Trustees’ Report
Governance and Management
The Circuit is governed by the Methodist Church Act 1976, the Deed of Union and the Model Trust
Deeds of the Methodist Church.
The purposes of the Methodist Church are and shall be deemed to have been since the date of
union the advancement of:
a the Christian faith in accordance with the doctrinal standards and the discipline of the
Methodist Church, and
b any charitable purpose for the time being of any Connexional, District, Circuit, local or other
organisation of the Methodist Church, and
c any charitable purpose for the time being of any society or institution or subsidiary or ancillary
to the Methodist Church.
The Circuit is a group of local churches some of which are Local Ecumenical Partnerships (LEPs)
with other denominations. Circuits combine to form about 30 districts in Great Britain. Although
there is some autonomy, all Methodist organisations in Great Britain are governed by statutes
determined by the Methodist Conference and which are published in the Constitution, Practice and
Discipline of the Methodist Church. Conference is the supreme body within the church: it
delegates much of its authority to the Methodist Council. Both Conference and Council consist of
lay and clerical members.
In setting our objectives and planning our activities the Circuit Meeting, held twice in each year,
has given careful consideration to the Charity Commission’s general guidance on public benefit
and, in particular, to its supplementary public benefit guidance on advancing our objectives as set
out above.
During the year the Circuit Leadership Team (CLT) - the Circuit Ministerial Staff and Circuit
Stewards - met every two months to keep under review the life of the Circuit and to take forward
the decisions of the Circuit Meeting.
Activities
Our mission is to be a powerful spiritual influence in the community and a visible expression of
God’s inclusive love. We aim to achieve this by encouraging, through the churches in our Circuit,
the worship, social, and outreach activities that currently exist, and seeking new ways to extend to
others the fellowship of the Church family. We have created three action groups:
Worship
Mission
Property
Through these we seek to develop the life of the Circuit and its churches.
31 August 2012 North Hertfordshire Methodist Circuit 3 of 19
Organisational Structure
1 Overall control rests with the Methodist Conference
2 The Connexional Office implements decisions made by Conference and is also responsible
for the stationing of Ministers in individual Circuits
3 Connexional decisions are passed to the Chair of the District and the appropriate Officers of
the District for regional implementation
4 The Districts pass the control down to Circuit level for local implementation by the
Superintendent Minister, Ministerial staff and Circuit Stewards and authority is delegated to
the Circuit Meeting for certain matters
5 The Circuit Meeting passes control down to Church Councils for local implementation by the
Minister, the Church Stewards and other officers and authority is delegated to Church
Councils acting as Managing Trustees.
6 The Circuit Superintendent chairs meetings of the Circuit Leadership Team (CLT) and the
Circuit Meeting, which trustees are expected to attend. Policy decisions are taken at the
Circuit Meeting.
7 The Methodist Connexional year runs from 1 September to 31 August.
Charity Registration
The North Hertfordshire Methodist Circuit was registered as a charity (registration number 133930)
in February 2010.
The trustees confirm that they have complied with the duty under the Charities Act 2011 to have
due regard to the Charity Commission’s general guidance on public benefit. Specifically:
• many churches make their premises available to other organisations that need somewhere
to meet (eg choral and drama groups, The National Trust)
• some churches have long term tenants (eg PHASE at Hitchin)
• uniformed organisations (scouts, cubs, beavers, guides, brownies and rainbows) are
affiliated to many of our churches and meet at church premises
• lunch clubs are provided for the housebound who are brought to the club by mini-coach
• other outreach activities
• opening some of our churches most days of the week to the homeless
• raising money for charities and activities locally and overseas (eg the Good Friday
sponsored walk raised over £3000 for charity in 2012)
Safeguarding
The Circuit follows the Connexional policy on safeguarding as detailed in Creating Safer Space.
Each church has a safeguarding representative and there are two safeguarding officers in the
Circuit to ensure the adoption of safe practice amongst children and vulnerable adults.
