2009 The Year of the Bicycle
SAN FRANCISCO BICYCLE COALITION ANNUAL REPORT

San Francisco Bicycle Coalition staff and members were hard at work
on campaigns to nearly double the miles of bike lanes, win more smooth
pavement on bike routes and launch the historic Market Street trials.
A momentous City Hall decision paved the way for street improvements like bike lanes, bike parking racks and a green bike box on Fell Street.
In 2009, momentous achievements propelled our work to create more
livable San Francisco streets and thanks to our efforts, San Francisco
has seen a 53% increase in the number of people biking since 2006.
45 Bike Lanes Get the
Green Light
In June, the City of San Francisco adopted
its most ambitious Bike Plan and gave the
green light to 45 bike lanes—a near
doubling of the miles of bike lanes—on key
streets like Fifth, Seventeenth, Townsend,
Kirkham, Alemany, San Jose, and Portola.
This unprecedented victory was only
possible through effective SF Bicycle
Coalition advocacy and countless hours of
grassroots organizing by our committed
members, volunteers and staff. At the
critical hearing in front of the Municipal
Transportation Agency in June 2009
hundreds of Bicycle Coalition members,
including mothers with children in tow,
business owners, and department heads,
stood up at City Hall to offer decision
makers over three hours of compelling
testimony for why streets should be safer
for everyone. SF Bicycle Coalition staff
presented thousands of letters from
businesses and individuals that reinforced
the already broad and diverse support
for biking improvements in every
neighborhood in San Francisco.
This momentous City Hall decision and
the City’s completion of an Environmental
Impact Report on the Bike Plan paved the
way for a partial lifting of the Bike Plan
injunction which has prevented the City
from making any physical improvements
to streets, such as adding bicycle lanes,
bicycle parking or signage since 2006. The
partial lifting in November allowed the
City to go forward with some improvements
and innovations for better bicycling such as:
» Installing hundreds of sidewalk bike
parking racks
» Adding 75 miles of “sharrows” (shared
lane arrows)
» Painting San Francisco’s first green
bike box, a designated space for
people on bikes to visibly position
themselves in front of cars at the red
light, on Scott Street
» Striping ten new bike lanes
Thirty-five approved projects remain on
hold due to the Bike Plan injunction. A
final court date in June 2010 should be the
last procedural hurdle towards allowing
the City to once again make streets safer
for everyone. At this hearing, the City
Attorney will submit final arguments to
end the Bike Plan lawsuit and lift the
four-year-old injunction. We are hopeful
the Bike Plan injunction will be fully lifted
by Summer 2010 and are eager for the City
to catch up with the widespread demand
for improvements.
“ Marshalling the SFBC’s
formidable talent for
organizing and educating
policymakers and the media
has been crucial, especially
in the past couple of months,
to help ensure that everyone
was on the same page and
understood the importance
of an expeditious and
unanimous approval of
the Environmental Impact
Report and the Bike Plan.”
NATHANIEL FORD
EXECUTIVE DIRECTOR, SF MUNICIPAL
TRANSPORTATION AGENCY

Our Great Streets Project is leading the charge to get good ideas quickly
on the ground to make San Francisco a more inviting place to bike,
walk, shop and live.
The Great Streets Project, in partnership
with San Francisco Planning and Urban
Research (SPUR), is engaging new
partners and building alliances with
government, business and neighborhood
decision makers to build support for
exciting innovations which are bringing
out the best for community and business.
A unique opportunity to
create a vision and plan for
our city’s main street.
Better streets for everyone mean better
and safer streets for people on bicycles.
To improve the busiest bicycling
street west of the Mississippi before
its reconstruction in 2013, we are
collaborating with five city agencies, local
business and community stakeholders on
the City’s Better Market Street Project.
Our vision is for Market Street to have a
fully continuous and separated bikeway,
excellent transit service and vibrant
sidewalks and public spaces.
