TC’s resolutions – 3 November 2010 

Resolution No. 1/TC 03.11.10 

The TC approves Update Sheet No. 12 (Daily control of etching degree ‐ for SEASIDE). The date of implementation 

will be 01.01.11. 


The TC approves Update Sheet No. 13 (Appendix A10). The date of implementation will be 01.01.11. 


The TC approves Update Sheet No. 14 (Thickness requirements for 3 tests) as amended at the meeting. The 

date of implementation will be 01.01.11. 


The TC approves Update Sheet No. 15 (Renewal of metallic colours). The date of implementation will be 

01.01.11. 


The TC approves continuous updating of Appendix A7 as proposed by the Specifications WG.

The TC asks the Specifications Working Group to prepare an update sheet stating that no visual assessment will 

be made by the Florida Working Group if a category 1 has failed due to colour change. 


The TC asks the Powders Working Group to consider the issue of class 3 system measurements made by ATLAS 

and our evaluation of their results. ATLAS will also be asked to take gloss measurements. 


The TC agrees with the Laboratories Working Group’s proposal to revise Appendix A6 by adding more requirements 

for the testing procedure (for instance using the same alloy composition, tests on white matt class 2 

systems and metallic class 1 systems, etc.). 


The TC asks the Secretariat to organise a meeting with alternative pretreatment suppliers to address concerns 

about the use of liquid coating with their products. 


The TC confirms that the use of a cylindrical mandrel bend test is already included in the Specifications. The 

Secretariat will inform national associations that all licensees should adhere to this requirement by the end of 

2011.

The TC approves the draft Recommendations for the Care of Coated Aluminium as amended at the meeting 

and asks the Specifications WG to raise an update sheet. 

EC’s resolutions – 4 November 2010 

Resolution No. 1/EC 04.11.10 

The EC approves the draft Procedure for qualification, evaluation, monitoring and termination of approval of 

laboratories and inspectors. The date of application will be 01.01.11. 


The EC asks the Accreditation WG to revise the terminology of the draft Procedure for granting a licence in 

countries without Master Licensees. The national associations will be asked to send in requests and comments 

by 31.01.11. 


The EC asks the Accreditation WG to revise the terminology of the draft Agreement between QUALICOAT and 

the laboratories document. The national associations will be asked to send in requests and comments by 

31.01.11. 


The EC asks the Specifications WG to prepare an update sheet stating that the repeat inspection must be carried 

out within one month after the coater has received notification of an unsatisfactory inspection from the Master 

Licensee and/or QUALICOAT. 

The EC asks the Specifications WG to prepare an update sheet stating that, if an inspection was unsatisfactory, the 

licensee must rectify non‐conformities as soon as possible and inform the Master Licensee or QUALICOAT immediately. 


The EC asks the President and the Technical Director to revise the draft training programme. Their proposal will 

be sent to the NA and EC members in due time before the next EC meeting. 


The EC asks the Secretariat to consult the licensed Russian coaters before the Meeting of Association Members 

can grant a Master Licence to the Russian Aluminium Extruders Association for a limited period. 


The EC asks the Secretariat to invite the national associations to provide information on the subject of sustainability. 


The EC asks the Extension WG to provide possible guidelines on increasing the use of class 2 as standard.

The EC asks the Technical Director to prepare a concrete proposal regarding licence certificates for the next EC 

meeting. 


The EC agrees to organise a QUALICOAT Congress in Germany at the same time as the ESTAL Congress (27‐28 

October 2011), also with the aim of promoting QUALICOAT. 

EC members should submit proposals or remarks by the end of November 2010. 


The EC appoints Mr. Panam as President Elect. 

EC’s resolutions – 10 March 2011 


ADAL would be asked to send an official statement confirming the equivalence of all SEASIDE alternatives to 

QUALIMARINE. 


EC rejected the proposal of VOA to indicate the SEASIDE type A, AA or OX on licence documents. 


EC rejected the proposal of APAL to carry out renewal tests on powders only every two years. 


EC asked the Powders WG to clarify the Specifications regarding the labelling of powder boxes (appendix A1, 

paragraph 5.3) especially the indication of the P‐No. 


EC decided to establish its own Accreditation WG as from 2012. 


EC confirmed the creation of a Congress Committee which will be entitled to take decisions. The members of 

this committee are Mrs P. Meijwaard and Messrs J. Bernabé, R. Heitzelmann, M. Panam and Mr. J. Schoppig as 

chairman. 


EC welcomed the proposal of FAECF to have regular meetings with QUALICOAT in the future.

TC proposes to create an ad hoc “Statistics” Working Group. 

