This guide tells you all you need to know about parking<br />

in the <strong>City</strong> of <strong>Westminster</strong>. It explains what the rules<br />

are, and what happens if they are broken. We've also<br />

included a useful map of Zone One, illustrating where<br />

you can park in <strong>Westminster</strong>.<br />

To keep the traffic in the heart of London moving, our<br />

parking facilities must be controlled. That's why within<br />

the eight and a half square miles of our city, we provide<br />

41,000 on-street parking spaces, 5,500 spaces in our<br />

Masterpark car parks, have rules that are firm but fair<br />

and invest any money from fines into transport and<br />

community projects.<br />

We've produced this guide to help you park within the<br />

rules, please keep it in your glove box for whenever<br />

you park in <strong>Westminster</strong>.<br />

The parking charter<br />

We want to make sure that our approach to enforcement is firm but fair.<br />

To do this we have launched a <strong>Park</strong>ing Charter (detailed below) outlining<br />

how we intend to deliver the best possible service to our customers.<br />

Firm<br />

• Take consistent enforcement<br />

action and encourage considerate<br />

parking.<br />

• Pursue parking ticket evaders to<br />

recover debt owed to the <strong>Council</strong>.<br />

• Work with the police to protect our<br />

parking attendants against abuse<br />

and violence as well as to prevent<br />

crime and anti-social behaviour.<br />

Fair<br />

• Simplify the rules and improve<br />

how we communicate them<br />

by publishing an Enforcement<br />

Protocol (available on request<br />

or via our website).<br />

• Take photographs of all parking<br />

contraventions by April 2006 to<br />

make sure tickets are issued<br />

correctly.<br />

• Monitor and replace any incorrect<br />

parking signs or lines on roads to<br />

avoid confusing drivers.<br />

Excellent<br />

• Reply quickly to parking ticket<br />

challenges whilst fully investigating<br />

motorists’ comments.<br />

• Get tickets right first time. New<br />

hand-held technology will reduce<br />

incorrectly issued parking tickets.<br />

How to park<br />

This guide is designed to help you park properly in <strong>Westminster</strong> and reduce<br />

the likelihood of you receiving a ticket. Keep it in your glove box for whenever<br />

