Trustees’ Report<br />

Governance and Management<br />

<strong>The</strong> <strong>Circuit</strong> is governed by the <strong>Methodist</strong> <strong>Church</strong> Act 1976, the Deed <strong>of</strong> Union and the Model Trust<br />

Deeds <strong>of</strong> the <strong>Methodist</strong> <strong>Church</strong>.<br />

<strong>The</strong> purposes <strong>of</strong> the <strong>Methodist</strong> <strong>Church</strong> are and shall be deemed to have been since the date <strong>of</strong><br />

union the advancement <strong>of</strong>:<br />

a the Christian faith in accordance with the doctrinal standards and the discipline <strong>of</strong> the<br />

<strong>Methodist</strong> <strong>Church</strong>, and<br />

b any charitable purpose for the time being <strong>of</strong> any Connexional, District, <strong>Circuit</strong>, local or other<br />

organisation <strong>of</strong> the <strong>Methodist</strong> <strong>Church</strong>, and<br />

c any charitable purpose for the time being <strong>of</strong> any society or institution or subsidiary or ancillary<br />

to the <strong>Methodist</strong> <strong>Church</strong>.<br />

<strong>The</strong> <strong>Circuit</strong> is a group <strong>of</strong> local churches some <strong>of</strong> which are Local Ecumenical Partnerships (LEPs)<br />

with other denominations. <strong>Circuit</strong>s combine to form about 30 districts in <strong>Great</strong> <strong>Britain</strong>. Although<br />

there is some autonomy, all <strong>Methodist</strong> organisations in <strong>Great</strong> <strong>Britain</strong> are governed by statutes<br />

determined by the <strong>Methodist</strong> Conference and which are published in the Constitution, Practice and<br />

Discipline <strong>of</strong> the <strong>Methodist</strong> <strong>Church</strong>. Conference is the supreme body within the church: it<br />

delegates much <strong>of</strong> its authority to the <strong>Methodist</strong> Council. Both Conference and Council consist <strong>of</strong><br />

lay and clerical members.<br />

In setting our objectives and planning our activities the <strong>Circuit</strong> Meeting, held twice in each year,<br />

has given careful consideration to the Charity Commission’s general guidance on public benefit<br />

and, in particular, to its supplementary public benefit guidance on advancing our objectives as set<br />

out above.<br />

During the year the <strong>Circuit</strong> Leadership Team (CLT) - the <strong>Circuit</strong> Ministerial Staff and <strong>Circuit</strong><br />

Stewards - met every two months to keep under review the life <strong>of</strong> the <strong>Circuit</strong> and to take forward<br />

the decisions <strong>of</strong> the <strong>Circuit</strong> Meeting.<br />

Activities<br />

Our mission is to be a powerful spiritual influence in the community and a visible expression <strong>of</strong><br />

God’s inclusive love. We aim to achieve this by encouraging, through the churches in our <strong>Circuit</strong>,<br />

the worship, social, and outreach activities that currently exist, and seeking new ways to extend to<br />

others the fellowship <strong>of</strong> the <strong>Church</strong> family. We have created three action groups:<br />

Organisational Structure<br />

1 Overall control rests with the <strong>Methodist</strong> Conference<br />

2 <strong>The</strong> Connexional Office implements decisions made by Conference and is also responsible<br />

for the stationing <strong>of</strong> Ministers in individual <strong>Circuit</strong>s<br />

3 Connexional decisions are passed to the Chair <strong>of</strong> the District and the appropriate Officers <strong>of</strong><br />

the District for regional implementation<br />

4 <strong>The</strong> Districts pass the control down to <strong>Circuit</strong> level for local implementation by the<br />

Superintendent Minister, Ministerial staff and <strong>Circuit</strong> Stewards and authority is delegated to<br />

the <strong>Circuit</strong> Meeting for certain matters<br />

5 <strong>The</strong> <strong>Circuit</strong> Meeting passes control down to <strong>Church</strong> Councils for local implementation by the<br />

Minister, the <strong>Church</strong> Stewards and other <strong>of</strong>ficers and authority is delegated to <strong>Church</strong><br />

