WJCS Board of Directors 2010-2011<br />
Another complicated year, 2010 presented WJCS with challenges on<br />
one hand and opportunities on the other. The economic and corporate<br />
communities reflected greater optimism as the year progressed, but we<br />
remained cautious since the not-for-profit sector historically lags behind the<br />
private sector in a recovery. Of primary concern has been the long-term effect<br />
of NY State’s restructuring of clinic services and the likely decrease in Medicaid<br />
reimbursement that supports many of our programs.<br />
Notwithstanding our apprehensions, we again counted many positive<br />
accomplishments. A successful Gala event raised vital funds to support<br />
various programs and afforded the opportunity to honor outgoing President<br />
Mich Araten. Intensified efforts to reach out to foundations and corporations<br />
generated an array of grants to fund new and existing projects. Productive<br />
relationships were cultivated with newly elected county officials and many<br />
legislators visited our sites and services, seeing firsthand the value we bring<br />
to <strong>Westchester</strong> residents.<br />
New developments addressed people with special needs and those affected by<br />
the economic situation. Our Claremont House group residence for 6 men<br />
with developmental disabilities opened in Mt. Vernon. The exciting POINT<br />
program for young adults with special needs continued to expand in White<br />
Plains and is becoming a model for projects statewide, if not nationwide.<br />
Many families took advantage of the broad assistance offered by the Autism<br />
Family Center. Connect to Care and Women-Helping-Women<br />
made strides in helping unemployed and transitioning adults explore options<br />
and gain support.<br />
We augmented services for people at both ends of the life spectrum with new<br />
offerings in early childhood to address the mental health and development of<br />
young children and enhanced home care services that improve prospects for<br />
seniors desiring to age safely in their communities.<br />
And we received recognition: Acknowledging its benefits to the health of teen<br />
moms and their young children, our Young Parents Achieve! program<br />
received the 2010 <strong>Westchester</strong> County Board of Health Distinguished Public<br />
Health Service Award. The Partner Abuse Intervention Program was<br />
included among 25 exemplary programs highlighted in the 2010 NYS OMH<br />
Statewide Comprehensive Plan for Mental Health Services.<br />
Dipping our toe into the world of social networking, we launched a WJCS<br />
Facebook page and are exploring new ways to reach potential donors and people<br />
in need of services. More information is being disseminated electronically,<br />
saving dollars and trees while effectively getting our message out. As the year<br />
ended, we prepared for our periodic UJA-Federation Organizational Review<br />
and began assessment of goals and accomplishments relative to the Strategic<br />
Plan designed in 2006.<br />
When December 2010 pummeled us with a debilitating snowstorm, we<br />
were impressed once again by the intrepid dedication of the WJCS staff at our<br />
community residences and those helping the homebound and overseeing<br />
operations. Their care and commitment are exceptional and we never take<br />
that for granted. Looking forward, we must continue to manage efficiently<br />
and creatively, never losing sight of our mission, our core values and the<br />
primacy of our incredible staff.<br />
It is clear that when <strong>Westchester</strong> individuals and families are in need, they<br />
ARE aware that we are here for them, <strong>Strengthening</strong> lives... <strong>Shaping</strong><br />
<strong>futures</strong> in significant and meaningful ways. Our incomparable staff and<br />

FAMILY MENTAL HEALTH SERVICES<br />
Therapeutic clinical, specialty and supportive services help individuals, families and children cope with contemporary stresses and the trauma<br />
of mental illness. A multi-disciplinary professional staff, supervised by a medical director, utilizes evidence-based practices in providing care in<br />
clinic and community-based settings.<br />

Traumatic Brain Injury Program As part of the NYS Dept. of Health TBI Waiver program, WJCS Home<br />
Health Services provides home care services (HCSS) to people who have suffered traumatic brain injuries.<br />

a community and a network and a place where we’d know our<br />
children are safe and they’re taken care of and have friends. A lot of<br />
people could really benefit from this kind of program and parents<br />
could feel a lot better about what they have to look forward to.”<br />

• Opened Claremont House in Mt. Vernon as part<br />
of a HUD/OPWDD project, serving 6 men with<br />
developmental disabilities.<br />
• Expanded POINT program to accommodate 28<br />
participants.<br />
• Began CORDD (Crisis Oriented Response for<br />
Developmental Disabilities) providing strategies<br />
and support to families during a crisis.<br />
• Developed Parent Management Training (PMT),<br />
evidence-based training to teach parents methods for<br />
managing aggressive and oppositional behavior.

SERVICES FOR CHILDREN, YOUTH AND FAMILIES<br />
A wide range of mental health, educational, supportive and therapeutic programs helps children and families deal with issues related to<br />
school, personal and social adjustment.<br />

