WJCS Board of Directors <strong>2008</strong>-09<br />
The past year, <strong>2008</strong>, marked the 65th anniversary of our agency’s service<br />
to the community. It was a year in which we experienced deep satisfaction<br />
with the continued success of our programs but also one where we began<br />
to realize that unprecedented challenges lay ahead.<br />
In the spring, we celebrated our accomplishments across a number of<br />
programs with a highly successful fundraising event that honored our<br />
past president, Rob Stavis. This event was memorable not only in the way<br />
in which clients described the impact of the agency on them but also in<br />
that it generated unprecedented funds from devoted supporters. Some of<br />
our key accomplishments included the opening of a beautifully renovated<br />
home for men with developmental disabilities in Harrison and the completed<br />
renovation of another new residence for young women in White Plains,<br />
slated to open in early 2009. We worked with <strong>Westchester</strong> County to<br />
implement an electronic safety tracking system for people with autism.<br />
We developed a training program to sensitize parents/caregivers/first<br />
responders to intervene appropriately in challenging situations involving<br />
people with special needs. We partnered with several fire departments<br />
to train their members to assess and deal with children who may be at<br />
risk of setting fires. In the same way, we helped police officers recognize<br />
situations of domestic abuse.<br />
While we continued to maintain and expand our key programs supporting<br />
geriatric and children services during the year, by the end of the summer the<br />
economic and financial crisis was deepening. By year’s end, the full impact<br />
of how seriously we might be affected by government cutbacks and reduced<br />
support from private donors and foundations was still unclear. At the same<br />
time, members of our community began to become more dependent on us<br />
for existing programs and new needs began to arise.<br />
Our long history of operating through cyclical times has prepared us<br />
to deal with the challenges of providing additional services at a time of<br />
funding resource constraint. For example, in response to the weakening<br />
economic situation, we drew upon our strengths in the <strong>Jewish</strong> community<br />
to develop a guide to resources and to expand support for people newly<br />
affected by financial and personal stresses. Recognizing the financial<br />
pressures, we will continue to carefully evaluate the services we provide<br />
and how we can deliver them in the most effective manner. We are confident<br />
that we will build on our past successes and continue to develop creative<br />
ways of tapping alternative funding sources to maintain our core and<br />
innovative programs in the years ahead.<br />
During these challenging times, our staff, Board members and supporters<br />

FAMILY MENTAL HEALTH SERVICES<br />
Therapeutic clinical, specialty and supportive services help individuals, families and children cope with contemporary stresses and the trauma<br />
of mental illness. A multi-disciplinary professional staff, supervised by a medical director, utilizes evidence-based practices in providing care in<br />
clinic and community-based settings.<br />

& Family Clinic Plus providing social/emotional wellness screenings and services for<br />
children in public schools and community settings.<br />

• Responding to the urgency of the evolving economic situation at the end of the year, an initiative<br />
of WJCS and UJA-Federation created a resource guide, job development and counseling services to<br />
assist individuals and families affected by financial and career dislocation.<br />
• Contracted to offer a Juvenile Fire-setting Evaluation and Treatment Program to<br />
provide fire-setting risk evaluations, fire-safety education and treatment for youth referred<br />
through the Family Court and Department of Probation.

Traumatic Brain Injury Program As part of the NYS Dept. of Health TBI Waiver<br />
program, WJCS Home Health <strong>Services</strong> provides home care services (HCSS) to people who<br />
have suffered traumatic brain injuries.<br />
IN <strong>2008</strong>:<br />
• Opened Maple House in Harrison; continued work to establish Claremont House in Mt. Vernon<br />
as part of HUD/OMRDD projects.<br />
• Acquired and renovated our first Kosher group home, Chai House, for 6 women, opening in early 2009.<br />
• Established the POINT Program, providing the supports that young adults with special needs require to<br />
allow them to live independently in the community.<br />
• Designed and implemented Project BEEP (Be Prepared) to train parents, caregivers and first responders<br />
to successfully intervene and handle challenging situations involving people with developmental disabilities.<br />
• Partnered with <strong>Westchester</strong> County to offer Project Lifesaver, an electronic bracelet monitoring system<br />
allowing families to locate a child with autism who wanders.<br />
• Expanded socialization opportunities for adults with Asperger’s Syndrome by creating a Supper Club in<br />
addition to the bi-monthly Breakfast Club.

SERVICES FOR CHILDREN, YOUTH AND FAMILIES<br />
A wide range of mental health, educational, supportive and therapeutic programs helps children and families deal with issues related to<br />
school, personal and social adjustment.<br />
SCHOOL-BASED PROGRAMMING -<br />
School districts county-wide contract with WJCS to provide high quality services for their communities.<br />
Our professionals work with school personnel, parents and community resources to provide on-site mental<br />
health counseling for children and their families and guidance for teachers. After-school programming<br />
engages children in recreational, skill development and enrichment activities that supplement academic goals<br />
and encourage positive social development.<br />
Mental Health -<br />
In partnership with school districts and NYS OMH, therapeutic and related preventive, early identification<br />
and intervention services for children with social, behavioral and emotional issues and supports for<br />
families are offered at:<br />
• KICS - at Martin Luther King Jr. Elementary School, Yonkers<br />
• SCOPES - at Woodside Elementary School, Peekskill<br />
• HOLLA for Youth Safe Schools/Healthy Students Initiative – at Longfellow Middle School, Mt.<br />
Vernon (terminated June <strong>2008</strong>).<br />
Educational and Social Support -<br />
• The Harry & Jeanette Weinberg Learning Center in-school and after-school learning specialists.<br />
• Margaret’s Place, a partnership with The Joe Torre Safe-At-Home Foundation ® and Safe Horizons,<br />
providing safe havens in 5 schools to prevent domestic violence and help young people affected by<br />
abuse in families, relationships or communities.<br />
• Young Parents Achieve!, the School-Based Adolescent Parenting Program, and the Peer<br />
Education Project provide services to pregnant and parenting teens and supportive programming<br />
for at-risk youth, Latino students and families in various school districts (Eng/Sp).<br />
• <strong>Westchester</strong> Workforce Academy for Youth at New Rochelle High School, offering academic,<br />
personal and career supports to help low income youth complete high school and establish goals for<br />
the future.<br />
After-School Programming -<br />
• 21st Century <strong>Community</strong> Learning Center Grant Programs at Sleepy Hollow Middle School,<br />
Martin Luther King Jr. Elementary School, Yonkers, and ASPIRE at AB Davis Middle School, Mt.<br />

