Parking Rules for <strong>Cicero</strong> Streets<br />

Obey <strong>the</strong> parking signs all year long on Major and Residential Streets in <strong>Town</strong><br />

<strong>The</strong> <strong>Town</strong> <strong>of</strong> <strong>Cicero</strong> is working with<br />

residents <strong>to</strong> better maintain our public<br />

streets throughout <strong>the</strong> <strong>Town</strong>. Street<br />

maintenance now takes place year<br />

round, from January 1 through<br />

December 31. <strong>The</strong> <strong>Town</strong> is asking all<br />

residents for <strong>the</strong>ir cooperation and <strong>to</strong><br />

obey <strong>the</strong> posted “No Parking” signs<br />

year round <strong>to</strong> allow for all types <strong>of</strong><br />

street maintenance.<br />

<strong>The</strong> <strong>Town</strong>’s Department <strong>of</strong> Public<br />

Works will be scheduling work and<br />

coming through with equipment<br />

<strong>to</strong> better maintain <strong>the</strong> integrity and<br />

safety <strong>of</strong> your street throughout <strong>the</strong><br />

year. Regular street maintenance<br />

includes: forestry trucks, sewer crews,<br />

asphalt trucks, curb painting and<br />

repair, street sweeping, street cleaning<br />

or snow plowing <strong>to</strong> effectively clean<br />

and maintain your streets. <strong>The</strong> <strong>Town</strong><br />

<strong>of</strong> <strong>Cicero</strong> needs your help by moving<br />

your vehicle each week in accordance<br />

with <strong>the</strong> posted “No Parking” street<br />

signs.<br />

In accordance with <strong>Town</strong> Ordinance,<br />

“No Parking” regulations are in effect<br />

on each street, one day per week, as<br />

posted and designated on street signs.<br />

Vehicles parked in violation <strong>of</strong> <strong>the</strong><br />

posted signs will be ticketed. To be in<br />

compliance, residents must refrain<br />

from parking on <strong>the</strong> designated side<br />

<strong>of</strong> <strong>the</strong> street during <strong>the</strong> posted “No<br />

Parking” day and time EACH week,<br />

throughout <strong>the</strong> entire year.<br />

All residents must obey <strong>the</strong> “No<br />

Parking” signs and move <strong>the</strong>ir<br />

vehicle each week regardless <strong>of</strong> <strong>the</strong><br />

wea<strong>the</strong>r conditions. Vehicles parked in<br />

violation <strong>of</strong> <strong>the</strong> ordinance will receive a<br />

$50 citation.<br />

<strong>The</strong> <strong>Town</strong> will <strong>to</strong>w a vehicle that<br />

violates <strong>the</strong> “No Parking” ordinance<br />

on residential streets after <strong>the</strong> third<br />

(3rd) citation is issued <strong>to</strong> <strong>the</strong> same<br />

licensed vehicle in one calendar year<br />

when parked on residential streets<br />

(non-major streets), according <strong>to</strong><br />

<strong>Town</strong> Ordinance Section 94-280.<br />

Viola<strong>to</strong>rs <strong>of</strong> <strong>the</strong> “No Parking” ordinance<br />

on Major Streets in <strong>Town</strong> (16th Street,<br />

26th Street, 31st Street, 35th Street,<br />

50th Avenue, Laramie Avenue, Central<br />

Avenue, Austin Blvd, Cermak Rd, <strong>the</strong><br />

south side <strong>of</strong> Roosevelt Road and <strong>the</strong><br />

north side <strong>of</strong> Pershing Road) will be<br />

issued a $50 citation and may be <strong>to</strong>wed<br />

immediately <strong>to</strong> expedite <strong>the</strong> cleaning <strong>of</strong><br />

