HIGHLIGHTS OF<br />

<strong>2007</strong> Sp r i n g CHAMPIONSHIPS...<br />

The <strong>Association</strong> is proud to announce that two girls lacrosse state<br />

championship games were broadcast live for the first time ever, thanks to Time<br />

Warner Cable. The tournament had another successful year at Cortland and<br />

was also the first ever girls state championship tournament, in any sport, to<br />

be broadcast live. Meanwhile, the <strong>Association</strong> contracted MSG to broadcast<br />

all three of the boys lacrosse state championships at Cicero-North Syracuse<br />

this past June.<br />

Welcome back.<br />

This school year will present the<br />

<strong>Association</strong> with continued challenges<br />

as we strive to enhance the programs<br />

that we offer our student athletes.<br />

Through a survey we have narrowed<br />

down our member school’s concerns to the following four<br />

issues: governance, non public schools, transfer and sport season<br />

placement. The Structure and Policy Review Committee will<br />

be scaled down to one representative per Section to recommend<br />

specific proposals for change. The Committee will be meeting<br />

on September 25th and will present their recommendations to<br />

the Executive Committee in October. Member schools will<br />

have the opportunity to discuss the proposals and the feedback<br />

from the membership will be shared at the January Executive<br />

Committee meeting.<br />

There are two significant changes that have<br />

been approved by the <strong>Association</strong>’s Executive/<br />

Central Committee which will lead us toward<br />

a more uniform application of association rules<br />

and regulations, especially the Transfer Rule.<br />

Beginning this year, each Section is required to<br />

follow the approved guidelines when determining<br />

the eligibility of a student athlete who has transferred. <strong>Athletic</strong><br />

Administrators are reminded to submit the necessary forms in<br />

a timely manner to their Section when a student transfers to<br />

their school without a corresponding change of address.<br />

Also, beginning this year all schools are required to have<br />

their athletic director attend a NYSPHSAA Eligibility and<br />

Standards workshop for their sport programs to be eligible for<br />

sectional, regional and state competition. These workshops<br />

have produced a greater understanding of such rules as<br />

Representation, Practice and Foreign Exchange Student<br />

regulation. The workshops have generated numerous questions<br />

which will in turn help to clarify a variety of issues; they are<br />

included in this issue of Scholastic <strong>Athletic</strong>s and will appear on<br />

the website.<br />

NEW ATHLETIC DIRECTOR WORKSHOPS SCHEDULED<br />

THIS FALL FOR ALL SECTIONS<br />

The <strong>Association</strong>’s Structure and Policy Review Committee, with support of the Handbook Committee, recommended a<br />

mandate requiring all athletic directors to attend an annual eligibility workshop. The rationale supporting this recommendation<br />

was to ensure compliance with all NYSPHSAA rules and regulations and to minimize student athletes from being deemed<br />

ineligible.<br />

This mandate begins with the <strong>2007</strong> – 2008 school year. All school districts must comply for their school to be eligible for<br />

all sectional, regional and state competition.<br />

Workshops are scheduled in each of the 11 sections along with a centrally located workshop at the <strong>Association</strong> office in<br />

Latham. <strong>Athletic</strong> directors may attend the workshop that best fits their schedule.<br />

TRACK COORDINATOR DAN DOHERTY TO RECEIVE PRESTIGIOUS<br />

FRANK McGUIRE AWARD<br />

The <strong>Association</strong>’s girls outdoor track and field state coordinator Dan Doherty will be presented the<br />

prestigious Frank McGuire Foundation Award for exemplary contributions to high school athletics in the<br />

Tri-<strong>State</strong> area of <strong>New</strong> <strong>York</strong>, <strong>New</strong> Jersey and Connecticut. The award is named after the legendary Hall of<br />

Fame college basketball coach whose career spanned over 40 years.<br />

Doherty, a Pearl River <strong>High</strong> <strong>School</strong> track and cross country coach and 1974 graduate, will be honored<br />

at an awards ceremony and dinner at the <strong>New</strong> <strong>York</strong> <strong>Athletic</strong> Club on Wednesday, November 7th where<br />

famous retired St. John’s men’s basketball coach Lou Carnesecca is scheduled as the keynote speaker.<br />

