 

為了培養「種子團員」, 本學年樂團更增設樂 

器小組培訓班。 

Mobile Learning – Digital Trail Competition at Ocean Park 2012 

In May 2012, the Kuk and Hong Kong Applied Science and Technology 

Research Institute Company Limited collaborated to conduct the “Digital 

Trail Competition at Ocean Park 2012”. The activity aimed at utilizing 

information technology and facilities at the Ocean Park to carry out a 

digital trail activity outside the classroom in order to free the students 

from time and space constraints. The Competition was carried out at the 

all-weather areas of the Park. Students used mobile IT products with Wi-Fi 

access to participate in the tour guiding and Q&A activities. This activity, 

combined with the full range of information available at the arenas and 

the usage of mobile media, provided a fun and interactive cross-curricular 

learning experience. 

Po Leung Kuk Joint Primary School Chinese Orchestra 

This year marked the second year of operation of the Po Leung Kuk Joint 

Primary School Chinese Orchestra. It consisted of almost 50 members mainly 

coming from nine affiliated primary schools. The Orchestra continued to 

receive financial support from the Po Leung Kuk Quality Education Fund to 

employ professional conductors and tutors to conduct training sessions and 

rehearsals, and to arrange open performances at the large-scale activities. 

In order to nurture new “Seed of Members”, the Orchestra had opened new 

instrumental training classes in this academic year.

The Kuk continued to allocate funds for subsidizing the improvement 

projects within our affiliated schools so as to provide students and teachers 

with a better learning and teaching environment. The projects included 

the renovation of covered playgrounds, health education resource centres, 

school offices, staff rooms and other special rooms, optimizing the school 

libraries and classroom equipment, buying IT equipment such as electronic 

whiteboards, tablet and notebook computers, and the enhancement of the 

Wi-Fi network in schools. Moreover, the Kuk also subsidized the schools to 

establish creative robots laboratories for developing their own school-based 

creative robot programmes. Funds of the Kuk were also granted for setting 

up school orchestras and for buying additional musical equipment for school 

teaching so as to further promote the development of Arts Education.

Special Schools 

本局屬下共開辦四所特殊學校 , 為中度至嚴 

重智障學生提供教學服務。目前特殊學校共 

開設三十九班 , 學生三百三十四人 , 當中宿 

生有一百零三人。小學部以溝通能力訓練、 

自理訓練、社會適應、數學及感知訓練為主 ; 

中學部則著重實用技能訓練 , 使學生將來可 

適應庇護工場或展能中心的生活。 

Po Leung Kuk is now running four special schools that provide educational 

services to students of moderate to severe grade mental disability. 

Currently the schools have a total of 39 classes accommodating 334 

students, including 103 boarding students. The primary school sections 

focus mainly on developing abilities in communication, self-care, social

Yu Lee Mo Fan Memorial School 

The school had entered its second year of implementing the Subjectbased 

Enhancement Programme. Apart from checking out other teachers’ 

lesson plans and the use of teaching strategies, colleagues could also learn 

and assimilate others’ expertise in related subjects in the process of peer 

observation and review, thus improving the effectiveness in teaching and 

learning. On the other hand, the school continues to implement a range 

of teaching strategies to cater for learner diversity so as to stimulate their 

learning motivation. The school also implements Daily-Event Programmed 

Learning to develop students’ abilities in solving problems, seeking 

assistance and exploring the surroundings. 

Centenary School 

The school has focused on developing Students’ Learning Portfolio, which 

serves to record individual student’s learning process and performance. 

Parents can also get a full picture of their children’s learning situation 

through the Internet. The school also continued to organize “cross-border” 

learning activities to enrich students’ learning and living experiences. In 

addition, to upgrade the quality of educational services and encourage 

learning and teaching, the school joined the Research and Learning Circle 

of the Mathematics Lesson Studies Project and professional training 

courses for teachers on teaching Liberal Studies/Independent Life Skills 

to students with mental disability, which were jointly organized by the 

Education Bureau and the Hong Kong Institute of Education.