you park in <strong>Westminster</strong>.<br />

For the purpose of this guide, all references to parking mean any form<br />

of stopping, waiting or parking of your vehicle.<br />

How to park<br />

Controlled parking zones (CPZ)<br />

WHAT DOES THIS SIGN MEAN<br />

This sign indicates a Controlled <strong>Park</strong>ing<br />

Zone (CPZ). The times on the sign<br />

indicate when parking regulations are<br />

in force. There are eight Controlled<br />

<strong>Park</strong>ing Zones (A-H) in <strong>Westminster</strong>,<br />

some of which have sub zones. A map<br />

of the zones is shown opposite.<br />

Enforcement hours and parking tariffs vary from one CPZ and sub zone<br />

to the next. Zone entry signs indicate the times when waiting restrictions<br />

within the zone are in force. Outside these times parking and loading or<br />

unloading on single yellow lines is permitted, unless otherwise stated<br />

on a nearby timeplate. Alternatively, you can refer to the signs placed<br />

at individually marked bays.<br />

What happens if I park in a CPZ<br />

when the restrictions are in force<br />

The times on the sign show when<br />

single yellow lines, meter bays and<br />

pay & display bays are enforced.<br />

If you park on single yellow lines<br />

within these times, or in a meter or<br />

pay & display bay without making a<br />

payment, you may receive a parking<br />

ticket. Double yellow lines are<br />

enforced 24 hours a day, and some<br />

individual parking spaces, including<br />

resident bays, may have their own<br />

timeplates indicating the hours<br />

of enforcement.<br />

WHAT DO THESE MARKINGS MEAN<br />

Single and double yellow lines indicate that parking restrictions are in<br />

place. You can park on single yellow lines outside the hours of control<br />

(outlined below), but you cannot park on double yellow lines at any time.<br />

Both single and double yellow lines have the same restrictions for<br />

loading, unloading, picking up and dropping off passengers, which<br />

are explained on the opposite page.<br />

Single and double yellow lines may also be accompanied by kerb<br />

markings, which indicate additional parking restrictions. Please<br />

see pages 8 & 9 for details of these restrictions.<br />

Hours of control<br />

Hours of control may vary from zone to zone, please check before<br />

you park your vehicle.<br />

Single yellow lines:<br />

8.30am to 6.30pm Monday-Friday<br />

8.30am to 1.30pm or 6.30pm on Saturdays<br />

Double yellow lines:<br />

24 hours a day, every day.<br />

• Commercial vehicles can stop to<br />

load or unload for a maximum of<br />

20 minutes between 11.00am and<br />

6.30pm.<br />

• Motorcycle couriers can stop to<br />

deliver and collect packages for a<br />

maximum of 20 minutes between<br />

11.00am and 6.30pm.<br />

• Private vehicles can stop to load<br />

or unload for a maximum of 20<br />

minutes between 11.00am and<br />

6.30pm, but only if the items are<br />

too bulky or heavy to be carried<br />

from the nearest available paid<br />

parking space.<br />

Before 11.00am and after 6.30pm,<br />

you can load or unload without<br />

restriction, providing there are no<br />

kerb markings indicating additional<br />

restrictions. Please see pages 8 & 9<br />

for more information.<br />

IMPORTANT – In all of the above<br />

instances, continuous loading<br />

activity must be apparent otherwise<br />

a parking ticket may be issued.<br />

Picking up and dropping<br />

off passengers<br />

Drivers can stop on yellow lines<br />

to pick up or drop off passengers,<br />

but waiting for passengers is not<br />

permitted. When picking up or<br />

dropping off you must stay with<br />

your vehicle at all times unless<br />

your passengers need help getting<br />

into or out of your vehicle.<br />

What happens if I park here during<br />

restricted times<br />

If a vehicle is parked on a single or<br />

double yellow lines and none of the<br />

above listed activities are evident,<br />

a parking ticket may be issued.<br />

The vehicle may also be authorised<br />

for removal unless it displays a<br />

valid blue or white disabled driver’s<br />

badge, in which case it may be moved<br />

to the nearest alternative space.<br />

There are no exceptions for<br />

disabled badge holders.<br />

Disabled drivers must not<br />

park on yellow lines except<br />

in the circumstances detailed<br />

on the left.<br />

What are the exceptions<br />

Dispensations<br />

If you need extra time to load,<br />

unload or carry out essential<br />

works such as construction,<br />

electrical or gas maintenance,<br />

you can apply for a yellow line<br />

dispensation in advance. For<br />

more information, call <strong>Park</strong>ing<br />

Services on 020 7823 4567.<br />

Bank Holidays<br />

Single yellow lines are not usually<br />