The Frank McGuire Foundation honors distinguished high school coaches who exemplify integrity, achievement and a<br />

continual quest for excellence from themselves and their student athletes from the Tri-<strong>State</strong> area. Each year only four coaches<br />

are recognized. This year marks the ninth year of the program and Doherty’s honor represents just the second time a coach from<br />

Rockland County has been honored.<br />

While at Pearl River, Doherty earned two National Coach of the Year plaudits for girls cross country. He’s also led Pearl River<br />

to eight NYSPHSAA cross country state championships and two <strong>New</strong> <strong>York</strong> <strong>State</strong> Federation crowns. In cross country, winter<br />

& spring track, Doherty has led his Pearl River teams to a combined 66 Section I titles, 32 Rockland County championships &<br />

67 league crowns.<br />

CSEA PARTNERSHIP EXPANDS TO 5t h YEAR<br />

The <strong>Association</strong> has announced that CSEA has agreed to a<br />

one-year partnership for the fifth straight year to sponsor all 30<br />

state championships in the <strong>2007</strong>-08 school year.<br />

This year CSEA and the <strong>Association</strong> have partnered for a<br />

collaborative electronic media campaign to help market state<br />

championship tournaments. Television or radio commercials<br />

will air in communities where state championships are being<br />

held and will feature high school sports highlights and a short<br />

message from CSEA President Danny Donohue. CSEA will<br />

also have key marketing benefits at state championships and<br />

contribute financially to the costs of operating NYSPHSAA<br />

events.<br />

CSEA is <strong>New</strong> <strong>York</strong>’s leading union and has 265,000 members<br />

under its statewide umbrella as well as 1.3 million members<br />

nationwide, part of AFSCME. The non-profit organization<br />

primarily consists of members in education support services<br />

which makes its partnership with the <strong>Association</strong> a perfect fit.<br />

“CSEA has been a staunch supporter of our organization<br />

and our championships for five years now,” said <strong>Association</strong><br />

Executive Director Nina Van Erk. “CSEA and the <strong>Association</strong><br />

both have members in schools across <strong>New</strong> <strong>York</strong> <strong>State</strong> so the<br />

