CORPORATE SOCIAL RESPONSIBILITY - <strong>National</strong> <strong>public</strong> <strong>policies</strong> <strong>in</strong> <strong>the</strong> European Union<br />

The CSR Compass is a report<strong>in</strong>g tool for companies that<br />

want to make a declaration on <strong>the</strong>ir standards with<br />

regard to CSR or on a code of conduct. With <strong>the</strong> tool,<br />

companies can develop an <strong>in</strong>dividual declaration <strong>in</strong><br />

order to demonstrate <strong>the</strong>ir standards on 2 CSR topics -<br />

such as child labour, discrim<strong>in</strong>ation, corruption, pollution<br />

and waste handl<strong>in</strong>g - by comply<strong>in</strong>g with Danish<br />

law. The declaration specifies <strong>the</strong> Danish legal standards<br />

with<strong>in</strong> each field and how <strong>in</strong>ternational conventions are<br />

ratified <strong>in</strong> Danish law. In addition, it specifies <strong>the</strong> extent<br />

of legal sanctions <strong>in</strong> case of non-compliance.<br />

Companies can pr<strong>in</strong>t <strong>the</strong> declarations <strong>in</strong> Danish and<br />

English, add fur<strong>the</strong>r <strong>in</strong>formation and send <strong>the</strong> document<br />

to <strong>the</strong>ir costumers <strong>in</strong> order to comply with <strong>the</strong>ir<br />

CSR claims (see also 'Management tools' above).<br />

Labels, certification schemes and management<br />

systems<br />

The <strong>Social</strong> Index may also be an element of a company's<br />

communication about its social commitment. If a company<br />

reaches a score above 60, certified by an <strong>in</strong>dependent<br />

auditor, it obta<strong>in</strong>s <strong>the</strong> right to use <strong>the</strong> 'S' label<br />

(for social responsibility) for three years.<br />

3. DEVELOPING CSR-SUPPORTIVE POLICIES<br />

Susta<strong>in</strong>able development<br />

The Danish Strategy for Susta<strong>in</strong>able Development was<br />

issued <strong>in</strong> 2002 and is to be revised. To support <strong>the</strong><br />

strategy a set of <strong>in</strong>dicators has been developed and<br />

Environmental <strong>policies</strong><br />

eco-efficient technology. Among <strong>the</strong> <strong>in</strong>itiatives are partnerships<br />

between <strong>the</strong> state, enterprises and research<br />

<strong>in</strong>stitutions on promot<strong>in</strong>g eco-efficient technologies <strong>in</strong><br />

different areas. In this strategy, <strong>the</strong> Danish Government<br />

presents n<strong>in</strong>e specific <strong>in</strong>itiatives for promot<strong>in</strong>g eco-<strong>in</strong>novation.<br />

The report is also an <strong>in</strong>vitation to a dialogue with<br />

<strong>the</strong> Danish Parliament, enterprises, researchers, <strong>in</strong>vestors<br />

and o<strong>the</strong>rs on how Denmark can accelerate eco-<strong>in</strong>novation,<br />

how it can achieve better cohesion between different<br />

<strong>policies</strong>, and how Denmark can be better at<br />

market<strong>in</strong>g its environmental knowledge and expertise.<br />

Public procurement<br />

In 2001 <strong>the</strong> Danish Parliament passed an Act which<br />

enables <strong>public</strong> authorities to stipulate certa<strong>in</strong> social<br />

obligations <strong>in</strong> relation to enterprises that ei<strong>the</strong>r provide<br />

services for <strong>the</strong> <strong>public</strong> authority or are receiv<strong>in</strong>g grants<br />

from <strong>the</strong> <strong>public</strong> authority.<br />

The Danish environmental protection law stipulates<br />

that Danish <strong>public</strong> authorities must act <strong>in</strong> accordance<br />

with <strong>the</strong> spirit of <strong>the</strong> law, for example <strong>in</strong> <strong>the</strong>ir procurement<br />

activities. This obligation has been specified <strong>in</strong> a<br />

circular from 1995 deal<strong>in</strong>g with all central government<br />

<strong>in</strong>stitutions. A circular for 2005 obligates <strong>the</strong> state to<br />

practise energy-efficient procurement accord<strong>in</strong>g to<br />

specified guidel<strong>in</strong>es.<br />

Trade and export <strong>policies</strong><br />

The Danish NCP for <strong>the</strong> OECD Guidel<strong>in</strong>es is a tripartite<br />

body with representatives from <strong>the</strong> Danish Government,<br />

bus<strong>in</strong>ess and labour. The NCP is based <strong>in</strong> <strong>the</strong> M<strong>in</strong>istry of<br />

Employment.<br />

In May 2006 <strong>the</strong> Danish Government published a<br />

strategy about enhanced efforts that can promote<br />
