Background<br />

<strong>School</strong>s are powerful places to shape the health, educati<strong>on</strong> and well-being <str<strong>on</strong>g>of</str<strong>on</strong>g> our<br />

children. That is why the Nati<strong>on</strong>al Commissi<strong>on</strong> for Human Development <strong>School</strong> <strong>Health</strong><br />

Program supports more than 23266 schools across Pakistan in its efforts to create<br />

envir<strong>on</strong>ments where physical activity and healthy eating are accessible and<br />

encouraged. <strong>Health</strong>y students are better able to c<strong>on</strong>centrate <strong>on</strong> their work, attend school<br />

<strong>on</strong> a regular basis and perform better in class. Any<strong>on</strong>e can make a difference by joining<br />

the <strong>Health</strong>y <strong>School</strong>s Program to find tools and strategies to promote physical activity and<br />

healthy eating before, during, and after school.<br />

Nati<strong>on</strong>al Commissi<strong>on</strong> for Human Development is <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> those approaching organizati<strong>on</strong>s<br />

who take up their steps for the betterment <str<strong>on</strong>g>of</str<strong>on</strong>g> the children’s health through <strong>School</strong> <strong>Health</strong><br />

Program. In Pakistan NCHD <strong>School</strong> <strong>Health</strong> Program was implemented in 16 Districts in<br />

2005-2008. This program benefited 1.86 milli<strong>on</strong> students <str<strong>on</strong>g>of</str<strong>on</strong>g> 23266 primary schools <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

these selected districts. In August 2007, NCHD launched Punjab Integrated <strong>Health</strong> Care<br />

Model Program (PIPHCM) in 12 districts <str<strong>on</strong>g>of</str<strong>on</strong>g> Punjab in collaborati<strong>on</strong> with Government <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Punjab. <strong>School</strong> <strong>Health</strong> Program was an integral part <str<strong>on</strong>g>of</str<strong>on</strong>g> PIPHCM Program.<br />

UNESCO is <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the UN organizati<strong>on</strong>s with the mandate <str<strong>on</strong>g>of</str<strong>on</strong>g> mobilizing support for<br />

SHP through advocacy and intends to extend technical assistance for widening scope <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

SHP in Pakistan. Under the dynamic leadership <str<strong>on</strong>g>of</str<strong>on</strong>g> Madam Kozue Kay Nagata, UNESCO


is comprehensively and effectively engaged in getting the message c<strong>on</strong>veyed to all stake<br />

holders.<br />

The main purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> the seminar was to c<strong>on</strong>vey the message <str<strong>on</strong>g>of</str<strong>on</strong>g> SHPs importance as well<br />

as its implementati<strong>on</strong> and benefits.<br />

Registrati<strong>on</strong> Desk<br />

<str<strong>on</strong>g>Seminar</str<strong>on</strong>g> – Proceedings<br />

A well equipped registrati<strong>on</strong> desk<br />

was arranged at the entrance <str<strong>on</strong>g>of</str<strong>on</strong>g> Crystal-<br />

A hall for registrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> all participants.<br />

A trained set <str<strong>on</strong>g>of</str<strong>on</strong>g> staff under able<br />

leadership <str<strong>on</strong>g>of</str<strong>on</strong>g> Ms. Sara Anum was<br />

available at the registrati<strong>on</strong> desk to<br />

properly ensure the attendance and<br />

registrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> esteemed guests. This<br />

staff was also resp<strong>on</strong>sible to properly<br />

guide the guests according to the given<br />

seating plan in seminar hall. Seating plan<br />

was arranged according the invitee<br />

departments for the ease <str<strong>on</strong>g>of</str<strong>on</strong>g> participants<br />

as well as the presenters. Relevant<br />

Material and Program schedule was also<br />

given to all participants before seminar<br />

started.<br />

Mr. Muhammad Aslam Taqi (Stage Secretary) started the seminar according to the given<br />

program. He shared the background <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

program brief and precisely after that he<br />

invited Mr. Hafiz Muhammad Yaqub for<br />

recitati<strong>on</strong> form Holly Quran. Mr. Hafiz<br />

Muhammad Yaqub recited few selected


verses which reflect rights <str<strong>on</strong>g>of</str<strong>on</strong>g> Educati<strong>on</strong> & <strong>Health</strong> and Respect for all human being. Mr.<br />