enforced during bank holidays,<br />

unless clearly signed restriction<br />

timeplates are in place.<br />

WHAT DO THESE MARKINGS MEAN<br />

These are markings on pavement kerbs that accompany single and<br />

double yellow lines. They direct drivers to look for timeplates that<br />

display additional loading and unloading restrictions that apply to the<br />

yellow lines in that area.<br />

Single yellow kerb markings mean:<br />

Loading or unloading is restricted<br />

during the time shown on the<br />

timeplate.<br />

Double yellow kerb markings mean:<br />

No loading or unloading at any time.<br />

What happens if I park here<br />

Any vehicle parked when restrictions<br />

are in place may be issued with a<br />

parking ticket. Vehicles may also<br />

be removed.<br />

Picking up and dropping<br />

off passengers<br />

When picking up or dropping off<br />

you must stay with your vehicle<br />

at all times unless your passengers<br />

need help getting into or out of<br />

your vehicle.<br />

Meter bays are parking spaces<br />

with individual meters that accept<br />

payment for a particular space.<br />

The hours of operation and<br />

maximum stay periods are stated<br />

on the meter instruction plate.<br />

• Commercial vehicles can stop to<br />

load or unload in a meter bay free<br />

of charge, for a maximum of 20<br />

minutes during controlled hours.<br />

• Motorcycle couriers can stop to<br />

deliver and collect packages,<br />

subject to the same restrictions<br />

as commercial vehicles.<br />

• Private vehicles can load or<br />

unload for a maximum of 20<br />

minutes during controlled hours,<br />

but only if the items are too bulky<br />

or heavy to be carried, otherwise<br />

payment is necessary.<br />

IMPORTANT – In all of these<br />

instances, continuous loading<br />

activity must be apparent, otherwise<br />

a parking ticket may be issued.<br />

Outside controlled hours you can<br />

dropping off, you must stay with<br />

your vehicle at all times unless your<br />

passengers need help getting into<br />

or out of your vehicle.<br />

What happens if I exceed<br />

the time limit<br />

If you do not return to move your<br />

vehicle before the paid time has<br />

expired, the meter will display<br />

the number of minutes in excess<br />

(Penalty Time) and a parking ticket<br />

may be issued. The vehicle may<br />

also be authorised for clamping or<br />

removal. Drivers can return to their<br />

vehicles to top up meters, provided<br />

that the maximum stay (normally<br />

four hours) is not exceeded. If you<br />

need to park for longer than the<br />

maximum stay, you can move the<br />

vehicle to a separate rank of bays.<br />

What happens if the meter<br />

is out of order<br />

<strong>Park</strong>ing on a meter that is out of<br />

order is not permitted. This is to<br />

discourage intentional vandalism<br />

of meters. If you park next to an<br />

out of order meter you may receive<br />

a parking ticket.<br />

What are the exceptions<br />

Suspensions<br />

You can apply to have a bay<br />

suspended in advance by<br />

calling <strong>Park</strong>ing Services<br />

on 020 7823 4567. For more<br />

information on suspensions,<br />

please see pages 14 & 15.<br />

Bank Holidays<br />

enforced on bank holidays,<br />

unless otherwise stated on<br />

a rank of bays. Full guidance<br />

regarding payment, the hours<br />

of the machine. The machine<br />

indicates the time allotted upon<br />

payment and prints a ticket giving<br />

the expiry time for your stay.<br />

This should be clearly displayed<br />

in the vehicle.<br />

What happens if I exceed my<br />

time limit<br />

If you do not return to move your<br />

vehicle before the expiry time<br />

displayed on the ticket, a parking<br />

ticket may be issued. The vehicle<br />

may also be authorised for clamping<br />

or removal. Drivers can return to<br />

their vehicles to get a new pay<br />

& display ticket provided that the<br />

maximum stay (normally four hours)<br />

is not exceeded. If you need to park<br />

for longer than the maximum stay,<br />

you can move the vehicle to a<br />

separate rank of bays.<br />

What happens if the pay & display<br />

machine is out of order<br />

An instruction sticker will usually<br />

be displayed on the front of an out<br />

of order pay & display machine.<br />

This will advise you to either use an<br />

adjacent machine, or that parking is<br />

free up to the maximum stay period.<br />

If the machine goes out of order<br />

when you try to use it:<br />

• You can park in another bay and<br />

call the number on the machine<br />

to report the fault and reclaim<br />

any lost money.<br />

• You can call the number to report the<br />

fault or advise a parking attendant.<br />

• You can buy a pay & display ticket<br />