We worked closely with the City to help
launch the historic Market Street
The street plaza in the Castro District (at left) and parklets (at right) are two innovative ways in which San Francisco is rethinking streets for people. The San Francisco Bicycle Coalition’s third annual Family Biking Day in Golden Gate Park drew hundreds of parents and kids.
Trials in September, a rare opportunity to
test innovative ideas and improvements
for the street. The first experiments
included required right turns for cars off
Market at Tenth and Sixth streets, fully
separated and green bike lanes, ‘calm
the safety zone’ areas to increase safety
at Muni boarding islands, as well as
programs like art in vacant storefronts,
concerts and seating areas to make the
street more inviting.
These first trials have had exciting results
including faster travel times for Muni.
People bicycling are also feeling safer with
the addition of the fully separated bike
lanes and fewer cars.
We are thrilled with the City’s spirit of
innovation and will continue our work
to improve this street for everyone.
Innovative Street Ideas
that Benefit Business
and the Community
On PARK(ing) day, a one-day annual event
that transforms metered parking spaces
into public gathering places, our Great
Streets Project helped two North Beach
cafes to create outdoor seating areas
in their curbside parking spaces. Our
volunteers designed and built sidewalk
extensions that were installed on busy
Columbus Avenue. These temporary
parklets, adorned with tables and chairs
for customers, proved so popular that
within a few hours 10 other nearby
businesses had set up seating areas in their
parking spaces. In the Mission District,
we created on-street bike parking in busy
commercial areas to show an innovative
way that the city can catch up with the
widespread demand for bike parking and
make the city an easier place to shop.
Creating these temporary parklets was
powerful to show city leaders the ways
that streets can be used to benefit business
and the community. Our Great Street
Project is working with the City to make
it easier for business owners to create
these parklets and boost their business at
the same time.
By promoting the bicycle for everyday transportation, we are helping
to create a city where more people can experience how easy, safe
and fun it is to bike.
Opening Streets for the
Whole Community
Six Sunday Streets events, up from two
events in 2008, opened miles of road for
people of all ages along the Embarcadero
and the Great Highway, through Golden
Gate Park, and in the Mission District. We
are proud to organize the volunteers that
make each Sunday Streets possible and be
a partner in this now permanent city
program. More than 20,000 people came
out to each event to bike, roller skate and
dance in the streets. These open streets
are perfect to introduce more people,
from eight-year-old children to eighty-year
old grandmothers, to the joys of biking.
Creating a Bikeable and
Accessible Treasure Island
The SF Bicycle Coalition, in partnership
with the Department of Public Health and
assistance from a $98,000 grant from
CalTrans Division of Transportation
Planning, completed a community-based
transportation plan for how Treasure
Island’s redevelopment can be designed to
prioritize walking, biking and public
transit. Through extensive outreach and
close relationships with the Mayor’s
Office, the SF Bicycle Coalition has
ensured key components of a world-class
bicycling environment will be on the
island. Our plan calls for calmed
neighborhood streets, continuous and
separated bike paths that are friendly and
inviting for people of all ages and a
bike-sharing system. This Community-
Based Plan raises the bar for bicycling on
the island and once it is built, Treasure
Island will be a welcoming place for
people of all ages to bike.
The San Francisco Bicycle Coalition also
won approval for a Project Study Report,
the first step towards getting funding for a
bike and pedestrian pathway on the west
span of the Bay Bridge. This pathway will
create a important connection for people
to bike to and from the East Bay, San
Francisco and Treasure Island.
Educating the Bicycle
Riders of Tomorrow
The SF Bicycle Coalition continues to
expand our programs and events to
encourage people of all ages to try biking.
We partnered with many city agencies to
launch a two-year Safe Routes to School
program that is being funded through a
$500,000 federal grant. The program aims
to make biking and walking to school
easier for parents and kids through
education, safer streets and incentives.
Five elementary schools participated in
this first year, and ten more schools will
join in 2010. In May, the SF Bicycle
Coalition helped organize San Francisco’s
“ This is the best relationship
we’ve had for years with
the advocacy community,
with the Bicycle Coalition.