Hafiz Muhammad Yaqub also translated the holly verses into English. After recitati<strong>on</strong>,<br />

stage secretary invited Mr. Muneef Malik – Director Operati<strong>on</strong>s Punjab for formal<br />

welcome address to all h<strong>on</strong>or able guests and esteemed participants.<br />

Director Operati<strong>on</strong>s Punjab formally<br />

welcomed all the participants. He said<br />

<strong>Health</strong> & Educati<strong>on</strong> complement each other.<br />

Quality <str<strong>on</strong>g>of</str<strong>on</strong>g> learning depends <strong>on</strong> the health<br />

c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> students therefore school health<br />

programs are now being integral part <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

educati<strong>on</strong> system <str<strong>on</strong>g>of</str<strong>on</strong>g> developed and<br />

developing countries. He coded the<br />

reference <str<strong>on</strong>g>of</str<strong>on</strong>g> World Development Indicators<br />

,2002 “ A child with some kind <str<strong>on</strong>g>of</str<strong>on</strong>g> learning disability is more likely to lose interest in studies,<br />

show poor attendance ,achieve lower grades and ultimately drops out from school.” . He<br />

further added that such children feel socially isolated and remained unhappy in the school.<br />

Mr. Zulfiqar Haidar (Nati<strong>on</strong>al Program Coordinator – SHP, NCHD)<br />

NPC <strong>School</strong> <strong>Health</strong> program gave a detailed<br />

presentati<strong>on</strong> <strong>on</strong> school health. He started his<br />

presentati<strong>on</strong> with the questi<strong>on</strong> that “CAN WE<br />

GIVE CHILDREN A HEALTHY START” He<br />

highlighted the health needs <str<strong>on</strong>g>of</str<strong>on</strong>g> our school going<br />

children. He emphasized that health and<br />

educati<strong>on</strong> are the basic ingredients <str<strong>on</strong>g>of</str<strong>on</strong>g> child<br />

development and schools are the right place<br />

where health and educati<strong>on</strong> sectors can work<br />

together and achieve their objective. He<br />

presented in detail the health needs like health educati<strong>on</strong>, health screening, and linkage with


health facilities, nutriti<strong>on</strong> support, safe drinking water, sanitati<strong>on</strong> etc. He also shared with the<br />

participants the efforts <str<strong>on</strong>g>of</str<strong>on</strong>g> NCHD in school health Program all over the Pakistan.<br />

Mr. Arshad Saeed Senior Educati<strong>on</strong> Specialist –UNESCO<br />

Mr. Arshad Saeed first <str<strong>on</strong>g>of</str<strong>on</strong>g> all introduced the<br />

UNESCO as specialized agency <str<strong>on</strong>g>of</str<strong>on</strong>g> UN<br />

system for educati<strong>on</strong>, Social and Natural<br />

sciences, culture informati<strong>on</strong> and<br />

communicati<strong>on</strong>. He defined SHP as “ A<br />

comprehensive set <str<strong>on</strong>g>of</str<strong>on</strong>g> planned ,sequential,<br />

school affiliated strategies ,activities and<br />

services designed to promote the optimal<br />

physical ,emoti<strong>on</strong>al, social and educati<strong>on</strong>al<br />

development <str<strong>on</strong>g>of</str<strong>on</strong>g> students.<br />

He briefed about the visible benefits <str<strong>on</strong>g>of</str<strong>on</strong>g> SHP i.e Increase in admissi<strong>on</strong> and attendance ,<br />

Reducti<strong>on</strong> in drop out rates ,enhancement <str<strong>on</strong>g>of</str<strong>on</strong>g> quality <str<strong>on</strong>g>of</str<strong>on</strong>g> Educati<strong>on</strong> , improvement I health<br />

c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> school children and an over all positive impact <strong>on</strong> health c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> local<br />

community or society at large . He appreciated Nati<strong>on</strong>al Commissi<strong>on</strong> for Human<br />

Development for doing a tremendous job as an important implementati<strong>on</strong> partner for SHP<br />

in Sindh, Balochistan and Punjab.<br />

Mr. Amjad Shahzad, Additi<strong>on</strong>al Program Director SHP –PHSRP, Punjab<br />

