3. OBJECTIVE OF THE CALL FOR EXPRESSION OF<br />

INTEREST<br />

The purpose <strong>of</strong> this EOI is to identify a consultant interested in assisting <strong>Chennai</strong> <strong>Port</strong><br />

to analyse and find viable and cost effective commercial uses for the <strong>groin</strong>s built on<br />

EMRIP road or Eastern side <strong>of</strong> Thirvotriyur Parking yard. The objectives for the<br />

consultancy services are:<br />

• Conversion <strong>of</strong> <strong>groin</strong>s into Jetties / Ramps: Identify the <strong>groin</strong>s th<strong>at</strong> may be<br />

converted / retr<strong>of</strong>itted to oper<strong>at</strong>e as jetties / ramps for commercial use.<br />

• Viable and Cost effective usage <strong>of</strong> the <strong>groin</strong>s. To identify possible<br />

commercial uses <strong>of</strong> the various <strong>groin</strong>s constructed along the EMRIP road or<br />

Eastern side <strong>of</strong> Thirvotriyur Parking yard.<br />

• Ensure continuity <strong>of</strong> the objectives <strong>of</strong> the <strong>groin</strong> construction: The <strong>groin</strong>s<br />

were constructed to protect the coast from sea erosion. Commercializ<strong>at</strong>ion <strong>of</strong><br />

these <strong>groin</strong>s should ensure th<strong>at</strong> the objective <strong>of</strong> controlling sea erosion is met.<br />

4. BACKGROUND INFORMATION:<br />

Several <strong>groin</strong>s were constructed as part <strong>of</strong> the efforts to comb<strong>at</strong> sea erosion along<br />

the coast line along EMRIP road or Eastern side <strong>of</strong> Thirvotriyur Parking yard towards<br />

the north <strong>of</strong> <strong>Chennai</strong> <strong>Port</strong>. The sea erosion has reduced considerably leading to small<br />

stretches <strong>of</strong> beach form<strong>at</strong>ion. <strong>Chennai</strong> <strong>Port</strong> is keen to explore the possibility <strong>of</strong><br />

making commercial use <strong>of</strong> these <strong>groin</strong>s constructed <strong>at</strong> a huge cost and <strong>at</strong> the same<br />

time provide opportunities for the expansion <strong>of</strong> its oper<strong>at</strong>ions.<br />

<strong>Chennai</strong> <strong>Port</strong> is committed to the promotion <strong>of</strong> Ecologically Sustainable Development.<br />

The intended objectives <strong>of</strong> commercializing the usage <strong>of</strong> the <strong>groin</strong>s have to be<br />

accomplished without jeopardizing the original objectives <strong>of</strong> the <strong>groin</strong>.<br />

The <strong>groin</strong>s may be converted into Jetties / Ramps / piers for handling cargoes such<br />

as hazardous cargoes, small parcels <strong>of</strong> bulk cargoes like edible oils, dry bulk cargoes<br />

etc and bunkering services. In addition, <strong>barge</strong> services may be oper<strong>at</strong>ed to meet the<br />

requirements <strong>of</strong> mother vessels such as providing ship stores, w<strong>at</strong>er, fuels etc.<br />

Further, oil bunkering for vessels calling for the nearby ports is a viable commercial<br />

option providing a retail source for CPCL’s products.<br />

In this scenario, <strong>Chennai</strong> <strong>Port</strong> is desiring to utilize the services <strong>of</strong> consultants with<br />

expertise in this field to develop a str<strong>at</strong>egic plan for utilizing the various <strong>groin</strong>s for<br />

commercial use without compromising the original objectives <strong>of</strong> shore protections.<br />

5. DESCRIPTION OF THE PROJECT:<br />

It is proposed to solicit consultants having the competency to submit probable<br />

commercial usage <strong>of</strong> the <strong>groin</strong>s. Evalu<strong>at</strong>e the implic<strong>at</strong>ions <strong>of</strong> the proposed<br />

development <strong>of</strong> the <strong>groin</strong>s and adjacent land areas. The role <strong>of</strong> the consultant is to<br />

enable <strong>Chennai</strong> <strong>Port</strong> to identify an ecologically sustainable development <strong>of</strong> these<br />

<strong>groin</strong>s for commercial use to increase the throughput and revenue <strong>of</strong> <strong>Chennai</strong> <strong>Port</strong>.<br />

Build the model documents (RFQs / PPP models) to identify a consultant to enable<br />

