<strong>2009</strong> <strong>The</strong> <strong>Year</strong> <strong>of</strong> <strong>the</strong> <strong>Bicycle</strong><br />
SAN FRANCISCO BICYCLE COALITION ANNUAL REPORT
<strong>San</strong> <strong>Francisco</strong> <strong>Bicycle</strong> <strong>Coalition</strong> staff and members were hard at work<br />
on campaigns to nearly double <strong>the</strong> miles <strong>of</strong> bike lanes, win more smooth<br />
pavement on bike routes and launch <strong>the</strong> historic Market Street trials.<br />
A momentous City Hall decision paved <strong>the</strong> way for street improvements like bike lanes, bike parking racks and a green bike box on Fell Street.<br />
In <strong>2009</strong>, momentous achievements propelled our work to create more<br />
livable <strong>San</strong> <strong>Francisco</strong> streets and thanks to our efforts, <strong>San</strong> <strong>Francisco</strong><br />
has seen a 53% increase in <strong>the</strong> number <strong>of</strong> people biking since 2006.<br />
45 Bike Lanes Get <strong>the</strong><br />
Green Light<br />
In June, <strong>the</strong> City <strong>of</strong> <strong>San</strong> <strong>Francisco</strong> adopted<br />
its most ambitious Bike Plan and gave <strong>the</strong><br />
green light to 45 bike lanes—a near<br />
doubling <strong>of</strong> <strong>the</strong> miles <strong>of</strong> bike lanes—on key<br />
streets like Fifth, Seventeenth, Townsend,<br />
Kirkham, Alemany, <strong>San</strong> Jose, and Portola.<br />
This unprecedented victory was only<br />
possible through effective SF <strong>Bicycle</strong><br />
<strong>Coalition</strong> advocacy and countless hours <strong>of</strong><br />
grassroots organizing by our committed<br />
members, volunteers and staff. At <strong>the</strong><br />
critical hearing in front <strong>of</strong> <strong>the</strong> Municipal<br />
Transportation Agency in June <strong>2009</strong><br />
hundreds <strong>of</strong> <strong>Bicycle</strong> <strong>Coalition</strong> members,<br />
including mo<strong>the</strong>rs with children in tow,<br />
business owners, and department heads,<br />
stood up at City Hall to <strong>of</strong>fer decision<br />
makers over three hours <strong>of</strong> compelling<br />
testimony for why streets should be safer<br />
for everyone. SF <strong>Bicycle</strong> <strong>Coalition</strong> staff<br />
presented thousands <strong>of</strong> letters from<br />
businesses and individuals that reinforced<br />
<strong>the</strong> already broad and diverse support<br />
for biking improvements in every<br />
neighborhood in <strong>San</strong> <strong>Francisco</strong>.<br />
This momentous City Hall decision and<br />
<strong>the</strong> City’s completion <strong>of</strong> an Environmental<br />
Impact Report on <strong>the</strong> Bike Plan paved <strong>the</strong><br />
way for a partial lifting <strong>of</strong> <strong>the</strong> Bike Plan<br />
injunction which has prevented <strong>the</strong> City<br />
from making any physical improvements<br />
to streets, such as adding bicycle lanes,<br />
bicycle parking or signage since 2006. <strong>The</strong><br />
partial lifting in November allowed <strong>the</strong><br />
City to go forward with some improvements<br />
and innovations for better bicycling such as:<br />
» Installing hundreds <strong>of</strong> sidewalk bike<br />
parking racks<br />
» Adding 75 miles <strong>of</strong> “sharrows” (shared<br />
lane arrows)<br />
» Painting <strong>San</strong> <strong>Francisco</strong>’s first green<br />
bike box, a designated space for<br />
people on bikes to visibly position<br />
<strong>the</strong>mselves in front <strong>of</strong> cars at <strong>the</strong> red<br />
light, on Scott Street<br />
» Striping ten new bike lanes<br />
Thirty-five approved projects remain on<br />
hold due to <strong>the</strong> Bike Plan injunction. A<br />
final court date in June 2010 should be <strong>the</strong><br />
last procedural hurdle towards allowing<br />
<strong>the</strong> City to once again make streets safer<br />
for everyone. At this hearing, <strong>the</strong> City<br />
Attorney will submit final arguments to<br />
end <strong>the</strong> Bike Plan lawsuit and lift <strong>the</strong><br />
four-year-old injunction. We are hopeful<br />
<strong>the</strong> Bike Plan injunction will be fully lifted<br />
by Summer 2010 and are eager for <strong>the</strong> City<br />
to catch up with <strong>the</strong> widespread demand<br />
for improvements.<br />

Our Great Streets Project is leading <strong>the</strong> charge to get good ideas quickly<br />