Mr. Amjad Shahzad shared that Punjab<br />

<strong>Health</strong> Sector Reforms Program perceived<br />

that Scholl <strong>Health</strong> Program can c<strong>on</strong>tribute to<br />

improve, health, nutriti<strong>on</strong>, learning<br />

performance, increased school enrollment,<br />

better hygiene practices in the community<br />

and to achieve the millennium Development<br />

Goals (MDGs)for health ,educati<strong>on</strong> and<br />

child protecti<strong>on</strong>. He also shared that Govt <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Punjab took an initiative to launch SHP


under PHSRP and this program is fully operati<strong>on</strong>al in 32 districts <str<strong>on</strong>g>of</str<strong>on</strong>g> the Punjab. He<br />

appreciated to NCHD & UNESCO for arranging an outstanding seminar <strong>on</strong> SHP.<br />

Mr. Muhammad Aslam Ch – DG <strong>Health</strong> Services Punjab<br />

DG <strong>Health</strong> Services Punjab shared that<br />

WHO’s school health initiative launched<br />

in 1995, seeks to mobilize and strengthen<br />

health promoti<strong>on</strong> and educati<strong>on</strong> activities<br />

at the local, nati<strong>on</strong>al, regi<strong>on</strong>al and global<br />

levels. <strong>School</strong> health Program remained a<br />

part <str<strong>on</strong>g>of</str<strong>on</strong>g> 7 th & 8 th five year plans. This<br />

program is relevant to internati<strong>on</strong>al<br />

charters, Millennium Development Goals<br />

and DAKAR Declarati<strong>on</strong>. <strong>School</strong> <strong>Health</strong> Program and <strong>Health</strong> educati<strong>on</strong> appears <strong>on</strong> the<br />

commitments <str<strong>on</strong>g>of</str<strong>on</strong>g> the governments as well as internati<strong>on</strong>al agencies.<br />

DG NCHD explained the major objective<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> SHP is to dem<strong>on</strong>strate how “<strong>School</strong><br />

<strong>Health</strong> System” can be incorporated in<br />

existing government health and educati<strong>on</strong><br />

structures. To Identify and correct health<br />

problems that impede learning abilities <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

school students. He shared achievements<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> NCHD with regard to SHP<br />

implementati<strong>on</strong>, He covered the training<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> master trainers, Teachers Training, Students screening in the field, identificati<strong>on</strong> and<br />

referral <str<strong>on</strong>g>of</str<strong>on</strong>g> health problems, identificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> weak eyesight cases and provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> eye<br />

glasses to the victims.<br />

DG NCHD also a brief but very effective and pertinent presentati<strong>on</strong> about the overall<br />

achievements <str<strong>on</strong>g>of</str<strong>on</strong>g> Nati<strong>on</strong>al Commissi<strong>on</strong> for Human Development in all core program


including school health.<br />

Dr. Nagata shared the history and<br />

evoluti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> SHP; she said that a number<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> developed countries started including<br />

health educati<strong>on</strong> into school curricula<br />

during 19 th century. A more<br />

comprehensive form <str<strong>on</strong>g>of</str<strong>on</strong>g> school health<br />

program emerged in industrialized<br />

countries during early part <str<strong>on</strong>g>of</str<strong>on</strong>g> 20th century.<br />

Ms. Nagata also quoted the Nati<strong>on</strong>al<br />

Educati<strong>on</strong> Policy (2009) Pakistan “<strong>School</strong><br />

<strong>Health</strong> Educati<strong>on</strong> shall be infused with in<br />

the curricula and learning material with focus <strong>on</strong> improving school envir<strong>on</strong>ment,<br />

enriching health educati<strong>on</strong> c<strong>on</strong>tents, instituting regular mechanism for health screening<br />

and health services <str<strong>on</strong>g>of</str<strong>on</strong>g> students and nutriti<strong>on</strong>al support to needy children. Ms. Nagata<br />

emphasized <strong>on</strong> the strategy <str<strong>on</strong>g>of</str<strong>on</strong>g> UNESCO in detail. She appreciated the work <str<strong>on</strong>g>of</str<strong>on</strong>g> NCHD<br />

regarding <strong>School</strong> <strong>Health</strong> Program .She committed her full cooperati<strong>on</strong> with NCHD and<br />