<strong>Chennai</strong> <strong>Port</strong> to manage the project. Follow all st<strong>at</strong>utory procedures to award the<br />

contract for the project and ensure the implement<strong>at</strong>ion. The EOI is flo<strong>at</strong>ed to elicit<br />

inform<strong>at</strong>ion <strong>of</strong> the following.<br />

1. Identify Ecologically Sustainable Development <strong>of</strong> Groins: Converting these<br />

<strong>groin</strong>s to Jetties or Ramps or Piers to handle cargoes arriving in <strong>barge</strong>s or<br />

small crafts. E.g Building the Jetties: <strong>Chennai</strong> <strong>Port</strong> intends to build the Jetties<br />

to handle the <strong>barge</strong>s.<br />

2. Commercializ<strong>at</strong>ion <strong>of</strong> usage <strong>of</strong> these Jetties: The commercial use <strong>of</strong> these<br />

jetties may be for<br />

a. General Cargoes: Cargoes such dry bulk, edible oils, petroleum<br />

products etc.<br />

b. Hazardous cargo: Presently, when hazardous or explosives are handled<br />

by <strong>Chennai</strong> <strong>Port</strong> we need to provide exclusive and segreg<strong>at</strong>ed space.<br />

We may explore the possibility <strong>of</strong> using these <strong>groin</strong>s to handle<br />

hazardous cargo or explosives as it is away from normal oper<strong>at</strong>ions.<br />

c. Oil bunkering: Explore the possibility <strong>of</strong> providing the fuel requirements<br />

for vessels calling <strong>at</strong> <strong>Chennai</strong> <strong>Port</strong> and other neighbouring ports<br />

through <strong>barge</strong>s.<br />

<strong>Chennai</strong> <strong>Port</strong> may <strong>either</strong> venture independently or in collabor<strong>at</strong>ion with Petroleum<br />

companies to realize the full potential <strong>of</strong> this proposal.<br />

In addition, the promotion plans for marketing the developed <strong>jetty</strong> may be<br />

submitted.<br />

6. PROBABLE LAYOUT:<br />

The <strong>groin</strong> or <strong>groin</strong>s may be considered in groups to be developed as one or m<strong>any</strong><br />

jetties or piers or ramps to achieve the st<strong>at</strong>ed objectives.<br />

7. EXISTING FACILITIES<br />

<strong>Chennai</strong> port has the following transport infrastructure.<br />

a. Groins: There are 10 <strong>groin</strong>s along EMRIP road or Eastern side <strong>of</strong> Thirvotriyur<br />

Parking yard towards the north <strong>of</strong> <strong>Chennai</strong> <strong>Port</strong>.<br />

b. Land space abutting the <strong>groin</strong>s: The land area raised out <strong>of</strong> reclam<strong>at</strong>ion as<br />

well as abutting these <strong>groin</strong>s may be considered.<br />

8. DELIVERABLES FROM THE EOI:<br />

<strong>Chennai</strong> <strong>Port</strong>s expects the following deliverables from the EOI. The deliverables<br />

needs to fulfil the objectives mentioned for the EOI.<br />

a. A conceptual plan detailing various models <strong>of</strong> converting the <strong>groin</strong>s for<br />

commercial use.<br />

b. A comprehensive promotion plan to market the cre<strong>at</strong>ed facilities.<br />

c. Project plan with estim<strong>at</strong>ed cost with timeline. (The plan may be in phases<br />

with or without a consultant to manage the project.)<br />

9. EXPECTED BENEFITS FROM THE PROJECT<br />

The expected benefits <strong>of</strong> the traffic r<strong>at</strong>ionaliz<strong>at</strong>ion are listed below:<br />

i. Conversion <strong>of</strong> protection <strong>groin</strong>s to commercial use.<br />

ii. Enhance cargo handling capacity <strong>of</strong> <strong>Chennai</strong> <strong>Port</strong>.<br />

iii. Facilit<strong>at</strong>e handling small crafts and <strong>barge</strong>s.<br />

iv. Effective use <strong>of</strong> scarce real est<strong>at</strong>e,<br />

v. Increased cargo handling opportunities: Cre<strong>at</strong>ing this civil infrastructure will<br />

provide a protection wall to control dust pollution. Thereby <strong>Chennai</strong> port can<br />

continue to handle more cargo even explosives and encourage bunkering <strong>of</strong> w<strong>at</strong>er<br />

and fuels to vessels calling <strong>at</strong> <strong>Chennai</strong> <strong>Port</strong> and other ports.<br />

vi. Revenue out <strong>of</strong> investments made for comb<strong>at</strong>ting sea erosion.<br />

10. HOW TO EXPRESS INTEREST<br />

Interested parties may submit their conceptual plans for the scheme along with the<br />

comp<strong>any</strong> pr<strong>of</strong>ile, major works undertaken particularly <strong>of</strong> similar n<strong>at</strong>ure, etc. the<br />

parties are free to add <strong>any</strong> additional inform<strong>at</strong>ion concerning the scheme. For <strong>any</strong><br />

clarific<strong>at</strong>ions, interested parties may contact “The Deputy Chief Engineer (Major<br />

The port depending upon the extent <strong>of</strong> the EOI, will proceed further with the process<br />

ambiguous clauses in the EOI, if <strong>any</strong>, are subject to interpret<strong>at</strong>ion <strong>of</strong> <strong>Chennai</strong><br />

4. If our EOI is accepted, we assure guaranteed sharing <strong>of</strong> the inform<strong>at</strong>ion rel<strong>at</strong>ed<br />