on <strong>the</strong> ground to make <strong>San</strong> <strong>Francisco</strong> a more inviting place to bike,<br />
walk, shop and live.<br />
<strong>The</strong> Great Streets Project, in partnership<br />
with <strong>San</strong> <strong>Francisco</strong> Planning and Urban<br />
Research (SPUR), is engaging new<br />
partners and building alliances with<br />
government, business and neighborhood<br />
decision makers to build support for<br />
exciting innovations which are bringing<br />
out <strong>the</strong> best for community and business.<br />
A unique opportunity to<br />
create a vision and plan for<br />
our city’s main street.<br />
Better streets for everyone mean better<br />
and safer streets for people on bicycles.<br />
To improve <strong>the</strong> busiest bicycling<br />
street west <strong>of</strong> <strong>the</strong> Mississippi before<br />
its reconstruction in 2013, we are<br />
collaborating with five city agencies, local<br />
business and community stakeholders on<br />
<strong>the</strong> City’s Better Market Street Project.<br />
Our vision is for Market Street to have a<br />
fully continuous and separated bikeway,<br />
excellent transit service and vibrant<br />
sidewalks and public spaces.<br />
We worked closely with <strong>the</strong> City to help<br />
launch <strong>the</strong> historic Market Street<br />

<strong>The</strong> street plaza in <strong>the</strong> Castro District (at left) and parklets (at right) are two innovative ways in which <strong>San</strong> <strong>Francisco</strong> is rethinking streets for people. <strong>The</strong> <strong>San</strong> <strong>Francisco</strong> <strong>Bicycle</strong> <strong>Coalition</strong>’s third annual Family Biking Day in Golden Gate Park drew hundreds <strong>of</strong> parents and kids.<br />
Trials in September, a rare opportunity to<br />
test innovative ideas and improvements<br />
for <strong>the</strong> street. <strong>The</strong> first experiments<br />
included required right turns for cars <strong>of</strong>f<br />
Market at Tenth and Sixth streets, fully<br />
separated and green bike lanes, ‘calm<br />
<strong>the</strong> safety zone’ areas to increase safety<br />
at Muni boarding islands, as well as<br />
programs like art in vacant storefronts,<br />
concerts and seating areas to make <strong>the</strong><br />
street more inviting.<br />
<strong>The</strong>se first trials have had exciting results<br />
including faster travel times for Muni.<br />
People bicycling are also feeling safer with<br />
<strong>the</strong> addition <strong>of</strong> <strong>the</strong> fully separated bike<br />
lanes and fewer cars.<br />
We are thrilled with <strong>the</strong> City’s spirit <strong>of</strong><br />
innovation and will continue our work<br />
to improve this street for everyone.<br />
Innovative Street Ideas<br />
that Benefit Business<br />
and <strong>the</strong> Community<br />
On PARK(ing) day, a one-day annual event<br />
that transforms metered parking spaces<br />
into public ga<strong>the</strong>ring places, our Great<br />
Streets Project helped two North Beach<br />
cafes to create outdoor seating areas<br />
in <strong>the</strong>ir curbside parking spaces. Our<br />
volunteers designed and built sidewalk<br />
extensions that were installed on busy<br />
Columbus Avenue. <strong>The</strong>se temporary<br />
parklets, adorned with tables and chairs<br />
for customers, proved so popular that<br />
within a few hours 10 o<strong>the</strong>r nearby<br />
businesses had set up seating areas in <strong>the</strong>ir<br />
parking spaces. In <strong>the</strong> Mission District,<br />
we created on-street bike parking in busy<br />
commercial areas to show an innovative<br />
way that <strong>the</strong> city can catch up with <strong>the</strong><br />
widespread demand for bike parking and<br />
make <strong>the</strong> city an easier place to shop.<br />
Creating <strong>the</strong>se temporary parklets was<br />
powerful to show city leaders <strong>the</strong> ways<br />
that streets can be used to benefit business<br />
and <strong>the</strong> community. Our Great Street<br />
Project is working with <strong>the</strong> City to make<br />
it easier for business owners to create<br />
<strong>the</strong>se parklets and boost <strong>the</strong>ir business at<br />
<strong>the</strong> same time.<br />
By promoting <strong>the</strong> bicycle for everyday transportation, we are helping<br />
to create a city where more people can experience how easy, safe<br />
and fun it is to bike.<br />
Opening Streets for <strong>the</strong><br />
Whole Community<br />
Six Sunday Streets events, up from two<br />