from a nearby machine in the<br />

same zone. The zone letter<br />

(A-H) is displayed on the front<br />

of machines.<br />

What are the exceptions<br />

You can apply to have a bay<br />

suspended in advance by<br />

WHAT DOES THIS SIGN MEAN<br />

This means that ordinary parking facilities have been suspended<br />

and parking is temporarily not permitted. The sign specifies the<br />

days and times during which the suspension applies.<br />

Suspended bays<br />

Suspensions normally begin at<br />

8.30am, except in an emergency<br />

when they can be introduced at<br />

any time of the day.<br />

If a resident bay is going to be<br />

suspended, several days advanced<br />

warning will be given, where<br />

possible, before the suspension<br />

comes into effect. However, it is<br />

advisable that residents check the<br />

bay where their vehicle is parked<br />

on a daily basis, to make sure that<br />

parking has not been suspended<br />

at short notice.<br />

Suspensions can be granted for<br />

the following reasons:<br />

• building works – space needed<br />

for skips, materials and access<br />

• domestic and business moves<br />

• special events - filming, weddings<br />

and funerals<br />

• emergencies<br />

• security - when we are advised<br />

to do so by the police<br />

• loading or unloading<br />

What will happen if I park in a<br />

suspended bay<br />

If you stop or park in a suspended<br />

bay, a parking ticket may be issued<br />

and your vehicle is likely to be<br />

removed or relocated.<br />

A suspension that has been<br />

arranged for loading or unloading<br />

must not be used to park<br />

a vehicle. A parking ticket may<br />

be issued if no loading activity<br />

is evident.<br />

Disabled badge users<br />

are not permitted to<br />

park in suspended bays.<br />

If the vehicle displays a valid blue or<br />

white disabled driver’s badge, it may<br />

be moved to the nearest alternative<br />

space.<br />

If you suspect your vehicle has<br />

been relocated, you can call the<br />

London wide TRACE service on<br />

020 7747 4747.<br />

Residents or businesses can apply<br />

for a particular bay or bays to be<br />

suspended.<br />

WHAT DO THESE SIGNS MEAN<br />

Residents of <strong>Westminster</strong> can apply for a resident parking permit for the<br />

zone in which they live. There are two types of resident bays, shared-use<br />

bays and resident-only bays. Resident permit holders can park in these<br />

bays 24 hours a day, 7 days a week.<br />

SHARED-USE BAYS<br />

Some resident bays are shared use bays. Vehicles displaying a valid<br />

pay & display ticket are allowed to park in the bay as well as resident<br />

permit holders.<br />

SOLE-USE RESIDENT BAY<br />

These bays are only for resident permit holders.<br />

Disabled bays<br />

WHAT DOES THIS MEAN<br />

This is a parking space for<br />

disabled badge holders. In<br />

<strong>Westminster</strong>, you must display<br />

a Blue or White Badge to park<br />

in a disabled parking space.<br />

The parking rules for White and<br />

Blue Badge holders are different.<br />

Blue and White disabled Badge<br />

spaces are plotted on the map<br />

at the rear of this guide where<br />

you see these symbols.<br />

Blue Badges<br />

The Blue Badge is part of a national<br />

scheme for disabled drivers and<br />

passengers. In <strong>Westminster</strong>, Blue<br />

Badge holders cannot park on yellow<br />

lines, except when loading or<br />

unloading, nor park free of charge in<br />

Motorcyclists can park motorcycles on-street in a solo motorcycle bay<br />

without time limit and without charge. There are 375 solo motorcycle<br />

bays across <strong>Westminster</strong>, with room for 4,000 motorcycles. Motorcycle<br />

bays are plotted on the map at the rear of this guide where you see this<br />

Bus lanes & red routes<br />

WHAT DO THESE MARKINGS MEAN<br />

During the hours marked on the timeplate, the only vehicles that can<br />

enter a bus lane are buses, bicycles, London black cabs and vehicles<br />

with capacity for eight or more passengers. All other vehicles, including<br />

Minicabs, cannot drive, stop, load or unload in a bus lane during<br />

controlled hours, marked on the timeplate.<br />

What happens if I drive or stop<br />

in a bus lane<br />

In the <strong>City</strong> of <strong>Westminster</strong>, bus lanes<br />

are enforced using CCTV. If you drive<br />

in or straddle a bus lane you may<br />

be issued a Penalty Charge Notice.<br />

What are the exceptions<br />

Outside controlled hours, any<br />

vehicle can drive in a bus lane.<br />

However, in many parts of<br />

central London, bus lanes apply<br />

24 hours a day, 7 days a week.<br />

Red Routes<br />

<strong>Westminster</strong> <strong>City</strong> <strong>Council</strong> does not<br />

