CORPORATE SOCIAL RESPONSIBILITY - <strong>National</strong> <strong>public</strong> <strong>policies</strong> <strong>in</strong> <strong>the</strong> European Union<br />

had <strong>the</strong> support of <strong>the</strong> European Commission and UN<br />

Global Compact, and was <strong>the</strong> first <strong>in</strong> a series of steps<br />

aimed at streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> cooperation on CSR<br />

between Europe and Lat<strong>in</strong> America.<br />

Research<br />

The Danish Institute of <strong>Social</strong> Research is carry<strong>in</strong>g out a<br />

large-scale research programme which started <strong>in</strong> 1998<br />

and cont<strong>in</strong>ues until 2009, to monitor developments <strong>in</strong><br />

CSR and <strong>the</strong> <strong>in</strong>clusive labour market. The <strong>in</strong>stitute issues<br />

a yearbook on <strong>the</strong> results of <strong>the</strong> study, <strong>in</strong>clud<strong>in</strong>g a summary<br />

As part of <strong>the</strong> People and Profit project mentioned<br />

above, <strong>the</strong> M<strong>in</strong>istry of Economic and Bus<strong>in</strong>ess Affairs<br />

has conducted research <strong>in</strong> <strong>the</strong> CSR field:<br />

• Prelim<strong>in</strong>ary research: researchers from Copenhagen<br />

Bus<strong>in</strong>ess School, Statistics Denmark, Ashridge<br />

Bus<strong>in</strong>ess School and Harvard University have made<br />

<strong>in</strong>puts to <strong>the</strong> bus<strong>in</strong>ess case for CSR, which has been<br />

followed up by a survey on CSR activities <strong>in</strong> Danish<br />

• Research l<strong>in</strong>ked to People and Profit: <strong>in</strong> addition to <strong>the</strong><br />

tra<strong>in</strong><strong>in</strong>g programme, <strong>the</strong> Danish Commerce and<br />

Companies Agency and Copenhagen Bus<strong>in</strong>ess School<br />

(CBS) are cooperat<strong>in</strong>g on programme-related research.<br />

The outcome will be published <strong>in</strong> September 2007.<br />

Fur<strong>the</strong>rmore, CBS hosts a research panel on CSR <strong>in</strong> SMEs,<br />

compris<strong>in</strong>g researchers from six universities <strong>in</strong> Denmark.<br />

The Danish Government provides support to <strong>the</strong><br />

human rights impact assessment (HRIA) developed by<br />

<strong>the</strong> Danish Centre for Human Rights, <strong>in</strong>clud<strong>in</strong>g economic<br />

support from <strong>the</strong> PPP Programme. The HRIA is based<br />

on over 80 <strong>in</strong>ternational human rights agreements and<br />

treaties, and will allow companies to voluntarily evaluate<br />

<strong>the</strong>ir bus<strong>in</strong>ess practices and identify operations that<br />

subsequently directly or <strong>in</strong>directly violate human rights.<br />

Public-private partnerships<br />

The Danish M<strong>in</strong>istry of Foreign Affairs has launched <strong>the</strong><br />

PPP Programme. The objective is to promote <strong>public</strong>-private<br />

partnerships for better work<strong>in</strong>g and liv<strong>in</strong>g conditions<br />

<strong>in</strong> develop<strong>in</strong>g countries by advanc<strong>in</strong>g CSR and <strong>in</strong>creas<strong>in</strong>g<br />

opportunities for <strong>in</strong>vestments and competitiveness<br />

through <strong>in</strong>novation. The PPP Programme offers advisory<br />

services and economic support to companies and organisations<br />

that want to <strong>in</strong>itiate activities with<strong>in</strong> this area.<br />

S<strong>in</strong>ce January 1999, it has been mandatory for all<br />

Danish local authorities (municipalities) to form a<br />

Coord<strong>in</strong>at<strong>in</strong>g Committee for Preventive Labour Market<br />

Measures, with representation from social partners,<br />

and o<strong>the</strong>r key stakeholders and civil society. Follow<strong>in</strong>g<br />

a major reform of <strong>the</strong> municipal system from January<br />

2007, <strong>the</strong> work will be cont<strong>in</strong>ued by local employment<br />

councils.<br />

The <strong>National</strong> Employment Council consists of members<br />

from trade unions, employers federations, association of<br />

municipalities and <strong>the</strong> Disabilities Council, and advises<br />

<strong>the</strong> M<strong>in</strong>ister of Labour and <strong>Social</strong> Affairs on <strong>in</strong>itiatives<br />

for an <strong>in</strong>clusive labour market.<br />

The <strong>National</strong> Network of Bus<strong>in</strong>ess Executives, orig<strong>in</strong>ally<br />

<strong>in</strong>itiated by <strong>the</strong> M<strong>in</strong>ister of <strong>Social</strong> Affairs, ga<strong>the</strong>rs 16<br />

high-level bus<strong>in</strong>ess leaders from private and <strong>public</strong><br />

companies, who act as advisers on CSR to <strong>the</strong> M<strong>in</strong>ister<br />

of Employment and promote CSR activities.<br />

The M<strong>in</strong>istry of Employment adm<strong>in</strong>isters a pool of 'seed<br />

fund<strong>in</strong>g' to <strong>in</strong>spire companies to take responsibilities. It<br />

has supported f<strong>in</strong>ancially more than 200 local projects.<br />

Six regional bus<strong>in</strong>ess networks for CSR have been established<br />

s<strong>in</strong>ce 1998, among o<strong>the</strong>r th<strong>in</strong>gs to promote partnerships<br />

between companies and local <strong>public</strong><br />

authorities to tackle local social challenges. The networks<br />

are f<strong>in</strong>ancially supported by <strong>the</strong> government and<br />

have more than 1,200 member companies.<br />

In 1998 <strong>the</strong> Danish Government established The<br />

Copenhagen Centre (TCC), an <strong>in</strong>dependent <strong>in</strong>stitution<br />

focus<strong>in</strong>g on CSR.<br />

In 2006 a major project to develop cooperation<br />

between companies and municipal job centres was<br />

launched. Fac<strong>in</strong>g <strong>the</strong> major reform of <strong>the</strong> municipal system<br />

from January 2007, <strong>the</strong> purpose is to develop new<br />

tools and guidel<strong>in</strong>es for jo<strong>in</strong>t efforts to help some of <strong>the</strong><br />

least privileged groups <strong>in</strong>to <strong>the</strong> labour market.<br />

Bus<strong>in</strong>ess <strong>in</strong>centives<br />

At <strong>the</strong> annual Network Day, organised by <strong>the</strong> <strong>National</strong><br />

Network of Bus<strong>in</strong>ess Leaders (mentioned above), a<br />

Network award is given to socially responsible companies.<br />