partnership serves as a perfect vehicle to show support of both<br />

groups.”<br />

Any southern trip, for spring training purposes,<br />

sponsored or organized by an outside agency (Disney,<br />

Cocoa Expo) must be sanctioned through the NFHS by the<br />

host state. Your school must give “notice of entry” to the<br />

NYSPHSAA before participating.<br />

If your teams are traveling to participate against high<br />

school teams from other states in individual games or<br />

scrimmages, when no formal sanctioning is required, it is<br />

up to your school district to determine that each school is a<br />

member in good standing of its own NFHS member athletic<br />

association.<br />

If your high school teams compete in interscholastic<br />

athletic contests with teams from other states, please review<br />

Eligibility Standard 14 INTERSTATE CONTESTS (2006-<br />

2008 NYSPHSAA HANDBOOK p.65).<br />

It is important to remember that “no member school will<br />

engage in athletic competition with an out-of-state school<br />

which is not a member in good standing of its respective state<br />

high school athletic association or has not been approved by<br />

the respective state association if the school is ineligible to<br />

join. Furthermore, member schools will not compete in any<br />

interstate contest which is sponsored solely by an outside<br />

agency. For dual contests it is the school’s responsibility to<br />

determine that these criteria are satisfied.”<br />

Interstate contests involving four or more schools or<br />

three or more states require sanctioning by the states involved,<br />

originating with the host school. Timeline, application<br />

PARTNERS WITH ASSOCIATION FOR GIRLS<br />

VOLLEYBALL CHAMPIONSHIPS<br />

The <strong>Association</strong> has announced that it has<br />

partnered with Worldwide Sport Supply for the<br />

<strong>2007</strong> girls volleyball state championships at the<br />

Glens <strong>Fall</strong>s Civic Center this November.<br />

Worldwide, based in Vestal, NY, will be<br />

designated as the “Official Souvenir Sponsor of the<br />

<strong>2007</strong> NYSPHSAA Girls Volleyball Championships”<br />

and will make available a variety of volleyball<br />

products and equipment at the tournament as<br />

well as NYSPHSAA girls volleyball championship<br />

souvenir t-shirts, hats, hoodies, sweatshirts, shorts<br />

and other apparel.<br />

“It’s a great pleasure for Worldwide to continue<br />

partnering with the <strong>Association</strong> and making a<br />

commitment to high school athletics,” said TJ<br />

Ciarvino, Worldwide President. “We enjoyed an<br />

outstanding wrestling championship event the last<br />

two years and now we’re excited to be a part of the<br />

<strong>2007</strong> girls volleyball championships.”<br />

This is the third year NYSPHSAA has partnered<br />

with Worldwide. Previously, Worldwide was the<br />

wrestling state championship souvenir sponsor<br />

in 2006 and <strong>2007</strong>. The company specializes in<br />

wrestling equipment and apparel and has also<br />

begun to aggressively market its line of volleyball<br />

and running products in recent years.<br />

“Worldwide has been a loyal sponsor of the<br />

<strong>Association</strong>’s wrestling championships the last two<br />

years and we are excited to expand our partnership<br />

to the girls volleyball tournament,” said <strong>Association</strong><br />

Executive Director, Nina Van Erk. “We are<br />

looking forward to our athletes benefiting from this<br />

partnership and hope that Worldwide will reap great<br />

benefits as well.”<br />

The <strong>Association</strong> will provide several marketing<br />

opportunities to Worldwide for the <strong>2007</strong> girls<br />

volleyball tournament. Meanwhile Worldwide will<br />

make a financial contribution to the event as well<br />

as provide a full service souvenir shop at the Civic<br />

Center the weekend of the tournament.<br />

FORMER NYSPHSAA<br />

PRESIDENT<br />

SABELLA SUCCUMBS TO<br />

CANCER AT 85<br />

Former <strong>Association</strong> President, Anthony Sabella<br />

passed away in late August at George Washington<br />

Hospital Hospice Center in Washington, DC<br />

where he was receiving medical treatments for cancer of the bile duct.<br />

Sabella, NYSPHSAA President from 1980-82, was a longtime<br />

administrator, official and coach in Westchester County dating back<br />

to the 1940’s. He was inducted into the NYSPHSAA Hall of Fame in<br />

2005 as well as the Westchester Sports Hall of Fame.<br />

“Tony Sabella was a unique individual; he spent over 40 years<br />

passionately dedicated to improving our interscholastic athletic<br />

program,” said <strong>Association</strong> Executive Director Nina Van Erk. “He<br />

was highly respected for his insight and his ability to present his<br />

opinion in a compelling manner. When he spoke, people listened.<br />

His contributions have enhanced the <strong>Association</strong> and he will be sorely<br />

missed, both personally and professionally.”<br />

Sabella had been ill for two years but was just diagnosed with a<br />

rare form of bile duct cancer earlier this summer. Before his illness,<br />

Sabella survived and fully recovered from a serious car accident.<br />

A longtime Bedford resident, Sabella spent over 40 years as a<br />

highly respected football and basketball official in Section I. He was<br />

the superintendent of the Bedford Central <strong>School</strong> District from 1965-<br />

81 following a tenure as a history teacher and assistant principal at<br />

Pleasantville <strong>High</strong> <strong>School</strong>. Just three years into his tenure at Bedford,<br />

Sabella was appointed President of Section I in 1969 and was also<br />

asked to serve on the NYSPHSAA Executive Committee as a Section<br />

I representative. Serving both organizations, Sabella immediately<br />

made an impact in high school athletics helping rejuvenate several<br />

<strong>State</strong> Championship tournaments as well as develop more equity and<br />

visibility for girls high school sports.<br />

Born in Niagara <strong>Fall</strong>s, Mr. Sabella earned a Bachelors degree in<br />

history at Canisius College and a Masters in Educational Administration<br />

at the University of Buffalo.<br />

This Spring wrapped up the 16th year of the NYSPHSAA Scholar/Athlete Team<br />

Award Program with record setting numbers. A total of 6,172 teams and 73,329 athletes<br />

were recognized this past school year for their success and hard work in the classroom.<br />