<strong>the</strong>se major streets.<br />

<strong>The</strong> street maintenance program is<br />

in effect in order <strong>to</strong> meet our <strong>Town</strong><br />

residents’ expectation for clean and wellmaintained<br />

streets. By obeying <strong>the</strong> “No<br />

Parking” signs during <strong>the</strong> designated<br />

day and time each week, <strong>the</strong> <strong>Town</strong> will<br />

be better able <strong>to</strong> clean and maintain<br />

<strong>the</strong> streets weekly, year round.<br />

Dear <strong>Cicero</strong> residents,<br />

I want <strong>to</strong> take a moment <strong>to</strong> talk <strong>to</strong> you<br />

about <strong>the</strong> devastating earthquake<br />

that hit <strong>the</strong> island nation <strong>of</strong> Haiti on<br />

January 12th.<br />

<strong>The</strong> quake that rocked Haiti has<br />

caused catastrophic damage <strong>to</strong> <strong>the</strong><br />

country. National landmarks have<br />

been destroyed, as well as clinics,<br />

hospitals, roads and transportation<br />

systems and lines <strong>of</strong> communication.<br />

<strong>The</strong>y are estimating that over 3<br />

million people have been affected in<br />

some way by <strong>the</strong> quake, with <strong>of</strong>ficials<br />

estimating between 100,000 and<br />

200,000 lives lost.<br />

Secretary <strong>of</strong> State Hillary Clin<strong>to</strong>n<br />

called it a disaster <strong>of</strong> biblical<br />

proportions. From <strong>the</strong> s<strong>to</strong>ries, <strong>the</strong><br />

pictures and <strong>the</strong> news coverage, that’s<br />

a heart wrenching assessment with<br />

which I have <strong>to</strong> agree.<br />

Many in Haiti already lived at a level<br />

<strong>of</strong> poverty that most people will never<br />

know. <strong>The</strong>y are desperately in need<br />

<strong>of</strong> help — it matters not from w<strong>here</strong>,<br />

only that it comes.<br />

With this in mind, my administration<br />

and our <strong>Town</strong> have partnered<br />

with Pee Dee Kay Medical <strong>to</strong> send<br />

a donation <strong>of</strong> 100 wheelchairs <strong>to</strong><br />

provide much needed aid and relief <strong>to</strong><br />

Haitians with disabilities.<br />

T<strong>here</strong> are a multitude <strong>of</strong> organizations<br />

providing relief efforts in Haiti.<br />

Foremost among <strong>the</strong>m is <strong>the</strong> Red<br />

Cross, but <strong>the</strong>y are certainly not alone.<br />

If you are able, considering donating<br />

blood or investigating if t<strong>here</strong> is a way<br />

you can contribute <strong>to</strong> <strong>the</strong> relief effort<br />

for a suffering nation.<br />

And please, keep <strong>the</strong> people <strong>of</strong> Haiti in<br />

your thoughts and prayers as <strong>the</strong>y work<br />

<strong>to</strong> recover from a disaster many <strong>of</strong> us<br />

can not even fathom.<br />

On Tuesday, February 2nd, <strong>the</strong> polls<br />

will open for Illinois’ statewide primary<br />

election. A multitude <strong>of</strong> <strong>of</strong>fices —<br />

statewide, countywide and local —<br />

are up in 2010, and I encourage you<br />

<strong>to</strong> go <strong>to</strong> <strong>the</strong> polls <strong>to</strong> make your voice<br />

heard.<br />

<strong>The</strong> polls open at 6am and close<br />

at 7pm. You can find a list <strong>of</strong> all<br />

polling locations by precinct on <strong>the</strong><br />

homepage <strong>of</strong> our website at www.<br />

Through our <strong>Town</strong>’s Health Department<br />

and partnerships with a number <strong>of</strong><br />

health and social service organizations,<br />

we are able <strong>to</strong> <strong>of</strong>fer a number <strong>of</strong> health,<br />

wellbeing and educational services free<br />

<strong>of</strong> charge <strong>to</strong> <strong>Cicero</strong> residents. I want <strong>to</strong><br />

tell you about two upcoming events.<br />

On February 16th, you can protect<br />

yourself from diabetes, HIV/AIDS and<br />

heart disease by taking advantage <strong>of</strong><br />

free glucose, HIV and blood pressure<br />

screenings, <strong>of</strong>fered by our <strong>Cicero</strong> Health<br />

Department, in conjunction with <strong>the</strong><br />

Pilsen Wellness Center, Lawndale<br />

Christian Health Center and Corazon<br />

Community Services. <strong>The</strong> testing will<br />

be at <strong>the</strong> Toys Program Center at 1407 S.<br />

49th Court.<br />

Beginning on February 2nd, <strong>the</strong> <strong>Town</strong><br />

and Corazon Community Services will<br />

<strong>of</strong>fer a sex education series at <strong>the</strong> <strong>Cicero</strong><br />