enforce regulations on red routes.<br />

WHAT ARE MOVING TRAFFIC REGULATIONS<br />

Through a series of road markings and signs, moving traffic regulations<br />

encourage safe driving and help reduce congestion.<br />

<strong>Westminster</strong> <strong>City</strong> <strong>Council</strong> is responsible for enforcing moving traffic<br />

regulations, in addition to parking regulations.<br />

If you are carrying out work or<br />

services to premises in the <strong>City</strong><br />

of <strong>Westminster</strong>, require constant<br />

access to your vehicle and need to<br />

park for longer than the maximum<br />

permitted stay at a meter, a pay<br />

& display bay or on a yellow line,<br />

you may be able to obtain<br />

Incorrect parking<br />

If you don’t park in accordance with<br />

the regulations or restrictions that<br />

apply to your parking location you<br />

may be penalised. Depending on<br />

where you have parked and the<br />

nature of the parking infringement,<br />

one of the following penalties may<br />

be applied:<br />

• parking tickets or PCNs are the<br />

most common form of enforcement<br />

• clamping<br />

• removal.<br />

<strong>Park</strong>ing tickets<br />

If you receive a parking ticket, you<br />

may ask the parking attendant for<br />

an explanation. If you feel a ticket<br />

has been issued wrongly, parking<br />

attendants will record your<br />

comments in their pocket book.<br />

A parking attendant has no authority<br />

to cancel or ‘tear up’ a parking ticket<br />

once it has been issued.<br />

The cost of a parking ticket is £120<br />

or £80 depending on the nature of<br />

the parking infringement. Payments<br />

made within 14 days (including the<br />

date of issue) will have a 50%<br />

discount applied i.e. £60 or £40.<br />

These charges are set by London<br />

<strong>Council</strong>s and approved by the Mayor of<br />

London and the Secretary of State,<br />

not <strong>Westminster</strong> <strong>City</strong> <strong>Council</strong>.<br />