SCHOOL-BASED PROGRAMMING –<br />
School districts county-wide contract with WJCS to provide high quality services for their communities. Our<br />
professionals work with school personnel, parents and community resources to provide on-site mental health<br />
counseling for children and their families and guidance for teachers. After-school programming engages children<br />
in recreational, skill development and enrichment activities that supplement academic goals and encourage positive<br />
social development.<br />
Mental Health–<br />
In partnership with school districts and NYS OMH, therapeutic and related preventive, early identification and<br />
intervention services for children with social, behavioral and emotional issues and supports for families are<br />
offered at:<br />
• KICS - at Martin Luther King Jr. Elementary School, Yonkers (Eng/Sp)<br />
• SCOPES - at Woodside Elementary School, Peekskill (Eng/Sp)<br />
• HOSTOS - at Hostos Micro Society Elementary School, Yonkers<br />
• GRAHAM - at Graham Elementary School, Mt. Vernon<br />
Educational and Social Support –<br />
• The Harry & Jeanette Weinberg Learning Center in-school and after-school learning specialists<br />
• Margaret’s Place, a partnership with The Joe Torre Safe At Home Foundation and Safe Horizon,<br />
providing safe havens in 4 schools to prevent domestic violence and help young people affected by abuse<br />
in families, relationships or communities<br />
• Young Parents Achieve!, the School-Based Adolescent Parenting Program, and the<br />
Latino Peer Education Project provide services to pregnant and parenting teens and supportive<br />
programming for at-risk youth, Latino students and families in various school districts (Eng/Sp)<br />
After-School Programming–<br />
• Amazing Afternoons at Edward Williams Elementary School, Mt. Vernon<br />
• Center Lane community center for LGBTQ youth, White Plains and Yonkers<br />
• “Off the Street” involving teens as tutors and mentors at Hamilton Elementary School, Mt. Vernon<br />
IN 2010:<br />
• YPA! received the 2010 <strong>Westchester</strong> County Board of Health Distinguished Public Health Service Award and<br />
was listed as an effective dropout prevention model on the US Dept. of Education’s “Doing What Works” site.<br />
• Through United Way, developed “Smart Start,” a collaboration to advance academic achievement for<br />
children at risk through social, emotional and behavioral support services.<br />
• Began Baby Steps, an infant-toddler mental health consultation/professional training model.<br />
• Initiated Project SEED with UJA-Federation funding, to help synagogue nursery school educators address<br />
challenging classroom behaviors.<br />
• Funding ended for the <strong>Westchester</strong> Workforce Academy for Youth in New Rochelle High School.

*Milestones is a NYS program funded by <strong>Westchester</strong> County and is an approved provider of EI Services under contract with the<br />
County to deliver EIP services which are funded and regulated by the NYS Department of Health and Education and in <strong>Westchester</strong><br />
by the County Department of Health (DOH). To access the EI Program, children must be referred to <strong>Westchester</strong> County at 813-5094.<br />
Eligibility is established by state-approved agencies that have an active contract with the DOH. For eligible children, services are<br />
provided at no out-of-pocket costs; health insurance will be accessed for reimbursement. For services delivered in day care, nursery<br />
school or community settings, the parent is responsible for paying costs associated with such settings.

HOME CARE SERVICES<br />
Families turn to us for assistance when their loved ones have difficulty caring for themselves. Home health aides and ancillary services address<br />
a range of needs to maintain individuals who are frail, elderly or recovering from hospital stays safely and comfortably in their homes.<br />

Home Health Services (HHS)<br />
• Home Care – NYS Licensed Home Care Agency providing in-home assistance by personal care<br />
and home health aides supervised by a registered nurse. Arrangements are made for specialty and<br />
therapeutic services.<br />
• Companion Services in nursing homes or hospitals<br />
• VoiceCare Emergency Response system<br />
• Home Health Aide Training approved by NYS Dept. of Health<br />
• Project Time-Out respite for caregivers of individuals with Alzheimer’s disease, children with<br />
developmental disabilities and Early Intervention families<br />
Traumatic Brain Injury Program–<br />
As part of the NYS Dept. of Health TBI Waiver program, WJCS Home Health Services provides home<br />
care services (HCSS) to people who have suffered traumatic brain injuries.<br />
IN 2010:<br />
• HHS was approved as a Consumer Directed Personal Assistance Program (CDPAP), a<br />
consumer-driven Medicaid personal care program that allows personal assistants to perform tasks<br />
generally outside regularly approved aides’ tasks.<br />
• HHS became a service provider for the Nursing Home Transition and Diversion program,<br />
a Medicaid waiver program that wraps Medicaid and waiver services around nursing home-eligible<br />
individuals, enabling them to safely remain in the community or transition from a nursing home<br />
setting to the community of their choice with supports.
SERVICES FOR SENIORS<br />
Counseling services combine with home and community supports to improve the quality of life of the increasing numbers of healthier, older<br />
adults in <strong>Westchester</strong>. We also offer guidance to families seeking alternative living options, linkages to resources and referrals for care.<br />

• Gramatan Village Project, providing services to Bronxville area seniors<br />
• Holocaust Survivors and 2nd & 3rd Generation Groups<br />
• Livable Community Connections Project creating accessible and inclusive community services for<br />
elderly and disabled residents in designated towns and villages<br />
• Senior Programs in Mt. Vernon including a Senior Center with on-site Kosher meals, social and<br />
recreational activities and home delivered Kosher meals.<br />
IN 2010:<br />
• Staff actively worked with community groups to expand options for seniors to age-in-place and live<br />
safely and comfortably in their homes and communities.<br />
• Began a blog on the WJCS website focused on senior issues.

WJCS coordinates and designs programs and supportive services to meet the cultural, personal, emotional and spiritual needs of <strong>Westchester</strong>’s<br />
<strong>Jewish</strong> community. With sponsorship from UJA-Federation and private philanthropy, we draw upon the broad expertise of our agency professionals<br />
to provide service in local synagogues, WJCS clinics and on-site in institutions of <strong>Jewish</strong> life.<br />