Community Center. <strong>The</strong> series is free and<br />

available <strong>to</strong> all students in grades 10-12.<br />

I hope you take advantage <strong>of</strong> <strong>the</strong>se free<br />

services available <strong>to</strong> you through <strong>the</strong><br />

<strong>Town</strong>.<br />

Donate 100 Wheelchairs <strong>to</strong> Haiti<br />

<strong>Cicero</strong> <strong>Town</strong> President Larry Dominick and <strong>the</strong> <strong>Town</strong> <strong>of</strong> <strong>Cicero</strong><br />

have joined <strong>to</strong>ge<strong>the</strong>r with Pee Dee Kay Medical <strong>to</strong> donate 100<br />

wheelchairs <strong>to</strong> <strong>the</strong> devastated island nation <strong>of</strong> Haiti.<br />

On Tuesday, January 12th, Haiti was rocked by a massive earthquake<br />

measuring 7.0 on <strong>the</strong> Richter magnitude scale, a seismic event<br />

more powerful than <strong>the</strong> explosion <strong>of</strong> <strong>the</strong> largest <strong>the</strong>rmonuclear<br />

weapon ever tested. <strong>The</strong> International Red Cross has estimated that<br />

about three million people were affected by <strong>the</strong> quake, with Haitian<br />

<strong>of</strong>ficials estimating that <strong>the</strong> disaster would claim between 100,000<br />

and 200,000 lives.<br />

This catastrophic earthquake has laid ruin <strong>to</strong> many <strong>of</strong> Haiti’s national landmarks - <strong>the</strong> Presidential Palace, <strong>the</strong><br />

National Assembly building, <strong>the</strong> Port-au-Prince Ca<strong>the</strong>dral - as well as much <strong>of</strong> <strong>the</strong> existing state infrastructure<br />

including all hospitals in <strong>the</strong> capital city Port-au-Prince, <strong>the</strong> headquarters <strong>of</strong> <strong>the</strong> United Nations Stabilization<br />

Mission in Haiti, most air, sea and land transport facilities, as well as communication systems.<br />

In <strong>the</strong> wake <strong>of</strong> <strong>the</strong> initial destruction, Haiti suffered a multitude <strong>of</strong> aftershocks, some measuring as high as 5.9 on<br />

<strong>the</strong> Richter scale. Many <strong>of</strong> <strong>the</strong> buildings weakened by <strong>the</strong> initial quake were fully laid <strong>to</strong> waste by <strong>the</strong> power <strong>of</strong> <strong>the</strong><br />

aftershocks.<br />

<strong>The</strong> UN Office for <strong>the</strong> Coordination <strong>of</strong> Humanitarian Affairs has called this <strong>the</strong> worst disaster <strong>the</strong> UN had ever<br />

confronted.<br />

Also effected by <strong>the</strong> massive devastation were many <strong>of</strong> <strong>the</strong> social welfare and social service providers in Haiti,<br />

such as orphanages, hospitals, clinics and facilities for children and adults with disabilities and specific medical<br />

needs. With this in mind, President Dominick, along with Pee Dee Kay Medical, <strong>Cicero</strong> Health Department Direc<strong>to</strong>r<br />

Elizabeth Dominick, Head Pharmacist Mahendra Khatau, Administra<strong>to</strong>r Jeanette Leiva and President’s Office for<br />

People with Disabilities Direc<strong>to</strong>r Kathy Ordman, has organized this benevolent donation <strong>of</strong> 100 wheelchairs <strong>to</strong> help<br />

provide relief <strong>to</strong> those whose lives have turned upside down by this earthquake.<br />

“<strong>The</strong> catastrophic destruction in Haiti is heartbreaking <strong>to</strong> see,” said President Dominick. “I ask that all <strong>the</strong> people <strong>of</strong><br />