Mr. & Mrs. Chan Pak Keung Tsing Yi School 

Through joining the Systematic Approach to Mainstream Education (SAME) 

Project, the senior teachers were able to strengthen their professional 

knowledge of special educational needs, curriculum management as well as 

their own subjects, thus improving their effectiveness as subject coordinators. 

Teachers were already applying the assessment system learnt from the 

Project to systematically analyze and follow-up on students’ performance. 

In the 2012/2013 school year, the school decided to create a Sports and Arts 

Campus and run a pilot project of e-Learning as the highlighted projects. 

Through multifaceted teaching strategies, together with the application 

of art and sport elements and information technology, it is hoped that the 

effectiveness of teaching and learning could be enhanced. 

The Law’s Foundation School 

To enhance learning and teaching and to meet the students’ abilities and 

needs, the school continued to review and revise the foundation education 

curriculum and its related assessment, strengthening its continuity with 

the senior secondary curriculum so as to promote students’ wholeperson 

development. The school also included the “Learning Progression 

Framework”, which was newly devised by the Curriculum Development 

Council, into its school-based assessment mechanism to serve as a key 

assessment tool to gauge students’ learning progress. In addition, the 

school had established a Student Learning Profile that consists of the 

learning reviews of the students in their primary and secondary levels so 

as to reflect their whole range of learning progress.

Students are encouraged to take part in various competitions so as to develop 

their potential and foster a positive learning attitude. Excellent results were 

achieved by our students in sports competitions. In the Hong Kong Special 

Olympics, over 100 gold, silver and bronze medals in different events had 

been won. Moreover, one of our affiliated school students got a gold medal in 

the athletics competitions of the East Asia Special Olympics 2012.

In addition, The Law’s Foundation School presented its art project named 

“In Art We Trust” and was awarded the Gold Prize Award by the Hong Kong 

Art Development Council in the 2011 Hong Kong Art Development Award 

– Arts Education (School Section). This was the first time for a Hong Kong 

special school to receive such an award.

Yu Lee Mo Fan Memorial School and Law’s Foundation School was each 

granted around $930,000 from the Lotteries Fund for the purchase of a new 

school bus. Centenary School was granted about $300,000 and $200,000 

respectively from Chinese Permanent Cemeteries Fund and Po Leung Kuk Li 

Shiu Chung Education Fund to purchase two new school buses. 

此外 , 余李慕芬紀念學校亦獲保良局李兆忠 

教育基金撥款十五萬元推行「主動學習 IT 人 

— 平板電腦學習計劃」用以購買平板電腦 ; 

與及獲善長捐款二十萬元購買電子學習教 

材 , 以提升學生的學習興趣及效能。 

Besides, Yu Lee Mo Fan Memorial School received a grant of $150,000 

from the Po Leung Kuk Lee Shiu Chung Education Fund to purchase 

tablet computers for the implementation of the “Active IT Learners – 

Tablet Computers Learning Project”. An additional donation of $200,000 

was received for purchasing the electronic educational materials so as to 

enhance students’ interest and effectiveness in learning.

款二十五萬元在學生睡房安裝天花吊移裝置 

及高欄床 , 為行動不便的學生提供舒適及安 

全的上落睡床設備。 

Mr. & Mrs. Chan Pak Keung Tsing Yi School received a donation of $250,000 

from the Hong Kong Mid-Levels Lion Club to install hanging and mobile 

facilities from bedroom ceilings and also beds with high hurdles in the 

students’ bedrooms so that students with difficulty in mobility could enjoy 

comfortable and safe transfers to and from their sleeping beds.