HONORED AT NYSPHSAA’S ANNUAL BANQUET FOR<br />

STATE SPORTSMANSHIP HONORS<br />

The <strong>Athletic</strong> <strong>Association</strong> presented Olean (Section VI), Ossining (Section I), and Honeoye <strong>Fall</strong>s-Lima (Section V) <strong>High</strong><br />

<strong>School</strong>s <strong>New</strong> <strong>York</strong> Good Sports Achievement banners at the annual Hall of Fame banquet this past August as the top 2006-07<br />

NYSPHSAA schools promoting sportsmanship in their communities and schools.<br />

“It’s our goal for all of our member schools to make sportsmanship a top priority, however Olean, Ossining, and Honeoye<br />

<strong>Fall</strong>s-Lima high schools focused a great deal of attention to sportsmanship last year and deserve to be rewarded for the hard work<br />

and commitment to a very important aspect of high school athletics,” said Lloyd Mott, NYSPHSAA Assistant Director and<br />

administrator of the <strong>New</strong> <strong>York</strong> Good Sports program.<br />

<strong>Athletic</strong> administrators from each winning school attended the <strong>Association</strong>’s banquet, held in Lake Placid, and were introduced<br />

before being presented the banner by Mott and Pupil Benefits Administrator Tom McGuire.<br />

The award is presented annually to schools which have developed proactive approaches in keeping sportsmanship in the<br />

forefront with their students, coaches, spectators, and communities. Last year marked the 12th year that deserving schools have<br />

been recognized by the <strong>Association</strong>’s <strong>New</strong> <strong>York</strong> Good Sports program which is co-sponsored by Pupil Benefits, Inc.<br />