WG members: A. Arranz, A. Banuls, R. Boi, G. Casati, G. Henckaerts, G. Hüllweck 

The item “Statistics” will be included in the agenda of every WG’s meeting. 


TC approves the draft update sheet No 16 “Equipment of inspectors” 


TC approves the draft update sheet No 17 “Procedure to be followed when an inspection doesn’t meet the 

requirements” 


TC asks the Specifications Working Group to reconsider proposals No 1, 2, 3 and 5b. 

TC approves proposal 4 “Mention clearly that that a licence is granted to a coating applicator for one production 

site” and asks the Specifications WG to prepare a draft update sheet. 

TC approves proposal 5a as amended at the meeting. 

TC approves proposal 6 to create a Technical Information Sheet “Care of coating aluminium”, which will be 

amended following the request of the Dutch association. 

The ad hoc “Cleaning” WG will review the document before publication. 

TC asks the Powders WG to discuss Mr. Vlahakis’ proposal to formulate better gloss categories and classes in the 

Specifications. 


TC asks the Powders Working Group to consider the following: 

Concept of families 

The selection of colours by the Florida WG for classes 2 and 3 will be based on the concept of 

families. For the renewal of the approval of class 2 and 3, two colours of the same family shall always 

be submitted. 

In case of failures in colour change at the Florida test, 

• If one colour fails, the colour is banned. 

• If two colours of a family fail, the family is banned. 


TC agrees with the proposal of the Powders Working Group to extend ATLAS measurements to gloss.

TC accepts the concept of carrying out all corrosion tests from one source (billet). The billet producer should 

issue a certificate of analysis to be distributed to testing laboratories. 

TC also asks the Pretreatment Working Group to define costs and responsibilities. 


TC agrees with the proposal regarding the etching degree measurement and asks the Specifications WG to raise an 

update sheet. 


TC asks the Specifications WG to raise an update sheet amending paragraph 6.2.2 Testing the weight of conversion 

coating. 


TC asks the Pretreatment WG and the Powders Working Group to study the request of QUALICOAT Schweiz regarding 

the reintroduction of the use of chromium pretreated panels for the approval of coating materials. 


EC’s resolutions – 12 May 2011 

EC agrees with the proposal of the Laboratories WG to increase the renewal frequency and asks the working 

group to introduce this decision in Appendix A6. 


EC agrees with the principle that all pretreatment suppliers (alternative and chromium) shall obtain and hold a 

valid licence. 


EC asks the Pretreatment Working Group to prepare a draft procedure for granting and renewal of a licence. 


EC reiterates the rules of visiting coating material suppliers every five years. 


EC asks the secretariat to prepare a list of coating material suppliers for the next meeting of the Powders WG. 

This working group should define responsibilities for the visits

EC agrees with the principle that all coating material suppliers shall obtain and hold a valid licence. 


EC asks the Powders Working Group to prepare a draft procedure for granting and renewal of a licence. 


EC approves the decision of the QUALIDECO Committee to publish the QUALIDECO Specifications as a separate 

document (not anymore as appendix A2). 


The national associations should inform their members that they have to allow the Technical Director or any 

person authorized by QUALIDECO to accompany the inspector at visits carried out in their plants. 


EC approves the document “Antitrust Guidelines and Confidentiality Agreement” prepared by the Accreditation 

WG. 


EC rejects the principle of including a class 1.5 in the Specifications. 

The secretariat will organize a special meeting with the Australian association if possible during the Congress. 


EC asks the Powders WG to review the part of section 4.2 regarding the assessment of inspection reports. 


EC specifies that colour(s) which produce unsatisfactory results at the second series of laboratory tests shall be 

banned immediately. The Specifications WG will update the Specifications accordingly. 


EC asks the Technical Director to prepare a detailed report showing the results obtained in the technical study 

carried out in 2005‐2006 by the Italian and Spanish laboratories regarding SEASIDE types A and AA. The equivalence 

between QUALIMARINE and SEASIDE OX is demonstrated by the NF 24 351. 


The secretariat will ask COT to provide evidence before 20 June 2011 that all tests are carried out under accredited 

conditions.

TC approves the table summarising the specifications for in‐house control − proposal no. 7 in the document 

“Review of the QUALICOAT Specifications (13.09.11)” − with the following amendment also to be included in 

section 6.2.1: 

• Minimum frequency for etching degree measurement in in‐house control: once a day. 