本局教育事務部屬下有二十二所幼稚園 , 全部 

均已參加教育局的「學前教育學券計劃」。本 

年度共開設三百一十班 , 學生約六千六百多 

人。屬下幼稚園均質素良好 , 師生俱有優異的 

表現 ; 當中張潘美意幼稚園的梁美麗老師獲得 

教育局「行政長官卓越教學獎 2011/2012」嘉許 

狀 ( 學前教育 ), 而田家炳兆康幼稚園則獲得 

香港藝術發展局頒發「2011 香港藝術發展獎」 

之藝術教育獎 ( 學校組 ) 優異表現獎。

各幼稚園採取「活動教學」形式授課 , 靈活配 

合「主題教學」、「小組教學」、「方案教學」、 

「高廣度教學」或「全語文教學」, 以培育幼兒 

全面而均衡的發展。課程設計依據教育局提 

供的《學前教育課程指引》及幼稚園教育表現 

指標 , 部分課程更滲入德育、公民教育及視 

覺藝術等元素 , 使兒童有全面、具彈性及多 

元化的學習。本局同時著重訓練學生的語文 

能力 , 推行校本圖書閱讀獎勵計劃及「閱讀小 

荳芽計劃」, 以提升學校的閱讀文化及學生的 

閱讀興趣。屬下幼稚園採用持續評估模式觀 

察學生學習進度 , 同時亦為學生建立兒童學 

習歷程檔案 , 有系統地記錄兒童成長歷程。 

All 22 kindergartens under the supervision of the EAD had participated 

in the “Pre-primary Education Voucher Scheme” of the Education Bureau. 

There were 310 classes and the total student number was around 6,600. 

Our affiliated kindergartens were in high level of teaching quality and both 

teachers and students had excellent performance. Ms. Leung Mei-lai of Po 

Leung Kuk Cheung Poon Mei Yee Kindergarten was awarded the Certificate 

of Merit in the Chief Executive’s Award for Teaching Excellence (2011/2012), 

and Po Leung Kuk Tin Ka Ping Siu Hong Kindergarten was awarded the 

Certificate of Merit in Hong Kong Arts Development Awards 2011. 


Curriculum and Assessment 

Our kindergartens continued to adopt the “Activity Approach” in 

teaching, which was flexibly supported with the “Theme”, “Group Project”, 

“Project”, “High Scope” or “Whole Language” approaches to facilitate the 

comprehensive and balanced development of our students. The curriculum 

design is based on the Guide to the Pre-primary Curriculum and the 

performance indicators of the kindergarten education set by the Education 

Bureau. The elements of moral, citizenship and visual arts were included in 

some curriculums in order to let the children have comprehensive, flexible 

and diversified learning. Meanwhile, the Kuk also attaches importance 

to students’ language ability. To encourage good reading habits and 

to arouse interest in reading among students, a school-based reading 

incentive scheme and the “Reading Scheme for Kids’” had been launched. 

Our kindergartens used a continuous assessment approach to keep track 

of students’ learning progress. A learning portfolio had been designed to 

provide a systematic record of the progress of individual students.

稍後會結集試教成果 , 從而優化數碼藝術於 

幼稚園推行之發展方向。 

Interactive e-Learning 

The Kuk’s affiliated kindergartens had started the Digital Art Pilot Scheme, 

where students were given tablet computers with touch screens as the 

drawing boards to replace the traditional visual training mode. A rich 

variety of computer applications were also used to stimulate students’ 

interest in learning art. The experience gained from this pilot scheme 

would later be collated for improving the development direction of the 

implementation of digital arts education in our kindergartens.

培訓班予屬校教師參加 , 讓教師除善用電 

子白板輔助教學外 , 更以之自行研製電子教

動 , 供所有屬校分享選用。此外 , 本部更舉

會 , 藉著教師透過分享及交流 , 提升教學的 

素質。 

On the other hand, our affiliated kindergartens continued to promote 

interactive e-teaching. Workshops pitched at different levels were 

organized for teachers to equip them with the skills to make use of the 

interactive white boards and to design electronic teaching materials for 

supplementing their school-based curriculum. In addition to the many 

sets of interactive Chinese e-books produced in the previous school year, 

this year teachers further produced 15 sets of interactive English e-books 

for the teaching of English and extended learning activities, and would 

be shared to all affiliated kindergartens. Moreover, a sharing session 

titled “the Inclusion of Information Technology in Teaching” was held to 

enhance the teaching quality standards through professional sharing and 

exchange among kindergarten teachers.