<strong>Cicero</strong> keep everyone in Haiti in <strong>the</strong>ir thoughts and prayers as <strong>the</strong>y grapple with this horrific disaster and work <strong>to</strong><br />

rebuild <strong>the</strong>ir homes, <strong>the</strong>ir cities and <strong>the</strong>ir country.”<br />

“With this donation <strong>of</strong> 100 wheelchairs, we hope that we can provide some help and relief <strong>to</strong> those who are now so<br />

desperately wanting for aid,” continued Dominick. “We want <strong>the</strong>m <strong>to</strong> know that <strong>the</strong> <strong>Town</strong> <strong>of</strong> <strong>Cicero</strong> is always t<strong>here</strong><br />

<strong>to</strong> lend a helping hand <strong>to</strong> those in <strong>the</strong>ir time <strong>of</strong> need.”<br />

Previous Presidential initiatives have provided aid and much needed supplies <strong>to</strong> those with disabilities in foreign<br />

nations such as Ecuador.<br />

Why do we need Cook County’s Health System<br />

Many residents <strong>of</strong> Cook County are fortunate enough <strong>to</strong> have <strong>the</strong>ir own<br />

full coverage medical insurance through <strong>the</strong>ir employer and some pay<br />

<strong>the</strong> premium out <strong>of</strong> <strong>the</strong>ir own pocket when self-employed. However,<br />

contrary <strong>to</strong> what <strong>the</strong>se fortunate people may believe, a large percentage<br />

<strong>of</strong> residents are not insured or <strong>the</strong>ir medical insurance does not adequately<br />

cover all <strong>of</strong> <strong>the</strong>ir costs. <strong>The</strong>y have <strong>to</strong> rely on <strong>the</strong> services <strong>of</strong>fered<br />

by <strong>the</strong> Cook County Health and Hospitals System, which runs three hospitals,<br />

many clinics and <strong>the</strong> Department <strong>of</strong> Public Health.<br />

It is Cook County Government’s obligation <strong>to</strong> provide for Public Health as mandated by <strong>the</strong> State<br />

Constitution. Our system has become unique <strong>to</strong> <strong>the</strong> region. Although many <strong>of</strong> <strong>the</strong> surrounding<br />

Counties, while obligated like ours <strong>to</strong> provide public health aid, do not provide <strong>the</strong>ir residents<br />

with a Hospital fully prepared for any kind <strong>of</strong> medical need including surgeries, pain management,<br />

rehabilitation, and trauma emergencies like we do at Stroger Hospital. Consequently,<br />

when <strong>the</strong>ir residents are in need <strong>of</strong> any <strong>of</strong> <strong>the</strong>se services <strong>the</strong>y come <strong>to</strong> us. Our Department <strong>of</strong><br />

Public Health carries <strong>the</strong> burden <strong>of</strong> fighting communicable diseases, whe<strong>the</strong>r seasonal or sudden<br />

epidemics, with a limited budget that is revised only once a year.<br />

Our system has become overwhelmed with many more visits from newly unemployed, uninsured<br />

residents due <strong>to</strong> <strong>the</strong> economic situation <strong>the</strong> whole nation is facing. More than half <strong>of</strong> our patients<br />

simply cannot pay for <strong>the</strong>ir medical treatment. We as a government have <strong>to</strong> absorb <strong>the</strong>se kinds <strong>of</strong><br />

expenses, we have <strong>to</strong> plan and budget for <strong>the</strong>m every year, and <strong>the</strong>y cannot be swept under <strong>the</strong><br />

“lets tighten our belts, we’ll find <strong>the</strong> money later” rug, because we do not operate for pr<strong>of</strong>it nor on<br />

credit.<br />

Some people might not care, but <strong>the</strong>y forget that if we do not treat people when <strong>the</strong>y are sick,<br />

eventually illness will catch up <strong>to</strong> <strong>the</strong> rest <strong>of</strong> <strong>the</strong> community. Disease has <strong>to</strong> be controlled not only<br />

because it is <strong>the</strong> humanitarian mission <strong>of</strong> <strong>the</strong> County, but also <strong>to</strong> protect those same people that<br />

look away in <strong>the</strong> face <strong>of</strong> need. All <strong>of</strong> us need <strong>the</strong> Cook County Health System, whe<strong>the</strong>r we use it or<br />

not, whe<strong>the</strong>r we think we might one day need it or not. No one can afford <strong>to</strong> loose this safety net!<br />

