From the President’s Desk
by Cicero Town President Larry Dominick
Dear Cicero residents,
I want to take a moment to talk to you
about the devastating earthquake
that hit the island nation of Haiti on
January 12th.
The quake that rocked Haiti has
caused catastrophic damage to the
country. National landmarks have
been destroyed, as well as clinics,
hospitals, roads and transportation
systems and lines of communication.
They are estimating that over 3
million people have been affected in
some way by the quake, with officials
estimating between 100,000 and
200,000 lives lost.
Secretary of State Hillary Clinton
called it a disaster of biblical
proportions. From the stories, the
pictures and the news coverage, that’s
a heart wrenching assessment with
which I have to agree.
Many in Haiti already lived at a level
of poverty that most people will never
know. They are desperately in need
of help — it matters not from where,
only that it comes.
With this in mind, my administration
and our Town have partnered
with Pee Dee Kay Medical to send
a donation of 100 wheelchairs to
provide much needed aid and relief to
Haitians with disabilities.
There are a multitude of organizations
providing relief efforts in Haiti.
Foremost among them is the Red
Cross, but they are certainly not alone.
If you are able, considering donating
blood or investigating if there is a way
you can contribute to the relief effort
for a suffering nation.
And please, keep the people of Haiti in
your thoughts and prayers as they work
to recover from a disaster many of us
can not even fathom.
+++++
On Tuesday, February 2nd, the polls
will open for Illinois’ statewide primary
election. A multitude of offices —
statewide, countywide and local —
are up in 2010, and I encourage you
to go to the polls to make your voice
heard.
The polls open at 6am and close
at 7pm. You can find a list of all
health and social service organizations,
we are able to offer a number of health,
wellbeing and educational services free
of charge to Cicero residents. I want to
tell you about two upcoming events.
On February 16th, you can protect
yourself from diabetes, HIV/AIDS and
heart disease by taking advantage of
free glucose, HIV and blood pressure
screenings, offered by our Cicero Health
Department, in conjunction with the
Pilsen Wellness Center, Lawndale
Christian Health Center and Corazon
Community Services. The testing will
be at the Toys Program Center at 1407 S.
49th Court.
Beginning on February 2nd, the Town
and Corazon Community Services will
offer a sex education series at the Cicero
Community Center. The series is free and
available to all students in grades 10-12.
I hope you take advantage of these free
services available to you through the
Dominick, Senior Quiz Cicero Activity & Pee Dee Kay Medical Come Together to
Donate 100 Wheelchairs to Haiti
Cicero Town President Larry Dominick and the Town of Cicero
have joined together with Pee Dee Kay Medical to donate 100
wheelchairs to the devastated island nation of Haiti.
On Tuesday, January 12th, Haiti was rocked by a massive earthquake
measuring 7.0 on the Richter magnitude scale, a seismic event
more powerful than the explosion of the largest thermonuclear
weapon ever tested. The International Red Cross has estimated that
about three million people were affected by the quake, with Haitian
officials estimating that the disaster would claim between 100,000
and 200,000 lives.
This catastrophic earthquake has laid ruin to many of Haiti’s national landmarks - the Presidential Palace, the
National Assembly building, the Port-au-Prince Cathedral - as well as much of the existing state infrastructure
including all hospitals in the capital city Port-au-Prince, the headquarters of the United Nations Stabilization
Mission in Haiti, most air, sea and land transport facilities, as well as communication systems.
In the wake of the initial destruction, Haiti suffered a multitude of aftershocks, some measuring as high as 5.9 on
the Richter scale. Many of the buildings weakened by the initial quake were fully laid to waste by the power of the
aftershocks.
The UN Office for the Coordination of Humanitarian Affairs has called this the worst disaster the UN had ever
confronted.
Also effected by the massive devastation were many of the social welfare and social service providers in Haiti,
such as orphanages, hospitals, clinics and facilities for children and adults with disabilities and specific medical
needs. With this in mind, President Dominick, along with Pee Dee Kay Medical, Cicero Health Department Director
Elizabeth Dominick, Head Pharmacist Mahendra Khatau, Administrator Jeanette Leiva and President’s Office for
People with Disabilities Director Kathy Ordman, has organized this benevolent donation of 100 wheelchairs to help
provide relief to those whose lives have turned upside down by this earthquake.
“The catastrophic destruction in Haiti is heartbreaking to see,” said President Dominick. “I ask that all the people of
Cicero keep everyone in Haiti in their thoughts and prayers as they grapple with this horrific disaster and work to
rebuild their homes, their cities and their country.”
“With this donation of 100 wheelchairs, we hope that we can provide some help and relief to those who are now so
desperately wanting for aid,” continued Dominick. “We want them to know that the Town of Cicero is always there
to lend a helping hand to those in their time of need.”