Professional Development of Teachers 

Our teachers had placed great emphasis on their continuous professional 

learning. Besides taking courses on childhood education in the tertiary 

institutions, they also participated in various overseas study and exchange 

visits, covering cities and regions such as Taiwan, Nanjing, Xian, Shanghai 

and Zhuhai. Four kindergartens joined the “Quality English Language 

Education at Pre-primary Level” project organized by the Standing 

Committee on Language Education and Research to review and improve 

their practice of quality English language education. Besides, ten 

kindergartens joined the “school-based support services” offered by the 

Education Bureau to enhance the effectiveness of educational services. 

In May 2012, the Pre-primary Education Support Section of the Education 

Bureau held a sharing workshop among our kindergartens on the topic 

of “Constructing Exploratory Play in Science”. It helped strengthen 

the teachers’ concepts on exploring science, and their capabilities in 

organizing interesting and meaningful teaching activities for children.

本局於屬下部分津貼中學校舍開辦夜校 , 提供 

香港中學文憑考試課程 ( 中一至中六 ), 讓青 

年及成年人有更多持續進修機會。 

The Kuk operates evening schools at the campus of some of its aided 

secondary schools. Those schools provide Hong Kong Diploma of 

Secondary Education (HKDSE) courses (Secondary 1- 6) to let young and 

adult learners have more continuous learning opportunities.

本年度 , 本局屬下莊啓程預科書院 ( 夜校部 )

This year Vicwood KT Chong Sixth Form College (Evening Section) and 

No 1 College (Evening Section) continued to be commissioned by the 

Education Bureau as the Approved Course Centres to operate the evening 

senior secondary courses under the “Financial Assistance Scheme for 

Designated Evening Adult Education Courses”. In addition, the schools 

also offered intensive tutorial courses on the four core subjects (Chinese 

Language, English Language, Mathematics and Liberal Studies) of the New 

Senior Secondary Curriculum.

Po Leung Kuk Sprouts Foundation and FCC Education 

Services Centre 

With the generous donation and support from Sprouts Foundation and 

The Foreign Correspondents’ Club, Hong Kong (FCC), the Po Leung Kuk 

Sprouts Foundation and FCC Education Services Centre continued to 

provide free or low cost English, Putonghua and Storytelling courses for 

children aged six to 12 years from disadvantaged families in the Shatin and 

Tai Wai districts. The Centre designed diversified and interesting classroom 

activities like role play, drama, food making, games, music and other 

communicative activities. Children attended the courses twice per week, 

with regular outings organized once per month that supplemented the 

curriculum and allowed the children to have different learning experience 

and to promote their holistic development.

Po Leung Kuk Vincent To Central Library cum Resource Centre 

Po Leung Kuk Vincent To Central Library cum Resource Centre provided 

reading materials lending services to our teachers and students, mainly 

of our kindergartens. Also, bulk lending service was provided and yearround 

parent-child reading scheme was organized to enhance the reading 

habit of our kindergarten students. Besides, the frequent updating 

of the Library’s website, which included recommendation of quality 

books, suggestion of teaching references, extra-curricular activities and 

information on continuous learning for teachers, provided a centralized 

platform for our affiliated schools to access the information.

