A t this time last year the <strong>Jefferson</strong><br />
<strong>Scholars</strong> <strong>Foundation</strong> had just completed the<br />
most challenging year in its history. The<br />
turmoil in the financial markets had produced<br />
a 21% investment loss for the<br />

endowment. This situation necessitated important but rather dramatic<br />
cutbacks in the number of scholarships and fellowships offered by the<br />
<strong>Foundation</strong>.<br />
What a difference a year makes! In 2010, the endowment generated a<br />
solid 15.1% return. Development activity produced an additional 10.3<br />
million dollars in cash flow. The positive portfolio performance allowed<br />
us to return to our usual pattern of increasing the number of scholarship<br />
recipients in the entering class. We are delighted that the Class of 2014 is<br />
10% larger than the Class of 2013.<br />
The past fiscal year was also one of significant change. Most noteworthy is the successful<br />
completion of the <strong>Jefferson</strong> Fellows Center and the <strong>Foundation</strong>’s administrative offices. The<br />
32,700 square-foot facility became fully operational just in time for the arrival of the 101<br />
finalists in this year’s undergraduate scholarship competition. The building, which features<br />
38 geothermal wells for ground-source heat pumps, roofs designed to harvest rainwater for<br />
irrigation, and high-performance windows to maximize daylight, is on the cutting edge<br />
of environmentally sustainable design. It provides <strong>Jefferson</strong> Fellows with ample space for<br />
teaching and research and permits the <strong>Foundation</strong> to sponsor a variety of activities for the<br />
University community that only could be imagined before.<br />
The <strong>Foundation</strong> also undertook a significant review of its governance structure. Working<br />
closely with the U.Va. Alumni Association, which created the <strong>Jefferson</strong> <strong>Scholars</strong>hip Program<br />
three decades ago, the <strong>Foundation</strong>’s Board of Directors identified several areas, including

accounting responsibility, audit engagement procedures,<br />
investment responsibility, and the manner in which the<br />
<strong>Foundation</strong>’s Chairman is appointed, that will require revisions<br />
to the <strong>Foundation</strong>’s governance documents. The <strong>Foundation</strong><br />
and the Alumni Association approved a Memorandum of<br />
Understanding that when implemented will produce changes<br />
that will reflect best governance practices and will help assure the<br />
<strong>Foundation</strong>’s continued growth.<br />
In his role as chairman of the Board, Rick Kellogg played a critical role in both the<br />
completion of the building and the improvements in the governance structure. On April<br />
16, 2010, the Board of Directors approved a resolution expressing gratitude to Mr. Kellogg<br />
for his remarkable leadership. Moffett Cochran assumed the role of chairman from him and<br />
Mark Pirrung was elected vice chairman at the same time.<br />
At its core the <strong>Foundation</strong> remains focused on its mission of attracting some of the<br />
world’s most talented leaders and scholars to the University. Both the undergraduate<br />
and graduate selection processes again produced outstanding results. The undergraduate<br />
competition was especially rigorous. We received a record 1,226 nominations, due primarily<br />
to the addition of three new selection regions (Rhode Island, Mississippi, and the United<br />
Kingdom) and the decision to accept two nominations from those participating schools<br />
that felt they had two worthy candidates. The 101 finalists, who hailed from all over the<br />
world, congregated in Charlottesville on the weekend of March 26-28. As a result of these<br />
deliberations, 27 remarkably talented individuals from 13 states and 3 foreign countries will<br />
compose our 30th entering undergraduate class.<br />

Fifty-six finalists in our graduate competition (another new record) from 21 different<br />
departments of the Graduate School of Arts & Sciences, the Darden School, and the Law<br />
School spent the weekend of February 18-20 in Charlottesville. The entering class will<br />
include five recipients from the College and one from the Darden School. For the first<br />
time the <strong>Foundation</strong> conducted a dissertation year fellowship competition to identify a<br />
current Ph.D. candidate in the College whose academic record is exceptional and who<br />
has demonstrated an unusual eagerness to share knowledge with a broad audience. We are<br />
pleased that the <strong>Foundation</strong>’s first recipient of the Dissertation Year Fellowship will join our<br />
community of <strong>Scholars</strong> and Fellows for the 2010-11 year.