What goes around comes around. Never were <strong>the</strong>se words truer than with disease and suffering.<br />

Remember that.<br />

<strong>The</strong> Three Wise Kings Visit <strong>Cicero</strong><br />

Hundreds <strong>of</strong> <strong>Cicero</strong> families gat<strong>here</strong>d at <strong>Cicero</strong> Stadium on January 9th for <strong>the</strong> annual celebration <strong>of</strong> <strong>the</strong> Three Wise<br />

Kings, marking <strong>the</strong> arrival <strong>of</strong> <strong>the</strong> three wise men in Bethlehem visiting <strong>the</strong> newborn baby Jesus.<br />

Families enjoyed <strong>the</strong> traditional “Rosca de Reyes” or “Three Kings Bread”, a sweet holiday bread with figurines <strong>of</strong> <strong>the</strong><br />

baby Jesus baked in<strong>to</strong> <strong>the</strong> bread. Tradition holds that those who find <strong>the</strong> figurine in <strong>the</strong> bread will prepare a Feb.<br />

2nd brunch for <strong>the</strong>ir friends and family <strong>to</strong> mark <strong>the</strong> end <strong>of</strong> <strong>the</strong> holiday season.<br />

Those families in attendance were also treated <strong>to</strong> free family pho<strong>to</strong>s with <strong>the</strong> Three Wise Kings, live music and dance<br />

performances. In celebration <strong>of</strong> <strong>the</strong> season, each child attending <strong>the</strong> event received a free <strong>to</strong>y, compliments <strong>of</strong><br />

<strong>Cicero</strong> <strong>Town</strong> President Larry Dominick.<br />

Special thanks goes out <strong>to</strong> <strong>Cicero</strong> <strong>Town</strong> Trustee Vic<strong>to</strong>r Garcia for his hard work in making this event such a success.<br />

<strong>Cicero</strong>’s Neighborhood Stabilization Program Continues <strong>to</strong><br />

Find New Homes for Buyers<br />

“I am not only a proud homeowner,” exclaimed Cynthia Young, “but I am now<br />

a proud resident <strong>of</strong> <strong>the</strong> awesome <strong>Town</strong> <strong>of</strong> <strong>Cicero</strong>.”<br />

Such was <strong>the</strong> reaction <strong>of</strong> ano<strong>the</strong>r satisfied new homeowner, assisted by<br />

<strong>Cicero</strong> <strong>Town</strong> President Larry Dominick’s Neighborhood Stabilization Program<br />

(NSP).<br />

<strong>The</strong> program <strong>of</strong>fers <strong>to</strong> qualified homebuyers a 0% interest, deferred payment<br />

loan that is 100% forgivable after 10 years if <strong>the</strong> qualified homebuyer<br />

purchases a currently foreclosed, real estate owned (REO) single family or<br />

multi-family (up <strong>to</strong> 3-flat) property in one <strong>of</strong> <strong>Cicero</strong>’s targeted areas that<br />

will be used has <strong>the</strong> homebuyer’s primary residence. <strong>The</strong> homes are made<br />

available for purchase at a 15% discount from its currently appraised value.<br />

“I had been in <strong>the</strong> market for a new home for <strong>the</strong> past 3 years,” explained<br />

Young. “I’d tried several different programs <strong>the</strong> City <strong>of</strong> Chicago <strong>of</strong>fered,<br />

however, each time an insurmountable obstacle arose and I was unable <strong>to</strong><br />

seal <strong>the</strong> deal.”<br />

A friend who lives in <strong>Cicero</strong> guided Cynthia Young <strong>to</strong> <strong>the</strong> <strong>Town</strong>’s NSP<br />

program. She found <strong>the</strong> home for her in July and closed on it in late<br />

Oc<strong>to</strong>ber. But, she says, <strong>the</strong> great work was just beginning.<br />