為進一步提升幼童學習英語的興趣和能力 , 保 

良局劉陳小寶英語學習中心設計多個學習主題 

的活動 , 讓幼童在悉心佈置的環境下學習英 

語。每個主題設計均由幼稚園校長及教師積極 

提供意見 , 並協助不斷更新及優化課程 ; 各參 

與學校於活動後亦有正面回應。整個課程和活 

動設計滲入不同的資訊科技元素 , 如應用平板 

電腦、互動電子白板、電腦軟件等 , 輔助幼童 

學習。幼童投入學習 , 藉著角色扮演、遊戲及 

故事分享 , 寓學習於遊戲。 

 

保良局中央電視台提供一系列培訓及技術支 

援予屬校教師 , 指導他們創作電子教材的知 

識與技巧。此外 , 亦建立了一個網上影片 

庫 , 讓屬校老師在已上載的教學資源中選取 

合適的教學素材 , 達到資源共享的效果。 

Po Leung Kuk Lau Chan Siu Po English Learning Centre 

To enhance the interest and ability of kindergarten students in learning 

English, Po Leung Kuk Lau Chan Siu Po English Learning Centre had designed 

a variety of programmes with different learning themes and activities so that 

students can learn English under an attentive environment. Apart from giving 

advice in designing the themes and assisting in updating and enhancing the 

curriculum, kindergarten principals and teachers also provide feedback for 

the Centre to improve its services. Information technology elements were 

included in the design of the whole curriculum and activities, such as use of 

tablet computers, interactive whiteboard and computer software to assist in 

teaching. Students could learn through playing, such as role plays, games and 

story sharing, and were enjoyable during the learning process. 

Po Leung Kuk Central Campus TV 

Po Leung Kuk Central Campus TV provided a full range of training and 

technology support to our affiliated schools’ teachers in order to develop 

their knowledge and skills in producing electronic teaching materials. 

Besides, the Central Campus TV had built an e-Centre of video resources for 

teachers to select the multimedia materials which best suit their teaching 

needs and to serve the purpose of resource sharing. 

而為配合屬下幼稚園的發展 , 電視台結集教師 

的教學理念 , 製作一系列以配合校本課程為主 

題的教學影片及互動電子教材。而為向大眾宣 

揚環保生活的訊息 , 中央電視台於本年度特別 

舉辦了全港中小學環保短片創作比賽 , 鼓勵學 

生透過數碼製作積極參與創意活動。 

Drawing on teachers’ ideas, Central Campus TV had also developed a 

series of school-based multimedia teaching tool-kits including videos and 

interactive e-learning resources to enrich the curriculum development 

of our affiliated kindergartens. In addition, to promote the messages of 

environmentally-friendly living, Central Campus TV had organized a short 

video shooting competition on the theme of environmental protection, 

and welcomed all primary and secondary school students in Hong Kong to 

engage in creative digital production.

配對撥款 , 為保良局內二至十八歲住宿兒童

立計劃管理委員會 , 並邀得香港理工大學英 

語教學中心導師擔任學術顧問。課堂以互動 

遊戲方式教授英語及普通話 , 並透過角色扮 

演、表演戲劇和唱歌等有趣活動 , 增加兒童

習中心及瑞銀兒童發展計劃是專為荃灣及葵 

青區的弱勢家庭而服務 , 對象是區內三至 

十八歲兒童及青少年 , 中心提供英語、普通 

話及英語故事班。老師會透過輕鬆有趣的活 

動如唱遊、話劇、烹飪及其他不同類型的學 

習活動 , 讓同學在沒有壓力的環境下學習英 

語及普通話。 

Po Leung Kuk / UBS / Foreign Correspondents’ Club Language 

Training Programme 

With the generous support from UBS, the Hong Kong Foreign 

Correspondents’ Club and the matching funds from the Kuk, Po Leung Kuk/ 

UBS/Foreign Correspondents’ Club Language Training Programme provides 

English and Putonghua language courses for the Kuk’s residential children 

and youth aged two to 18. A management committee of the programme 

was set up, and had invited an expert from the English Language Centre 

of The Hong Kong Polytechnic University to be the Academic Advisor to 

oversee the running of the programme. The Kuk’s children can learn English 

and Putonghua through interactive activities such as role play, drama and 

singing to arouse their interest in language learning.

Club Children’s Learning Centre and UBS Children’s 

Development Programme 

Po Leung Kuk / BAML / Foreign Correspondents’ Club Children’s Learning 

Centre and UBS offers services for disadvantaged children and teenagers 

aged three to18 years who live in the Tsuen Wan and Kwai Tsing districts. 