TC approves the amendments made by the Powders WG in Chapter 4 “Approval of Organic Coatings” including 

the following proposals (see proposal no 5 of the document “Review of the QUALICOAT Specifications): 

• Reference to extensions and to approvals for decoration 

• Distinction between standard approvals and special approvals 

• Introduction of the concept of “extension” 

• Introduction of the concept of “suspended colour” 


TC approves the amendments made by the Pretreatment WG in the procedure for evaluating alternative 

chemical pretreatment materials included in the first draft of the 13 th edition, dated 15.11.11. 


TC asks the Laboratories and Pretreatment WGs to evaluate the different SEASIDE cycles and report to the next 

TC meeting.

TC asks the Laboratories and Pretreatment WGs to prepare a draft inspection form for granting licences to 

chemical suppliers. 


TC agrees that all pretreated products must not be stored for more than 16 hours and asks the Specifications 

WG to include this amendment in the 13 th edition of the Specifications. 


TC agrees with the principle of identifying critical colours and asks the Powders WG to prepare a testing programme 

to confirm the list of critical powders. 


TC asks the Technical Director to define “coating lines” in a plant facility (see Terminology in Chapter 1 of the 

Specifications). 


TC intends to distribute the draft 13 th edition of the Specifications to all General Licensees for their evaluation, 

translation and feedback by March 2012. 

The agreed Specifications will be effective from 1 September 2012. 



EC approves all TC resolutions dated 23.11.11 with the exception of the date of implementation of item No. 4, 

Resolution No. 6, which will be 1 January 2012. 


EC approves ADAL’s proposal regarding the repetition of the acetic acid salt spray test and asks the Technical 

Director to carry out a preliminary investigation. 


EC decides to include a new powder class for the Australian market in the Specifications. The technical rules for 

this class are based on the existing specifications for class 1.5 and describe the minimum requirements for this 

region. EC asks the Technical Director to specify these requirements for a decision at the next EC meeting. 


EC decides to amend the first sentence of Section 5.2 (Routine inspections of licensees) of the Specifications as 

follows: 

After a plant has been granted a licence to use the quality label, it will be inspected at least twice but no 

more than five times a year. Tthe licence shall be renewed if the results of at least two inspections per year 

meet the requirements.

EC instructs the Secretariat to monitor the situation in countries with political unrest and possibly suspend the 

inspections after consultation with the testing laboratory responsible. The maximum suspension period will be 

12 months. After this period, the licence will be cancelled. 

The Specifications WG will include this decision in the Specifications. 


EC stipulates that coating applicators who are members of another quality label association must also have at 

least two satisfactory QUALICOAT inspections per year. 


EC asks the Powders WG to consider the QUALIDECO Committee’s recommendation to increase QUALICOAT 

requirements for class 2 by requiring a residual gloss of at least 50% after 2000 hours in the accelerated 

weathering test. 


EC asks the Secretariat to apply for “liaison membership” of ISO/TC 79/SC 2. 


EC agrees that the reports provided by the General Licensees must always include AASS results. 

EC’s resolutions – 21 March 2012 


EC approves the technical requirements specified by the Technical Director for class 1.5 powder coatings and 

asks the Specifications WG to prepare an update sheet for inclusion of these requirements in the Specifications. 

At the same time, EC commits itself to carry out an investigation in order to revise the entire classification 

of powder coatings. 


EC asks ADAL to clarify the French association’s position again regarding the equivalence between SEASIDE and 

QUALIMARINE. At the same time, ADAL should work to have the French standards amended (VEC). 


EC asks the Powders WG to reconsider its proposal regarding the labelling of powder boxes, especially the 

indication of the P‐No. 


EC welcomes ESTAL Belgium’s proposal for an analysis of QUALICOAT licensees’ negative inspection results and 

asks the Secretary to provide such information about last year’s results at the meeting scheduled for 10 May 

2012.

EC fully agrees that QUALICOAT should implement project management and asks the President, Secretariat 

and Technical Director to prepare a concrete proposal for the next meeting. 


EC decides to address the issue of applicant coaters who do not yet fully comply with the Specifications. The 

meeting agreed with the creation of a “nominee” status to be better defined by the President, Secretariat and 

Technical Director. 

TC’s resolutions – 9 May 2012 


TC asks the Statistics WG to meet and define the technical data that should be compiled for checking and evaluating 

quality within QUALICOAT. 


TC agrees that the tests specified by QUALICOAT should be classified into four groups (physical, mechanical, 

corrosion and weathering tests) and asks the Laboratories WG to prepare a table showing this classification and 

indicating the number of samples required for each group of tests and applications. 


TC asks the Laboratories WG to prepare a draft appendix defining calibration rules. 


TC agrees that metallic colours should be optional for class 3 organic coatings like for classes 1 and 2 and asks 

the Florida WG to define a new basic colour for these class 3 powders. The Secretariat should make sure that 

manufacturers are informed accordingly. 