Review of Objectives set for Year 2011-2012
a The Invitation Committee approved by the March 2011 Circuit meeting, made up of members of
the CLT, produced a Superintendent Minister profile for submission to the Connexion via the
District (Beds, Essex and Herts). The profile was electronically circulated nationally. The
Committee drew up a short list of prospective Ministers and discussed further with the District.
The prospective Minister spent a day in early December 2011 touring selected churches in the
Circuit, plus the manse. Representatives from the Circuit met with the Minister to discuss how
they would approach the ecumenical bias to the Circuit. After two days reflection on both sides
the Circuit recommended to Conference that the Rev Malcolm Peacock be appointed from 1
September 2012. The appointment was subsequently confirmed.
b The Circuit was pleased to welcome Rev John Hardaker (United Reformed Church) in May
2012 to be the Minister (serving on a 0.75 time basis) at Christchurch, Hitchin, and with
oversight of Letchworth Free Church (0.25 time basis).
c The Ecumenical Covenant between the four churches in Benington and Walkern (one
Methodist, two Anglican and one United Reformed Church) was constituted at a service held in
late October 2011, to form a Local Ecumenical Partnership.
d The highlight of the year was the Celebration Service in April 2012, held at the Stevenage
Leisure Centre. Over 800 people from all 14 Circuit churches took part in an uplifting service of
hymns and prayers. People from other churches, not part of the Circuit, also attended. The
guest preacher was Rev Dr Mark Wakelin, then President Elect of the Methodist Conference.
The Mayor of Stevenage was also an invited guest.
e In June 2012, Mrs Sarah Lewis was employed by the Circuit as part time Circuit Administrator,
located at the Central Methodist Church, Letchworth Garden City. Her duties are to assist the
Superintendent Minister and the CLT.
f The Circuit was pleased to see the completion in February 2012, at Stotfold Methodist Church,
of a disabled toilet and lift from the hall up to the church, to meet the requirements of the
Equality Act 2010.
Staff changes
In August 2012 the Rev Andrew Maguire, left us after nine years of dedicated service to the
Circuit, to take up a further Superintendent’s position in the West Norfolk Methodist Circuit.
Mrs Helen Dearn stood down as Circuit Steward in August 2012. Thanks were expressed to her
for her dedicated and effective work including two years as the Senior Steward. Mr Brian Burgess
became Senior Steward on 1 September 2012. Mr Peter Brooks was appointed as a new Circuit
Steward at the September 2012 Circuit Meeting.
The Circuit Treasurer, Mr John Chastney, indicated that he wished to stand down as Circuit
Treasurer. A person is actively being sought to take on this important role. Mr Chastney has
continued to offer advice and support, but the day to day book-keeping and the preparation of the
accounts has been delegated (on a fee basis) to Mr Simon Dron, who is acting as Circuit
Bookkeeper.
31 August 2012 North Hertfordshire Methodist Circuit 6 of 19
Objectives for the Year 2012-2013
The Circuit will:
a endeavour to appoint a Circuit Treasurer.
b pursue an initial meeting with the North Herts Group of Churches (URC), to discuss further
developing the ties between the two groups.
c in the light of possible staff movement within the Circuit over the next three years, through the
CLT, discuss appropriate action to be taken, so that there is adequate staffing to all the Circuit
churches to ensure pastoral oversight.
d in consideration of the two points above, review the current Circuit Policy.
e seek, at the March 2013 Circuit meeting, approval to form an Invitation Committee with
representatives from the CLT, to discuss with Rev Richard Byass and Rev Robert Forrest the
possibility of extending their engagements beyond August 2014.
Risk Management
Through its CLT, risks faced by the Circuit have been considered. Where appropriate, risks have
been transferred by paying insurers to take the risks. Security and safety of our churches is
largely for those churches to determine and to mitigate following advice from Circuit Officers.
All churches and manses are the subject of quinquennial inspections and the reports on each are
reviewed by the Circuit as well as the local trustees. Action is taken to reduce the risks of injury to
all who have a legitimate purpose to be on those premises.
We have considered the resilience of churches and the risk that they will not meet their
assessments. We judge that there are sufficient resources to cover any probable shortfall in the
following year.