YOU ASKED <br />

Q. If a JV and Varsity Boys’ soccer game begins at the same<br />

time (4:30) and three minutes into the Varsity contest a goalie<br />

suffers an injury, could the JV goalie be called up instantly<br />

from his or her game and replace that Varsity player It was an<br />

interesting scenario presented to me by my soccer coach. I am<br />

assuming the answer would be no since both had started their<br />

games and made themselves ineligible from competing in any<br />

other contest.<br />

You are 100% correct, assuming the JV<br />

player had entered the JV contest. If this did<br />

happen, the JV player entered 2 contests in<br />

a day and the Varsity team would be using<br />

an ineligible player and should forfeit the<br />

contest.<br />

Q. What would you recommend an<br />

athletic director to do if he did discover<br />

that his school was in violation of any<br />

of the regulations discussed at today’s<br />

workshop I was just amazed at how blown<br />

away several veteran A.D.’s were at some<br />

of the information, and I am wondering<br />

what you would expect them to do if they<br />

accidentally violated a rule this year Should they report their<br />

school for any infraction in the code Since it is the beginning<br />

of another school year, is it enough to learn from any experience<br />

(depending on its nature) and just make sure that the incident<br />

is not repeated again<br />

The AD should, keeping with good ethical standards, report<br />

any and all violations to the league & section. Prior to today all<br />

ADs were still responsible to know the rules and enforce them. The<br />

time of the year does not matter and would be considered to be an<br />

administrative error still subject to the penalties in the NYSPHSAA<br />

Handbook.<br />

Q. What determines if a student is a 9th grader or an 8th<br />

grader I ask this question because our school just implemented<br />

a new retention policy for our middle school (7- 8). If a student<br />

fails two core subjects they will be retained. What if a student is<br />

retained for these two courses and takes some 9th grade courses<br />

Is there a limit of how many courses he/<br />

she could take without starting their time<br />

clock for eligibility<br />

The student enters 9th grade when the<br />

district promotes the child to high school<br />

and assigns them to the grade. Taking a<br />

few courses, to the best of my knowledge,<br />

does not make the child in that grade. If<br />

the student is retained, I am assuming they<br />

will still be considered as 8th graders and if<br />

they were selectively classified their eligibility<br />

clock would begin.<br />

Q. Can a summer recreation department run a summer league<br />

with students and adults playing I understand during the season<br />

it is illegal, but I was wondering about off-season.<br />

The NYSPHSAA does not regulate what programs recreation<br />

departments organize and administer. The NYSPHSAA does not<br />

prohibit a child from participating in a recreation program during<br />

the season or the summer. Some school districts have loyalty rules and<br />

prohibit outside competition but the association does not. We have<br />

a college rule and we prevent<br />

your team from practicing<br />

with adults but we do not<br />

prevent these examples: a<br />

XC runner running in a<br />

road race this weekend or<br />

a soccer player playing on<br />

a travel team with older<br />

individuals during the<br />

course of the season.<br />

Q . A student can<br />

participate in two sports<br />

if they are involved with<br />

cheerleading and another<br />

sport correct. For example(s): Cheerleading and indoor track,<br />

cheerleading and soccer. I understand the state does not include<br />

cheerleading as a sport, so is this a section decision<br />

The NYSPHSAA permits dual sport participation if permitted<br />

by the section. Cheerleading is not a sport within the association<br />

(but check with your section) and therefore the student would be<br />

permitted without a conflict.<br />

Q. I have a non-paid assistant coach for our soccer program.<br />

He is a host of a foreign exchange student for the 2nd time<br />

in 3 years. The agency called him because they could not<br />

find placements for them. He did pick a girl from the list.<br />

Unfortunately she is not interested in playing any sports. My<br />

question is - What if this girl decides that she wants to try and<br />

run track or play softball in the spring Can she participate<br />

The NYSPHSAA and NYSED do not recognize the status<br />

of non-paid coaches. All coaches must meet the certification<br />

requirements and be approved by your board of education.<br />

If the foreign exchange student lives with a member of<br />

your coaching staff they are ineligible to compete in your<br />

interscholastic athletic program.<br />

Q. We have a foreign exchange student who<br />

graduated from high school in his country. I know he<br />

cannot compete, but is he allowed to practice with the<br />

team since he is enrolled in the high school<br />

A student must meet ALL eligibility standards to<br />

practice or compete, therefore the foreign exchange student<br />

would not be permitted to practice.<br />

ASSOCIATION PARTNERS WITH AAE FOR <strong>2007</strong>-08<br />

FOOTBALL, INDOOR AND OUTDOOR TRACK TOURNAMENTS<br />

The <strong>Association</strong> and Aluminum <strong>Athletic</strong> Equipment Co. (AAE) have<br />

announced a new partnership for three state championships in <strong>2007</strong>-08. AAE<br />

will sponsor the <strong>2007</strong> football state championships as well as the 2008 indoor<br />

and outdoor track state championships. The agreement marks the first time the<br />

two organizations have partnered.<br />

As a “Contributing” sponsor, AAE will receive several marketing benefits<br />

including signage at tournaments, program advertising and web site recognition<br />

and a link on www.nysphsaa.org.<br />

“We are eager to begin a new partnership with AAE,” said <strong>Association</strong><br />

Executive Director, Nina Van Erk. “We are confident that not only our<br />

<strong>Association</strong> will benefit from the partnership, but also our member schools will<br />

take advantage of this new relationship we have with AAE.”<br />

“For over 50 years, AAE has always considered <strong>New</strong> <strong>York</strong> <strong>State</strong> an integral<br />

part of our marketing efforts,” stated Tim Driscoll, President of AAE. “Our<br />

formal support of the NYSPHSAA will further increase our presence throughout<br />

the state and provide member schools with the option to purchase competitively<br />

priced, quality equipment direct from the manufacturer.”<br />

AAE has a variety of new products and equipment it plans to promote during<br />

its partnership with NYSPHSAA including: Hinged Offset Football Goals for<br />

easier installs, BallStopperTM Systems for crossover field protection and The<br />