The Centre organized English, Putonghua and English story-telling classes. 

Teachers would make use of fun and interesting teaching activities such 

as singing, drama and cooking etc. to let children learn English and 

Putonghua without pressure.

「嬰兒學堂」。「瑞銀兒童發展計劃」是配合兒 

童學習中心的發展工作 , 為就讀之兒童、其 

家庭成員及區內其他居民提供支援服務 ;「嬰 

兒學堂」則提供一系列課程給家長及嬰兒 , 

使嬰兒從孩提時得到適當而全面的發展及教 

導 , 幫助家長照顧幼兒及建立正確而有效的 

溝通方法。 

The Centre also established the “UBS Children’s Development Programme” 

and “Baby College”. The “UBS Children’s Development Programme” 

provided services which complement the development work of the 

Children’s Learning Centre that aimed to support the children and families 

who attend the language classes as well as other residents from the local 

community. The “Baby College” provided programmes that help babies 

and infants to have a complete developmental workout. It also assisted 

the parents to look after their kids and to build correct and effective 

communication ways with their young children.

劃 , 培育學生的責任感、提升他們的自信 

心、自律及領導才能。有見成效顯著 , 本局 

於二零一零年一月起正式成立「保良局領袖紀 

律訓練營」, 進一步推廣至全港學校和機構 , 

讓更多人受惠。課程內容包括領袖培訓、野 

外挑戰、音樂治療及紀律訓練等活動。訓練 

營成立以來 , 除得到屬校、學生及家長的支 

持 , 亦深得其他學校與機構的認同。本年開 

辦近一百四十個營期 , 約有一萬七千二百人 

參加。 

Po Leung Kuk Leadership Camp 

The Po Leung Kuk Leadership and Discipline Camp was launched for our 

secondary and primary schools in 2006 and 2008 respectively. Its aim was 

to instil a sense of responsibility among students and to enhance their 

confidence, self-discipline and leadership skills. Building on the success 

achieved, the Kuk established the “Po Leung Kuk Leadership Camp” 

in January 2010 to further extend the programme to all schools and 

organisations in Hong Kong, which ultimately would benefit more people. 

The programme included leadership training, wilderness skills training, 

music therapy and discipline training. Since its establishment, the Camp 

was well-received not only by our affiliated schools, students and their 

parents, but also by other schools and organizations. Nearly 140 camps 

were held this year with approximately 17, 200 participants.

A “Teachers’ Professional Leadership Training Day Camp” was organized 

at the Po Leung Kuk Pak Tam Chung Holiday Camp on 2 June 2012 for 92 

principals and teachers from our affiliated primary and secondary schools. 

Another Camp was also held at the same campsite on 1 and 2 June 2012 

for 64 principals and teachers from four of our affiliated kindergartens.

Educational Exchange Programmes

局應南京市鼓樓區教育局邀請 , 於二零一二 

年十一月十八日至二十二日 , 組織考察團前 

往南京市進行交流 , 並本著「雙方自願、雙向 

交流、相互促進、共同提高」的協作原則 , 雙 

方簽署《南京市鼓樓區教育局和香港保良局教 

育合作與交流項目備忘錄 2012》。同年十一月 

二十九日 , 上海市徐匯區教育局代表及其屬 

校校長到訪本局 , 與本局董事會成員及屬校 

校長商討如何進一步加強雙方的合作交流。 

To enhance educational and cultural exchange and to strengthen 

partnership, the Kuk has maintained close ties with Mainland cities and 

districts. At the invitation of the Education Bureau of Nanjing Gulou District, 

the Kuk organized a visit tour to Nanjing from 18 to 22 November 2012. The 

two parties signed a “Memorandum of Understanding for Co-operation 

and Exchange (2012)” based on the principles of “voluntary participation, 

two-way communication, mutual promotion and mutual advancement” in 

promoting educational and cultural exchange. On 29 November 2012, a 

delegation consisted of representatives and schools principals from the 

Shanghai Xuhui District Education Bureau visited the Kuk. During the 

discussion with our Board Members and affiliated principals, both parties 

had exchanged views on how to further enhance mutual cooperation and 

exchanges in future.

