Dear Firms/Engineer:<br />
The Stormwater Management Division of the Richland County Department of Public Works is<br />
soliciting proposals from the pre-qualified engineering firms for engineering services on Devils<br />
Creek as a measure to improve Gills Creek watershed.<br />
Project Name: Devils Creek CIP<br />
Background: This project is a result of coordinated effort among Richland County Stormwater<br />
Management, City of Columbia and Gills Creek Watershed Association in an effort to improve<br />
Gills Creek watershed. A recent field assessment was performed by both City and County<br />
representatives on the Lower Rosewood Community section of the creek located in the<br />
between Live Oak Street and South Beltline Boulevard. Stream assessment was completed on<br />
an approximate 7650 lf stretch of stream and certain deficiencies were identified. They are<br />
summarized below:<br />
The creek has been lined in the past on both sides with concrete erosion control blankets. At<br />
certain locations, there is severe undercutting on the lower portions of the ditch walls due to<br />
lack of effective blanket tuck-in. This has resulted in severe sediment deposition in the ditch.<br />
Live Oak Street and Tempo Court - Upstream, the tributary is piped but daylights at a headwall<br />
at this point. Looking downstream, undercutting has occurred, which compromises the wall’s<br />
integrity and also serves to erode beneath the blanket. The eroded soil appears to be depositing<br />
downstream.<br />
Edmond Street Bridge - Upstream of the ditch looks good. About 100 to 150 feet downstream,<br />
just beyond an existing retaining wall, the ditch walls are undercut and erosion is taking place.<br />
Kolob Street - Ditch walls upstream and downstream are undercut and erosion is evident.<br />
Nephi Street - Same failure of the blanket which results in excessive erosion.<br />

Rose Drive - Upstream and downstream ditch wall failure and ditch bottom sedimentation.<br />
Hydrangea Street- Upstream and downstream ditch wall failure and ditch bottom<br />
sedimentation.<br />
Plowden Road Bridge - Just upstream of the bridge is the worst area for sediment deposition.<br />
The tributary widens just above the Plowden Road Bridge; the water slows down and sediment<br />
drops out. Downstream of the bridge, sediment is also excessive.<br />
Railroad Access Road – The tributary is directed beneath the railroad tracks and associated<br />
access road by two seventy-two inch (72”) pipes. Upstream the tributary appears to be in a<br />
natural state with no obvious sediment or erosion issues. There is less canopy cover on the<br />
downstream side, but no excessive erosion was noted.<br />
South Beltline Blvd. Curve - The tributary is directed beneath South Beltline via large culverts<br />
placed at a sharp angle. The water backs up, erodes the bank, and deposits sediment in the<br />
ditch on both sides of South Beltline. The angle of the culverts also creates a log jam effect<br />
with debris backing up on the upstream side of the culvert.<br />
Wetland Mitigation - A parcel of R13611-02-17 (shown in attachment C) was identified as a<br />
probable site for wetland mitigation/conservation.<br />
Scope of the project: The general scope is to provide engineering services to perform<br />
maintenance and repairs to the ditch identified in Attachment A (map attached). Scope includes<br />
removal of over grown vegetation, removal of accumulated sediment, performing repairs to the<br />
creek and application of appropriate bank & bed “localized” stabilization to the mentioned<br />
section of ditch to prevent future erosion/scouring. It is to be noted that this project is not a full<br />
length stream stabilization project.<br />
Also, the project includes performing a feasibility study to involve parcel R13611-02-17,<br />
shown in Attachment C to mitigate wetlands/conserve property and buffer the airport.<br />
Scope of services: The services to be provided under this project will include:<br />
Surveying - The engineer will provide all design surveying and initial construction staking.<br />
As-built surveying will be performed upon completion and delivered in accordance with<br />
Richland County’s Digital Data Submission Requirements.<br />
Permits - The engineer will prepare and submit all applicable permit applications and followup<br />
through approval prior to advertisement of the project for construction bidding.<br />
Geotechnical Investigation - The engineer will provide all subsurface exploration and soil<br />
testing required, if any, to accomplish the design phase.<br />
Design Calculations - The engineer will perform all engineering calculations necessary to<br />
complete the plans and contract documents for the project. Neighborhood meetings may be<br />