TC agrees that the sentence “The manufacturers shall wait at least three months to have tests 1 to 14 repeated.” 

should be deleted and asks the Specifications WG to prepare an update sheet. 


TC amends the Powders WG’s proposal concerning unsatisfactory results in corrosion tests as follows: “If all 

results are satisfactory except for one or more corrosion test(s), only the unsatisfactory corrosion test(s) should 

be repeated with new panels prepared with the same pretreatment cycle and powder from the same batch.” 

The Laboratories WG should include this rule in the table showing the classification of tests (see Resolution No. 

2/TC 09.05.12).

TC agrees with the 12 critical solid RAL colours defined by the Powders WG and asks the Executive Committee to 

decide how to communicate this. 


TC approves the method proposed for the filiform corrosion test. The Executive Committee should decide how, 

where and when this method be introduced. 


TC approves the draft update sheet proposed for inclusion of the wet adhesion test in the Specifications. The Executive 

Committee should take a decision on the effective date. 


TC asks the Specifications WG to prepare an update sheet to introduce the following cleaning procedure proposed 

by the Laboratories WG: 

Immerse in demineralised water (maximum temperature 25°C) with a 1% surface‐active agent for 24 

hours, and then clean by wiping with a soft sponge with tap water applying gentle pressure, or using any 

other method approved by the Technical Committee. This process shall not scratch the surface. 


TC agrees that the apparatus for the Kesternich and FFC tests should be removed from the list of mandatory laboratory 

equipment. These tests can be outsourced to a QUALICOAT approved laboratory. The Specifications WG 

should prepare an update sheet. 


TC approves the introduction of a degreasing step for cycle D (SEASIDE A one‐step etching) either in an independent 

step or in a combined degreasing/etching step. The Executive Committee should decide how, where and when 

this specification should be implemented. 

EC’s resolutions – 10 May 2012 


EC agrees to introduce the filiform corrosion test from 1 January 2013 for granting and renewing licences to 

coaters using SEASIDE pretreatment and for approval of alternative pretreatment systems. The Specifications WG 

should prepare an update sheet. 


EC decides that the wet adhesion test should be introduced from 1 January 2013. However, unsatisfactory results 

would only be taken into consideration from January 2014. 

Practical instructions will be given to the inspectors at the next QUALISURFAL meeting.

EC asks the Specifications WG to prepare an update sheet incorporating the new SEASIDE classification in the 

Specifications and including a degreasing step for the new cycle D (SEASIDE A one‐step etching) either in an independent 

step or in a combined degreasing/etching step. 


EC agrees that all national associations should achieve the same standard of association management and asks the 

Accreditation WG to meet and prepare guidelines setting out minimum requirements. 


EC rejects the principle of allowing licensed coaters to use unapproved powders for external architectural applications. 


EC instructs the Laboratories WG to complete the list of major and minor failures taking into account some 

amendments made at this meeting. The Powders WG should take a closer look at compliance of curing parameters 

with the manufacturer’s TDS. 


EC instructs the Accreditation WG to revise the wording of the sub‐licence document and include responsibilities 

for information exchange between a General Licensee and sub‐licensees. 



TC asks the Technical Director to evaluate the costs for carrying out additional AASS and FFC tests on samples 

coming from a single source (same alloy) in the scope of routine inspections. 


TC approves Update Sheet No. 1 (WET ADHESION TEST). The date of implementation will be 01.01.13. 


TC approves Update Sheet No. 2 (FILIFORM CORROSION TEST) as amended at the TC meeting. The date of implementation 

will be 01.01.13. 


TC approves Update Sheet No. 3 (REPETITION OF LABORATORY TESTS – REMOVAL OF WAITING PERIOD). The date 

of implementation will be 01.01.13. 


TC approves Update Sheet No. 4 (CLEANING PROCEDURE AFTER THE FLORIDA TEST). The date of implementation 

will be 01.01.13.

TC approves Update Sheet No. 5 (REVISED APPENDIX A6), as amended at the TC meeting. The date of implementation

TC approves Update Sheet No. 6 (CLASS 1.5 POWDER COATINGS), as amended at the TC meeting. The date of 

implementation will be 01.01.13. 


TC asks the Pretreatment WG to review the parts marked in yellow in the draft Update Sheet No. 7 (NEW SEA‐ 

SIDE CLASSIFICATION) and to resubmit the update sheet. 


TC approves the Specifications WG’s proposal No. 1/27.03.12 (replace semi‐gloss by satin and residual gloss by 

gloss retention in the Specifications) and asks the WG to reconsider the definition of gloss retention. 


