DJJ Basics <strong>of</strong> Motivational Interviewing (MI) and the Stages <strong>of</strong> Change Curriculum:<br />

The DJJ Basics <strong>of</strong> MI and the Stages <strong>of</strong> Change Curriculum was developed in January 2008 to<br />

ensure that every DJJ employee and provider staff member who participates in MI training<br />

receives the same information, regardless <strong>of</strong> who is providing the training. Only MI Qualified<br />

Trainers can deliver the Curriculum.<br />

The Evidence:<br />

The first four editions <strong>of</strong> The Evidence, a collaborative effort between the Programming and<br />

Technical Assistance (PTA) Unit and the Evidence-Based Steering Committee, were posted to<br />

the DJJ website. The purpose <strong>of</strong> the newsletter is to disseminate information pertaining to the<br />

implementation <strong>of</strong> evidence-based and best practices in all <strong>Department</strong> program areas.<br />

Definitions:<br />

The definitions <strong>of</strong> evidence-based practices, promising practices, and practices with<br />

demonstrated effectiveness were operationalized. The definitions for evidence-based<br />

practices and practices with demonstrated effectiveness are contained within the new<br />

Residential Administrative Rule.<br />

The Sourcebook <strong>of</strong> Delinquency Interventions:<br />

The Sourcebook <strong>of</strong> Delinquency Interventions was completed and posted to the DJJ website.<br />

As part <strong>of</strong> the <strong>Department</strong>’s effort to implement evidence-based and best practices<br />

throughout the continuum <strong>of</strong> services, The Sourcebook catalogues information regarding<br />

cognitive-behavioral curricula and community-based family therapies that have been<br />

proven through research to reduce recidivism and/or criminogenic needs and articulates<br />

under which definition each delinquency intervention fits.<br />

Teaching Alternatives to Gangs (TAG): Detention Curriculum:<br />

PTA Unit and North Region Detention staff completed Qualified Trainer training in the TAG<br />

Detention curriculum. Implementation begins in all North Region Detention Centers, Spring<br />

2009.<br />

CORE Screens:<br />

The “Evidence-based and Best Practices screen” for CORE that will capture individuals<br />

trained in evidence-based and best practices throughout the state has been developed<br />

and will be populated Summer 2009.<br />

Motivational Interviewing Qualified Trainers (Cohort 1):<br />

A graduation ceremony for the first cohort <strong>of</strong> MI Qualified Trainers was held, ensuring<br />

sustainability <strong>of</strong> the <strong>Department</strong>’s ability to provide MI training and reducing the need to<br />

contract for the service.<br />

Motivational Interviewing (MI) & Thinking for a Change (T4C) Training:<br />

The PTA Unit provided statewide regional trainings for DJJ and provider staff in MI and T4C.<br />

A total <strong>of</strong> 903 individuals received MI and/or T4C training from January 2008 to the end <strong>of</strong><br />

<strong>March</strong> 2009:<br />

851 staff trained in Motivational Interviewing<br />

147 staff trained in Thinking for a Change<br />

MI is a pre-requisite to receiving R-PACT or TAG training and to becoming an R-PACT Trainer<br />

<strong>of</strong> Trainers and a TAG Qualified Trainer.<br />

Qualified Trainer Protocols:<br />

Qualified Trainer definitions and protocols were developed for MI, T4C, LifeSkills Training (LST),<br />

Aggression Replacement Training (ART) and Cannabis Youth Treatment (CYT).<br />

<strong>Juvenile</strong> <strong>Justice</strong> Information System (JJIS) Module:<br />

A JJIS module is in the analysis stage with MIS to track the provision <strong>of</strong> evidence-based<br />

practices to youth who are being served by Residential Services, Probation and Community<br />

Intervention, and Detention Services.

The <strong>Department</strong> <strong>of</strong> <strong>Juvenile</strong> <strong>Justice</strong> Announces 45 Selected R-PACT Trainers<br />

Forty-four DJJ and provider staff have been selected to become Certified<br />

Residential-PACT (R-PACT) Trainers including: Carol Andrus, Sheila Asson,<br />

Michael Baglivio, Raenequa Baker, Greg Brown, Beth Cantrell, Kevin<br />

George, Dru Greene, Rick Grunow, Kathy Blanton Henderson, Joanne<br />

Hendrix, Michelle Hinson, Alonzo Hunter, Al Hurayda, Crystal Johnson, Quintin<br />