Previous Presidential initiatives have provided aid and much needed supplies to those with disabilities in foreign
nations such as Ecuador.
A Message from Cook County Commissioner
Joseph Mario Moreno - 7th Cook County District
Town News
January 20, 2010
Why do we need Cook County’s Health System
By Joseph Mario Moreno
Many residents of Cook County are fortunate enough to have their own
full coverage medical insurance through their employer and some pay
the premium out of their own pocket when self-employed. However,
contrary to what these fortunate people may believe, a large percentage
of residents are not insured or their medical insurance does not adequately
cover all of their costs. They have to rely on the services offered
by the Cook County Health and Hospitals System, which runs three hospitals,
many clinics and the Department of Public Health.
Cook County Commissioner
Joseph Mario Moreno
It is Cook County Government’s obligation to provide for Public Health as mandated by the State
Constitution. Our system has become unique to the region. Although many of the surrounding
Counties, while obligated like ours to provide public health aid, do not provide their residents
with a Hospital fully prepared for any kind of medical need including surgeries, pain management,
rehabilitation, and trauma emergencies like we do at Stroger Hospital. Consequently,
when their residents are in need of any of these services they come to us. Our Department of
Public Health carries the burden of fighting communicable diseases, whether seasonal or sudden
epidemics, with a limited budget that is revised only once a year.
Our system has become overwhelmed with many more visits from newly unemployed, uninsured
residents due to the economic situation the whole nation is facing. More than half of our patients
simply cannot pay for their medical treatment. We as a government have to absorb these kinds of
expenses, we have to plan and budget for them every year, and they cannot be swept under the
“lets tighten our belts, we’ll find the money later” rug, because we do not operate for profit nor on
credit.
Some people might not care, but they forget that if we do not treat people when they are sick,
eventually illness will catch up to the rest of the community. Disease has to be controlled not only
because it is the humanitarian mission of the County, but also to protect those same people that
look away in the face of need. All of us need the Cook County Health System, whether we use it or
not, whether we think we might one day need it or not. No one can afford to loose this safety net!
What goes around comes around. Never were these words truer than with disease and suffering.
Remember that.
Cicero’s Neighborhood Stabilization Program Continues to
Find New Homes for Buyers
“I am not only a proud homeowner,” exclaimed Cynthia Young, “but I am now
a proud resident of the awesome Town of Cicero.”
Such was the reaction of another satisfied new homeowner, assisted by
Cicero Town President Larry Dominick’s Neighborhood Stabilization Program
(NSP).
The program offers to qualified homebuyers a 0% interest, deferred payment
loan that is 100% forgivable after 10 years if the qualified homebuyer
purchases a currently foreclosed, real estate owned (REO) single family or
multi-family (up to 3-flat) property in one of Cicero’s targeted areas that
will be used has the homebuyer’s primary residence. The homes are made
available for purchase at a 15% discount from its currently appraised value.
“I had been in the market for a new home for the past 3 years,” explained
Young. “I’d tried several different programs the City of Chicago offered,
however, each time an insurmountable obstacle arose and I was unable to
seal the deal.”
A friend who lives in Cicero guided Cynthia Young to the Town’s NSP
program. She found the home for her in July and closed on it in late
October. But, she says, the great work was just beginning.
Through the program, many of the renovations necessary to bring the home
up to code were grant funded. Through the dedicated work of program
administrator Tom Tomschin, Ruberto Deloera, and Sam Joh of Presidio
Capital, LLC and a team of staff and contractors, the work on Young’s new home was finished in just 60 days times.
“My home was transformed from a cave into a castle,” said Young. “Every time I come home, I shake my head in amazement
that this is my home and I am so incredibly proud of it.”
“I’d like to officially welcome Ms. Young to the Town of Cicero,” said President Dominick. “It’s always touching to hear stories like
this. It’s great to be able to say that, through this program, we’re finding people homes and changing people’s lives here in the
Winter Saftey Tips
Each fall and winter the weather turns cold and people turn on space heaters to keep warm. A fire
starts when the resident puts the heater too close to the bed, drapes, furniture, and other combustible
household items. Sometimes the fire starts because the heater is left on all night or the appliance tips over.
According to the National Fire Protection Association, heating devices are the leading cause of fires in the
home during December, January, and February. All kinds of space heating equipment are involved in fires
in the home: portable electric heaters, wood stoves, fireplaces, portable kerosene heaters and room gas
heaters.
Special caution needs to be used when using candles. Here are some tips to keep safe while we keep
warm this winter:
SUPPLEMENTAL HEATING DEVICES