Besides, the Kuk also signed a “Memorandums of Understanding for

Education Bureau and Zhuhai Education Bureau respectively to further 

promote mutual educational exchange.

The Kuk organized an education excursion to Seoul from 17 to 21 March 

2013, which was led by our Chairman, Ms Jacqueline P C LEUNG, and 

was participated by 40 principals of the Kuk’s affiliated schools and 

representatives of the EAD. The excursion included visits to Yun Jung 

Middle School and Jong Won Elementary School. Through discussion 

of educational issues with the principals, teachers and students, all 

participants gained a better understanding of the education system in 

Seoul. By referencing the experience of South Korea, the education quality 

of the affiliated schools could be improved.

本局每年與民政事務總署轄下的全港青年學 

藝比賽大會舉辦「香港小學數學精英選拔賽」 

及「香港青少年數學精英選拔賽」, 使本港學 

生透過數學交流活動 , 提高對數學的興趣。 

本年度 , 超過三千四百八十名小六學生及超

Every year, the Kuk and the Home Affairs Department jointly organize the 

“Hong Kong Primary Mathematics Contest” and the “Hong Kong Youth 

Mathematical High Achievers Selection Contest” with the objective of 

promoting students’ interest in mathematics through exchange activities. 

Over 3,480 primary six students and over 1,180 junior secondary students 

took part in this year’s competitions.

“Environmentally-friendly School Campus”

本局致力成為「綠色機構」, 除統籌屬校向 

環保及自然保育基金申請撥款進行環保項目 

外 , 亦聘請環保顧問公司協助屬校進一步推 

行環保工作 , 如透過紀錄及統計各屬校之碳 

排放量 , 以製備校本減碳措施 , 務求提高學 

生對校園的環保意識 , 共建綠色社區。 

The Kuk is committed to becoming a ‘green organization’. In this pursuit, 

our schools have actively planned for various green projects and applied 

funding from the Environment and Conservation Fund. Besides, an 

environmental consultant was employed to assist schools in further 

promoting environmental protection work, like recording and analyzing 

data of carbon emission from our affiliated schools so as to formulate 

school-based policies for carbon reduction. It is hoped that through such 

measures, students’ awareness of green school campus could be enhanced 

in order to develop a green community. 

 

Po Leung Kuk School-Based Educational 

Psychology Service (SBEPS) 

「校本教育心理服務計劃」是一項全面及綜 

合性的教育心理服務 , 旨在照顧學生不同的 

教育需要。本局教育事務部自二零一零 ╱ 二 

零一一學年起參與上述計劃 , 獲教育局批准 

開設教育心理學家職位。本學年 , 本局聘有 

十一位註冊教育心理學家 , 為本局及非本局 

的三十六所中學及四十二所小學提供「校本教 

育心理服務」。 

SBEPS is a comprehensive and integrated educational psychology service 

that aims at catering for students’ diverse educational needs. EAD of the 

Kuk has participated in the scheme since the school year 2010/2011. As 

commissioned by the Education Bureau, the Kuk opens the position of 

Education Psychologist, and this year, we had successfully employed 11 

qualified Educational Psychologists who provided services to 36 secondary 

schools and 42 primary schools, including those managed by the Kuk and 

by other school sponsoring bodies.

教育心理學家透過定期的訪校 , 為學校提供 

補救性、預防性及發展性等多功能服務 , 在 

學校系統、教師支援及學生支援層面照顧學

Through regular school visits, the Educational Psychologists would render 

remedial, preventive and developmental multi-functional services to 

address the educational needs of students at the school system, teacher 

support and student support levels. 