Through <strong>the</strong> program, many <strong>of</strong> <strong>the</strong> renovations necessary <strong>to</strong> bring <strong>the</strong> home<br />

up <strong>to</strong> code were grant funded. Through <strong>the</strong> dedicated work <strong>of</strong> program<br />

administra<strong>to</strong>r Tom Tomschin, Ruber<strong>to</strong> Deloera, and Sam Joh <strong>of</strong> Presidio<br />

Capital, LLC and a team <strong>of</strong> staff and contrac<strong>to</strong>rs, <strong>the</strong> work on Young’s new home was finished in just 60 days times.<br />

“My home was transformed from a cave in<strong>to</strong> a castle,” said Young. “Every time I come home, I shake my head in amazement<br />

that this is my home and I am so incredibly proud <strong>of</strong> it.”<br />

“I’d like <strong>to</strong> <strong>of</strong>ficially welcome Ms. Young <strong>to</strong> <strong>the</strong> <strong>Town</strong> <strong>of</strong> <strong>Cicero</strong>,” said President Dominick. “It’s always <strong>to</strong>uching <strong>to</strong> hear s<strong>to</strong>ries like<br />

this. It’s great <strong>to</strong> be able <strong>to</strong> say that, through this program, we’re finding people homes and changing people’s lives <strong>here</strong> in <strong>the</strong><br />

<strong>Town</strong> <strong>of</strong> <strong>Cicero</strong>.”<br />

<strong>Cicero</strong> Rotary Club welcomed Rotary Ambassadorial Scholar,<br />

Chien-Hua from Taiwan<br />

<strong>Cicero</strong> Rotary Club welcomed Rotary Ambassadorial Scholar, Chien-Hua from<br />

Taiwan. She is studying English at Dominican University in Forest Park, IL.<br />

Chien-Hua presented a great pic<strong>to</strong>rial <strong>of</strong> her homeland, Taiwan and <strong>the</strong> culture<br />

differences between that country and <strong>the</strong> United States.<br />

Chien-Hua headed back <strong>to</strong> Taiwan for <strong>the</strong> holidays and should complete her<br />

studies under <strong>the</strong> Rotary Ambassadorial program next year. Pictured with her is<br />

<strong>the</strong> <strong>Cicero</strong> Club President, Deb Sitz, who has made two trips <strong>to</strong> Mainland China,<br />

herself under <strong>the</strong> Alliances for Smiles program, also sponsored by Rotary.<br />

Direc<strong>to</strong>r Elizabeth Dominick are proud <strong>to</strong> announce that Dr. Chris<br />

Martin II will be providing op<strong>to</strong>metry services at <strong>the</strong> <strong>Cicero</strong> Health<br />

Department on Wednesdays for <strong>Cicero</strong> residents.<br />

Dr. Martin is a retired Lieutenant Colonel in <strong>the</strong> US Army Reserve who<br />

routinely volunteers his services <strong>to</strong> service members and veterans,<br />

and is now bringing his skills and talents <strong>to</strong> work for <strong>the</strong> <strong>Cicero</strong> Health<br />

Department.<br />

Comprehensive eye exams, including examinations <strong>of</strong> <strong>the</strong> outside and<br />

inside <strong>of</strong> <strong>the</strong> eye, refraction tests, computerized visual field tests and<br />

laser scans <strong>of</strong> <strong>the</strong> optic nerve <strong>to</strong> detect glaucoma will be among <strong>the</strong><br />

services available <strong>to</strong> <strong>Cicero</strong> residents from Dr. Martin.<br />

Dr. Martin accepts both Medicare and Medicaid.<br />

<strong>the</strong> life, work and legacy <strong>of</strong> Dr. Martin Lu<strong>the</strong>r King, Jr.<br />

Special guest speakers Kal Lwanga from President Dominick’s <strong>of</strong>fice and Cook County Circuit Court Judge Lawrence<br />

Terrell shared with <strong>the</strong> audience <strong>the</strong> impact that Dr. King had on <strong>the</strong>ir lives and <strong>the</strong> importance <strong>to</strong>, as Dr. King said,<br />

judge people not by <strong>the</strong> color <strong>of</strong> <strong>the</strong>ir skin but by <strong>the</strong> content <strong>of</strong> <strong>the</strong>ir character.<br />

