The <strong>TC</strong> asks the Secretariat to organise a meeting with alternative pretreatment suppliers to address concerns<br />

The <strong>TC</strong> confirms that the use of a cylindrical mandrel bend test is already included in the Specifications. The<br />
Secretariat will inform national associations that all licensees should adhere to this requirement by the end of<br />

The EC approves the draft Procedure for qualification, evaluation, monitoring and termination of approval of<br />
laboratories and inspectors. The date of application will be 01.01.11.<br />

The EC asks the Accreditation WG to revise the terminology of the draft Procedure for granting a licence in<br />
countries without Master Licensees. The national associations will be asked to send in requests and comments<br />

The EC asks the Accreditation WG to revise the terminology of the draft Agreement between QUALICOAT and<br />
the laboratories document. The national associations will be asked to send in requests and comments by<br />

The EC asks the Specifications WG to prepare an update sheet stating that the repeat inspection must be carried<br />
out within one month after the coater has received notification of an unsatisfactory inspection from the Master<br />

The EC asks the Specifications WG to prepare an update sheet stating that, if an inspection was unsatisfactory, the<br />
licensee must rectify non‐conformities as soon as possible and inform the Master Licensee or QUALICOAT immediately.<br />

Concept of families<br />
The selection of colours by the Florida WG for classes 2 and 3 will be based on the concept of<br />
families. For the renewal of the approval of class 2 and 3, two colours of the same family shall always<br />
be submitted.<br />
In case of failures in colour change at the Florida test,<br />
• If one colour fails, the colour is banned.<br />
• If two colours of a family fail, the family is banned.<br />

<strong>TC</strong> agrees that all pretreated products must not be stored for more than 16 hours and asks the Specifications<br />

EC’s resolutions – 24 November 2011<br />
EC approves all <strong>TC</strong> resolutions dated 23.11.11 with the exception of the date of implementation of item No. 4,<br />
Resolution No. 6, which will be 1 January 2012.<br />
Resolution No. 2/EC 24.11.11<br />
EC approves ADAL’s proposal regarding the repetition of the acetic acid salt spray test and asks the Technical<br />
Director to carry out a preliminary investigation.<br />
Resolution No. 3/EC 24.11.11<br />
EC decides to include a new powder class for the Australian market in the Specifications. The technical rules for<br />
this class are based on the existing specifications for class 1.5 and describe the minimum requirements for this<br />
region. EC asks the Technical Director to specify these requirements for a decision at the next EC meeting.<br />
Resolution No. 4/EC 24.11.11<br />
EC decides to amend the first sentence of Section 5.2 (Routine inspections of licensees) of the Specifications as<br />
follows:<br />
After a plant has been granted a licence to use the quality label, it will be inspected at least twice but no<br />
more than five times a year. Tthe licence shall be renewed if the results of at least two inspections per year<br />
meet the requirements.<br />

EC instructs the Secretariat to monitor the situation in countries with political unrest and possibly suspend the<br />
inspections after consultation with the testing laboratory responsible. The maximum suspension period will be<br />
12 months. After this period, the licence will be cancelled.<br />
The Specifications WG will include this decision in the Specifications.<br />
Resolution No. 6/EC 24.11.11<br />
EC stipulates that coating applicators who are members of another quality label association must also have at<br />
least two satisfactory QUALICOAT inspections per year.<br />
Resolution No. 7/EC 24.11.11<br />
EC asks the Powders WG to consider the QUALIDECO Committee’s recommendation to increase QUALICOAT<br />
requirements for class 2 by requiring a residual gloss of at least 50% after 2000 hours in the accelerated<br />
weathering test.<br />
Resolution No. 8/EC 24.11.11<br />
EC asks the Secretariat to apply for “liaison membership” of ISO/<strong>TC</strong> 79/SC 2.<br />

EC approves the technical requirements specified by the Technical Director for class 1.5 powder coatings and<br />
asks the Specifications WG to prepare an update sheet for inclusion of these requirements in the Specifications.<br />
At the same time, EC commits itself to carry out an investigation in order to revise the entire classification<br />
of powder coatings.<br />
Resolution No. 2/EC 21.03.12<br />
EC asks ADAL to clarify the French association’s position again regarding the equivalence between SEASIDE and<br />
QUALIMARINE. At the same time, ADAL should work to have the French standards amended (VEC).<br />

EC asks the Powders WG to reconsider its proposal regarding the labelling of powder boxes, especially the<br />
indication of the P‐No.<br />

EC welcomes ESTAL Belgium’s proposal for an analysis of QUALICOAT licensees’ negative inspection results and<br />
asks the Secretary to provide such information about last year’s results at the meeting scheduled for 10 May<br />

EC decides to address the issue of applicant coaters who do not yet fully comply with the Specifications. The<br />
meeting agreed with the creation of a “nominee” status to be better defined by the President, Secretariat and<br />
Technical Director.<br />

<strong>TC</strong> asks the Statistics WG to meet and define the technical data that should be compiled for checking and evaluating<br />
quality within QUALICOAT.<br />
Resolution No. 2/<strong>TC</strong> 09.05.12<br />
<strong>TC</strong> agrees that the tests specified by QUALICOAT should be classified into four groups (physical, mechanical,<br />
corrosion and weathering tests) and asks the Laboratories WG to prepare a table showing this classification and<br />
indicating the number of samples required for each group of tests and applications.<br />
Resolution No. 3/<strong>TC</strong> 09.05.12<br />
<strong>TC</strong> asks the Laboratories WG to prepare a draft appendix defining calibration rules.<br />
Resolution No. 4/<strong>TC</strong> 09.05.12<br />
<strong>TC</strong> agrees that metallic colours should be optional for class 3 organic coatings like for classes 1 and 2 and asks<br />
the Florida WG to define a new basic colour for these class 3 powders. The Secretariat should make sure that<br />
manufacturers are informed accordingly.<br />

<strong>TC</strong> agrees that the sentence “The manufacturers shall wait at least three months to have tests 1 to 14 repeated.”<br />

<strong>TC</strong> amends the Powders WG’s proposal concerning unsatisfactory results in corrosion tests as follows: “If all<br />