Councils acting as Managing Trustees.<br />

6 <strong>The</strong> <strong>Circuit</strong> Superintendent chairs meetings <strong>of</strong> the <strong>Circuit</strong> Leadership Team (CLT) and the<br />

<strong>Circuit</strong> Meeting, which trustees are expected to attend. Policy decisions are taken at the<br />

<strong>Circuit</strong> Meeting.<br />

7 <strong>The</strong> <strong>Methodist</strong> Connexional year runs from 1 September to 31 August.<br />

Charity Registration<br />

<strong>The</strong> <strong>North</strong> Hertfordshire <strong>Methodist</strong> <strong>Circuit</strong> was registered as a charity (registration number 133930)<br />

in February 2010.<br />

<strong>The</strong> trustees confirm that they have complied with the duty under the Charities Act 2011 to have<br />

due regard to the Charity Commission’s general guidance on public benefit. Specifically:<br />

• many churches make their premises available to other organisations that need somewhere<br />

to meet (eg choral and drama groups, <strong>The</strong> National Trust)<br />

• some churches have long term tenants (eg PHASE at Hitchin)<br />

• uniformed organisations (scouts, cubs, beavers, guides, brownies and rainbows) are<br />

affiliated to many <strong>of</strong> our churches and meet at church premises<br />

• lunch clubs are provided for the housebound who are brought to the club by mini-coach<br />

• other outreach activities<br />

• opening some <strong>of</strong> our churches most days <strong>of</strong> the week to the homeless<br />

• raising money for charities and activities locally and overseas (eg the Good Friday<br />

sponsored walk raised over £3000 for charity in 2012)<br />

Safeguarding<br />

<strong>The</strong> <strong>Circuit</strong> follows the Connexional policy on safeguarding as detailed in Creating Safer Space.<br />

Each church has a safeguarding representative and there are two safeguarding <strong>of</strong>ficers in the<br />

<strong>Circuit</strong> to ensure the adoption <strong>of</strong> safe practice amongst children and vulnerable adults.<br />

Review <strong>of</strong> Objectives set for Year 2011-2012<br />

a <strong>The</strong> Invitation Committee approved by the March 2011 <strong>Circuit</strong> meeting, made up <strong>of</strong> members <strong>of</strong><br />

the CLT, produced a Superintendent Minister pr<strong>of</strong>ile for submission to the Connexion via the<br />

District (Beds, Essex and <strong>Herts</strong>). <strong>The</strong> pr<strong>of</strong>ile was electronically circulated nationally. <strong>The</strong><br />

Committee drew up a short list <strong>of</strong> prospective Ministers and discussed further with the District.<br />

<strong>The</strong> prospective Minister spent a day in early December 2011 touring selected churches in the<br />

<strong>Circuit</strong>, plus the manse. Representatives from the <strong>Circuit</strong> met with the Minister to discuss how<br />

they would approach the ecumenical bias to the <strong>Circuit</strong>. After two days reflection on both sides<br />

the <strong>Circuit</strong> recommended to Conference that the Rev Malcolm Peacock be appointed from 1<br />

September 2012. <strong>The</strong> appointment was subsequently confirmed.<br />

b <strong>The</strong> <strong>Circuit</strong> was pleased to welcome Rev John Hardaker (United Reformed <strong>Church</strong>) in May<br />

2012 to be the Minister (serving on a 0.75 time basis) at Christchurch, Hitchin, and with<br />

oversight <strong>of</strong> Letchworth Free <strong>Church</strong> (0.25 time basis).<br />

c <strong>The</strong> Ecumenical Covenant between the four churches in Benington and Walkern (one<br />

<strong>Methodist</strong>, two Anglican and one United Reformed <strong>Church</strong>) was constituted at a service held in<br />

late October 2011, to form a Local Ecumenical Partnership.<br />

d <strong>The</strong> highlight <strong>of</strong> the year was the Celebration Service in April 2012, held at the Stevenage<br />