In his remarks, Dominick spoke <strong>of</strong> <strong>the</strong> great progress both <strong>Cicero</strong> and American have made in race relations over <strong>the</strong><br />

years and how important it is <strong>to</strong> him personally <strong>to</strong> ensure that all people are treated fairly and equitably.<br />

After his election <strong>to</strong> <strong>the</strong> <strong>of</strong>fice, Dominick instituted an annual celebration in <strong>the</strong> <strong>Town</strong> <strong>of</strong> <strong>Cicero</strong> <strong>to</strong> pay tribute <strong>to</strong> <strong>the</strong><br />

legacy <strong>of</strong> Dr. King.<br />

Winter Saftey Tips<br />

Each fall and winter <strong>the</strong> wea<strong>the</strong>r turns cold and people turn on space heaters <strong>to</strong> keep warm. A fire<br />

starts when <strong>the</strong> resident puts <strong>the</strong> heater <strong>to</strong>o close <strong>to</strong> <strong>the</strong> bed, drapes, furniture, and o<strong>the</strong>r combustible<br />

household items. Sometimes <strong>the</strong> fire starts because <strong>the</strong> heater is left on all night or <strong>the</strong> appliance tips over.<br />

According <strong>to</strong> <strong>the</strong> National Fire Protection Association, heating devices are <strong>the</strong> leading cause <strong>of</strong> fires in <strong>the</strong><br />

home during December, January, and February. All kinds <strong>of</strong> space heating equipment are involved in fires<br />

in <strong>the</strong> home: portable electric heaters, wood s<strong>to</strong>ves, fireplaces, portable kerosene heaters and room gas<br />

heaters.<br />

Special caution needs <strong>to</strong> be used when using candles. Here are some tips <strong>to</strong> keep safe while we keep<br />

warm this winter:<br />

Use and maintain supplemental heating devices in accordance with <strong>the</strong> manufacturer’s<br />

recommendations.<br />

Do not leave heating devices unattended or turned on while you are sleeping.<br />

furniture and o<strong>the</strong>r combustible materials.<br />

Examine gas lines for punctures or splits. Check <strong>the</strong> connec<strong>to</strong>rs and valves for leaks. If<br />

you suspect any kind <strong>of</strong> leak call <strong>the</strong> <strong>Cicero</strong> Fire Department immediately. <strong>The</strong> <strong>Cicero</strong> Fire<br />

Department will be happy <strong>to</strong> respond and have NICOR respond <strong>to</strong> fix any problems if necessary.<br />

HEAT PRODUCING APPLIANCES<br />

Leave space for air <strong>to</strong> circulate around o<strong>the</strong>r heat-producing equipment, such as copy machines,<br />

c<strong>of</strong>fee makers, and computers.<br />

Keep appliances away from anything that might catch fire. Do not stack books or papers on <strong>to</strong>p<br />

<strong>of</strong> computer moni<strong>to</strong>rs.<br />

Designate someone <strong>to</strong> turn <strong>of</strong>f or unplug all appliances at <strong>the</strong> end <strong>of</strong> each workday at work.<br />

Clean and maintain chimneys, fireplaces, and furnaces on a regular basis. Most fires in wood<br />

s<strong>to</strong>ves, fireplaces and chimneys occur because <strong>of</strong> a lack <strong>of</strong> regular cleaning, leading <strong>to</strong> a build up<br />

<strong>of</strong> creosote (a residue <strong>of</strong> un-burned fuel).<br />

If you don’t have smoke alarms, install <strong>the</strong>m. If you do, maintain <strong>the</strong>m according <strong>to</strong> <strong>the</strong> manufacturer’s<br />

Install CO alarms in your home <strong>to</strong> provide you with an early warning if CO is accumulating. Heating<br />

equipment that burns fuel is a potential source <strong>of</strong> carbon monoxide, and odorless, colorless,<br />

poisonous gas that is created when fuel burns incompletely.<br />

Test smoke and carbon monoxide alarms weekly <strong>to</strong> be sure <strong>the</strong>y are working properly. Change<br />

