2 INTRODUCTION
Government launched the combined Rural-Urban
Socio Economic and Caste Census (SECC) in June’
2011 with following objectives:
‣ To rank Households (HHs) based on their socioeconomic
status.
‣ To make available caste wise population
enumeration of the country.
‣ To make available information on socioeconomic
condition and education status of
various castes and sections of the population.

Major Stakeholder are:
i. Ministry of Rural Development (Nodal
Ministry)
ii. Ministry of Housing & Urban Poverty

The Four Stages for the Conduct of SECC- 2011 are:
I. Enumeration, Supervision and Data
Verification & Correction .
II. Publication of Draft List
III. Settlement of Claims and Objections
IV. Publication of Final List

Awareness and Publicity
• Advertisement in local print and electronic media.
• Active involvement of Self Help Groups (SHGs),
Non Government Organization (NGOs) and other
similar institutional arrangements.
• Urban Community Development Network created
under ‘Swarna Jayanti Shahari Rozgar Yojana’
(SJSRY) in the State can also be involved.

Administrative Machinery for Settlement of Claims &
Objections process
• Ward Level Officer (WLO) such as ward revenue
officer, junior engineer, sanitary supervisor etc.
supported by an Assistant to receive Claims and
Objection form.
• One or more suitable officers for one or more Ward (s)
senior to the officers designated to receive claims and
objections for disposing off the same.
• Suitable senior officers of an appropriate rank (not
below that of the officers disposing claims and
objections) at the District/City/Town level to take
decisions at the appellate level.

13 STAGE II :PUBLICATION OF DRAFT LIST
‣ Publication of Draft List will start immediately after
completion of the Enumeration, Supervision and Data
Verification and Correction.
‣ Draft list would be displayed at
oWard Level
• Prominent place in the Ward preferably the ward office or
the designated place where claims and objections forms are
to be received.
• Prominent place in Municipal Corporation /Town
Municipal Office
• Office copy -Ward Office and also City/Town Municipal
Office.
o NIC Website
• List uploaded at ‘www. secc.gov.in’

STAGE III : SETTLEMENT OF CLAIMS AND OBJECTIONS
Receipt of Claims and
Objections
• 21 days from the date of Publication of
Draft List.
Settlement of Claims
and Objections
• 31 days from the closing date of receipt
of Claims and Objections.
Disposal of Appeals
• 30 days from the date of Publication of
Final list.

15 STAGE IV: PUBLICATION OF FINAL LIST
‣Final list would be displayed after Settlement of Claims and
Objections within a period of 52 days from the date of
Publication of Draft List.
‣Final list would be displayed at
oWard Level
• Prominent place in the Ward preferably the ward office
or the designated place where claims and objections
forms are to be received.
• Prominent place in Municipal Corporation /Town
Municipal Office
• Office copy -Ward Office and also City/Town