events in 2008, opened miles <strong>of</strong> road for<br />
people <strong>of</strong> all ages along <strong>the</strong> Embarcadero<br />
and <strong>the</strong> Great Highway, through Golden<br />
Gate Park, and in <strong>the</strong> Mission District. We<br />
are proud to organize <strong>the</strong> volunteers that<br />
make each Sunday Streets possible and be<br />
a partner in this now permanent city<br />
program. More than 20,000 people came<br />
out to each event to bike, roller skate and<br />
dance in <strong>the</strong> streets. <strong>The</strong>se open streets<br />
are perfect to introduce more people,<br />
from eight-year-old children to eighty-year<br />
old grandmo<strong>the</strong>rs, to <strong>the</strong> joys <strong>of</strong> biking.<br />
Creating a Bikeable and<br />
Accessible Treasure Island<br />
<strong>The</strong> SF <strong>Bicycle</strong> <strong>Coalition</strong>, in partnership<br />
with <strong>the</strong> Department <strong>of</strong> Public Health and<br />
assistance from a $98,000 grant from<br />
CalTrans Division <strong>of</strong> Transportation<br />
Planning, completed a community-based<br />
transportation plan for how Treasure<br />
Island’s redevelopment can be designed to<br />
prioritize walking, biking and public<br />
transit. Through extensive outreach and<br />
close relationships with <strong>the</strong> Mayor’s<br />
Office, <strong>the</strong> SF <strong>Bicycle</strong> <strong>Coalition</strong> has<br />
ensured key components <strong>of</strong> a world-class<br />
bicycling environment will be on <strong>the</strong><br />
island. Our plan calls for calmed<br />
neighborhood streets, continuous and<br />
separated bike paths that are friendly and<br />
inviting for people <strong>of</strong> all ages and a<br />
bike-sharing system. This Community-<br />
Based Plan raises <strong>the</strong> bar for bicycling on<br />
<strong>the</strong> island and once it is built, Treasure<br />
Island will be a welcoming place for<br />
people <strong>of</strong> all ages to bike.<br />
<strong>The</strong> <strong>San</strong> <strong>Francisco</strong> <strong>Bicycle</strong> <strong>Coalition</strong> also<br />
won approval for a Project Study Report,<br />
<strong>the</strong> first step towards getting funding for a<br />
bike and pedestrian pathway on <strong>the</strong> west<br />
span <strong>of</strong> <strong>the</strong> Bay Bridge. This pathway will<br />
create a important connection for people<br />
to bike to and from <strong>the</strong> East Bay, <strong>San</strong><br />
<strong>Francisco</strong> and Treasure Island.<br />
Educating <strong>the</strong> <strong>Bicycle</strong><br />
Riders <strong>of</strong> Tomorrow<br />
<strong>The</strong> SF <strong>Bicycle</strong> <strong>Coalition</strong> continues to<br />
expand our programs and events to<br />
encourage people <strong>of</strong> all ages to try biking.<br />
We partnered with many city agencies to<br />
launch a two-year Safe Routes to School<br />
program that is being funded through a<br />
$500,000 federal grant. <strong>The</strong> program aims<br />
to make biking and walking to school<br />
easier for parents and kids through<br />
education, safer streets and incentives.<br />
Five elementary schools participated in<br />
this first year, and ten more schools will<br />
join in 2010. In May, <strong>the</strong> SF <strong>Bicycle</strong><br />
<strong>Coalition</strong> helped organize <strong>San</strong> <strong>Francisco</strong>’s<br />

is about cars and bikes and<br />
pedestrians cohabitating in<br />
a different mindset.”<br />
MAYOR GAVIN NEWSOM
Hundreds <strong>of</strong> <strong>San</strong> <strong>Francisco</strong> <strong>Bicycle</strong> <strong>Coalition</strong> members and State and City leaders stood toge<strong>the</strong>r to fight against <strong>the</strong> removal <strong>of</strong> <strong>the</strong> bike lane at Market and Octavia.<br />
first annual Bike to School Day when more<br />
than 500 youth at 25 schools pedaled to<br />
class. <strong>The</strong> success <strong>of</strong> this one-day event<br />
was a clear indication that parents and<br />
youth want healthy ways to get to school.<br />
In October, our third annual Family Biking<br />
Day in Golden Gate Park brought<br />
hundreds <strong>of</strong> youth and <strong>the</strong>ir families out<br />
for fun bike activities including a bike<br />
scavenger hunt, bike parade, bicycle<br />
road-eo, and our monthly Freedom From<br />
Training Wheels program which helps<br />
youngsters learn to ride on two wheels.<br />
Throughout <strong>the</strong> year, we hosted 22 free<br />
Urban Cycling Workshops and taught<br />
