REINFORCEMENT WORKS AND QUALITY CONTROL WHICH WERE<br />

PERFORMED IN 24 SCHOOLS IN ĐSTANBUL IN THE SCOPE OF THE ĐSMEP<br />

PROJECT<br />

Due to the usage of the construction equipment which are not in compliance with the<br />

applicable st<strong>and</strong>ards, the unqualified operators violating the technical operation st<strong>and</strong>ards, the<br />

insufficiency of the audits in time <strong>and</strong> completeness; the construction of the concrete<br />

structures cause losses of life <strong>and</strong> property just as in 1998 Ceyhan Earthquake <strong>and</strong> 1999 Đzmit<br />

Earthquake.<br />

As a consequence of the loss adjustment works which were performed following the main<br />

earthquakes experienced in Turkey; it is detected that large scale damages have occurred also<br />

in the public buildings.<br />

Therefore, building reinforcement projects have been implemented in order to make the<br />

educational buildings throughout Turkey to become more safe against the earthquakes.<br />

In this scope; the building reinforcement works of 24 schools with 80.000 m 2 are in ĐSMEP<br />

project have been performed by Ilgaz Đnşaat by the year 2009. .<br />

In the reinforcement projects for the educational buildings;<br />

a- The compliance of the iron equipment, epoxy resin adhesive <strong>and</strong> repair ingredients,<br />

concrete chemicals which improve adherence between new <strong>and</strong> old concrete,<br />

aggregate which is used for producing concrete, cement, concrete chemical <strong>and</strong><br />

concrete mix water to the applicable st<strong>and</strong>ards are detected through the laboratory<br />

tests <strong>and</strong> these materials were started to be used.<br />

b- Each phase of application is controlled by quality control audits <strong>and</strong> the performance<br />

of the productions pursuant to the st<strong>and</strong>ard <strong>and</strong> specification criteria is ensured.<br />

c- In the scope of reinforcement; C30 norm automatic settlement concrete is used <strong>and</strong> the<br />

concrete pressure resistance results are controlled by assessment pursuant to the ACI<br />

criteria.<br />

d- After completing the reinforcement works <strong>and</strong> following the completion of the<br />

restoration works required for the usage of these structures as educational buildings;<br />

these buildings are started to be used in the educational services.<br />

In the scope of the performed reinforcement works;<br />

• 800 tons of iron in various sizes pursuant to the TS 708; <strong>and</strong><br />

• 5000 m 3 C30 class automatic settlement concrete pursuant to the TS EN 206-1 are<br />

used.


DETAILS OF THE TEXT OF COMMUNIQUE<br />

The following issues shall be taken into consideration in the communiqué which will be<br />

presented.<br />

• The brief chronology of the earthquakes experienced in Turkey.<br />

• Previous conditions of the school buildings in the scope of the ĐSMEP Project before<br />

the reinforcement works.<br />

• Phases of the performed reinforcement works; laboratory test results concerning the<br />

compliance of the used materials to the Turkish St<strong>and</strong>ards <strong>and</strong> assessment pursuant to<br />

the st<strong>and</strong>ards.<br />

• Tests on construction site <strong>and</strong> quality control activities which were performed in order<br />

to determine the compliance of application to the specifications.<br />

• The quality control activities which were performed during the restoration works after<br />

the completion of the reinforcement work.<br />