The Circuit operates within a statutory framework of regulation and seeks to ensure that it follows
Methodist standing orders. It relies on the Connexional Office to provide guidance on changes
that could affect the Circuit.
Trustees’ Expenses
With the exception of the ministerial staff who can claim for travel expenses and a very small
number of claims for reimbursement of small-value administration costs, members of the Circuit
Meeting received neither payment nor reimbursement of their expenses in connection with their
function as trustees.
Trustees’ Responsibilities
The Trustees are required to prepare financial statements for each financial year which give a true
and fair view of the Circuit’s financial activities during the year and of its financial position at the
end of the year. In preparing these financial statements, the Trustees have:

selected suitable accounting policies and applied them consistently using the accruals method
made judgements and estimates that are reasonable and prudent
followed applicable accounting standards
prepared the financial statements on the going concern basis.
31 August 2012 North Hertfordshire Methodist Circuit 7 of 19
The Trustees are responsible for keeping proper accounting records that disclose with reasonable
accuracy at any time the financial position of the Circuit and enable them to ensure that the
financial statements comply with the law. They are also responsible for safeguarding the assets
of the Circuit and hence for taking reasonable steps for the prevention and detection of fraud and
other irregularities.
Trustees have a right to advise the independent examiner of their concerns but none has done so.
CLT concludes, therefore, that there are no issues to be advised to the independent examiner.
Following advice from Connexion the Trustees have produced a Health and Safety policy for the
Circuit that will be regularly reviewed.
Financial Review
The Circuit prepares accruals accounts. They are not a consolidation of the accounts of churches
in the Circuit. The Circuit budget is prepared by first anticipating the expenditure for the
forthcoming year and then determining how that sum will be raised. About 80% of the income for
the year 2011-12 came from the individual churches within the circuit.
Grants received were all from the Beds Essex and Herts District and were individually earmarked
for projects within the circuit. The Circuit added nearly £2 for each £1 received from the District.
The Circuit Meeting agreed that £25k (about 15% of the reserves) should be transferred from
reserves to offset the shortfall arising from the expenditure being greater than the income in 2011-
12. During the year there had been a major refit of one of the five manses within the Circuit and
this resulted in expenditure on manses being nearly five times that of the previous year. This
meant that the reserves fell by 7.5% during the year.
The expenditure during the year on manses was written off and not capitalised. Reserves not tied
up in fixed assets exceeds £300k at the year end. At no time during the year was the circuit
insolvent either in terms of its assets or in terms of its ability to pay its debts as they became due.
All funds are unrestricted.
Reserves Policy
Background
The Circuit seeks to use its financial resources wisely and to predict future needs for capital
expenditure on churches, manses and projects. Many of our churches are local ecumenical
projects (LEPs) where two or more denominations work together, often sharing the same premises
and worshipping together.
Grant Support
By way of annual or one-off grant, North Hertfordshire Methodist Circuit supports several churches
within the Circuit by contributing to the cost of specific projects, especially for mission, sometimes
for as long as five years. The Circuit does not generally support the normal running costs of any
church.
Before committing to a grant, the Circuit believes that it is prudent to ensure that it has sufficient
resources to pay for all instalments of the grant. This is because the Circuit’s annual income and
31 August 2012 North Hertfordshire Methodist Circuit 8 of 19
expenditure budget does not normally seek to make a surplus. No provisions are made for future
grants. There is, therefore, no intended annual increase in the reserves.
Capital Assets
The proceeds of sale of the premises of any Methodist Church or manse within the Circuit is
generally credited to the Circuit. There is, however, a substantial levy paid to the Connexion (the
Methodist Church in GB) so not all of the proceeds are received by the Circuit.
Funding of the Circuit’s costs
This is achieved by making an assessment on each church within the Circuit. If any church were
to close, that church’s assessment would not be paid to the Circuit. The Circuit’s costs –
principally the stipends of the ministers – would continue and there may be a need to draw on
reserves to meet the shortfall in income.