今年度 , 本局「校本教育心理服務」隊伍於二 

零一二年十月十六日舉辦「聯校危機處理工 

作坊」, 共八十名來自三十二所學校的校長、 

老師、學校社工和輔導人員等同工參與工作 

坊 , 極大部分的參加者反應良好 , 他們能夠 

在工作坊中學習掌握危機處理的實務技巧。 

In this academic year, the Po Leung Kuk SBEPS Team organized a jointschool 

teachers’ professional development training on “Crisis Management 

Workshop” on 16 October 2012. A total of 80 participants, including 

principals, teachers, school social workers and guidance personnel from 

32 schools, joined the workshop. Feedbacks from the participants were 

very positive and they were able to learn practical skills and knowledge on 

crisis management. 

亦於二零一三年三月十九日舉辦「聯校專業 

發展研討會 : 兒童及青少年精神健康 — 走出 

焦慮」, 邀請瑪麗醫院精神科顧問醫生及醫管 

局專業社工擔任主講嘉賓 , 與學校同工分享 

經驗 , 加深同工對患有焦慮症或經常有顯著 

焦慮情緒的學生的識別及支援 , 從而加強校 

園的關愛文化。是次研討會共八十一名來自 

三十八所學校的校長、老師、學校社工和輔 

導人員等同工參與。 

A joint school seminar for teachers on “Adolescents’ Mental Health – 

Anxiety” was held on 19 March 2013. The Consultant Psychiatrist of Queen 

Mary’s Hospital and social workers of Hospital Authority were invited to 

share their experiences. The insights shared were expected to enhance 

teachers’ knowledge and skills in providing support to adolescents 

suffered from anxiety. A total of 81 participants, including principals, 

teachers, school social workers and guidance personnel from 38 schools, 

joined the seminar. 



 

“Let’s Build a Smoke-Free Community” Campaign 

今年度本局續與衞生署合辦名為「齊來建立無 

煙社區計劃」, 由全港十區二十所中、小學參 

與。透過一系列無煙宣傳及健康教育活動 , 

提高學生和家長對煙害的認識 ; 校內並招募 

「無煙學生大使」, 向家長、親友和社區人士 

宣揚無煙文化。 

The Kuk and the Department of Health continued to organize “Let’s Build 

a Smoke-Free Community” Campaign, with 20 primary and secondary 

schools from ten districts participating this year. Through a series of 

activities promoting the smoke-free message and health education, the 

campaign aimed at raising the awareness among students and parents 

of the hazards of smoking. Smoke-free Student Ambassadors were also 

recruited to disseminate the smoke-free message to their family members, 

relatives and the community. 

 

Reading Scheme for Affiliated Schools 

本局屬校舉辦各式各樣的推廣閱讀活動 , 鼓 

勵學生多閱讀 , 以擴闊他們的知識領域。為 

進一步推廣屬校閱讀文化 , 並支援屬校推行 

閱讀計劃 , 本局於屆內繼續舉辦「開卷有益」 

閱讀計劃。 

Various reading programmes had been organized by our affiliated 

schools to cultivate students’ reading habit so as to widen their scope of 

knowledge areas. In order to further reinforce the reading culture among 

our schools and to support their implementation of reading programmes, 

the Kuk continued to organize the ‘Reading Scheme’ this year. 

計劃籌得的善款全數撥予學校作購買書籍、 

推廣閱讀活動、增善校內圖書館資源與設備 

和修善校內圖書館工程之用。學校將在新 

購書籍上留下捐款者之芳名 , 以茲鳴謝。此 

外 , 本局更按屬校籌得之善款以本局優質教 

育基金作配對撥款 , 供學校發展之用。 

Schools could use all donations received from the Reading Scheme to 

purchase books, organize reading promotion activities, enrich library 

resources and facilities, or pay for library renovation works. In appreciation 

of the donors’ generosity, their names would be posted on the new 

books purchased with their donations. In addition, the Kuk would provide 

matching funds received from the Quality Education Fund for supporting 

schools’ development.
