A <strong>Regular</strong> Meeting of the Board of Education of the <strong>Garden</strong> <strong>City</strong> Union Free School District, in the Town of<br />

Hempstead, County of Nassau, New York, was held in the library at <strong>Garden</strong> <strong>City</strong> High School, 170 Rockaway<br />

Avenue, <strong>Garden</strong> <strong>City</strong>, New York, in said District on <strong>February</strong> <strong>12</strong>, <strong>2013</strong> at 7:30 p.m.<br />

There were present: Mrs. Colleen Foley, President; Mrs. Barbara Trapasso, Vice President; Mrs. Angela<br />

Heineman, Mr. Tom Pinou, and Mr. Robert Martin, Trustees.<br />

There were also present: Robert Feirsen, Ed.D., Superintendent of Schools; Teresa Prendergast, Ed.D.,<br />

Assistant Superintendent for Curriculum and Instruction; Albert T. Chase, Assistant Superintendent for<br />

Business and Finance/District Clerk; Fino Celano, Ed.D., Assistant Superintendent for Personnel; and Cynthia<br />

Morris, Secretary.<br />

Guests: Bonnie Gorham, Esq., Counsel; Gary Schiede and Fred Seeba of BBS Architects; and Bill Szehner of<br />

T.G. Nickel.<br />

Mrs. Foley reported that due notice of this meeting had been served on each member of the Board pursuant to<br />

the requirements of law.<br />

BOARD ENTERS EXECUTIVE SESSION<br />

MOTION<br />

by Mrs. Trapasso, seconded by Mrs. Heineman and carried unanimously that the Board move<br />

into Executive <strong>Session</strong> to discuss a personnel matter.<br />

The Board entered Executive <strong>Session</strong> at 7:30 p.m.<br />

BOARD EXITS EXECUTIVE SESSION AND RECONVENES PUBLIC SESSION<br />

MOTION<br />

by Mrs. Heineman, seconded by Mr. Pinou and carried unanimously that the Board exit<br />

Executive <strong>Session</strong> and reconvene Public <strong>Session</strong><br />

The Board reconvened into public session at 8:15 p.m.<br />

PUBLIC SESSION<br />

Mrs. Foley called the Meeting to order at 8:20 p.m. and led everyone in the Pledge of Allegiance.<br />

MOTION<br />

by Mrs. Trapasso, seconded by Mrs. Heineman and carried unanimously to approve the minutes<br />

from the January 8, <strong>2013</strong> Work <strong>Session</strong> and the January 16, <strong>2013</strong> <strong>Regular</strong> <strong>Session</strong>.<br />

RECOGNITION OF OUTSTANDING<br />

ACHIEVEMENT<br />

Dr. Feksen introduced 11th grader Alexander Delia Ratta who has been selected to perform in the <strong>2013</strong><br />

National Association for Music Education All-Eastern Ensemble for an audience of thousands on Sunday,<br />

April 7, <strong>2013</strong>, at the Bushnell Center for the Performing Arts, Mortensen Hall, in Hartford, Connecticut.<br />

Dr. Feirsen congratulated Ann Foxen and Tiffany Liang, who submitted artwork in the "Advanced Visions"<br />

exhibition for high school art students at LIU, C.W. Post Campus. Ann received Honorable Mention. In<br />

addition, Tiffany has also been granted a Golden Key Award for the Scholastic Art & Writing Awards of<br />

<strong>2013</strong>. Dr. Feksen also commended thek teacher Shawn Uttendorfer.<br />

Now in its sixth year, the Art League of Long Island's "Go Ape" exhibit celebrated the exceptional artwork of<br />

AP art students in Long Island high schools. Dr. Feksen introduced Toni-Ann Giammona, Victoria<br />

D'Antone, Kate Polinsky and Kylie Mara for the submission of their artwork, along with their teacher Shawn<br />

Uttendorfer.<br />

Dr. Feksen introduced Conor Sproat who received First Place in the parliamentary procedures event, Nina<br />

Bangalore who received First Place in Marketing in the Future Business Leaders of America Spring District<br />

Competition. The competition consisted of 30 business exams and public speaking events, with<br />

approximately 200 students participating overall. <strong>Garden</strong> <strong>City</strong>'s total of 14 award winner represents the<br />

highest number of overall awardees in the competition. Erin McKinstry is the club advisor.<br />

CONSTRUCTION REPORT<br />

Mrs. Foley introduced the District's architect and construction manager who gave reports on the 2009 School<br />

Investment Bond.<br />

Very few punch list items are left at the high school, middle school and Homestead School and close-out<br />

documents are complete. Bathrooms are being done at Stewart School and at the administration building.<br />