Use and maintain supplemental heating devices in accordance with the manufacturer’s
recommendations.
Do not leave heating devices unattended or turned on while you are sleeping.
Provide all heating devices with at least three feet of clear space, away from beds, drapes,
furniture and other combustible materials.
Examine gas lines for punctures or splits. Check the connectors and valves for leaks. If
you suspect any kind of leak call the Cicero Fire Department immediately. The Cicero Fire
Department will be happy to respond and have NICOR respond to fix any problems if necessary.
HEAT PRODUCING APPLIANCES

Leave space for air to circulate around other heat-producing equipment, such as copy machines,
coffee makers, and computers.
Keep appliances away from anything that might catch fire. Do not stack books or papers on top
of computer monitors.
Designate someone to turn off or unplug all appliances at the end of each workday at work.
CHIMNEYS AND FIREPLACES

Clean and maintain chimneys, fireplaces, and furnaces on a regular basis. Most fires in wood
stoves, fireplaces and chimneys occur because of a lack of regular cleaning, leading to a build up
of creosote (a residue of un-burned fuel).
Winter Saftey Tips
CHIMNEYS AND FIREPLACES (continued)

Keep sparks and embers inside the fireplace with fire screens made of heat-tempered glass or
sturdy metal.
Burn dry, well seasoned hard wood because it’s the most efficient fuel.
SMOKE AND CARBON MONOXIDE ALARMS

If you don’t have smoke alarms, install them. If you do, maintain them according to the manufacturer’s
instructions.
Install CO alarms in your home to provide you with an early warning if CO is accumulating. Heating
equipment that burns fuel is a potential source of carbon monoxide, and odorless, colorless,
poisonous gas that is created when fuel burns incompletely.
Test smoke and carbon monoxide alarms weekly to be sure they are working properly. Change
the batteries in all alarms at least once a year.
Town President Larry Dominick is sponsoring a free combination smoke and CO alarm program.
To qualify you must:
If you have not already received your free smoke detector / carbon monoxide unit and are a resident
of the Town of Cicero please Olivia Munoz at the Cicero Fire Department at 708-652-0174
– Extension 111.
GENERAL FIRE PREVENTION AND SAFETY PRACTICES

Have a family escape plan with a meeting place. Once you exit your home, DO NOT return. Too
many people lose their lives going back into a burning home.
If you use candles, make sure you use them in a safe environment in a fireproof container and
away from children. Do not leave them unattended. If possible, consider using flameless, battery
operated candles.
Consider getting a residential fire sprinkler installed. According to statistics, the risk of death by
fire is reduced by 82% when smoke detectors are accompanied with residential fire sprinklers.
Once again, lets keep safe while we are keeping warm this winter.
Winter Paw Care Tips
Winter can be a tough time for your dog's paw pads. Prevent winter weather-related paw pad injuries
by following some basic dog paw care tips and the use of products designed for paw protection.
How To Prevent Paw Pad Injuries
One of the biggest threats to healthy paw pads is the salt used to melt ice on driveways, roads and
sidewalks. Prolonged contact with deicers can lead to chemical burns on dog paws. If your dog is
limping toward the end of a walk, deicing products may be hurting his feet. Whenever possible, get
your dog off the salty sidewalk and into the grass or snow for walking.
Another threat from deicers is ingestion. Dogs may lick their paws or your boots and ingest deicing
salts. To prevent your dog from ingesting deicing salts, keep a shallow bowl of warm water and a cloth
near the entryway to your home so that you can wipe your boots and your dog's paws when coming in
from the cold.
Another common cause of sore paws during the cold winter months are the ice balls which form
between the pads and toes of hairy-footed dog. To reduce the risk of ice balls, keep inter-pad hair
trimmed neatly and short during the winter months. Not only can hairy feet contribute to the
development of ice balls on the feet, paw hair can retain a lot of those nasty deicing salts. If your dog
has hairy feet, trim them throughout the winter.
Dogs left in the cold for long periods of times are also at risk for frostbite on paws (and other
extremities - ears, tail, etc.) and hypothermia. It is not advised that dogs spend hours in the cold. In
winter, more frequent short walks are better for your dog than a single long walk. If you suspect your
dog has hypothermia or frostbite, get him to a vet right away!
Additionally, just like the dry winter air can dry out human skin, it can contribute to the drying and
cracking of dog paws. Bag Balm, a product available at nearly every pharmacy, applied in a thin layer
daily or every other day should help keep your dog's paws from cracking and bleeding. Keeping a
humidifier in the house should also prevent dry, itchy skin for both you and your pet.
How can I go about getting treatment at your office
The first thing I would do is a thorough evaluation of your
neck and upper extremities to come up with an accurate
diagnosis! Usually pain in the neck upon waking is from a
muscle spasm that occurs from the neck being in a
compromised position! It can also point to developing issues
within the neck such as osteoarthritis! X$rays will reveal any
underlying conditions and posture problems! Treatment is
affected by the diagnosis! If it is just a muscle spasm then
spinal manipulation" massage therapy" posture correction
exercises" and other modalities will be used! The duration
of treatment is dependent on the correct diagnosis!
The following may be indications of potentially serious problems that
might require emergency medical attention:
! Sudden loss of vision in one eye;
! Sudden hazy or blurred vision;
! Flashes of light or black spots;
! Halos or rainbows around light;
! Curtain-like blotting out of vision; and
! Loss of peripheral (side) vision.
If you notice any signs of potential eye problems, see an eye doctor for a
complete eye exam. Even if you have no signs, regular eye exams are
recommended – especially for those with some chronic health conditions
such as diabetes and high blood pressure. Early detection and treatment