• Extended the Hardy Girls/Healthy Women curriculum to bring strength and coalition building focuses to<br />
12 WJCS programs serving girls and young women; sponsored a training conference for facilitators and personnel<br />
implementing the program.

• Began Envision, a selective program to offer internships, life coaching and funds that help adolescent girls reach<br />
academic and personal goals.<br />
• Established Family Forums enabling parents of children with social, emotional and behavioral challenges to discuss<br />
issues with agency child psychiatrists.<br />
• Engaged in discussions with the FFAWN Foundation and Mary J. Blige to develop a center to promote the educational,<br />
vocational and personal advancement of young women in Yonkers.<br />
• Collaborated with the Crossroads Center for At-Risk Youth in Jerusalem to share expertise and techniques aimed at<br />
better identifying and assisting teenagers facing substance abuse and behavioral issues.<br />

There is no cost to the families of children who are approved to receive services by the <strong>Westchester</strong> County Department of Health<br />
(WCDOH) or the Committee for Preschool Special Education (CPSE). For children who receive Early Intervention services, the services<br />
are funded and regulated by the NYS Department of Health and Education and in <strong>Westchester</strong> County by the <strong>Westchester</strong> County<br />
Department of Health.

HOME CARE SERVICES<br />
Families turn to us for assistance when their loved ones have difficulty caring for themselves. Home health aides and ancillary services address<br />
a range of needs to maintain individuals who are frail, elderly or recovering from hospital stays safely and comfortably in their homes.<br />
Home Health <strong>Services</strong><br />
• Home Care – NYS Licensed Home Care Agency providing in-home<br />
assistance by personal care and home health aides supervised by a registered<br />
nurse. Arrangements are made for specialty and therapeutic services.<br />
• Companion <strong>Services</strong> in nursing homes or hospitals<br />
• VoiceCare Emergency Response system<br />
• Home Health Aide Training approved by NYS Dept of Health<br />
• Project Time-Out respite for caregivers of individuals with Alzheimer’s disease,<br />
children with developmental disabilities and Early Intervention families.<br />
Traumatic Brain Injury Program<br />
As part of the NYS Dept. of Health TBI Waiver program, WJCS Home Health <strong>Services</strong><br />
provides home care services (HCSS) to people who have suffered traumatic brain injuries.<br />
IN <strong>2008</strong>:<br />
• Significantly increased home care services (HCSS) for people with Traumatic<br />
Brain Injury.<br />
• Provided additional Home Care Support for Holocaust survivors through<br />
an expanded grant from the Conference on <strong>Jewish</strong> Material Claims<br />
Against Germany.
SERVICES FOR SENIORS<br />
Counseling services combine with home and community supports to improve the quality of life of the increasing numbers of healthier, older<br />
adults in <strong>Westchester</strong>. We also offer guidance to families seeking alternative living options, linkages to resources and referrals for care.<br />

meals, social and recreational activities and home delivered Kosher meals.<br />
IN <strong>2008</strong>:<br />
• Became a partner in the Gramatan Village Project, giving Bronxville area residents<br />
access to WJCS services that allow them to remain safely in their homes as they age.<br />
• Began development of a Family Caregiver Network to provide assistance to people<br />
caring for older adults in the Rivertowns area.

WJCS coordinates and designs programs and supportive services to meet the cultural, personal, emotional and spiritual needs of <strong>Westchester</strong>’s<br />
<strong>Jewish</strong> community. With sponsorship from UJA-Federation and private philanthropy, we draw upon the broad expertise of our agency professionals<br />
to provide service in local synagogues, WJCS clinics and on-site in institutions of <strong>Jewish</strong> life.<br />

• Began TWIST (Teens within Synagogues Today) to advise teens on community service projects.<br />
• Co-sponsored environmentally conscious activities for teens through the Tikkun Olam Corps.
ABUSE & VIOLENCE PREVENTION SERVICES<br />
Combining a range of programs under the Treatment Center for Trauma and Abuse (TCTA), our clinical treatment team helps victims heal from<br />
the trauma of abuse and works to prevent violent and aggressive acts by children and adults.<br />

IN <strong>2008</strong>:<br />
Established the “Impact Domestic Violence” project, in collaboration with the White Plains Police<br />
Department (PD), to utilize integrated interventions with families by domestic violence specialists<br />
in the PD and the WJCS Treatment Center for Trauma & Abuse that reduce the impact of family<br />
violence on children.

Uniquely focused on improving the lives of people with<br />

consumers, Walter has more than 20 years of experience<br />
in the field of developmental disabilities. His vision and<br />
values have shaped our work in this area for the past 9 years.<br />
Home Health Aide of the Year–<br />
Victoria Brady<br />
Victoria has been with WJCS, and her current client, since<br />
1993. She understands the effect that chronic degenerative<br />
illness has on a person and copes with obstacles in difficult<br />
assignments by always seeing the person first and the<br />
illness/disability second.<br />