<strong>the</strong> batteries in all alarms at least once a year.<br />

Have a family escape plan with a meeting place. Once you exit your home, DO NOT return. Too<br />

many people lose <strong>the</strong>ir lives going back in<strong>to</strong> a burning home.<br />

If you use candles, make sure you use <strong>the</strong>m in a safe environment in a firepro<strong>of</strong> container and<br />

away from children. Do not leave <strong>the</strong>m unattended. If possible, consider using flameless, battery<br />

operated candles.<br />

Consider getting a residential fire sprinkler installed. According <strong>to</strong> statistics, <strong>the</strong> risk <strong>of</strong> death by<br />

fire is reduced by 82% when smoke detec<strong>to</strong>rs are accompanied with residential fire sprinklers.<br />

Once again, lets keep safe while we are keeping warm this winter.<br />

Winter Paw Care Tips<br />

Winter can be a <strong>to</strong>ugh time for your dog's paw pads. Prevent winter wea<strong>the</strong>r-related paw pad injuries<br />

by following some basic dog paw care tips and <strong>the</strong> use <strong>of</strong> products designed for paw protection.<br />

How To Prevent Paw Pad Injuries<br />

One <strong>of</strong> <strong>the</strong> biggest threats <strong>to</strong> healthy paw pads is <strong>the</strong> salt used <strong>to</strong> melt ice on driveways, roads and<br />

sidewalks. Prolonged contact with deicers can lead <strong>to</strong> chemical burns on dog paws. If your dog is<br />

limping <strong>to</strong>ward <strong>the</strong> end <strong>of</strong> a walk, deicing products may be hurting his feet. Whenever possible, get<br />

your dog <strong>of</strong>f <strong>the</strong> salty sidewalk and in<strong>to</strong> <strong>the</strong> grass or snow for walking.<br />

Ano<strong>the</strong>r threat from deicers is ingestion. Dogs may lick <strong>the</strong>ir paws or your boots and ingest deicing<br />

salts. To prevent your dog from ingesting deicing salts, keep a shallow bowl <strong>of</strong> warm water and a cloth<br />

near <strong>the</strong> entryway <strong>to</strong> your home so that you can wipe your boots and your dog's paws when coming in<br />

from <strong>the</strong> cold.<br />

Ano<strong>the</strong>r common cause <strong>of</strong> sore paws during <strong>the</strong> cold winter months are <strong>the</strong> ice balls which form<br />

between <strong>the</strong> pads and <strong>to</strong>es <strong>of</strong> hairy-footed dog. To reduce <strong>the</strong> risk <strong>of</strong> ice balls, keep inter-pad hair<br />

trimmed neatly and short during <strong>the</strong> winter months. Not only can hairy feet contribute <strong>to</strong> <strong>the</strong><br />

development <strong>of</strong> ice balls on <strong>the</strong> feet, paw hair can retain a lot <strong>of</strong> those nasty deicing salts. If your dog<br />

has hairy feet, trim <strong>the</strong>m throughout <strong>the</strong> winter.<br />

Dogs left in <strong>the</strong> cold for long periods <strong>of</strong> times are also at risk for frostbite on paws (and o<strong>the</strong>r<br />

extremities - ears, tail, etc.) and hypo<strong>the</strong>rmia. It is not advised that dogs spend hours in <strong>the</strong> cold. In<br />

winter, more frequent short walks are better for your dog than a single long walk. If you suspect your<br />

dog has hypo<strong>the</strong>rmia or frostbite, get him <strong>to</strong> a vet right away!<br />

Additionally, just like <strong>the</strong> dry winter air can dry out human skin, it can contribute <strong>to</strong> <strong>the</strong> drying and<br />

cracking <strong>of</strong> dog paws. Bag Balm, a product available at nearly every pharmacy, applied in a thin layer<br />

daily or every o<strong>the</strong>r day should help keep your dog's paws from cracking and bleeding. Keeping a<br />

humidifier in <strong>the</strong> house should also prevent dry, itchy skin for both you and your pet.<br />