Leisure Centre. Over 800 people from all 14 <strong>Circuit</strong> churches took part in an uplifting service <strong>of</strong><br />

hymns and prayers. People from other churches, not part <strong>of</strong> the <strong>Circuit</strong>, also attended. <strong>The</strong><br />

guest preacher was Rev Dr Mark Wakelin, then President Elect <strong>of</strong> the <strong>Methodist</strong> Conference.<br />

<strong>The</strong> Mayor <strong>of</strong> Stevenage was also an invited guest.<br />

e In June 2012, Mrs Sarah Lewis was employed by the <strong>Circuit</strong> as part time <strong>Circuit</strong> Administrator,<br />

located at the Central <strong>Methodist</strong> <strong>Church</strong>, Letchworth Garden City. Her duties are to assist the<br />

Superintendent Minister and the CLT.<br />

f <strong>The</strong> <strong>Circuit</strong> was pleased to see the completion in February 2012, at Stotfold <strong>Methodist</strong> <strong>Church</strong>,<br />

<strong>of</strong> a disabled toilet and lift from the hall up to the church, to meet the requirements <strong>of</strong> the<br />

Equality Act 2010.<br />

Staff changes<br />

In August 2012 the Rev Andrew Maguire, left us after nine years <strong>of</strong> dedicated service to the<br />

<strong>Circuit</strong>, to take up a further Superintendent’s position in the West Norfolk <strong>Methodist</strong> <strong>Circuit</strong>.<br />

Mrs Helen Dearn stood down as <strong>Circuit</strong> Steward in August 2012. Thanks were expressed to her<br />

for her dedicated and effective work including two years as the Senior Steward. Mr Brian Burgess<br />

became Senior Steward on 1 September 2012. Mr Peter Brooks was appointed as a new <strong>Circuit</strong><br />

Steward at the September 2012 <strong>Circuit</strong> Meeting.<br />

<strong>The</strong> <strong>Circuit</strong> Treasurer, Mr John Chastney, indicated that he wished to stand down as <strong>Circuit</strong><br />

Treasurer. A person is actively being sought to take on this important role. Mr Chastney has<br />

continued to <strong>of</strong>fer advice and support, but the day to day book-keeping and the preparation <strong>of</strong> the<br />

accounts has been delegated (on a fee basis) to Mr Simon Dron, who is acting as <strong>Circuit</strong><br />

Bookkeeper.<br />

Objectives for the Year 2012-2013<br />

<strong>The</strong> <strong>Circuit</strong> will:<br />

a endeavour to appoint a <strong>Circuit</strong> Treasurer.<br />

b pursue an initial meeting with the <strong>North</strong> <strong>Herts</strong> Group <strong>of</strong> <strong>Church</strong>es (URC), to discuss further<br />

developing the ties between the two groups.<br />

c in the light <strong>of</strong> possible staff movement within the <strong>Circuit</strong> over the next three years, through the<br />

CLT, discuss appropriate action to be taken, so that there is adequate staffing to all the <strong>Circuit</strong><br />

churches to ensure pastoral oversight.<br />

d in consideration <strong>of</strong> the two points above, review the current <strong>Circuit</strong> Policy.<br />

e seek, at the March 2013 <strong>Circuit</strong> meeting, approval to form an Invitation Committee with<br />

representatives from the CLT, to discuss with Rev Richard Byass and Rev Robert Forrest the<br />

possibility <strong>of</strong> extending their engagements beyond August 2014.<br />

Risk Management<br />

Through its CLT, risks faced by the <strong>Circuit</strong> have been considered. Where appropriate, risks have<br />

been transferred by paying insurers to take the risks. Security and safety <strong>of</strong> our churches is<br />

largely for those churches to determine and to mitigate following advice from <strong>Circuit</strong> Officers.<br />

All churches and manses are the subject <strong>of</strong> quinquennial inspections and the reports on each are<br />

reviewed by the <strong>Circuit</strong> as well as the local trustees. Action is taken to reduce the risks <strong>of</strong> injury to<br />

all who have a legitimate purpose to be on those premises.<br />

We have considered the resilience <strong>of</strong> churches and the risk that they will not meet their<br />

assessments. We judge that there are sufficient resources to cover any probable shortfall in the<br />

following year.<br />

<strong>The</strong> <strong>Circuit</strong> operates within a statutory framework <strong>of</strong> regulation and seeks to ensure that it follows<br />