We’ve begun to strike a nice
balance where this is not
about cars versus bikes, this
is about cars and bikes and
pedestrians cohabitating in
a different mindset.”
MAYOR GAVIN NEWSOM

Hundreds of San Francisco Bicycle Coalition members and State and City leaders stood together to fight against the removal of the bike lane at Market and Octavia.
first annual Bike to School Day when more
than 500 youth at 25 schools pedaled to
class. The success of this one-day event
was a clear indication that parents and
youth want healthy ways to get to school.
In October, our third annual Family Biking
Day in Golden Gate Park brought
hundreds of youth and their families out
for fun bike activities including a bike
scavenger hunt, bike parade, bicycle
road-eo, and our monthly Freedom From
Training Wheels program which helps
youngsters learn to ride on two wheels.
Throughout the year, we hosted 22 free
Urban Cycling Workshops and taught
hundreds of adults how to be confident,
safe and respectful when biking on city
streets. These classes in partnership with
the SF Municipal Transportation Agency
help promote safe streets and biking in
San Francisco.
Saving a Bike Lane
Hundreds of San Francisco Bicycle
Coalition members and State and City
leaders stood together to fight against
the removal of the bike lane at Market
and Octavia, a notoriously dangerous
intersection. City traffic engineers
threatened to remove this bike lane in
light of car and bicycle collisions, feeling
safety would be improved by having
bicycle and vehicle traffic merge before
the intersection. We advocated that to
improve everyone’s safety, the City should
address the source of the danger—the
drivers who are illegally turning right
onto the highway. We also recommended:
increased enforcement of the illegal right
turn, extending the concrete barrier that
separates the bike lane from the faster
moving traffic, painting the bike lane
green to further designate it and adding
landscaping to help slow all traffic.
Thankfully, our voices were heard and
the bike lane is still keeping people on
bikes safe; however, our work for safety
enhancements and enforcement at this
intersection continues.
Winning Smooth and
Safe Pavement
Realizing that reporting potholes is only
part of the solution, our Good Roads
Campaign worked double time this year
to win wider stretches of smooth
pavement—a key ingredient in safe,
smooth and enjoyable riding. SF Bicycle
Coalition staff and volunteers conducted
an extensive audit to coordinate street
resurfacing with new bike lane projects,
and to win advanced repaving of
important bike routes with deteriorating
pavement. We also identified busy bike
routes, like Market and 17th streets, that
were in desperate need of repair and
coordinated with the City to make large
and lasting pavement improvements.
Because of the Good Roads Campaign’s
efforts, the Department of Public Works
now places a greater emphasis on keeping
bike routes smooth and safe when
overseeing pothole requests, managing
construction zones and prioritizing the
street repaving schedule.
Helping more people bicycle
Bike About Town appears in the San
Francisco Chronicle and is written by SF
Bicycle Coalition members to help more
people realize how easy bicycling is.
Articles focus on topics like how to dress
and bike in style, great biking dates and the
joys of Sunday Streets.
Bike to Work Day in May, a one-day
annual event, is organized by the
San Francisco Bicycle Coalition, that
encourages hundreds of thousands
of people to bike to work, including city
VIPs. For the second year in a row, bicycles
accounted for more than half of the
morning roadway traffic on Market Street.
BIKES ONboard Campaign successfully
persuaded Caltrain to increase the
number of bikes allowed on trains by 35%,
a big victory for the 7% of commuters who
bring a bicycle on board the trains.
The San Francisco Bicycle Coalition’s
extraordinary accomplishments and
successful campaigns are propelled by two
important funding sources. First, the
dedicated volunteers who generously
donated more than 16,000 hours of their
professional skills and talents to advance
our work. In 2009, these services were
valued at $345,000, or a third of our
expense budget. Second, the businesses,
foundations and individual supporters
who gave generous financial contributions
in 2009. Membership dues and donations
from individuals make up nearly 70% of