The Energy Performance Contract is on-going. Progress has been made in establishing effective heating<br />

controls in several locations. Air bleeders are being installed at the primary buildings to reduce the potential<br />

for blockages. More programmers will be added to increase the pace of progress in areas that remain<br />

uncontroEed.<br />

BUDGET PRESENTATION<br />

Mrs. Foley turned the meeting over to Dr. Feksen who presented an overview of the <strong>2013</strong>/2014<br />

Superintendent's Budget and Revenues.<br />

CITIZENS' QUESTIONS OR COMMENTS<br />

^ James Lynch expressed his concern regarding any possible personnel reductions in the<br />

Superintendent's Budget and asked if the Board of Education would consider reopening negotiations<br />

with unions. Mrs. Foley explained that the Board has already negotiated with the Administrators'<br />

Association and the Teacher's Union and has saved a considerable amount of money.<br />

^ Peter Haeffner stated his concern that programs may be reduced or eliminated and reminded the<br />

Board that the Men's Association is willing to provide resources to support athletic and extracurricular<br />

activities.<br />

SUPERINTENDENT'S<br />

REPORT<br />

Dr. Feksen informed the community that Neil Quigley and Jacquelyn Seskin have been selected as Finalists in<br />

the <strong>2013</strong> National Merit Scholarship Program.<br />

<strong>Garden</strong> <strong>City</strong> High School has been selected as a GRAMMY Award Signature School semifinalist for <strong>2013</strong>.<br />

This is the second year in a row that the music program has achieved such distinction. The GRAMMY<br />

Signature Schools competition recognizes public high schools with exceptionally strong music programs.<br />

Stewart School's 75th opera was staged last week, with fifth graders presenting The Tales of Hoffman.<br />

Congratulations were offered to the cast and crew, dkector Amy Fletcher and musical director Kelly Grace.<br />

Stratford's fifth grade musical, The Uttle Mermaid, was presented to enthusiastic audiences throughout last<br />

week. Friday's final evening performance has been moved to tomorrow, Wednesday, due to the storm.<br />

Congratulations were extended to dkector Meredith Lavin, the cast and crew.<br />

Our students performed with distinction at the recent All-County Music Festival as they participated in thek<br />

respective groups and played to the delight of the audiences.<br />

Gkls track won the Conference III tide, scoring 153 points! Emma Gallagher took first place in the 300<br />

meter dash, while Katie O'Neill and Kelly Lawkins came in second and third, respectively. Emma also ran the<br />

600 meter in last weekend's Armory Collegiate Meet in 1:30:35, improving her top time in the United States.<br />

Eighth grader Alyssa Yeboah-Kodie, who was featured in the Sunday edition of Nemday, a week ago, won the<br />

55-meter hurdles at the Nassau Conference III Championships.<br />

Girls Track went on to win the Nassau County Championship for the 7th consecutive time and several<br />

individuals made States. Emma Gallagher won county championships in the 600 and 300 and part of the relay<br />

team that won in 9 minutes 53 seconds. Emma, Katie O'Neill and Laura Jaeger won the 300 taking the top<br />

three spots (respectively) in the event. Emily O'Neill placed second in the 1,000. Congratulations were sent<br />

to the team and to coaches Erica Fregosi and Tom Skrivanek.<br />

Sophomore Emma Gallagher was the subject of a feature article in Sunday's Newsday for her record-breaking<br />

performance in the 600 meter event at kst week's Molloy Stanner Games.<br />

Girls and boys fencing have qualified for the team championships. Girls Fencing WON the Nassau County<br />

championship Sunday and will fence in the Li's.<br />

Boys swimming also WON the Nassau County Championship last night and several individuals will go to the<br />

States.<br />

An article co-written by Jeanette Balantic appeared in the winter <strong>2013</strong> edition of the Oregon Journal of Social<br />

Studies.<br />

High school teacher Cathy Oriani had a book review published in Writing Center Journal, a journal with<br />

international readership. Her work is title'd, "Review: The Successful High School Writing Center: Building<br />

the Best Program with Your Students." In this article Catherine reviews the work edited by Dawn Fels and<br />

Jennifer Wells - The Successful High School Writing Center which supports the notion that writing center directors<br />

can all pky a valuable collaborative role in facilitating programs.<br />

TREASURER'S REPORT<br />

Mr. Chase presented the Treasurer's Report of December 20<strong>12</strong> indicating a beginning of the month cash<br />

balance of $22,802,0<strong>12</strong>; receipts of $15,889,602, primarily from property taxes; disbursements of $13,832,047;<br />

and a closing balance of $24,859,567.<br />