<strong>Methodist</strong> standing orders. It relies on the Connexional Office to provide guidance on changes<br />

that could affect the <strong>Circuit</strong>.<br />

Trustees’ Expenses<br />

With the exception <strong>of</strong> the ministerial staff who can claim for travel expenses and a very small<br />

number <strong>of</strong> claims for reimbursement <strong>of</strong> small-value administration costs, members <strong>of</strong> the <strong>Circuit</strong><br />

Meeting received neither payment nor reimbursement <strong>of</strong> their expenses in connection with their<br />

function as trustees.<br />

Trustees’ Responsibilities<br />

<strong>The</strong> Trustees are required to prepare financial statements for each financial year which give a true<br />

and fair view <strong>of</strong> the <strong>Circuit</strong>’s financial activities during the year and <strong>of</strong> its financial position at the<br />

end <strong>of</strong> the year. In preparing these financial statements, the Trustees have:<br />

selected suitable accounting policies and applied them consistently using the accruals method<br />

made judgements and estimates that are reasonable and prudent<br />

followed applicable accounting standards<br />

prepared the financial statements on the going concern basis.<br />

<strong>The</strong> Trustees are responsible for keeping proper accounting records that disclose with reasonable<br />

accuracy at any time the financial position <strong>of</strong> the <strong>Circuit</strong> and enable them to ensure that the<br />

financial statements comply with the law. <strong>The</strong>y are also responsible for safeguarding the assets<br />

<strong>of</strong> the <strong>Circuit</strong> and hence for taking reasonable steps for the prevention and detection <strong>of</strong> fraud and<br />

other irregularities.<br />

Trustees have a right to advise the independent examiner <strong>of</strong> their concerns but none has done so.<br />

CLT concludes, therefore, that there are no issues to be advised to the independent examiner.<br />

Following advice from Connexion the Trustees have produced a Health and Safety policy for the<br />

<strong>Circuit</strong> that will be regularly reviewed.<br />

Financial Review<br />

<strong>The</strong> <strong>Circuit</strong> prepares accruals accounts. <strong>The</strong>y are not a consolidation <strong>of</strong> the accounts <strong>of</strong> churches<br />

in the <strong>Circuit</strong>. <strong>The</strong> <strong>Circuit</strong> budget is prepared by first anticipating the expenditure for the<br />

forthcoming year and then determining how that sum will be raised. About 80% <strong>of</strong> the income for<br />

the year 2011-12 came from the individual churches within the circuit.<br />

Grants received were all from the Beds Essex and <strong>Herts</strong> District and were individually earmarked<br />

for projects within the circuit. <strong>The</strong> <strong>Circuit</strong> added nearly £2 for each £1 received from the District.<br />

<strong>The</strong> <strong>Circuit</strong> Meeting agreed that £25k (about 15% <strong>of</strong> the reserves) should be transferred from<br />

reserves to <strong>of</strong>fset the shortfall arising from the expenditure being greater than the income in 2011-<br />

12. During the year there had been a major refit <strong>of</strong> one <strong>of</strong> the five manses within the <strong>Circuit</strong> and<br />

this resulted in expenditure on manses being nearly five times that <strong>of</strong> the previous year. This<br />

meant that the reserves fell by 7.5% during the year.<br />

<strong>The</strong> expenditure during the year on manses was written <strong>of</strong>f and not capitalised. Reserves not tied<br />

up in fixed assets exceeds £300k at the year end. At no time during the year was the circuit<br />

insolvent either in terms <strong>of</strong> its assets or in terms <strong>of</strong> its ability to pay its debts as they became due.<br />