hundreds <strong>of</strong> adults how to be confident,<br />
safe and respectful when biking on city<br />
streets. <strong>The</strong>se classes in partnership with<br />
<strong>the</strong> SF Municipal Transportation Agency<br />
help promote safe streets and biking in<br />
<strong>San</strong> <strong>Francisco</strong>.<br />
Saving a Bike Lane<br />
Hundreds <strong>of</strong> <strong>San</strong> <strong>Francisco</strong> <strong>Bicycle</strong><br />
<strong>Coalition</strong> members and State and City<br />
leaders stood toge<strong>the</strong>r to fight against<br />
<strong>the</strong> removal <strong>of</strong> <strong>the</strong> bike lane at Market<br />
and Octavia, a notoriously dangerous<br />
intersection. City traffic engineers<br />
threatened to remove this bike lane in<br />
light <strong>of</strong> car and bicycle collisions, feeling<br />
safety would be improved by having<br />
bicycle and vehicle traffic merge before<br />
<strong>the</strong> intersection. We advocated that to<br />
improve everyone’s safety, <strong>the</strong> City should<br />
address <strong>the</strong> source <strong>of</strong> <strong>the</strong> danger—<strong>the</strong><br />
drivers who are illegally turning right<br />
onto <strong>the</strong> highway. We also recommended:<br />
increased enforcement <strong>of</strong> <strong>the</strong> illegal right<br />
turn, extending <strong>the</strong> concrete barrier that<br />
separates <strong>the</strong> bike lane from <strong>the</strong> faster<br />
moving traffic, painting <strong>the</strong> bike lane<br />
green to fur<strong>the</strong>r designate it and adding<br />
landscaping to help slow all traffic.<br />
Thankfully, our voices were heard and<br />
<strong>the</strong> bike lane is still keeping people on<br />
bikes safe; however, our work for safety<br />
enhancements and enforcement at this<br />
intersection continues.<br />
Winning Smooth and<br />
Safe Pavement<br />
Realizing that reporting potholes is only<br />
part <strong>of</strong> <strong>the</strong> solution, our Good Roads<br />
Campaign worked double time this year<br />
to win wider stretches <strong>of</strong> smooth<br />
pavement—a key ingredient in safe,<br />
smooth and enjoyable riding. SF <strong>Bicycle</strong><br />
<strong>Coalition</strong> staff and volunteers conducted<br />
an extensive audit to coordinate street<br />
resurfacing with new bike lane projects,<br />
and to win advanced repaving <strong>of</strong><br />
important bike routes with deteriorating<br />
pavement. We also identified busy bike<br />
routes, like Market and 17th streets, that<br />
were in desperate need <strong>of</strong> repair and<br />
coordinated with <strong>the</strong> City to make large<br />
and lasting pavement improvements.<br />
Because <strong>of</strong> <strong>the</strong> Good Roads Campaign’s<br />
efforts, <strong>the</strong> Department <strong>of</strong> Public Works<br />
now places a greater emphasis on keeping<br />
bike routes smooth and safe when<br />
overseeing pothole requests, managing<br />
construction zones and prioritizing <strong>the</strong><br />
street repaving schedule.<br />
Helping more people bicycle<br />
Bike About Town appears in <strong>the</strong> <strong>San</strong><br />
<strong>Francisco</strong> Chronicle and is written by SF<br />
<strong>Bicycle</strong> <strong>Coalition</strong> members to help more<br />
people realize how easy bicycling is.<br />
Articles focus on topics like how to dress<br />
and bike in style, great biking dates and <strong>the</strong><br />
joys <strong>of</strong> Sunday Streets.<br />
Bike to Work Day in May, a one-day<br />
annual event, is organized by <strong>the</strong><br />
<strong>San</strong> <strong>Francisco</strong> <strong>Bicycle</strong> <strong>Coalition</strong>, that<br />
encourages hundreds <strong>of</strong> thousands<br />
<strong>of</strong> people to bike to work, including city<br />
VIPs. For <strong>the</strong> second year in a row, bicycles<br />
accounted for more than half <strong>of</strong> <strong>the</strong><br />
morning roadway traffic on Market Street.<br />
BIKES ONboard Campaign successfully<br />
persuaded Caltrain to increase <strong>the</strong><br />
number <strong>of</strong> bikes allowed on trains by 35%,<br />
a big victory for <strong>the</strong> 7% <strong>of</strong> commuters who<br />
bring a bicycle on board <strong>the</strong> trains.<br />

in <strong>2009</strong>. Membership dues and donations<br />
from individuals make up nearly 70% <strong>of</strong><br />
<strong>the</strong> <strong>Bicycle</strong> <strong>Coalition</strong>’s annual income.<br />