IMPORTANT<br />

• Do not ignore your parking ticket<br />

or any associated correspondence<br />

• Challenge your parking ticket if<br />

you feel it has been wrongly issued<br />

• If you write to us always include<br />

the number of the parking ticket,<br />

the Vehicle Registration Number<br />

(VRN) and your full postal address<br />

Clamping<br />

Vehicles parked in contravention<br />

may be clamped following the issue<br />

of a parking ticket. Depending upon<br />

the contravention, clamping can<br />

occur immediately after the parking<br />

ticket has been issued. If you do not<br />

arrange for the release of the clamp<br />

within four hours, the vehicle may be<br />

removed, and a removal fee of £200,<br />

together with the cost of the parking<br />

ticket, will be payable.<br />

The current charge for release from<br />

a wheel clamp is £70. This charge<br />

and the cost of the parking ticket<br />

must be paid before the vehicle<br />

will be released back to you.<br />

To release the clamp, call the<br />

number on the notice attached to<br />

your vehicle. Credit and debit card<br />

details are accepted over the phone<br />

or you can visit the <strong>City</strong> <strong>Council</strong>'s<br />

One Stop Services.<br />

If you feel that you have been<br />

wrongly clamped you are still<br />

required to pay the charge for the<br />

release of your vehicle and the cost<br />

of the parking ticket. You can then<br />

challenge the issue of the parking<br />

ticket and wheel clamp charge.<br />

Challenges must be received within<br />

28 days of the release of your<br />

vehicle.<br />

Vehicle removal<br />

Vehicles parked in contravention<br />

may be removed following the issue<br />

of a parking ticket. This is more<br />

likely to occur if the vehicle is<br />

causing an obstruction, for example,<br />

a vehicle parked in a sole-use<br />

resident bay without displaying a<br />

valid resident permit. Depending<br />

upon the contravention, removal can<br />

occur immediately after the parking<br />

ticket has been issued.<br />

The current charge to recover your<br />

vehicle is £200 which must be paid<br />

in addition to the applicable parking<br />

ticket.<br />

To check if your vehicle has been<br />

removed you can call the London<br />

wide TRACE service on<br />

020 7747 4747.<br />

If you feel that your vehicle was<br />

wrongly removed you are still<br />

required to pay the charge for the<br />

release of your vehicle and the cost<br />

of the parking ticket, then ask for<br />

a representation form on which to<br />

challenge the ticket and removal.<br />

This form must be received within<br />

28 days of release of the vehicle.<br />

If you do not collect your vehicle<br />

from the vehicle pound within<br />

24 hours, storage charges of £40 per<br />

day will be incurred. If your vehicle<br />

does not have valid road tax, the <strong>City</strong><br />

<strong>Council</strong> will take steps to dispose of<br />

your vehicle within 7 – 14 days from<br />

the date of removal. If your vehicle<br />

does have valid road tax and you do<br />

not claim your vehicle within 84<br />

days, then the <strong>City</strong> <strong>Council</strong> will take<br />

steps to dispose of your vehicle at<br />

a further cost of £70. The cost of your<br />

parking ticket, removal, storage and<br />

disposal will still apply and action<br />

will be taken to recover these charges.<br />

Vehicles displaying a valid<br />

disabled badge will not be<br />

clamped or removed unless misuse<br />

of the badge is suspected. If the<br />

vehicle is causing an obstruction<br />

it may be relocated. If your vehicle<br />

is removed or relocated call the<br />

London wide TRACE service<br />

How to challenge a parking ticket<br />

If you feel a parking ticket has<br />

been wrongly issued you should<br />

challenge it.<br />

1. Formal written representation<br />

A Notice to Owner (NtO) will be sent<br />

to the registered owner of the vehicle<br />

28 days after the parking ticket has<br />

been issued.<br />

This Notice will advise that there<br />

are 28 days to either:<br />

• Pay the parking ticket in full; or<br />

• Make a formal written<br />

representation to the <strong>Council</strong><br />

based upon the grounds detailed<br />

in the NtO.<br />

On receipt of the representation,<br />

we will carefully consider all the<br />

relevant facts, any mitigating<br />

circumstances and all information<br />

relating to the contravention held<br />

on our computer records and in the<br />

parking attendant's pocket book.<br />

If your representation is accepted,<br />

you will be notified that the parking<br />

ticket has been cancelled.<br />

Otherwise, you will be sent a formal<br />

Notice of Rejection (NoR) together<br />

with an appeal form. The NoR will<br />

advise you to either pay the parking<br />

ticket in full or to appeal to an<br />

Independent Adjudicator against<br />

this rejection.<br />

2. Appeal to an Independent<br />

Adjudicator<br />

You can only appeal to the<br />

Independent Adjudicator on receipt<br />

of the Notice of Rejection (NoR).<br />

Appeals at this stage should be<br />

sent to the Independent <strong>Park</strong>ing<br />

Adjudicator at the <strong>Park</strong>ing and<br />

Traffic Appeals Service using the<br />

appeal form provided with the NoR.<br />

The Adjudicator can only consider<br />

appeals on the grounds listed in the<br />

Notice to Owner (NtO). The decision<br />

of the Adjudicator is final and<br />

binding upon both parties. Appeals<br />

can be heard either in person or by<br />

post, depending on your preference.<br />

Appeals in person are arranged by<br />

the <strong>Park</strong>ing and Traffic Appeals<br />

Service (see useful contacts on the<br />

back cover of this guide).<br />

How to challenge a clamp<br />

and/or removal<br />

Written representations must<br />

be received within 28 days of the<br />

release of your vehicle. <strong>Westminster</strong><br />

has 56 days to investigate the<br />

representation and to reply. If your<br />

representation is accepted, you will<br />

be notified that the parking ticket<br />

has been cancelled and any charges<br />

will be refunded to the person who<br />

paid them. Otherwise you will be<br />

sent a formal Notice of Rejection<br />

(NoR) together with an appeal<br />

form. The NoR will advise that your<br />

representation has been rejected<br />

and that you can appeal to an<br />

Independent Adjudicator against<br />

this rejection (see section 2, Appeal<br />

to an Independent Adjudicator).<br />