All funds are unrestricted.<br />

Reserves Policy<br />

Background<br />

<strong>The</strong> <strong>Circuit</strong> seeks to use its financial resources wisely and to predict future needs for capital<br />

expenditure on churches, manses and projects. Many <strong>of</strong> our churches are local ecumenical<br />

projects (LEPs) where two or more denominations work together, <strong>of</strong>ten sharing the same premises<br />

and worshipping together.<br />

Grant Support<br />

By way <strong>of</strong> annual or one-<strong>of</strong>f grant, <strong>North</strong> Hertfordshire <strong>Methodist</strong> <strong>Circuit</strong> supports several churches<br />

within the <strong>Circuit</strong> by contributing to the cost <strong>of</strong> specific projects, especially for mission, sometimes<br />

for as long as five years. <strong>The</strong> <strong>Circuit</strong> does not generally support the normal running costs <strong>of</strong> any<br />

church.<br />

Before committing to a grant, the <strong>Circuit</strong> believes that it is prudent to ensure that it has sufficient<br />

resources to pay for all instalments <strong>of</strong> the grant. This is because the <strong>Circuit</strong>’s annual income and<br />

expenditure budget does not normally seek to make a surplus. No provisions are made for future<br />

grants. <strong>The</strong>re is, therefore, no intended annual increase in the reserves.<br />

Capital Assets<br />

<strong>The</strong> proceeds <strong>of</strong> sale <strong>of</strong> the premises <strong>of</strong> any <strong>Methodist</strong> <strong>Church</strong> or manse within the <strong>Circuit</strong> is<br />

generally credited to the <strong>Circuit</strong>. <strong>The</strong>re is, however, a substantial levy paid to the Connexion (the<br />

<strong>Methodist</strong> <strong>Church</strong> in GB) so not all <strong>of</strong> the proceeds are received by the <strong>Circuit</strong>.<br />

Funding <strong>of</strong> the <strong>Circuit</strong>’s costs<br />

This is achieved by making an assessment on each church within the <strong>Circuit</strong>. If any church were<br />

to close, that church’s assessment would not be paid to the <strong>Circuit</strong>. <strong>The</strong> <strong>Circuit</strong>’s costs –<br />

principally the stipends <strong>of</strong> the ministers – would continue and there may be a need to draw on<br />

reserves to meet the shortfall in income.<br />

Existing Commitments<br />

<strong>The</strong> <strong>Circuit</strong> has committed the following grants out <strong>of</strong> its resources:<br />

St Hugh and St John, Stevenage: £500 pa for five years for their Launch pad from 1 September<br />

2007.<br />

Christchurch, Hitchin: £5,000 pa for five years for a youth worker from 1 September 2008<br />

Norton <strong>Methodist</strong> <strong>Church</strong>, Letchworth: £3,000 pa to support a lay worker for five years from 1<br />

September 2009.<br />

<strong>The</strong> total outstanding liability for these grants at 31 August 2011 was £11,000 It should be noted<br />

that, in all cases and at a certain point in the progress <strong>of</strong> the work, a report is required from grant<br />

recipients before a further instalment <strong>of</strong> grant is paid.<br />

Annual costs<br />

<strong>The</strong> <strong>Circuit</strong> believes that it should ensure that it has reserves sufficient to cover the stipends <strong>of</strong> its<br />

Presbyters and Deacon for the full ensuing year but not to meet any redundancy pay should this<br />

be payable. At 31 August 2012, this sum is estimated at £100,000. <strong>The</strong> part time <strong>Circuit</strong><br />

Administrator is employed by the <strong>Circuit</strong>, with an associated annual cost <strong>of</strong> £7,000.<br />

Other costs <strong>of</strong> the <strong>Circuit</strong> are estimated at £80,000 for a full year. <strong>The</strong> <strong>Circuit</strong> deems it prudent to<br />

hold sufficient to cover these costs for six months, ie £40,000.<br />

<strong>The</strong> total <strong>of</strong> these possible costs is £158,000 and current reserves exceed that amount.<br />

Upgrading <strong>of</strong> manses<br />

<strong>The</strong> <strong>Circuit</strong> recognises its responsibility to provide adequate accommodation for its staff. Over the<br />

last few years the <strong>Circuit</strong> has spent sums as necessary rather than as may be desirable.<br />