Educati<strong>on</strong> Department for the betterment <str<strong>on</strong>g>of</str<strong>on</strong>g> our healthy future which depends up<strong>on</strong> our<br />

str<strong>on</strong>g & healthy present. Director UNESCO c<strong>on</strong>gratulated Director Operati<strong>on</strong>s NCHD<br />

Punjab and his team for organizing such a<br />

mega event here at Lahore. She also<br />

expressed her views regarding the variety<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> participants (<strong>Health</strong>, Educati<strong>on</strong>, NGOs,<br />

CBOs, Advocates, Lecturers, Public<br />

representatives -MPAs and media People)<br />

and thanked for their whole hearted<br />

participati<strong>on</strong> to make it a very big success.


Mr. Mujtaba Shuja-ur-Rahman Minister for Educati<strong>on</strong> Punjab<br />

The worthy Minister <str<strong>on</strong>g>of</str<strong>on</strong>g> Educati<strong>on</strong><br />

expressed Primary Educati<strong>on</strong> is the<br />

birth right <str<strong>on</strong>g>of</str<strong>on</strong>g> every individual and<br />

that it deserves maximum attenti<strong>on</strong><br />

and resources at all levels in<br />

Pakistan. Our Government, al<strong>on</strong>g<br />

with all stake holders <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

Province, is focusing at the<br />

grassroots level so that the most<br />

vulnerable and disadvantaged<br />

could be educated. All efforts are directed to see that the children should not <strong>on</strong>ly have<br />

access to at least primary educati<strong>on</strong> but should also be enabled to complete good quality<br />

educati<strong>on</strong>. The major obstacles like poor enrollment, absenteeism, drop out and class<br />

room performance is being tackled under the instructi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the Chief Minister. <strong>School</strong><br />

<strong>Health</strong> Program is <strong>on</strong>e such program which, in my opini<strong>on</strong>, can c<strong>on</strong>tribute in making our<br />

schools child friendly. We are committed to provide “Educati<strong>on</strong> for All” and “<strong>Health</strong> for<br />

All”. I fully agree and endorse your slogan that “<strong>Health</strong> and Educati<strong>on</strong> go hand in hand”.<br />

I feel that healthy children will be able to take full advantage <str<strong>on</strong>g>of</str<strong>on</strong>g> whatever the learning<br />

opportunities are made available to them. <strong>School</strong> <strong>Health</strong> Program provides a unique<br />

opportunity for both health and educati<strong>on</strong> sector to work. In Pakistan, Punjab is the <strong>on</strong>ly<br />

province which has a well structured <strong>School</strong> <strong>Health</strong> Program under Punjab <strong>Health</strong> Sector<br />

Reform Program<br />

I shall like to make few recommendati<strong>on</strong>s<br />

• There must be m<strong>on</strong>itoring and reporting mechanism by <strong>Health</strong> department. I<br />

would recommend that Educati<strong>on</strong> Department should also include <strong>School</strong> <strong>Health</strong>


Program indicators in their reporting formats so that the performance is to be<br />

shared in the hierarchy <str<strong>on</strong>g>of</str<strong>on</strong>g> Educati<strong>on</strong> Department also.<br />

• There should be periodic meeting between health and educati<strong>on</strong> department at an<br />

appropriate level.<br />

He appreciated efforts <str<strong>on</strong>g>of</str<strong>on</strong>g> NCHD in Educati<strong>on</strong> sector and expressed complete c<strong>on</strong>fidence<br />

in UNESCO, NCHD and Punjab Government’s potentials and determinati<strong>on</strong> to achieve<br />

the desired objectives.<br />

while resp<strong>on</strong>ding to a questi<strong>on</strong>,<br />

Minister <str<strong>on</strong>g>of</str<strong>on</strong>g> educati<strong>on</strong> appreciated the<br />

role NCHD in educati<strong>on</strong> sector. He<br />

stated that with the help <str<strong>on</strong>g>of</str<strong>on</strong>g> NCHD


we will be able to achieve our enrollment objectives. He also shared with them the data<br />

collecti<strong>on</strong> exercise jointly undertaken by NCHD, Unicef and <strong>School</strong> Educati<strong>on</strong><br />

Department.<br />