DONKEY – Portable Elevated Multi-Purpose Center for a host of officiating<br />

and on-field storage functions.<br />

Since inventing and patenting the aluminum rocker hurdle in 1950 for the<br />

track marketplace, AAE has introduced a multitude of new products for use by<br />

coaches and athletes worldwide. With the use of advanced technology and design<br />

innovations, the firm makes over 400 items for track & field, football, soccer,<br />

field hockey, lacrosse, baseball, softball and rugby. AAE develops, fabricates and<br />

assembles most products at its Royersford, PA headquarters and manufacturing<br />

location near Philadelphia.<br />

and communication<br />

major at Rensselaer<br />

Polytechnic Institute in Troy and will be<br />

earning school credit for 9-10 hours per<br />

week in the <strong>Association</strong> office.<br />

A Watervliet <strong>High</strong> <strong>School</strong> (Section II)<br />

graduate in 2004, Amanda participated in<br />

varsity girls volleyball and was the starting<br />

second baseman for three years on the varsity<br />

softball team. She also earned Scholar-<br />

Athlete honors for each sport following<br />

her junior and senior seasons at Watervliet.<br />

Amanda’s success in high school academics<br />

resulted in her being the recipient of the RPI<br />

Medal—a significant scholarship awarded to<br />

a student who excels in science and math.<br />

While at RPI, Amanda made the Dean’s<br />

List in the spring of 2005 and the spring of<br />

2006.<br />

Amanda will be interning in the<br />

marketing office handling several projects<br />

including radio marketing, championship<br />

program advertising, and sponsorship<br />

fulfillments.<br />

Ms. Hughes will intern with the<br />

<strong>Association</strong> until early December and is<br />

scheduled to graduate from RPI in May<br />

The National Federation of <strong>State</strong> <strong>High</strong> <strong>School</strong> <strong>Association</strong>s created National <strong>High</strong> <strong>School</strong> Activities Week in 1980 to increase<br />

TEN INDUCTED INTO ASSOCIATION HALL OF FAME AT<br />

INDUCTION DINNER IN LAKE PLACID<br />

The <strong>Association</strong> inducted ten individuals into its<br />

Class of <strong>2007</strong> Hall of Fame recently at the annual Central<br />

Committee meeting in Lake Placid in early August.<br />

Robert Barrows (Coach, Orchard Park CSD),<br />

Joan Case (Administrator, W. Tresper Clarke Middle/<br />

<strong>High</strong> <strong>School</strong>), Mitchell Kupchak (Athlete, Brentwood<br />

<strong>High</strong> <strong>School</strong>), Leonard R. Maida (Official, Section III),<br />

Dr. Thad R. Mularz (Administrator, Smithtown CSD),<br />

Lawrence J. Mulvaney (Coach, Schenectady City <strong>School</strong>s),<br />

Dottie Pepper (Athlete, Saratoga <strong>High</strong> <strong>School</strong>), Stanley<br />

G. Riggs (Coach, Peru CSD), Otis Edmond Sennett<br />

(Administrator, Baldwinsville <strong>High</strong> <strong>School</strong>), and Theodore<br />

were chosen through a two-level selection process involving<br />

a screening committee and selection committee.<br />

Nominations were endorsed by their member<br />

Section of the <strong>Association</strong>—a preliminary step in the<br />

nomination process required since the launching of the<br />

Hall of Fame program in September 2002. Sections are<br />

permitted to receive nominations from any individual in<br />

their Section before forwarding it on to the NYSPHSAA<br />

for consideration.<br />

Each inductee received a handsome glass trophy and a<br />

The Hall of Fame just completed its fifth year and is sponsored by Pupil Benefits and Jostens. It is mirrored after the National<br />

Federation of <strong>State</strong> <strong>High</strong> <strong>School</strong> <strong>Association</strong>s (NFHS) program which recognizes individuals in the categories of athlete, coach,<br />

official, administrator and related contributor.<br />