The record of achievement written by the enrolled <strong>Scholars</strong> and Fellows continues to<br />
make us proud. The 2010 graduating class included 15 members selected to live on the<br />
Lawn, the chair and a vice chair of the Honor Committee, the student representative<br />
to the Board of Visitors, the recipient of the Ernest H. Ern Outstanding Student award,<br />
the president of the Student Council, the president of the Inter-Fraternity Council, the<br />
Algernon Sydney Sullivan Award recipient, and the president of the Class of 2010. Among<br />
WHEREAS, in accepting chairmanship of the <strong>Jefferson</strong> <strong>Scholars</strong> <strong>Foundation</strong> Richard<br />
C. Kellogg Jr. set out to achieve dual objectives of improving the <strong>Foundation</strong>’s governance<br />
and building the <strong>Foundation</strong>’s new home, and<br />
WHEREAS, under Rick’s untiring leadership the <strong>Foundation</strong> has effected an<br />
agreement with the Alumni Association which will greatly improve the <strong>Foundation</strong>’s<br />
governance, and<br />
WHEREAS, as a direct result of Rick’s vision, perseverance, and commitment the<br />
<strong>Foundation</strong> has successfully financed and built the <strong>Foundation</strong>’s new home and center<br />
for its graduate fellows, and<br />
WHEREAS, his vision for the <strong>Jefferson</strong> Fellows Center inspired the creation of a<br />
physical space that will foster academic excellence and interdisciplinary conversation of<br />
the highest order, and<br />
WHEREAS, he has always and consistently led the <strong>Foundation</strong> with exceptional grace,<br />
humility, and wisdom, and<br />
WHEREAS, he has always and consistently placed the interests of the <strong>Jefferson</strong><br />
<strong>Scholars</strong> <strong>Foundation</strong> ahead of any competing forces or other distractions, and<br />
WHEREAS, and foremost, he personally represents the highest ideals of leadership,<br />
scholarship, and citizenship, now therefore the Board of Directors of the <strong>Jefferson</strong><br />
<strong>Scholars</strong> <strong>Foundation</strong> hereby extends to Richard C. Kellogg Jr. its enduring gratitude and<br />
admiration for a job exceedingly well done.

the post-graduate honors received by the Class of 2010 were a Luce <strong>Scholars</strong>hip, a Gates<br />
Cambridge <strong>Scholars</strong>hip, and a Coro Fellowship. The cumulative GPA for the class was 3.78.<br />
The <strong>Scholars</strong> and Fellows returning to the Grounds are well positioned to continue the<br />
legacy of achievement to which they are rightful heirs. Seven members of the Fourth-Year<br />
Class will live on the Lawn. A chair of the Resident Staff Program, two members of the<br />
Honor Committee, and the chair for the representative body for the Student Council are<br />
all <strong>Jefferson</strong> <strong>Scholars</strong>. A <strong>Jefferson</strong> Fellow will serve as president of the Raven Society, and<br />
another received a prestigious three-year pre-doctoral fellowship from the National Science<br />
<strong>Foundation</strong>.<br />
Another noteworthy event occurred during Final Exercises when the first recipients of the<br />
Hartfield-<strong>Jefferson</strong> <strong>Scholars</strong> Teaching Prize were announced. Made possible by a $1 million<br />
gift from an anonymous benefactor, the Teaching Prize recognizes and rewards faculty<br />
members at the School of Engineering and Applied Science who have compiled a record<br />
of outstanding undergraduate teaching. The first recipients each received a cash prize of<br />
$12,500.<br />
This year also saw the <strong>Foundation</strong> lose two men who meant a great deal to us. Frank<br />
Batten Sr. was among the <strong>Foundation</strong>’s earliest benefactors, providing a named scholarship<br />
at a critical time in our existence. His interest in our work continued vicariously through his<br />
daughter Dorothy’s service on the Board of Directors. Norman Graebner’s death also left a<br />
void. Professor Graebner was a devoted friend and advocate in the latter years of his life and<br />
is the only recipient of the <strong>Jefferson</strong> <strong>Scholars</strong> <strong>Foundation</strong> Award for Excellence, granted to<br />
him in the fall of 2006.<br />
As the <strong>Foundation</strong> celebrates its 30th year, its future is exceedingly bright. The new<br />
building will host several exciting events in the coming year, including the second Forum<br />
for Interdisciplinary Dialogue and the second reunion of all <strong>Jefferson</strong> Scholar alumni.<br />
The <strong>Jefferson</strong> Fellows Center will host teaching assistant sections led by <strong>Jefferson</strong> Fellows,<br />
seminars led by University faculty, and lectures by invited scholars who will stimulate<br />
intellectual discourse for the entire University community. The selection competition in<br />
both the undergraduate and graduate programs will continue to attract to the Grounds<br />
remarkably talented students who otherwise would not come to the University.<br />
None of this could occur without the selfless service provided by hundreds of<br />
volunteers who serve on our selection committees, on the National Advisory Board, on the<br />

Campaign Committee, and our Board of Directors. We thank all who have helped<br />
the <strong>Foundation</strong> reach this milestone in its history, and we invite others to join the<br />
exciting intellectual community that will continue to bring further distinction to the<br />
<strong>Foundation</strong> and to the University.<br />