As at 31 August 2012 the <strong>Circuit</strong> anticipates that it will, over the following year, spend £20,000 on<br />

capital projects at its five manses.<br />

Other Future Costs<br />

<strong>The</strong> <strong>Circuit</strong> has appointed a part-time <strong>Circuit</strong> Administrator during 2011-12. This is funded for the<br />

first five years from our <strong>Circuit</strong> reserves. <strong>The</strong> estimated cost over a five year period is £35,000.<br />

Free Reserves<br />

Free reserves, ie excluding the sum tied up in manses, at 31 August 2012 totalled £327,000,<br />

which is about twice the sum needed to be in accordance with our policy. Some <strong>of</strong> these reserves<br />

will be used for projects around the circuit. <strong>The</strong> budget for 2012-13 anticipates that income will not<br />

meet planned expenditure. Trustees are aware that this cannot continue for more than the medium<br />

term.<br />

<strong>The</strong> Trustees' Report and the Financial Statements were approved by the <strong>Circuit</strong> Meeting, held on<br />

20 March 2013 at Norton <strong>Methodist</strong> <strong>Church</strong>.<br />

1 Basis <strong>of</strong> accounting<br />

<strong>The</strong>se accounts have been prepared on the basis <strong>of</strong> historic cost in accordance with Statement <strong>of</strong> Recommended Practice (SORP<br />

2005) and the Charities Act 2011. <strong>The</strong> format <strong>of</strong> the SOFA and balance sheet takes advantage <strong>of</strong> the small charity concessions set<br />

out in the SORP. <strong>The</strong> comparative figures (ie for the year to 31 August 2011) have been restated by increasing the debtors and<br />

creitors to be on the same basis as the current year.<br />

2 Funds<br />

All the funds are unrestricted and constitute: General Funds held for any purpose <strong>of</strong> the <strong>Circuit</strong> and <strong>The</strong> <strong>Circuit</strong> Model Trust Fund<br />

(CMTF) which has wide purposes defined in Standing Orders. <strong>The</strong> CMTF is held by <strong>The</strong> Trustees for <strong>Methodist</strong> <strong>Church</strong> Purposes<br />

who invest through <strong>The</strong> Central Finance Board <strong>of</strong> the <strong>Methodist</strong> <strong>Church</strong>.<br />

3 Accounting policies<br />

Incoming Resources<br />

<strong>The</strong>se are included in the Statement <strong>of</strong> Financial Activities (SOFA) when the <strong>Circuit</strong> becomes entitled to the resources, the trustees<br />

are virtually certain they will receive the resources and the monetary value can be measured with sufficient reliability.<br />

Resources Expended<br />

Expenditure is recognised when a liability is incurred, or a constructive obligation arises that results in the payment being<br />

unavoidable.<br />

Liability recognition<br />

Liabilities are recognised as soon as there is a legal or constructive obligation committing the <strong>Circuit</strong> to pay out resources. Future<br />

income has not been anticipated (SORP 2005). <strong>The</strong>re is no provision for future grants which are quantified in the Annual Report.<br />

Tangible fixed assets for use by the <strong>Circuit</strong><br />

Tangible fixed assets consist <strong>of</strong> five manses which are believed to be shown at original cost. <strong>The</strong>re has been no recent valuation<br />

or estimate <strong>of</strong> rebuilding cost but the trustees believe that the aggregate market value <strong>of</strong> the manses is at least the book value<br />

shown in the balance sheet No provision has been made for depreciation.<br />

Debtors and Prepayments<br />

<strong>The</strong>se are the amounts owing to the <strong>Circuit</strong> and include prepayments made by the <strong>Circuit</strong> during the year for services to be<br />

received after the year end.<br />

Creditors and Provisions<br />

<strong>The</strong>se are amounts owing by the <strong>Circuit</strong> and any amounts accrued as due in the following year <strong>The</strong> provision is designed to<br />

smooth over several years the cost <strong>of</strong> removal expenses for ministers coming to the circuit.<br />