TC asks the Powders WG to review the additional text proposed by the Specifications WG for the introduction to 

Chapter 4 (proposal No. 3/27.09.12). 


TC asks the Specifications WG to prepare an update sheet REGISTRATION OF MACHU TEST RESULTS IN IN‐ 

HOUSE CONTROL (proposal No. 4/27.09.12) taking into consideration the change made at the TC meeting. 


TC agrees that, for all standards mentioned in the Specifications, the reference should be changed from EN ISO 

to ISO (proposal No. 5/27.09.12). EC has to agree how and when to implement. 


TC asks the Secretariat to check with the suppliers of liquid paints whether the requirements stipulated in the 

Specifications are still accurate (working paper TC ‐ Topic No. 1). 


TC asks the Powders WG to clarify the issue of two‐coat organic coatings (working paper TC ‐ Topic No. 2). 


TC asks the Powders WG to study the issue of negative results in class 2 and class 3 after the Florida test.

TC approves the colours proposed by the Florida WG for granting class 3 approvals and for renewals of all 

classes (2013 renewals). Ref.: working paper TC ‐Topics Nos. 4 and 5. 


TC asks the Powders WG to give instructions regarding the issue of colour variation assessment in the case of 

metallic colours. 


TC approves the proposals submitted by the Florida WG for monitoring class 3 organic coating approvals (working 

paper TC ‐ Topic No. 8) and asks Messrs Boi and Casati to prepare a detailed procedure to be reviewed by 

the Powders WG. 


TC asks the Powders WG to clarify the wording of section 4.2.1 (working paper TC ‐Topic No. 9). 


TC asks the Florida WG to justify and document the proposal for different acceptable limits for gloss variation 

(working paper TC ‐ Topic No. 10). 


TC agrees that the QUALICOAT approved laboratories should carry out a colorimetric analysis before starting the 

tests for granting or renewing an approval (working paper TC ‐ Topic No. 11) and asks the Powders WG to prepare 

a detailed procedure. 


TC approves the first part of the Powders WG’s proposal regarding the labelling of powder boxes (working paper 

TC/Topic No. 12) and asks the Specifications WG to incorporate the rules on labelling in Chapter 4 of the Specifications. 

The Powders WG should prepare a proposal regarding the principle of multisite approvals. 


TC agrees with the Powders WG’s recommendation to mention the curing conditions in section 3.7.2 of the 

Specifications (working paper TC ‐ Topic No. 14) and asks the WG to define the procedure and the limits. 


TC approves the Aluminium WG’s proposal regarding the revision of Appendix A5 (working paper TC ‐ Topic No. 

15). The Specifications WG should prepare an update sheet REVISED APPENDIX A5 CAST ACCESSORIES.

TC approves the following documents as submitted by the Laboratories WG (working paper TC ‐ Topics Nos. 16, 

17, 18): 

• Master inspection form (compulsory part and annex I) 

• Master report for coating systems 

• Summary form (after amending the form by splitting nonconformities and remarks) 

These documents will be valid as from 1 January 2013. 


TC asks the Laboratories WG to reconsider the list of nonconformities (working paper TC ‐ Topic No. 19). 


TC approves the scope and data collection proposed by the Statistics WG (working paper TC ‐ Topics Nos. 20 and 

21). 


TC rejects QUALISURFAL’s proposal to postpone the introduction of the wet adhesion test. 


TC rejects QUALISURFAL’s proposal to review paragraph 6.1.3 (bath temperatures). 


TC asks the Pretreatment WG to prepare a definition of continuous and discontinuous lines as proposed by 

QUALISURFAL. 


TC rejects QUALISURFAL’s proposal that samples should be taken for every line and that the execution of the 

AASS test should be increased from once to twice a year. 


TC rejects QUALISURFAL’s proposal to remove the informative parts from the inspection report for auditing 

powder manufacturers. The inspection form shall be forwarded to the manufacturers prior to the visit. 


TC asks the Powders WG to study ESTAL NL’s proposal for two‐coat powder systems. The Dutch delegates will 

be invited to the next Powders WG’s meeting.

EC approves the objectives proposed by the Accreditation WG (WP EC/08.11.12). 


EC decides to merge the Accreditation and Objectives working groups. The joint WG will be called Accreditation 

and Strategy WG and will be chaired by the President. 


EC asks the Extension WG to finish the projects that have been started and to consider joining the new Accreditation 

and Strategy WG. 


EC rejects the amendments made by QUALISURFAL to the list of mandatory calibration tools and asks the Specifications 

WG to prepare an update sheet. 


EC asks the Technical Director to prepare a final detailed proposal showing the scope of the investigation to be