necessary to address concerns overlooked by calculations. Engineer provides materials for<br />
neighborhood meetings as needed.<br />
Monthly Project Update Meetings – The engineer will meet with Richland County Project<br />
Manager once a month till the close out of the project to update and discuss path forward for<br />
the project. Engineer will prepare minutes for these meetings and provide to Project Manager<br />
within 3 days of the meeting.<br />
Utilities - The engineer will perform all necessary surveying and research required to<br />
determine all utilities that affect the design and construction of the project. The engineer will<br />
be responsible for de-conflicting utilities and coordinating with contractor for utility relocation.<br />
Exposed sanitary sewer lines should be addressed, as they present water quality risks.<br />
Construction Plans and Specifications - The engineer will prepare detailed plans and technical<br />
specifications for construction of the project with enough copies to complete the bidding<br />
process. The engineer will provide Richland County with three copies of the plans and<br />
specifications prior to bid. In addition, the engineer will provide the selected contractor with<br />
three copies of the plans and specifications.<br />
Drainage Easements – The engineer will determine the necessary easements/one time<br />
permissions required for construction of the project, as well as slope permissions, temporary<br />
construction easements, etc and prepare necessary language for acquiring them.<br />
Acquisitions - Richland County obtains easements/permissions as per directions from the<br />
engineer. At present, the properties affected by the project have not been determined.<br />
Cost Estimate - The engineer will provide an engineer’s cost estimate of construction costs for<br />
the project.<br />
Bid Documents - The engineer will prepare all necessary bid documents required for bidding<br />
the project. All bid documents will be reviewed by the Stormwater Management Division and<br />
the Richland County Procurement Department prior to advertisement of the project for bids.<br />
Review of Bids - The engineer will review the bids and recommend a contractor for the<br />
construction contract.<br />
Contract Administration - The engineer will provide contract administration of the construction<br />
contract to include all coordination with the contractor, inspections, inspection reports (reports<br />
should be submitted to Richland County in timely manner for the County to make official<br />
submissions to regulating agency), any vital documentation as required by regulating agencies,<br />
review of pay applications and change orders and verifications of quantities.<br />
Construction Conferences - The engineer will conduct all necessary construction conferences<br />
to include the pre-bid and pre-construction conferences as well as a utility coordination<br />
meeting prior to the start of construction.<br />

Inspections - The engineer will perform construction inspections to ensure adherence to<br />
specifications and as necessary to fulfill the contract administration responsibilities but with a<br />
minimum of two site visits per week during active construction. This will include full time<br />
inspection during critical construction operations, installation of vital BMP structures etc.<br />
Testing - The engineer will provide all material testing and quality control required to insure<br />
compliance with the plans and specifications.<br />
Final Inspection - The engineer will arrange and conduct the final inspection with the<br />
contractor and Richland County. In addition, the engineer will arrange and conduct a one-year<br />
warranty inspection with Richland County.<br />
Deliverables – The engineer will provide Richland County with a certified as-built survey<br />
(digital and hardcopy) referenced to the South Carolina State Plane Coordinate System. The<br />
engineer will provide a maintenance plan with scheduling based on estimated pollutant<br />
loadings, suggested equipment requirements, and accessibility.<br />
Qualifications and content of proposal: Qualified Engineering/Consultant firms should show<br />
demonstrable experience in providing engineering services for the evaluation, development and<br />
implementation of stormwater management program requirements under State and Federal<br />
regulations. A significant criterion in the evaluation process will be the extent to which the<br />
proposal adheres to all regulating agencies requirements/standards. Considerations for award of<br />
contract will include past performance with Richland County, experience on similar projects,<br />
and budget for services. Richland County reserves the right to reject any or all proposals, waive<br />
any formality in the proposal process, or accept the proposal deemed to be in the best interest<br />
of the County.<br />
Additional information to be provided in your proposal:<br />
a) Name of Firm<br />
b) List of similar projects completed within the last five (5) years<br />
c) Approach for performing work and project development process delineating<br />
percentage of work to be done with timeline and types of submittals.<br />
d) Detailed cost analysis. Provide an engineering firm services lump sum fee broken<br />
down by each task item and man-hours. The lump sum fee will not be exceeded<br />
unless the scope of work is changed by Richland County.<br />
e) Availability of Firm<br />
f) Schedule and Time line for doing the project. It should include a minimum of two<br />
weeks for individual line items to allow for DPW reviews and provision for<br />
monthly report submission by the firm.<br />
g) Name, Address, Phone Number of Main Contact Person. Provide the names,<br />
qualifications and past experience of all personnel to be used on this project. In<br />
addition, provide information on laboratory facilities, certifications and field<br />
procedures if any involved.<br />
h) Richland County GIS data needs: The proposal must identify all data needs within<br />
existing/available Richland County’s GIS data to be used in the project scope.<br />

equested GIS data will be arranged by the IT/GIS department without licensing<br />
fee to the contracted engineering firm. The firm and any subcontractors must<br />
agree to and sign standard County GIS Data License Agreement (GIS-0260) and<br />
fee waiver. Per County Ordinance Section 2-261(D)(3), fee waiver requests must<br />
have written approval of County Administrator prior to execution of contract.<br />
i) List three (3) professional references including contact name, address and<br />
telephone number.<br />
j) If the engineering firm is not a pre-qualified firm for Storm Drainage, it needs to<br />
submit additional required documentation to the Richland County Procurement<br />
which allows the firm to be qualified. Qualification status is mandatory for the<br />
submitted proposal to be considered by the Division. More detailed information<br />
regarding qualification status can be acquired from Procurement at 576-2130<br />
k) Proposal should not exceed 25 pages<br />
Note: Since the project is in jurisdictions of both City of Columbia and Richland County,<br />
provided any conflicts in procedures and technicalities, the County’s procedures govern the<br />
project.<br />