Existing Commitments
The Circuit has committed the following grants out of its resources:
St Hugh and St John, Stevenage: £500 pa for five years for their Launch pad from 1 September
2007.
Christchurch, Hitchin: £5,000 pa for five years for a youth worker from 1 September 2008
Norton Methodist Church, Letchworth: £3,000 pa to support a lay worker for five years from 1
September 2009.
The total outstanding liability for these grants at 31 August 2011 was £11,000 It should be noted
that, in all cases and at a certain point in the progress of the work, a report is required from grant
recipients before a further instalment of grant is paid.
Annual costs
The Circuit believes that it should ensure that it has reserves sufficient to cover the stipends of its
Presbyters and Deacon for the full ensuing year but not to meet any redundancy pay should this
be payable. At 31 August 2012, this sum is estimated at £100,000. The part time Circuit
Administrator is employed by the Circuit, with an associated annual cost of £7,000.
Other costs of the Circuit are estimated at £80,000 for a full year. The Circuit deems it prudent to
hold sufficient to cover these costs for six months, ie £40,000.
The total of these possible costs is £158,000 and current reserves exceed that amount.
Upgrading of manses
The Circuit recognises its responsibility to provide adequate accommodation for its staff. Over the
last few years the Circuit has spent sums as necessary rather than as may be desirable.
As at 31 August 2012 the Circuit anticipates that it will, over the following year, spend £20,000 on
capital projects at its five manses.
31 August 2012 North Hertfordshire Methodist Circuit 9 of 19
Other Future Costs
The Circuit has appointed a part-time Circuit Administrator during 2011-12. This is funded for the
first five years from our Circuit reserves. The estimated cost over a five year period is £35,000.
Free Reserves
Free reserves, ie excluding the sum tied up in manses, at 31 August 2012 totalled £327,000,
which is about twice the sum needed to be in accordance with our policy. Some of these reserves
will be used for projects around the circuit. The budget for 2012-13 anticipates that income will not
meet planned expenditure. Trustees are aware that this cannot continue for more than the medium
term.
Approvals
The Trustees' Report and the Financial Statements were approved by the Circuit Meeting, held on
20 March 2013 at Norton Methodist Church.
Notes to the Accounts
North Hertfordshire
Circuit
1 Basis of accounting
These accounts have been prepared on the basis of historic cost in accordance with Statement of Recommended Practice (SORP
2005) and the Charities Act 2011. The format of the SOFA and balance sheet takes advantage of the small charity concessions set
out in the SORP. The comparative figures (ie for the year to 31 August 2011) have been restated by increasing the debtors and
creitors to be on the same basis as the current year.
2 Funds
All the funds are unrestricted and constitute: General Funds held for any purpose of the Circuit and The Circuit Model Trust Fund
(CMTF) which has wide purposes defined in Standing Orders. The CMTF is held by The Trustees for Methodist Church Purposes
who invest through The Central Finance Board of the Methodist Church.
3 Accounting policies
Incoming Resources
These are included in the Statement of Financial Activities (SOFA) when the Circuit becomes entitled to the resources, the trustees
are virtually certain they will receive the resources and the monetary value can be measured with sufficient reliability.
Resources Expended
Expenditure is recognised when a liability is incurred, or a constructive obligation arises that results in the payment being
unavoidable.
Liability recognition
Liabilities are recognised as soon as there is a legal or constructive obligation committing the Circuit to pay out resources. Future
income has not been anticipated (SORP 2005). There is no provision for future grants which are quantified in the Annual Report.
Tangible fixed assets for use by the Circuit
Tangible fixed assets consist of five manses which are believed to be shown at original cost. There has been no recent valuation
or estimate of rebuilding cost but the trustees believe that the aggregate market value of the manses is at least the book value
shown in the balance sheet No provision has been made for depreciation.
Debtors and Prepayments
These are the amounts owing to the Circuit and include prepayments made by the Circuit during the year for services to be
received after the year end.
Creditors and Provisions
These are amounts owing by the Circuit and any amounts accrued as due in the following year The provision is designed to
smooth over several years the cost of removal expenses for ministers coming to the circuit.