Jones, Jason Kent, Dale Kimsey, Kerrick May, Patrick McKinstry, Jeff<br />

McSpaddin, Michael Magri, William Montgomery, Brenda Mueller, Ken<br />

Phillips, Betty Quintairos, Jennifer Rechichi, Johnny Richardson, Lynda<br />

Rolack, Diane Ruane, Nancy Russo, Robert Salazar, James Shaw, Mike<br />

Slattery, Rhonda Smith, Neil Stier, Sharon Sykes, Zelhis Taylor, Pete Vlastaras,<br />

Andre Watson, Vanessa Wicker, Andrew Williams, Gale E. Wire and George<br />

Wright. This group represents staff from 14 Providers for a total <strong>of</strong> 25 staff,<br />

and an additional 19 staff from DJJ’s Programming and Technical Assistance<br />

Unit, Contract Managers/Program Monitors, Probation staff, and staff from<br />

State-operated facilities.<br />

R-PACT TTT certification requirements include: Completion <strong>of</strong> the 2-day MI<br />

Training from an MI Qualified Trainer; attendance at a 2-day Basic R-PACT<br />

training; participation in a 5-day R-PACT TTT training; co-facilitation <strong>of</strong> two<br />

2-day Basic R-PACT sessions; a 1-day R-PACT booster session; and the<br />

delivery <strong>of</strong> two R-PACT training sessions per year, which must be made<br />

available to other state-run and provider operated facilities. R-PACT TTT’s<br />

will be observed during co-facilitation sessions to determine the degree <strong>of</strong><br />

competency being demonstrated. The R-PACT Training vendor – Allvest<br />

Information Services, Inc, will make recommendations for certification with<br />

the final decision to confer certification made by the <strong>Department</strong>. To<br />

maintain certification requirements, the R-PACT TTT must provide at least one<br />

R-PACT training per year and receive 8 hours <strong>of</strong> in-service training.<br />

A total <strong>of</strong> 850 individuals including Case Managers, Therapists, and Directors<br />

are anticipated to attend the R-PACT training sessions. 18 R-PACT training<br />

sessions are currently scheduled throughout the state, with an additional 45<br />

classes in the process <strong>of</strong> being loaded into CORE to accommodate our<br />

training needs. Each Trainer will be expected to post their R-PACT training<br />

sessions in CORE for a minimum <strong>of</strong> 30 days to allow the opportunity for<br />

participants to register. Class size will be limited to 10 with a minimum <strong>of</strong> 3<br />

participants due to the activities conducted during the classes.<br />

Training sessions began in the Central Region in February. The South Region<br />

will receive R-PACT training beginning in April; Northeast sessions will begin in<br />

June and Northwest session will begin in August. R-PACT training is 2 days<br />

long and participants must attend both days. A variety <strong>of</strong> locations are<br />

being used for our R-PACT trainings including DJJ <strong>of</strong>fices and residential<br />

programs. Training sites must be able to accommodate group style lecture<br />

and have at least 5 computers for the delivery <strong>of</strong> the s<strong>of</strong>tware related<br />

portion <strong>of</strong> the curriculum.<br />

Future Train the Trainer training opportunities will be made available through<br />

the development <strong>of</strong> a Master Trainer program. Requirements for the Master<br />

Trainer Certification program are currently being developed.

Probation and Community Intervention<br />

PACT Tape Review training classes have been completed. Twenty-nine staff, representing seventeen circuits<br />

completed a rigorous training process including coaching experience. They are:<br />

The tape review process is part <strong>of</strong> the ongoing training required to ensure sustainability <strong>of</strong> the PACT assessment<br />

process, providing JPOs with feedback on their skills in using Motivational Interviewing techniques to gather<br />

accurate information and assist youth in the change process.<br />

Detention<br />

TAG Qualified Trainers<br />

The Teaching Alternatives to Gangs (TAG): Detention Curriculum Implementation and Training Protocol has been<br />

completed. The following PTA and Detention Center staff have been trained and are TAG Qualified Trainers:<br />

A one-day TAG Facilitator training and PowerPoint presentation has been developed. Detention Center and PTA<br />

TAG Qualified Trainers will receive a one-day TAG Qualified Trainer Booster to prepare them to deliver TAG<br />

Facilitator training to Detention Center staff. A minimum <strong>of</strong> 4 Detention Center staff shall represent each Detention<br />

Center at TAG Facilitator training.<br />

Application for Recognition as a Trainer<br />

We are requesting DJJ programs and individuals to submit<br />

information to the PTA Unit substantiating the credentials <strong>of</strong> their<br />

staff and/or <strong>of</strong> themselves so that they may be deemed a<br />

qualified trainer in specific evidence-based and best practices<br />

curricula. Once recognized by the PTA Unit as a qualified<br />

trainer in a specific curriculum, the staff will be acknowledged<br />

both on the <strong>Department</strong>’s website and in CORE for the specific<br />

curriculum.<br />
