3. OBJECTIVE OF THE CALL FOR EXPRESSION OF 

INTEREST 

The purpose of this EOI is to identify a consultant interested in assisting Chennai Port 

to analyse and find viable and cost effective commercial uses for the groins built on 

EMRIP road or Eastern side of Thirvotriyur Parking yard. The objectives for the 

consultancy services are: 

• Conversion of groins into Jetties / Ramps: Identify the groins that may be 

converted / retrofitted to operate as jetties / ramps for commercial use. 

• Viable and Cost effective usage of the groins. To identify possible 

commercial uses of the various groins constructed along the EMRIP road or 

Eastern side of Thirvotriyur Parking yard. 

• Ensure continuity of the objectives of the groin construction: The groins 

were constructed to protect the coast from sea erosion. Commercialization of 

these groins should ensure that the objective of controlling sea erosion is met. 

4. BACKGROUND INFORMATION: 

Several groins were constructed as part of the efforts to combat sea erosion along 

the coast line along EMRIP road or Eastern side of Thirvotriyur Parking yard towards 

the north of Chennai Port. The sea erosion has reduced considerably leading to small 

stretches of beach formation. Chennai Port is keen to explore the possibility of 

making commercial use of these groins constructed at a huge cost and at the same 

time provide opportunities for the expansion of its operations. 

Chennai Port is committed to the promotion of Ecologically Sustainable Development. 

The intended objectives of commercializing the usage of the groins have to be 

accomplished without jeopardizing the original objectives of the groin. 

The groins may be converted into Jetties / Ramps / piers for handling cargoes such 

as hazardous cargoes, small parcels of bulk cargoes like edible oils, dry bulk cargoes 

etc and bunkering services. In addition, barge services may be operated to meet the 

requirements of mother vessels such as providing ship stores, water, fuels etc. 

Further, oil bunkering for vessels calling for the nearby ports is a viable commercial 

option providing a retail source for CPCL’s products. 

In this scenario, Chennai Port is desiring to utilize the services of consultants with 

expertise in this field to develop a strategic plan for utilizing the various groins for 

commercial use without compromising the original objectives of shore protections.

5. DESCRIPTION OF THE PROJECT: 

It is proposed to solicit consultants having the competency to submit probable 

commercial usage of the groins. Evaluate the implications of the proposed 

development of the groins and adjacent land areas. The role of the consultant is to 

enable Chennai Port to identify an ecologically sustainable development of these 

groins for commercial use to increase the throughput and revenue of Chennai Port. 

Build the model documents (RFQs / PPP models) to identify a consultant to enable 

Chennai Port to manage the project. Follow all statutory procedures to award the 

contract for the project and ensure the implementation. The EOI is floated to elicit 

information of the following. 

1. Identify Ecologically Sustainable Development of Groins: Converting these 

groins to Jetties or Ramps or Piers to handle cargoes arriving in barges or 

small crafts. E.g Building the Jetties: Chennai Port intends to build the Jetties 

to handle the barges. 

2. Commercialization of usage of these Jetties: The commercial use of these 

jetties may be for 

a. General Cargoes: Cargoes such dry bulk, edible oils, petroleum 

products etc. 

b. Hazardous cargo: Presently, when hazardous or explosives are handled 

by Chennai Port we need to provide exclusive and segregated space. 

We may explore the possibility of using these groins to handle 

hazardous cargo or explosives as it is away from normal operations. 

c. Oil bunkering: Explore the possibility of providing the fuel requirements 

for vessels calling at Chennai Port and other neighbouring ports 

through barges. 

Chennai Port may either venture independently or in collaboration with Petroleum 

companies to realize the full potential of this proposal. 

In addition, the promotion plans for marketing the developed jetty may be 

submitted. 



6. PROBABLE LAYOUT: 

The groin or groins may be considered in groups to be developed as one or many 

jetties or piers or ramps to achieve the stated objectives. 

7. EXISTING FACILITIES 

Chennai port has the following transport infrastructure. 

a. Groins: There are 10 groins along EMRIP road or Eastern side of Thirvotriyur 

Parking yard towards the north of Chennai Port. 

b. Land space abutting the groins: The land area raised out of reclamation as 

well as abutting these groins may be considered. 

8. DELIVERABLES FROM THE EOI: 

Chennai Ports expects the following deliverables from the EOI. The deliverables 

needs to fulfil the objectives mentioned for the EOI. 

a. A conceptual plan detailing various models of converting the groins for 

commercial use. 

b. A comprehensive promotion plan to market the created facilities. 

c. Project plan with estimated cost with timeline. (The plan may be in phases 

with or without a consultant to manage the project.) 

9. EXPECTED BENEFITS FROM THE PROJECT 

The expected benefits of the traffic rationalization are listed below: 

i. Conversion of protection groins to commercial use. 

ii. Enhance cargo handling capacity of Chennai Port. 

iii. Facilitate handling small crafts and barges. 

iv. Effective use of scarce real estate, 

v. Increased cargo handling opportunities: Creating this civil infrastructure will 

provide a protection wall to control dust pollution. Thereby Chennai port can 

continue to handle more cargo even explosives and encourage bunkering of water 

and fuels to vessels calling at Chennai Port and other ports. 

vi. Revenue out of investments made for combatting sea erosion. 

10. HOW TO EXPRESS INTEREST 

Interested parties may submit their conceptual plans for the scheme along with the 

company profile, major works undertaken particularly of similar nature, etc. the 

parties are free to add any additional information concerning the scheme. For any 

clarifications, interested parties may contact “The Deputy Chief Engineer (Major 

Projects)” of Chennai Port. 



11. FURTHER PROGRESSION 

The port depending upon the extent of the EOI, will proceed further with the process 

of selecting a consultant.

6. We agree that Chennai Port holds the right to the information shared through 

this EOI and we permit / do not permit Chennai Port to use the same as 

deemed appropriate by it. 

7. We fully understand that the submission of this EOI does not bestow upon us 

any rights to us in any further tenders arising out of this conceptual plan. Such 

tenders may be governed under the terms of reference as deemed essential for 

that. 

8. This call for Expression of Interest does not constitute a solicitation. Chennai 

Port reserves the right to change or cancel the requirement at any time during 



the EOI. Chennai Port also reserves the right to require compliance with 

additional conditions as and when issuing the final solicitation documents. 

Submitting a reply to a call for EOI does not automatically guarantee receipt of 

the solicitation documents when issued. Invitations to bid or requests for 

proposals and any subsequent purchase order or contract will be issued in 

accordance with the rules and procedures of Chennai Port.
