<strong>The</strong> Global Financial Centres Index<br />
reported recently that, although significant, the cost of Sarbanes-<br />
Oxley compliance was not the biggest cost involved in raising<br />
capital. 10 <strong>The</strong> biggest cost was the high fees charged by Wall Street<br />
banks (6.5% to 7% of the value of shares offered against a typical<br />
level of 3% to 4% in Europe).<br />
Of the other leading cities in the <strong>GFCI</strong> the only other city that has<br />
shown a major change by running the <strong>GFCI</strong> on business<br />
environment factors alone is Chicago. This is because all the<br />
business environment instrumental factors are based on national<br />
scores rather than on individual city scores. Chicago has benefitted<br />
from having similar values to New York. Toronto and Montreal have<br />
just edged into the top ten, displacing Tokyo and Geneva –<br />
Canada does well on many of the regulatory based instrumental<br />
factors.<br />
<strong>The</strong> OECD produces an <strong>index</strong> of administrative and economic<br />
regulation and a selection of the scores is shown in Table 6 (a low<br />
score indicates more effective regulation).<br />
