DJJ Basics of Motivational Interviewing (MI) and the Stages of Change Curriculum:
The DJJ Basics of MI and the Stages of Change Curriculum was developed in January 2008 to
ensure that every DJJ employee and provider staff member who participates in MI training
receives the same information, regardless of who is providing the training. Only MI Qualified
Trainers can deliver the Curriculum.
The Evidence:
The first four editions of The Evidence, a collaborative effort between the Programming and
Technical Assistance (PTA) Unit and the Evidence-Based Steering Committee, were posted to
the DJJ website. The purpose of the newsletter is to disseminate information pertaining to the
implementation of evidence-based and best practices in all Department program areas.
Definitions:
The definitions of evidence-based practices, promising practices, and practices with
demonstrated effectiveness were operationalized. The definitions for evidence-based
practices and practices with demonstrated effectiveness are contained within the new
Residential Administrative Rule.
The Sourcebook of Delinquency Interventions:
The Sourcebook of Delinquency Interventions was completed and posted to the DJJ website.
As part of the Department’s effort to implement evidence-based and best practices
throughout the continuum of services, The Sourcebook catalogues information regarding
cognitive-behavioral curricula and community-based family therapies that have been
proven through research to reduce recidivism and/or criminogenic needs and articulates
under which definition each delinquency intervention fits.
Teaching Alternatives to Gangs (TAG): Detention Curriculum:
PTA Unit and North Region Detention staff completed Qualified Trainer training in the TAG
Detention curriculum. Implementation begins in all North Region Detention Centers, Spring
2009.
CORE Screens:
The “Evidence-based and Best Practices screen” for CORE that will capture individuals
trained in evidence-based and best practices throughout the state has been developed
and will be populated Summer 2009.
Motivational Interviewing Qualified Trainers (Cohort 1):
A graduation ceremony for the first cohort of MI Qualified Trainers was held, ensuring
sustainability of the Department’s ability to provide MI training and reducing the need to
contract for the service.
Motivational Interviewing (MI) & Thinking for a Change (T4C) Training:
The PTA Unit provided statewide regional trainings for DJJ and provider staff in MI and T4C.
A total of 903 individuals received MI and/or T4C training from January 2008 to the end of
March 2009:
851 staff trained in Motivational Interviewing
147 staff trained in Thinking for a Change
MI is a pre-requisite to receiving R-PACT or TAG training and to becoming an R-PACT Trainer
of Trainers and a TAG Qualified Trainer.
Qualified Trainer Protocols:
Qualified Trainer definitions and protocols were developed for MI, T4C, LifeSkills Training (LST),
Aggression Replacement Training (ART) and Cannabis Youth Treatment (CYT).
Juvenile Justice Information System (JJIS) Module:
A JJIS module is in the analysis stage with MIS to track the provision of evidence-based
practices to youth who are being served by Residential Services, Probation and Community
Intervention, and Detention Services.

The Department of Juvenile Justice Announces 45 Selected R-PACT Trainers
Forty-four DJJ and provider staff have been selected to become Certified
and an additional 19 staff from DJJ’s Programming and Technical Assistance
Unit, Contract Managers/Program Monitors, Probation staff, and staff from
State-operated facilities.
R-PACT TTT certification requirements include: Completion of the 2-day MI
Training from an MI Qualified Trainer; attendance at a 2-day Basic R-PACT
training; participation in a 5-day R-PACT TTT training; co-facilitation of two
2-day Basic R-PACT sessions; a 1-day R-PACT booster session; and the
delivery of two R-PACT training sessions per year, which must be made
available to other state-run and provider operated facilities. R-PACT TTT’s
will be observed during co-facilitation sessions to determine the degree of
competency being demonstrated. The R-PACT Training vendor – Allvest
Information Services, Inc, will make recommendations for certification with
the final decision to confer certification made by the Department. To
maintain certification requirements, the R-PACT TTT must provide at least one
R-PACT training per year and receive 8 hours of in-service training.
A total of 850 individuals including Case Managers, Therapists, and Directors
are anticipated to attend the R-PACT training sessions. 18 R-PACT training
sessions are currently scheduled throughout the state, with an additional 45
participants to register. Class size will be limited to 10 with a minimum of 3
participants due to the activities conducted during the classes.
Training sessions began in the Central Region in February. The South Region
will receive R-PACT training beginning in April; Northeast sessions will begin in
June and Northwest session will begin in August. R-PACT training is 2 days
long and participants must attend both days. A variety of locations are
being used for our R-PACT trainings including DJJ offices and residential
programs. Training sites must be able to accommodate group style lecture
and have at least 5 computers for the delivery of the software related
portion of the curriculum.
Future Train the Trainer training opportunities will be made available through
the development of a Master Trainer program. Requirements for the Master
Trainer Certification program are currently being developed.

Application for Recognition as a Trainer
We are requesting DJJ programs and individuals to submit
information to the PTA Unit substantiating the credentials of their
staff and/or of themselves so that they may be deemed a
qualified trainer in specific evidence-based and best practices
curricula. Once recognized by the PTA Unit as a qualified
trainer in a specific curriculum, the staff will be acknowledged
